El aumento en el número de migrantes internacionales suele ser considerado como un indicador de un mejoramiento material global, pero la tendencia de las recientes reformas al derecho consular muestra más bien la existencia de una amenaza al Estado de derecho y a la justicia global. Las condiciones a las que se somete la migración y la movilidad transnacional en general conducen a una creciente estratificación social y jurídica. Cruzar las fronteras territoriales, incluso de manera temporal y con propósitos científicos (...) y culturales, se ha convertido en un privilegio de los ciudadanos de países ricos. En los hechos, el derecho consular y su aplicación toleran con frecuencia la discriminación étnica, religiosa, cultural y socio-económica. Que todo tipo de solicitantes de escasos recursos sean relegados en las oficinas consulares supone un mecanismo de reproducción de la desigualdad global. (shrink)

Según el autor, el carácter normativo del derecho no estaría justificado por la "vaga, oscura y controvertida noción de aceptación" de Hart, sino por otra, más general: el compromiso mutuo, tomada de la metafísica social de Margaret Gilbert. Pero ¿cuál es la diferencia entre el hecho de que dos o más personas (...) acepten una convención y que exista entre ellas un compromiso mutuo? The article studies the tradicional locus of madhouse present in 2666 by Roberto Bolaño, but taking into consideration also the desert and the church as spaces where the enunciation of madness is expands: the madman’s truth. To this end, three aspects that configure the heuristic notion of lettered madhouse are analyzed: the digressive diagrams, the phobic philology, and enlightened hospice. In short, it shows how Bolaño elaborates in his novel a critical and ironic vision of Latin American literary intelligentsia or (...) the remnants of The lettered City of Angel Rama. (shrink)

Resumen: El ensayo analiza la articulación genealógica de la literatura, la locura y la violencia presente en La literatura nazi en América y 2666 de Roberto Bolaño, con el objetivo de entender cómo estas problemáticas recurrentes en su obra son reelaboradas mediante la mimesis literaria. Asimismo, esta dimensión evidencia la actuación de una consciencia narrativa que utiliza la articulación genealógica como un modo crítico de aproximación a la realidad. En consecuencia, ambas novelas manifiestan una visión de mundo que constata, mediante (...) la genealogía, los indicios que explicarían los procesos históricos del fenómeno global de la violencia.: The essay analyzes the genealogical articulation of literature, madness and violence present in La literatura nazi en América and 2666 by Roberto Bolaño, with the aim to understand how these recurring problems in his work are reworked by literary mimesis. Also, this dimension shows the performance of a narrative consciousness that uses the genealogical articulation as a critical way of approaching reality. Political theory is a field that finds nourishment in others. From economics, history, sociology, psychology, and political science, theorists have drawn a rich repertoire of schemas to parse the social world and make sense of it. With each of these encounters, new subjects are brought into focus as others recede into the background, ushering a change not only in how questions are tackled but also in what questions are thought worth asking.

I propose an idealist ontology that makes sense of reality in a more parsimonious and empirically rigorous manner than mainstream physicalism, bottom-up panpsychism, and cosmopsychism. The proposed ontology also offers more explanatory power than these three alternatives, in that it does not fall prey to the hard problem of consciousness, the combination problem, or the decombination problem, respectively. It can be summarized as follows: there is only cosmic consciousness. We, as well as all other living organisms, are but dissociated alters (...) of cosmic consciousness, surrounded by its thoughts. The inanimate world we see around us is the extrinsic appearance of these thoughts. The living organisms we share the world with are the extrinsic appearances of other dissociated alters. (shrink)

Turing’s much debated test has turned 70 and is still fairly controversial. His 1950 paper is seen as a complex and multilayered text, and key questions about it remain largely unanswered. Why did Turing select learning from experience as the best approach to achieve machine intelligence? Why did he spend several years working with chess playing as a task to illustrate and test for machine intelligence only to trade it out for conversational question-answering in 1950? Why did Turing refer to (...) gender imitation in a test for machine intelligence? In this article, I shall address these questions by unveiling social, historical and epistemological roots of the so-called Turing test. I will draw attention to a historical fact that has been only scarcely observed in the secondary literature thus far, namely that Turing’s 1950 test emerged out of a controversy over the cognitive capabilities of digital computers, most notably out of debates with physicist and computer pioneer Douglas Hartree, chemist and philosopher Michael Polanyi, and neurosurgeon Geoffrey Jefferson. Seen in its historical context, Turing’s 1950 paper can be understood as essentially a reply to a series of challenges posed to him by these thinkers arguing against his view that machines can think. Turing did propose gender learning and imitation as one of his various imitation tests for machine intelligence, and I argue here that this was done in response to Jefferson's suggestion that gendered behavior is causally related to the physiology of sex hormones. Analizamos las relaciones no siempre presentes entre deportes, barrios y políticas públicas en Chile en el marco de las vinculaciones entre Estado y sociedad civil en la que el barrio y los clubes deportivos, pese a su gran presencia y aporte a la sociabilidad, han estado ausentes. Hasta antes del golpe de Estado de 1973, la sociedad civil tenía una gran fortaleza, y muchas de sus instituciones, como los clubes deportivos, gozaban de buena salud institucional y sobre todo de autonomía. (...) El colapso institucional del año 1973 quebró las confianzas y tras un proceso muy largo, las instituciones deportivas volvieron a reconfigurarse. Las políticas neoliberales también alcanzaron al mundo del deporte. El Estado subsidiario, a través de proyectos concursables, presta ayuda al desarrollo de estas instituciones de base. (shrink)

Reading or hearing about Theodor Adorno's ideas always results in quibbles. He strikes many as a naïve philosopher because of his reversal of concept and object; some see him as an anarchist because of his relentless critique of rationality; while to others he simply does not make sense, and especially a critique of society based on negative dialectics simply does not make sense to many! These points, however, are precisely some of the key elements of his thought; without a deeper (...) apprehension of these main themes, it would be impossible to arrive at a level-headed appraisal of his philosophy. The Turing test has been studied and run as a controlled experiment and found to be underspecified and poorly designed. On the other hand, it has been defended and still attracts interest as a test for true artificial intelligence (AI). Scientists and philosophers regret the test’s current status, acknowledging that the situation is at odds with the intellectual standards of Turing’s works. This article refers to this as the Turing Test Dilemma, following the observation that the test has been under (...) discussion for over seventy years and still is widely seen as either too bad or too good to be a valuable experiment for AI. An argument that solves the dilemma is presented, which relies on reconstructing the Turing test as a thought experiment in the modern scientific tradition. It is argued that Turing’s exposition of the imitation game satisfies Mach’s characterization of the basic method of thought experiments and that Turing’s uses of his test satisfy Popper’s conception of the critical and heuristic uses of thought experiments and Kuhn’s association of thought experiments to conceptual change. It is emphasized how Turing methodically varied the imitation game design to address specific challenges posed to him by other thinkers and how his test illustrates a property of the phenomenon of intelligence and suggests a hypothesis on machine learning. This reconstruction of the Turing test provides a rapprochement to the conflicting views on its value in the literature. (shrink)

In 2005, an essay was published in Nature asserting that the universe is mental and that we must abandon our tendency to conceptualize observations as things. Since then, experiments have confirmed that — as predicted by quantum mechanics — reality is contextual, which contradicts at least intuitive formulations of realism and corroborates the hypothesis of a mental universe. Yet, to give this hypothesis a coherent rendering, one must explain how a mental universe can — at least in principle — accommodate (...) (a) our experience of ourselves as distinct individual minds sharing a world beyond the control of our volition; and (b) the empirical fact that this world is contextual despite being seemingly shared. By combining a modern formulation of the ontology of idealism with the relational interpretation of quantum mechanics, the present paper attempts to provide a viable explanatory framework for both points. In the process of doing so, the paper also addresses key philosophical qualms of the relational interpretation. (shrink)

The present framing of the cultural debate in terms of materialism versus religion has allowed materialism to go unchallenged as the only rationally-viable metaphysics. This book seeks to change this. It uncovers the absurd implications of materialism and then, uniquely, presents a hard-nosed non-materialist metaphysics substantiated by skepticism, hard empirical evidence, and clear logical argumentation. It lays out a coherent framework upon which one can interpret and make sense of every natural phenomenon and physical law, as well as the modalities (...) of human consciousness, without materialist assumptions. According to this framework, the brain is merely the image of a self-localization process of mind, analogously to how a whirlpool is the image of a self-localization process of water. The brain doesn’t generate mind in the same way that a whirlpool doesn’t generate water. It is the brain that is in mind, not mind in the brain. Physical death is merely a de-clenching of awareness. The book closes with a series of educated speculations regarding the afterlife, psychic phenomena, and other related subjects. (shrink)

Drawing upon a distinction between epistemically and metaphysically motivated notions of a concept, I consider the insurmountable problems of theories that appeal to our epistemic capacities to address the problem of the nature of concepts satisfactorily. Prominent theories of concepts hold that primitive concepts must have internal structure if they are to account for the explanatory functions that cognitive scientists have attributed to such constructs as prototypes, exemplars, and theories. Vindicating the role of non-experimental philosophy in the critical examination of (...) empirical theories, I argue that the explanatory effectiveness of those constructs is orthogonal to an argument concerning the structure of primitive concepts. Conceptual atomism provides an alternative approach to individuating primitive concepts the precise formulation of which has yet to be worked out. Despite its unpopularity, the atomist alternative is still in a better position to face the question of what concepts are than its competitors. (shrink)

A obra em questão, Favor fechar os olhos: em busca de um outro tempo, de Byung-Chul Han, nascido na Coreia e radicado na Alemanha, onde é professor de Filosofia e Estudos Culturais na Universidade de Berlim, se trata de uma reflexão filosófica acerca das questões que envolvem o paradigma digital contemporâneo atrelado à problemática do tempo, e, mais propriamente, acerca do ato natural de fechar os olhos ante a coação permanente pelo visual, pela vigilância. O ensaio de Byung-Chul Han está (...) dividido em cinco capítulos, os quais poderíamos nominar de cinco tempos: O tempo do silêncio, O tempo bom, O tempo da festa, O tempo do outro e Em um tempo inoportuno; à partida se pode observar os títulos como uma espécie de ideia reguladora, ou seja, como uma dimensão de alteridade, de algum modo, inspirada em um pensamento ético como o de Emmanuel Lévinas. Resumen Aunque Carlos Arturo Truque sigue siendo poco conocido, no podemos hablar de literatura afrocolombiana, ni colombiana, sin su aporte. Con una producción literaria dispersa en publicaciones periódicas, el chocoano apuesta por el cuento cuando este no era suficientemente valorado en su país. Vivan los compañeros recoge todos sus cuentos, en los que se acerca tanto a los personajes excluidos de la sociedad como a los episodios de la historia colombiana más “vergonzosos”, desde un lenguaje que se aleja de todo (...) academicismo. Su obra, calificada en la época de “literatura sucia”, y ubicada concretamente en el Chocó y el puerto de Buenaventura, no es ajena a cualquier injusticia humana. Además, la necesidad de Truque de plasmar el habla de su comunidad no le impide contemplar las nuevas técnicas narrativas que llegaban entonces de Norteamérica. Así, renueva el cuento colombiano desde el plano formal y de contenido.Although Carlos Arturo Truque is still not well known, we cannot talk about Afro-Colombian, or Colombian literature, without mentioning his contribution. With an unfocused literary production in periodic publications, the “chocoano” bets on the short story when this genre was not highly valued in his country. Vivan los compañeros collects all his short stories, where he approaches the excluded characters of society as well as the more “shameful” episodes of Colombian history, from a language that distances itself from all academic art. His work, described at the time as “dirty literature” and specifically located in Chocó and the port of Buenaventura, is not alien to any human injustice. Besides, the need for Truque to express the speech of his community does not prevent him from contemplating new narrative techniques coming from North America. Thus, he renews the Colombian short story from the formal level and its content. (shrink)

In this article it is defended that the notion known as “The mark of the cognitive” is better characterized as a process that performs the function of generating intelligent behavior, in a flexible and adaptive way, capable of adapting to circumstances, given it is a context sensitive process. For that, some relevant definitions of cognition are examined. In the end, it is pointed out that the definition of the mark of cognition as a context-sensitive process takes into account several factors (...) that were added as constitutive parts of cognitive phenomena over the years, especially the 4E Cognition, which cannot be satisfactorily accommodated alongside the preceding notions of cognition. Accordingly, this essay shouldn’t be mistaken merely as an exercise in intellectual history, but as a brief and accessible attempt to advance the debate. (shrink)

The article aims to provide the main conceptual coordinates in order to fully understand the state of the art of the most recent research in the field of neurobiology of interpersonal experience. The main purpose of this work is to analyze, at an anthropological, phenomenological and epistemological level, how the fundamental characteristics of the recognition of otherness and intercorporeity among human beings contribute to changing the image of nature in the light of a possible new relationship between living bodies, neurophysiological (...) systems and empathy. From this point of view, the hypothesis to investigate is that neurophenomenology, understood as a new evolutionary, multidimensional and autopoietic approach, is capable of probing the preconditions of the possible delineation of a phenomenology of intersubjectivity shaped by the neuroscientific turning point, represented by the discovery of mirror neurons. At this level, the neuroscientific data are interpreted according to a specific interdisciplinary perspective, thus trying to offer a possible unitary and integrated theoretical framework. (shrink)

La investigación descriptiva muestra los pasivos ambientales que generan de la actividad minera en la ciudad de Bogotá Colombia. El enfoque cualitativo, permite identificar las zonas dedicadas a la actividad minera de extracción, explotación y producción de materiales para la construcción en la ciudad; para ello se realizó revisión documental y trabajo de observación para conocer el estado actual del impacto ambiental que genera esta actividad en el sur de la ciudad. Los resultados muestran un avance de la investigación en (...) curso donde se puede identificar los pasivos ambientales generados por la minería en el sur de Bogotá. (shrink)

The rise of digital technologies has made possible a variety of anonymous acts of disobedience. Although the use of anonymity in political contestation is not new, online anonymous disobedience—such as that of the hacktivist collective Anonymous—urges political thinkers to reexamine the concept of civil disobedience. Important questions need to be asked about the extent to which anonymous, principled law-breaking is compatible with the definition, tradition, and justification of civil disobedience. This article argues that the understanding of civil disobedience employed by (...) liberal thinkers, which rejects the notion that anonymous actions can be classified as civil disobedience, should be reviewed. Both the context in which actors break the law and the extreme risks they might face for doing so in illiberal and undemocratic societies need to be considered when thinking about what constitutes civil disobedience. The article takes these factors into account and offers a radical democratic account of civil disobedience according to which anonymous disobedience is indeed compatible with civil disobedience. Resumen: El artículo examina la recepción y las distintas lecturas que tuvo La Araucana en Chile, en las últimas décadas del siglo XIX. También la modalidad de esas lecturas que obedecen a un nacionalismo distinto al nacionalismo liberal decimonónico. Describe las características de un nuevo imaginario de la nación y la incidencia que él tuvo en la recepción de la obra de Ercilla. Ejemplifica este proceso en su chilenización tanto en la historiografía literaria como en el campo editorial, también en (...) el nacionalismo musical y en los debates del llamado araucanismo científico y en la idea de una supuesta Raza Chilena. Por último, establece una vinculación con otros artículos del mismo autor que contribuyen al estudio de la recepción y la resemantización de La Araucana desde el siglo XVI hasta el XIX. Abstract: The article examines the reception and different readings that La Araucana had in Chile, in the last decades of the 19th century and first decades of the 20th century. At the same time, the modality in which these readings are part of a nationalism that differs from the liberal nationalism of the 19th Century. It outlines the characteristics of the new imaginary of the nation and the impact it had in the reception of Ercilla's work. The article follows the chilenization of La Araucana in literary historiography and in the publishing field, also in musical nationalism and in the debates of the so called scientific Araucanismo and in the idea of a supposed Chilean Race. Finally, it establishes a link with other articles by the same author that contribute to the study of the reception and resemantization of La Araucana. (shrink)

In order to perceive the world, we need more than just raw sensory input: a subliminal paradigm of thought is required to interpret raw sensory data and, thereby, create the objects and events we perceive around ourselves. As such, the world we see reflects our own unexamined, culture-bound assumptions and expectations, which explains why every generation in history has believed that it more or less understood the world. Today, we perceive a world of objects and events outside and independent of (...) mind, which merely reflects our current paradigm of thought. Anomalies that contradict this paradigm have been accumulated by physicists over the past couple of decades, which will eventually force our culture to move to a new paradigm. Under this new paradigm, a form of universal mind will be viewed as nature’s sole fundamental entity. In this paper, I offer a sketch of what the new paradigm may look like. (shrink)

Although Hegel is increasingly recognized as an important figure in the history of political economy, his economic views are never strictly economic. In contrast to other modern thinkers, his primary concern is not the economic efficacy of different practices or institutions but the extent to which they enable and promote the development of human freedom. In this article, I argue that Hegel's pioneering critique of modern liberal economy plays out simultaneously at a more empirical level, corresponding to the properly economic (...) dimension of his analysis, and at a deeper, logical level, which grounds and guides his position. Moreover, I argue that the tendency to favour the first of these levels, found in most of the literature on Hegel's economic thought, reduces the Philosophy of Right's main argument to a more or less vigorous plea for economic interventionism. Against this kind of reading, I show that a renewed focus on the text's logical structure reveals a different and more radical philosophical proposition, which has yet to be fully acknowledged. In particular, I argue that Hegel's dialectical logic leads him beyond the liberalism-interventionism debate, towards a qualitatively different conception of social and economic relations. (shrink)

This invited article is a response to the paper “Quantum Misuse in Psychic Literature,” by Jack A. Mroczkowski and Alexis P. Malozemoff, published in this issue of the Journal of Near-Death Studies. Whereas I sympathize with Mroczkowski’s and Malozemoff’s cause and goals, and I recognize the problem they attempted to tackle, I argue that their criticisms often overshot the mark and end up adding to the confusion. I address nine specific technical points that Mroczkowski and Malozemoff accused popular writers in (...) the fields of health care and parapsychology of misunderstanding and misrepresenting. I argue that, by and large—and contrary to Mroczkowski’s and Malozemoff’s claims—the statements made by these writers are often reasonable and generally consistent with the current state of play in foundations of quantum mechanics. This investigation explains the causes that triggered the so-called “Caso Almería”. An event that involved the torture and murder of three young men –Luis Cobo Mier, Juan Mañas Morales and Luis Montero García– by civil guards after mistaking them for members of the terrorist organisation Euskadi Ta Askatasuna. In order to prepare it, documentation from different archives, oral testimonies such as that of Lieutenant General Andrés Cassinello Pérez, as well as press reports on this event were used. The conclusion reached (...) is that this was not a case of state terrorism, but rather a vindictive and uncontrolled action by members of the Guardia Civil, linked to the ETA attack on Lieutenant General Joaquín de Valenzuela, and covered up by the commanders of this police force and the government itself.
