Can the desire for efficiently systematised theories in science be explained from within a powers metaphysics? It is plausible that the traditional ‘Powers Theory of Laws’, endorsed by many friends of powers, does not alone provide such an explanation. This has led a number of recent authors to argue that a ‘Powers Best System Account’ of laws would be a preferable alternative. This account borrows a method for determining laws from the Humean and applies it to a reality of powers. (...) Here I claim, to the contrary, that this account is both internally unworkable and, anyway, completely undermotivated when compared with the traditional view. Apart from some brief suggestions for alternative accounts, I’ll conclude that the powers theorist still has their work cut out to explain systematising in science. (shrink)

What does it say about you if you enjoy sexist humour? One answer to this question holds that finding sexist humour funny reveals that you have sexist beliefs, whilst another holds that it reveals nothing deeper about you at all. I argue that neither of these answers are correct, as neither can capture the feeling of unwilling complicity we often get from enjoying sexist jokes. Rather, we should navigate between these two positions by understanding the sense of humour as a (...) kind of sensibility or taste, analogous to Anne Eaton’s account of erotic taste. This allows for a fleshing out of the purely belief-centred understanding of the sense of humour, adding emotional, perceptual and motivational aspects to it. Finally, I propose that one’s sense of humour is shaped the representations one engages with, which suggests a possible avenue for habituating it in a more egalitarian direction. (shrink)

When reading literature, we might have an emotional connection with the author, or at least what appears to be such, even when that literature is a work of fiction. But it is unclear how a work of fictional literature could supply the resources for such an experience. It is, after all, a work of fiction, not a report of the author’s experience, as with memoir or autobiography. This paper responds to Friend’s (2023) critique of the Powers-BSA, a view according to which laws of nature are efficient descriptions of how modally laden properties (powers) are possibly distributed in spacetime. In the course of this response, the paper discusses the nature of scientific and metaphysical explanation, the aim of science and the structure of modal space.

This chapter investigates the prospects for an important position that falls under the "mere patterns" approach: what, for reasons that will emerge, the author calls"Humean reductionism" about laws of nature, a view championed perhaps most prominently by David Lewis. He reviews some of the most interesting arguments against this position from the literature, and adds some of his own that, he thinks, are more effective. The chapter considers how the best system account (BSA) would apply to the Newtonian particle world. (...) The BSA has been challenged in a wide variety of ways: it violates certain intuitions; It makes a hash out of the connection between laws on the one hand, and counterfactuals, explanation, and induction on the other. This article argues for a revised best system account of laws of nature. David Lewis’s original BSA has two main elements. On the one hand, there is the Humean base, which is the totality of particular matters of fact that obtain in the history of the universe. On the other hand, there is what I call the ‘nomic formula’, which is a particular operation that gets applied to the Humean base in order to output the laws of nature. My revised (...) account focuses on this latter element of the view. Lewis conceives of the nomic formula as a balance of simplicity and strength, but I argue that this is a mistake. Instead, I motivate and develop a different proposal for the standards that figure into the nomic formula, and I suggest a rationale for why these should be the correct standards. Specifically, I argue that the nomic formula should be conceived as a collection of desiderata designed to generate principles that are predictively useful to creatures like us. I argue that the best scientific package is anti-Humean in its ontology, but Humean in its laws. This is because potencies and the best system account of laws complement each other surprisingly well. If there are potencies, then the BSA is the most plausible account of the laws of nature. Conversely, if the BSA is the correct theory of laws, then formulating the laws in terms of potencies rather than categorical properties avoids three serious objections: the mismatch objection, the impoverished (...) worlds objection, and the metaphysical 'oomph' objection. I argue that combining anti-Humean properties with Humean laws into a Potency-Best System Account of Laws is a powerful and science-friendly account---something that people on both sides should be able to appreciate. This paper shows how a niche account of the metaphysics of laws of nature and physical properties—the Powers-BSA—can underpin both a sense in which the laws are metaphysically necessary and a sense in which it is true that the laws could have been different. The ability to reconcile entrenched disagreement should count in favour of a philosophical theory, so this paper constitutes a novel argument for the Powers-BSA by showing how it can reconcile disagreement about the laws’ modal status. This paper provides the first thorough assessment of a physics-based answer, the Bound State Answer, to the Special Composition Question. According to the BSA some objects compose something if they are in a common bound state. The reasons to endorse such an answer, in particular, motivations coming from empirical adequacy and conservativeness, precision, simplicity, and parsimony, are critically addressed. I then go on to compare the BSA to other moderate answers to the SCQ and consider whether objections raised against such (...) answers can be raised against the BSA as well. It is an underappreciated fact within the philosophical literature on laws of nature that many scientific laws require the aid of a supporting cast of additional modelling ingredients (such as boundary conditions, material parameters, interfacial stipulations, rigidity constraints, and so on) in order to perform their traditional role in scientific inquiry. In this paper, I suggest that this underappreciated fact spells trouble for some recent reformulations of David Lewis's Best Systems Account (BSA) of laws of nature. Under the auspices of (...) 'pragmatic Humeanism,' several philosophers have recently argued that the criteria of strength and simplicity that lay at the heart of Lewis's original formulation should be replaced with alternatives that are more sensitive to the role that laws play in scientific practice. Although the criteria that these philosophers put forward differ in a variety of ways, they are primarily concerned with the ability of laws to furnish us with predictions and encode information. This, I suggest, is a problem. If it is true that many scientific laws do not on their own perform some of the roles with which they are traditionally associated, then they are unlikely in isolation to make meaningful contributions to the predictive strength of a system or encode information about particular systems. Such laws are thus unlikely to end up in the best system, and so these accounts will have trouble conferring lawhood upon them. (shrink)

Lewis’s original Best Systems Account of laws was not motivated much by pragmatics. But recent commentary on his general approach to laws has taken a ‘pragmatic turn’. This was initiated by Hall’s defence against the charge of ‘ratbag idealism’ which maintained that best systems accounts should be admired rather than criticised for the inherent pragmatism behind their choice of desiderata for what counts as ‘best’. Emboldened by Hall’s pragmatic turn, recent commentators have proposed the addition of pragmatically motivated desiderata to (...) complement or replace the canonical desiderata of strength and simplicity. This, they hope, will allow their revisionary BSAs to respond better to various counterexamples against the original account. While the pragmatic turn itself is well taken, here I problematise these revisionary approaches. First, there are reasonable responses to the counterexamples from within the canonical BSA. Second, while actual laws may satisfy the newly proposed desiderata, there are reasons to think these desiderata cannot be constitutive of laws. By comparison, the canonical desiderata appear to be relevant to explaining why and when the revisionary desiderata will reflect pragmatic features of the laws and better reflect the motives behind practitioners of fundamental physics. The merits of David Lewis’s Best System Account of natural law are frequently debated. But to my knowledge, the prospects for extending the BSA to cover meta-laws have never been examined. I shall identify two obstacles facing the most natural way of extending the BSA to cover meta-laws. The BSA’s fans should consider how these obstacles are to be overcome. Meta-laws are laws about laws. For example, Einstein’s special theory of relativity incorporates a meta-law: The content of the [special] relativity (...) theory can … be summarized in one sentence: all natural laws must be so conditioned that they are covariant with respect to Lorentz transformations. [The special theory of relativity] is not a theory in the usual sense but is better regarded as a second-level theory, or a theory of theories that constrains first-level theories. The principle of relativity is an example of a symmetry principle: a principle requiring that the first-order laws be unchanged under a given transformation. Long before Einstein proposed the principle of relativity, other spacetime symmetries were widely believed to be meta-laws: that the first-order laws are covariant under arbitrary spatial displacements, temporal displacements and spatial rotations. These spacetime symmetries require the laws to treat all spatial locations and directions alike and all moments alike. For instance, symmetry under temporal displacements rules out a fundamental force law specifying that a given force declines with the inverse-square of the distance before a given moment but with the inverse-cube of the distance at and after that moment. Many philosophers sympathetic with a Humean understanding of laws of nature have thought that, in the final analysis, the fundamental laws will include not only the traditional dynamical equations, but also two additional principles: the Past Hypothesis and the Statistical Postulate. The former says that the universe began in a particular very-low-entropy macrostate M(0), and the latter posits a uniform probability distribution over the microstates compatible with M(0). Such a view is arguably vindicated by the orthodox Humean Best System Account (...) (BSA). However, I argue here that recent developments of the BSA render the Past Hypothesis otiose. In particular, the trend among Humeans toward a more pragmatic view of laws — according to which the best system is the one that is maximally effective at helping creatures like us amplify our information about the world — does not support the idea that the Past Hypothesis is a law of nature. This paper addresses a famous objection against David Lewis’s Best System Analysis (BSA) of laws of nature. The objection—anticipated and discussed by Lewis (1994)—focuses on the standards of simplicity and strength being (in part) a matter of psychology. Lewis’s answer to the objection relies on his metaphysics of natural properties and its ability to single out the robustly best system, a system that is expected to come out far ahead of its rivals under any standard of simplicity and strength. The (...) main task of this paper is to argue that Lewis’s reply to the objection in terms of nature being kind to us does not succeed, if nature’s kindness is understood in terms of the naturalness of the properties composing the Humean mosaic. For epistemic access to natural properties is downstream to any previous identification of the best system. A possible Lewisian rejoinder in terms of a cross-world Humean mosaic of natural properties is considered and rebutted. The paper concludes by suggesting that Lewis could instead avail himself of a better answer to the objection, if the standards of simplicity and strength were reinterpreted along perspectivalist lines. This paper defends an account of the laws of nature in terms of irreducibly modal properties (aka powers) from the threat posed by functional laws, conservation laws and symmetries. It thus shows how powers theorists can avoid ad hoc explanations and resist an inflated ontology of powers and governing laws. The key is to understand laws not as flowing from the essences of powers, as per Bird (2007), but as features of a description of how powers are possibly distributed, as (...) per Demarest (2017), Kimpton-Nye (2017, 2021) and Williams (2019); call this the Powers-BSA. This underappreciated powers-based account of laws is continuous with actual scientific practice and thereby quite naturally accommodates functional laws, conservation laws and symmetries. This paper develops an account of the metaphysics of fundamental laws I call “the Package Deal Account ” that is a descendent of Lewis’ BSA but differs from it in a number of significant ways. It also rejects some elements of the metaphysics in which Lewis develops his BSA. First, Lewis proposed a metaphysical thesis about fundamental properties he calls “Humean Supervenience” according to which all fundamental properties are instantiated by points or point sized individuals and the only fundamental relations (...) are geometrical spatial and temporal relations between these. While the BSA does not require HS Lewis seems to hope that it is true. In contrast, the PDA is not committed to HS or even to the fundamental arena in which fundamental properties are instantiated possessing geometrical structure and thus is able to accommodate relations and structures found in contemporary physics that apparently conflict with HS. Second, although Lewis’ BSA doesn’t require HS his Humeanism does require that fundamental properties are categorical. In contrast, the PDA allows for the possibility that fundamental properties are individuated in terms of laws and so are not categorical. Third, the PDA expands and develops the criteria for what counts in favor of a candidate system with more attention to the criteria employed by physicists in evaluating proposed theories. Fourth and most importantly, unlike Lewis’ BSA, the PDA does not presuppose metaphysically primitive elite properties/quantities that Lewis calls “perfectly natural” properties/quantities or presuppose a metaphysically preferred language whose terms denote such properties/quantities. It replaces Lewis’ account with an account on which natural properties are not metaphysically prior to the laws but are elements of a package that includes a fundamental arena that plays the role of space-time as well as fundamental laws and properties. By doing so it responds to some epistemological and metaphysical issues that have been raised regarding natural properties and their role in the BSA. In sum, the PDA goes further in explicating the notion of laws in terms of the aims and practices of science especially fundamental physics rather than in terms of prior metaphysics. Lewis’ Best System Analysis of laws of nature is often criticized on the grounds that what it means to be the “best” system is too subjective for an analysis of lawhood. Recent proponents of the BSA have embraced the view’s close connection to the particulars of scientific practice despite the objection. I distinguish two compatible versions of the objection: one opposed to mind or subject dependence and the other opposed to relativity. The BSA can answer both. Answering the anti-relative version (...) of Armstrong’s objection requires that the BSA be no more or less relative than is required by scientific practice. A spectrum of relativity is introduced with extremes of minimally and maximally relative variants of the BSA, and extant variants of the BSA are located on it. Lastly, I sketch what work remains to be done with respect to Armstrong’s objection by BSA proponents depending on where in the spectrum of relativity they hope to locate their view. (shrink)

The claims by the Building Societies Association (BSA), some mutual building societies and other observers that mutual status is associated with higher levels of charitable and community involvement than public status banks are tested using the proxy of charitable donations in cash as a proportion of profits before tax (PBT). Using a sample of 31 of the remaining 65 mutual societies and the population of U.K.-based retail banks and still-independent demutualised banks, two hypotheses were tested: first, that charitable giving as (...) a proportion of PBT over the period 1990–2003 was higher for mutuals than banks and second, that longitudinal records of charitable donations as a proportion of PBT for former mutuals will show a lower rate after demutualisation. Neither hypothesis was convincingly supported allowing for the conclusion that any claims suggesting that mutuals are structurally more generous than public companies are not supported by empirical evidence. Much recent philosophical attention has been devoted to the prospects of the Best System Analysis of chance for yielding high-level chances, including statistical mechanical and special science chances. But a foundational worry about the BSA lurks: there don’t appear to be uniquely correct measures of the degree to which a system exhibits theoretical virtues, such as simplicity, strength, and fit. Nor does there appear to be a uniquely correct exchange rate at which the theoretical virtues trade off against one another (...) in the determination of an overall best system. I argue that there’s no robustly best system for our world – no system that comes out best under every reasonable measure of the theoretical virtues and exchange rate between them – but rather a set of ‘tied-for-best’ systems: a set of very good systems, none of which is robustly best. Among the tied-for-best systems are systems that entail differing high-level probabilities. I argue that the advocate of the BSA should conclude that the high-level chances for our world are imprecise. (shrink)

This article discusses the role of simplicity and the notion of a best balance of simplicity and strength within the best systems account (BSA) of laws of nature. The article explores whether there is anything in scientific practice that corresponds to the notion of simplicity or to the trade-off between simplicity and strength to which the BSA appeals. Some properties – like charge – are natural, some – like grue are unnatural. The distinction between natural and unnatural properties is normally taken as primitive. However, Barry Loewer’s Package Deal Account (PDA) aims to provide an reductive account of natural properties, integrated with a reductive account of laws of nature. In addition, the account seems to be able to apply to natural properties at the level of fundamental physics, and higher-level, special science, properties. -/- If the account is successful, (...) then, it looks to be incredibly powerful and attractive. The PDA, however, is somewhat underexplored in the literature. So the first aim of the paper is to understand the PDA better -- to map the connections between naturalness and laws on the traditional BSA and to consider how those connections have to adapted in order to develop different versions of the PDA. -/- The second aim is to start to evaluate different versions of the PDA. In particular, perhaps the most promising version of the PDA construes it as an instance of a larger approach to Humeanism — one that has been very visible in the recent literature — that focuses on the role of 'ideal observers' or 'ideal scientists'. In recent years, an active research program has emerged that aims to develop a Humean best-system account (BSA) of laws of nature that improves on Lewis’s canonical articulation of the view. Its guiding idea is that the laws are cognitive tools tailored to the specific needs and limitations of creatures like us. While current versions of this “pragmatic Humean” research program fare much better than Lewis’s account along many dimensions, I will argue that they have trouble making sense of certain (...) key features of the practice of fundamental physics. Indeed, these features seem to go against the very idea that laws are useful for agents like us. In my view, Humeans can address these issues by paying more attention to the explanatory role of laws. Following this idea, I will propose an account on which what makes a systematization the best is a kind of explanatory power, understood along the lines of the unificationist theory of explanation. The resulting view, I will argue, can make sense of those features of laws that other pragmatic accounts of laws have trouble explaining. (shrink)

According to the Best System Account of lawhood, laws of nature are theorems of the deductive systems that best balance simplicity and strength. In this paper, I advocate a different account of lawhood which is related, in spirit, to the BSA: according to my account, laws are theorems of deductive systems that best balance simplicity, strength, and also calculational tractability. The Humean best systems account identifies laws of nature with the regularities in a system of truths that, as a whole, best conforms to scientific standards for theory-choice. A principled problem for the BSA is that it returns the wrong verdicts about laws in cases where multiple systems, containing different regularities, satisfy these standards equally well. This problem affects every version of the BSA because it arises regardless of which standards for theory-choice Humeans adopt. In this paper, we propose a (...) Humean response to the problem. By Jan Willis. New York: Riverhead Books, 2001. 321 pp. This book invites comparison with Diana Eck's Encountering God: A Spiritual Journey from Bozeman to Banaras(Boston: Beacon Press, 1993). Both are by prominent women scholars, both have "spiritual journey" in the subtitle, (...) and both are about Christians who come to terms with a non-Christian religion—Hinduism in Eck's case, Buddhism in Willis's case. But as soon as one gets past the titles, it is the differences that strike one. Where Eck maintains an Olympian poise, hobnobbing with Hindus but remaining a Christian and an objective scholar, interpreting and analyzing as she goes, Willis plunges into Buddhism without rejecting her family's Baptist tradition, becoming a fully participant observer so as to ask how her own history and the history of her fellow African Americans can be healed by an intensely personal internal dialogue. Eck gives us theology. Willis gives us herself. Recognized as "one of the first American scholar-practitioners of Tibetan Buddhism" (294), her students ask her if she practices meditation as well as teaching it. She gives a carefully crafted answer that unifies the practice of Buddhism with the practice of academic teaching as an authentically human activity within the Humanities.The book has the form of a Hindu epic, incidents from Willis's life interrupting the frame story, the dreaming of the title. This dream (whether actual or metaphorical, we are not told) moves with considerable dramatic power from the terror of being pursued by lions to the dreamer's transformation into a lioness who roars the Dharma like Queen Shrimala. Its five parts are called Birth, Odyssey, Choices, Becoming, and Return, taking us from her childhood as a Baptist in Docena, Alabama, to Cornell University, to India and Nepal, and back to Docena, as a self-described Baptist-Buddhist (310).Willis's journey is intimately bound up with her search for self-acceptance as a "white gal"—a noticeably light-complexioned black woman in the Jim Crow South —and for the nobility of African Americans as fully human beings. Her early experiences [End Page 234] were not encouraging. Blacks were not only physically segregated in Docena, they were electronically expunged from television shows by spurious technical difficulties ("trouble along the cable"), and she endured an attack by the Ku Klux Klan on her family's home. The customary but thoroughly illegal suffrage examination administered to her father included such questions as "How many words are there in the U.S. Constitution?" (58, italics in original). He had been specially prepared for such absurdities, and he passed. In the essay “Police Power: The Biopolitical State Apparatus and Differential Interpellations,” Banu Bargu developed the notion of the Biopolitical State Apparatus (BSA). This essay deploys Bargu’s notion of the BSA within what it claims is a militarized police power in the Philippines during the COVID-19 pandemic. Illustrating how the functioning of militarized police power underpins the implementation of public-health policy and the enforcement of laws that complement such power, the essay will further demonstrate through the BSA concept what police (...) power says about the state under the Duterte regime, how this regime relates to the state of exception and posttruth politics, and how its policing operates in contrast to other states. This paper argues that ceteris paribus (cp) laws exist based on a Lewisian best system analysis of lawhood (BSA). Furthermore, it shows that a BSA faces a second trivialization problem besides the one identified by Lewis. The first point concerns an argument against cp laws by Earman and Roberts. The second point aims to help making some assumptions of the BSA explicit. To address the second trivialization problem, a restriction in terms of natural logical constants is proposed that allows one (...) to describe regularities, as specified by basic generics (e.g. ‘birds can fly’) and universals (e.g. ‘all birds can fly’). It is argued that cp laws rather than strict laws might be a part of the the best system of such a regularity-based BSA, since sets of cp laws can be both (a) simpler and (b) stronger when reconstructed as generic non-material conditionals. Yet, if sets of cp laws might be a part of the best system of a BSA and thus qualify as proper laws of nature, it seems reasonable to conclude that at least some cp laws qualify as proper laws of nature. The ‘strength’ and ‘simplicity’ of a system is language-relative and without a fixed vocabulary it is impossible to compare rival systems. Recently a number of philosophers have attempted to reformulate the BSA in an effort to avoid commitment to natural properties. I assess these proposals and argue that they are problematic as they stand. Nonetheless, I agree with their aim, (...) and show that if simplicity is interpreted as ‘compression’, algorithmic information theory provides a framework for system comparison without the need for natural properties.A menudo se dice que la explicación de las leyes del mejor sistema (BSA) requiere ser completada con una teoría de las propiedades perfectamente naturales. La ‘fuerza’ y la ‘simplicidad’ de un sistema son relativas a un lenguaje y sin un vocabulario fijo es imposible comparar sistemas rivales. Recientemente, varios filósofos han intentado reformular la BSA en un esfuerzo por evitar el compromiso con las propiedades naturales. Aquí valoro estas propuestas y argumento que son problemáticas en su forma actual. Much recent philosophical attention has been devoted to variants on the Best System Analysis of laws and chance. In particular, philosophers have been interested in the prospects of such Best System Analyses for yielding *high-level* laws and chances. Nevertheless, a foundational worry about BSAs lurks: there do not appear to be uniquely appropriate measures of the degree to which a system exhibits theoretical virtues, such as simplicity and strength. Nor does there appear to be a uniquely correct exchange rate at (...) which the theoretical virtues of simplicity, strength, and likelihood trade off against one another in the determination of a best system. Moreover, it may be that there is no *robustly* best system: no system that comes out best under *any* reasonable measures of the theoretical virtues and exchange rate between them. This worry has been noted by several philosophers, with some arguing that there is indeed plausibly a set of tied-for-best systems for our world. Some have even argued that this entails that there are no Best System laws or chances in our world. I argue that, while it *is* plausible that there is a set of tied-for-best systems for our world, it doesn't follow from this that there are no Best System chances. Rather, it follows that the Best System chances for our world are *unsharp*. (shrink)

It is a standard feature of the BSA and its variants that systematizations of the world competing to be the best must be expressed in the same language. This paper argues that such single language privileging is problematic because it enhances the objection that the BSA is insufficiently objective, and it breaks the parallel between the BSA and scientific practice by not letting laws and basic kinds be identified/discovered together. A solution to these problems and the ones that prompt single (...) language privileging is proposed in the form of privileging the best system competition. (shrink)

It has been argued contra Humean accounts of scientific laws that on Humean accounts laws are flukes since they are merely true generalizations and it would be an accident or a fluke for a generalization to obtain unless there was a non-Humean law "backing" it. This paper argues that this kind of objection is mistaken. It goes on to describe an account of laws called "the Package Deal Account" that is a descendent of Lewis' BSA on which it is not (...) an accident that our universe has a best systematization. My primary focus in this paper is on an objection to Humean account of laws and specifically to David Lewis’ “best systems analysis” (BSA). The objection is that the laws according to the BSA (which I call L-laws) fail to account for the ability of laws to explain. In contrast governing laws (which I will call G-laws) are alleged to account for the role of laws in scientific explanations by virtue of their governing role. If governing is required for laws (...) to be explanatory then Humean accounts like Lewis’ are dead in the water since explanation is central to the role of laws in the sciences. However, I will argue that there are effective rebuttals to arguments that Humean laws don’t explain and that actually it is governing accounts that have difficulty with explanation. (shrink)

I articulate a Global Best-System Account (GBSA) of laws of nature along broadly Mill–Ramsey–Lewis lines. The guiding idea is that the job of laws is to capture real patterns across time—where a pattern is real if it allows to compress information about matters of particular fact. The GBSA’s key ingredient is a definition of ‘best system’ in terms of a ranking method that meets a number of desiderata: it is rigorously defined; it outputs the ranking based on the candidate systems’ (...) epistemic virtues; it is objective, in that the output does not depend on one’s choice of basic concepts; it avoids two trivialization results (by Lewis, and Arrow-Okasha); and it does not appeal to naturalness, or other metaphysical notions in that vicinity. Although the GBSA is independent of the controversial thesis of Humean Supervenience, it satisfies the weaker thesis that laws of nature supervene on the total physical state of the world. Moreover, the resulting notion of lawhood is hyperintensional, unlike the neighboring notion of nomological necessity. Finally, GBSA-laws do not track naturalness, contra the Lewisian orthodoxy.
