Le « néolibéralisme » français est né dans les années 1930, plus précisément lors du Colloque Walter Lippmann de 1938 organisé par le philosophe Louis Rougier, dans le contexte de l’imminence de la guerre. L’objectif de cet article est de comprendre comment, face à la menace totalitaire, la pensée néolibérale française de cette période a conçu la démocratie. On comparera pour ce faire les conceptions de deux fondateurs de ce courant : celle de Rougier, qui préférait parler de « (...) libéralisme constructeur », et celle de Louis Marlio, qui parlait de « libéralisme social ». The deepening of the crisis is obvious. This article demonstrates the systemic nature of the crisis, using a long-term perspective. The substitution of neoliberal capitalism for “Fordist” capitalism can be seen as a reaction to the previous crisis which crystallised in the mid-1970s. With each of these periods can be associate specific modes of functioning, based on relatively coherent configurations. But neither one was really “sustainable”. The fall of the profit rate blew the earlier configuration to smithereens. The second configuration (...) required the continuation of tendencies that eventually met their limits. The article describes these two configurations by way of a “synthetic indicator” of the main variables accounting for the basic parameters of capitalist dynamics. The main conclusion is that the potential inherent in these dynamics has now been exhausted, at least within the “old” capitalist countries. The article raises the issue of a potential continuation of such dynamics within “emerging” countries. (shrink)

This essay sets up a dialogue between Lefort’s view on the relationship between the state and modern society and Foucault’s thesis of a governmental turn in the modern power regime, whereby the relations between state and society are thoroughly redrawn. What are the main results? 1) Whereas Lefort’s political ontology leaves room for divergent agencies from which the symbolic institution of the social may unfold, his preoccupation with democracy leans him to inseparably link the symbolic institution of modern society with (...) the functioning of the modern state. 2) By contrast, Foucault’s history of governmentality documents a shift from the political and legal power regime to the biopolitical regime. This shift seems to be accompanied by a turn in the regime of the symbolic institution of modern society. Where that institution hitherto relied on the state, today, a symbiosis of state and neoliberal governmentality seems to be taking over. 3) This shift in power regimes brings along major problems. In political respect, it leads to a re-adjustment of the instituting representations of contemporary society, to a depoliticization of political and social relations, and to the erosion of democracy. The article takes up Foucault’s analysis of neoliberalism in the 1970s. It begins by showing how this analysis represents an unforeseen effect of his introduction of the new category of biopower. It goes on to propose a hypothesis suggesting that, if we are to reappropriate the explanatory potential of the latter notion, it is advisable that we leave aside the political and cultural problematic of neoliberalism, focusing on the specific locus of the economic evolutions which are involved. The new military strategy of the US responds to political motivations, but it must also be understood in relation to the economic situation. The US economy is not in a permanent crisis since the 1970, although growth rates remain comparatively low and a threat of financial crisis exists, due to domestic factors and risks of contagion from the periphery. The share of military spending in GDP is low, and the US has the capability to finance new wars. The crises of neo-liberalism, modalities of revolt and adaptability The aim of the article is to locate the current crisis within the history of neo-liberalism with its successive crises. The authors point to the fact that the crisis is the latest in a series of financial and economic crises, to which must be added energy and food crises. The article analyses the social effects of neo-liberalism by way of its return to a logic focused on the production of absolute surplus-value, (...) following the revolt of the financial bourgeoisie against the social State. It concludes with an examination of the effects of the various forms of resistance to neo-liberalism upon the modes of legitimation that are in operation. Focusing in particular on the situation in France, the article argues that the reactions to the crisis, between revolt and resignation, are to be explained by way of the structural effects of neo-liberalism and in terms of the crisis of legitimation now affecting it. This article examines the integration of the Gulen Movement into the neoliberal economy. In spite of the Gulen Movement currently undergoes a severe persecution under President Erdogan and charged as FETO (FethullahTerrorist Organization), Gulen’s success story in the economy is of interest for any Islamic movements to emulate. In contrast to those belong to the revivalist Islam that rejects the neo-liberal economy, Gulen does accept the neoliberal economy. He integrates neoliberalism into Islam, and vice versa. Gulenacceptance of the neo-liberal economy, (...) in turn, encouraged his movement to adopt for further neoliberal principles such as human rights, multiculturalism, cosmopolitanism, etc. Since Gulen willingly immerses in the neo-liberalist system, he could be categorized into a progressive Islam. Nevertheless, Galen shows his critical attitude toward the capitalist economy despite his acceptance of the system. This article argues that Gulen’s adoption of the neo-liberal economy is a method of da’wah. This article calls it as ‘da’wah in the economic field’.As it is the case, Gulen’s adoption of neo-liberal economics does not appear simultaneously once, rather through gradual processes in which it goes through three stages of his da’wah: individual transformation, social transformation, and the state. « Marx without Quotation-Marks » : Foucault, Governability, and the Critique of Neoliberalism. The « micro-physics of power » that Foucault proposed in the beginning of the 1970s for the analysis of power relations encountered two serious theoretical problems. It did not sufficiently explain processes of subjectivation and lacked an adequate concept of the state. The problematics of government that Foucault finally developed provides a solution to these problems. It offers a new theoretical perspective on power since it underlines that (...) power is foremost about guidance and conduct. Foucault’s work on governmentality parallels very similar endeavours and recent developments in Marxist theory and is also of great critical interest to analyse contemporary neoliberal forms of government. Approaches to the “Indian Issue” which fail to go beyond the mere charting of evolutions in legal norms or the articulation between neoliberalism and multiculturalism do not allow us to take the full measure of indigenous policies, in terms of the goal set for the enlargement of the spaces for public interpellation and the reconfiguration of ideas and practices pertaining to citizenship. Starting from the Argentine experience, the aim of this article is to examine the question of the sedimentation of (...) neoliberal procedures, in a context marked by the will to re-appropriate national and popular sovereignty over territories and resources. The Indian question thus poses both the problem of the model of development that has been adopted and the question of the characterizing of the pleb (the category of the popular, or of those most underprivileged) as a part of the populus, that is, as part of the people of the nation, and therefore of the demos, understood as the space open to those who can legitimately give form and content to populus and who can put words on the world. Work and Experience of Domination in Contemporary Neoliberalism This paper seeks to study the contemporary forms of domination at and through work, by focusing on subjective experiences of work. Against the background of Marx’s analysis of the manyfold nexus between social and political domination in general and domination at work, I begin by drawing in broad strokes the general picture of current experiences of work emerging from the contemporary French sociology and psychology of work. Related to this rich literature but (...) also contrasting with it, the psychodynamic approach developed by Christophe Dejours seems particularly significant, notably because its provides a consistent model explaining the links between subjective experience, social interactions beyond work, material conditions of production, and broad cultural and political factors. From the psychodynamic model arises an original analysis of the current forms of domination and alienation at work, one, I argue in conclusion, which could substantially inform the current attempt to develop a new “social philosophy”. Je suggère (...) en effet que de tels programmes, Big Brother ou Loft Story, sont un « théâtre secret» de la sphère économique néolibérale, où des jeux ritualisés normalisent les aptitudes requises dans une économie où le travail est toujours plus flexible: la passion, l'engagement émotionnel, l'adaptabilité individuelle, un mélange de conformité au groupe et d'ambition personnelle...Si la téléréalité cache cette «économie morale» du capitalisme, c'est que ce discours cesserait d'être effectif au moment où il deviendrait apparent.Or simply the mythic ritual is present in the economic system, and can not be ignored since it bases its plausibility and legitimacy. This short article seeks to clarify the relationship between two factors: firstly, a pressing movement to an economy increasingly relied on the "emotional labor" employees, which, moreover, despise the status of work on the other hand, performance and emotional ritual staged reality programs. I indeed suggests that such programs, Big Brother or Big Brother, is a "secret theater" of neoliberal economic sphere, where ritualized games standardize the skills needed in an economy where work is increasingly flexible: passion, 'emotional engagement, individual adaptability, a mixture of group conformity and personal ambition ... If the reality behind this "moral economy" of capitalism is that this speech would cease to be effective when it becomes apparent. (shrink)

Partant du constat d’une certaine confusion régnant dans les études sur le néolibéralisme, cette étude entend apporter des éléments de clarification quant au sens et à l’histoire de la doctrine. Pour ce faire, elle s’efforce tout d’abord de dresser une typologie originale des diverses tendances (ordolibérale, néoclassique, autrichienne et française), puis essaie d’éclairer, à la lueur de cette cartographie, les différentes mutations du mouvement jusqu’à aujourd’hui.

Le néolibéralisme est la conception du monde organique du néocapitalisme mondialisé dont l’objectif est d’imposer à toutes les pratiques la soumission réelle par et sous le capital indissolublement industriel et financier. Cette conception du monde capture les subjectivités et les forme par le développement d’un imaginaire pauvre mais efficace. La critique de l’économie politique inclut celle de cet imaginaire. Celui-ci n’est pas une figure simple. Il s’articule en deux dictions non convergentes, mais spéculaires, saisies dans une tension souvent contradictoire.La (...) première est une diction universaliste qui mime la logique pure du capital en la mystifiant. La seconde diction est liée au retour nécessaire des configurations concrètes de la différenciation anthropologique : genre, nationalité, citoyenneté privilège, religion, langue, culture. L’imaginaire obéit alors à la dualité entre un « Nous » et un « Eux » et il se fait guerrier et raciste. Cette tension est structurale et jusqu’à aujourd’hui l’imaginaire néolibéral a réussi à supplanter son universalisme abstrait en le supplémentant par recours aux différenciations anthropologiques, comme le prouve le devenir capitaliste de toutes les économies de la planète, qui disent leur concurrence en ce langage. Une brèche pourrait cependant s’ouvrir dans ce dispositif : c’est celle que produit une économie capitaliste devenue par le moyen de la dette une économie de la dette. L’imaginaire de la dette peut être le lieu d’une critique et d’une pratique émancipatrices nous libérant des formes de l’imaginaire néolibéral. Pourquoi pas un imaginaire du débiteur libéré ; et s’appropriant dans une démocratie processus sa puissance d’agir et de penser, individuelle et collective? (shrink)

Sept ouvrages récents présentant des portraits contrastés de l’œuvre de Pierre Bourdieu sont mis en dialogue à travers les thèmes du sujet, des rapports des sciences humaines à la philosophie, de la critique du néolibéralisme, de la race, l’identité et le genre, des perspectives de l’émancipation sociale.

Cet article concerne des usages spécifiques de la pensée de Spinoza, étudiés à travers une sélection d’ouvrages concernant le développement personnel et la philosophie du management. Ces textes donnent lieu, par un discours de vérité et d’autorité, à la formulation d’un spinozisme justifiant, philosophiquement, les idéaux types du néolibéralisme et faisant de Spinoza le père de ce modèle social, politique et économique. Ainsi, d’une part, les auteurs veulent convaincre les individus qu’ils doivent se concentrer sur leurs affects, en postulant (...) que le bonheur et la liberté ne peuvent être atteints que par un travail sur soi. D’autre part, cela signifie minimiser l’influence d’une extériorité sociale qui est, pourtant, cruciale dans la philosophie spinozienne. Cet article étudie ce qui a été retenu du corpus spinozien, pour le faire correspondre au néolibéralisme et mettre en œuvre ces pratiques du développement personnel et de la philosophie du management. Nous pointons, aussi, les limites de cette interprétation singulière de Spinoza, tout en nous questionnant sur la pertinence de ce type d’adaptation de sa philosophie à l’époque contemporaine. Loin de se limiter à l’économie, le néolibéralisme est une pensée globale, une vision du monde, une idéologie qui élabore des perspectives sur les dimensions les plus diverses de la vie sociale et, last but not least, sur la politique. La réflexion de nombreux néolibéraux, certains de premier plan, souligne la permanence, des années 1930 au début du xxi e siècle, d’une interrogation critique sur la démocratie, accusée d’entraver la liberté et de conduire au socialisme. Le regard soupçonneux jeté (...) sur la démocratie se double parfois d’une réflexion sur les alternatives envisageables et explique l’intérêt manifesté pour certains régimes autoritaires de droite, notamment la dictature du général Pinochet au Chili. La réflexion néolibérale sur la démocratie révèle une réticence profonde face aux systèmes représentatifs modernes et la quête d’une forme de légitimité fondée non sur le gouvernement de la majorité, mais sur celui d’une élite triée sur le volet. Le cours de 1979 au Collège de France révèle-t-il un Michel Foucault « grand adversaire » du néolibéralisme ou un philosophe séduit par ce courant de pensée? Cette question illustre l’effort de classification dont cet auteur a toujours été la cible. Le présent article propose, néanmoins, d’envisager son travail à partir d’une tout autre perspective : plutôt que de s’insérer dans des cases fixes, c’est aux frontières – entre différentes disciplines, courants ou stratégies – qu’une telle pensée se place. En interrogeant, tout d’abord, une partie du débat actuel sur la lecture foucaldienne du néolibéralisme, nous nous intéresserons, ensuite, aux différents contextes dans lesquels le philosophe insère sa réflexion sur ce thème. Ce faisant, nous serons plus en mesure de comprendre la manière dont il construit son travail, à cette époque, sur les bases d’un véritable projet critique, ce qui nous permet de mieux saisir, in fine, les particularités de l’horizon théorique à l’intérieur duquel Foucault développe ses analyses sur le néolibéralisme. En Zambie et en Tanzanie, une génération de travailleurs est en train d’atteindre l’âge de la retraite : il s’agit de ceux qui, aux côtés de leurs collègues chinois, ont construit dans les années 1970 le chemin de fer TAZARA, reliant le bassin minier (Copperbelt) zambien à l’océan Indien. Façonnés dans leur jeunesse, ces « nouveaux ouvriers » ont souscrit à la promesse et à l’édification de nations socialistes en Afrique de l’Est, avec l’espoir d’une retraite qui assurerait leurs vieux (...) jours et soutiendrait leurs familles. Mais, prenant leur retraite en pleine époque de néolibéralisme économique, ils expriment leur frustration et leur déception, estimant que l’Etat ne reconnaît pas leur contribution passée à un grand projet. Confrontés à des licenciements ou à des retards dans le versement de leurs pensions, les travailleurs du TAZARA se mobilisent, et mobilisent leurs souvenirs individuels et collectifs, pour obtenir à la fois une reconnaissance et une meilleure sécurité matérielle. Résumé : Le thème lancinant de la crise occidentale de l’éducation est souvent vu à travers une focale centrée sur l’individualisme, vu comme un des fléaux majeurs de l’hypermodernité démocratique. Cet article revient de façon critique sur cette idée en utilisant les outils forgés par Michel Foucault pour penser l'herméneutique du sujet, la gouvernementalité néolibérale et le souci de soi. En appliquant ces analyses à l'étude des conditions actuelles de l'éducation, il est possible de mettre en lumière l'emprise du modèle (...) de l'enfant consommateur et entrepreneur de soi, autrement dit d'assister à la fabrication de l'enfant du Capital. En contrepoint, l’article esquisse les traits d’une éducation scolaire repensée à la lumière des thématiques du Commun. La centralité de la problématique de la relation entraîne alors le métier d’éducateur vers celui de médiateur. Em contraponto, o artigo esboça os traços de uma educação escolar repensada sob o foco das temáticas do Comum. A centralidade da problemática da relação transforma, então, a profissão do educador na profissão de mediador. This paper critically revisits this idea by using the tools forged by Michel Foucault to think about the hermeneutics of the subject, neoliberal governmentality, and care of the self. By applying these analyzes to the study of the current conditions of education, it is possible to shed light on the influence of the model of the child consumer and self-entrepreneur, in other words to witness the making of the child of Capital. In counterpoint, the article sketches the features of a school education rethought in the light of the themes of the Common. The centrality of the problem of the relationship then leads the profession of educator to that of mediator. Este ensayo recoge la discusión sobre la vigencia o el fracaso de “la gran teoría del desarrollo”, y tras descartar la simplificada última ‘gran teoría’ del neoliberalismo, muestra el paso desde la gran teoría a la multiplicación de teorías, donde muchos de los nuevos aportes planteados superan el economicismo. Este ensayo busca mostrar la relevancia teórica, política y ética de la contribución realizada por Franz Hinkelammert a la crítica a la teoría neoliberal. Para ello, parte recorriendo algunos aspectos de la situación intelectual de los ochenta cuando el neoliberalismo fue introducido en América Latina, a continuación ofrece una caracterización general de la crítica latinoamericana al neoliberalismo, y finalmente expone algunos de los temas centrales de la contribución de Hinkelammert a dicha crítica, destacando que el centro de su refutación al (...) neoliberalismo está referida a su teoría económica. Destaca el artículo que los neoliberales han sacralizado el mercado confiriéndole los mismos atributos que la teología cristiana confiere a Dios, y que paradójicamente lo central a esta ideología es su radical antihumanismo, y su carácter de totalitarismo mercantil. La actual discusión sobre las infracciones juveniles de ley en un marco neoliberal, limita su causa a las decisiones individuales y da preeminencia a la política penal para enfrentarla. Tal perspectiva desvincula en general los delitos de su contexto y específicamente de las consecuencias del sistema socioeconómico neoliberal en la sociedad. Es decir, para el caso de esa mayoría de la población abandonada por el Estado Subsidiario, se ignoran las dinámicas culturales de formación de identidad o de lazos de pertenencia, (...) y la marginación estructural que implica un acceso decreciente a los recursos y oportunidades socioeconómicas. Tal escenario de precariedad general y constante se transforma en una influencia o incentivo material y cultural para acceder por medio del delito a esos recursos y oportunidades. Así, pretender resolver problemas socioeconómicos preferentemente por medios penales es una mirada incompleta, ineficaz e ideologizada. (shrink)

Partiendo de una reflexión en torno a las diferentes concepciones modernas sobre los derechos humanos, el autor expone las diferencias entre al individualismo posesivo y el personalismo comunicativo. El neoliberalismo reinante en nuestros tiempos sería el resultado de la exacerbación de esta primera concepción, que favorece ciertos derechos individuales (la propiedad en especial) por sobre otros derechos colectivos reconocidos desde la antigua Grecia. La globalización toma entonces la forma de una apropiación individualista del derecho, que impone una lógica depredatoria y (...) abusiva por sobre las garantías que habían alcanzado las comunidades y los movimientos populares a partir del siglo XIX. En su reflexión, Andrés Monares se hace las preguntas de fondo respecto de los argumentos éticos, económicos e incluso religiosos que justifican el rechazo al neoliberalismo. Recurriendo a la pregunta de ¿quién puede ser neoliberal?, recorre los diferentes aspectos de esta doctrina, adentrándose en sus orígenes como parte de una teología protestante, y su posterior transformación en ideología económica y social.

This article explores the link between liberalism and biopolitics in Foucault, through the analyses of the 1979 Lecture at the Collège de France The Birth of Biopolitics.

Les débats actuels au sujet de la « voie chinoise » sont intimement liés à deux questions primordiales. Premièrement, quelle espèce de modernisation cette « voie chinoise » représente-t-elle? Et deuxièmement, quel rapport entretient-elle avec la sinisation du marxisme? Cet article vise à répondre à ces enjeux à partir d’une double perspective, celle du récit historique et celle de la philosophie de l’histoire. Cet article soutient que la modernisation à la chinoise est née des conditions historiques particulières du xx e (...) siècle et que la sinisation du marxisme, en tant que méthodologie, s’est montrée capable de cerner la nature et la signification de ces conditions. Au xxi e siècle, la « voie chinoise » représente un projet socialiste en renouvellement continu. Apportant un début de réponse à la crise mondiale du post-néolibéralisme, elle en quête des possibilités d’une nouvelle forme de civilisation. (shrink)

Esta crisis se expresa en una cultura fundada en la ideología de la corrupción dentro de los valores del neoliberalismo. Los dirigentes de la derecha participaron en la corrupción de la dictadura militar, en la democracia se siguió con la misma práctica argumentando que así se lograba mantenerla. El empresariado intenta eludir los impuestos.Las instituciones sociales fundamentales han participado de esta cultura: gobierno, partidos, iglesias, universidades, empresariado y ejército. El control ha fracasado y excepcionalmente hay un par de jueces eficaces.Los (...) proyectos del gobierno son la repetición de la Ley de Probidad y Transparencia de 1994 que sacralizó el relativismo ético. La corrupción debe ser derrotada con la ética de los principios y su estudio por las universidades, la definición de las iglesias, los jueces y las organizaciones de los trabajadores públicos. La alternancia política sólo implicaría que un partido corrupto sería reemplazado por otro similar en el poder. (shrink)

Quelle est la signification historique de l’implosion du néolibéralisme, moins de vingt ans après l’effondrement de l’Union soviétique? Une hypothèse troublante vient à l’esprit. Après tout, on peut voir une forme d’unité (...) des contraires dans l’opposition entre un capitalisme débridé et les économies industrielles planifiées de l’ancien COMECON. La dépression qui s’annonce révélera peut-être que les statistiques économiques nationales de la période de l’économie des bulles étaient des fictions assez comparables à celles qui avaient cours dans le vieux système soviétique.
