Thus far, recent protests in the Arab world have led to different political outcomes including regime change, civil war, and suppression by regime. The present paper explores the reasons behind these different outcomes. The research methodology is a comparative case study approach, and five countries of Tunisia, Egypt, Bahrain, Libya, and Syria are examined. The hypothesis is that the different political outcomes of the protests are due to a combination of factors, including the level of mobilization of anti-regime movements, (...) the responses of national militaries, and finally the reaction of international powers. The events that followed the revolution of 25 January 2011 demonstrated the tenacity and resilience of gendered dissent and its centrality to collective action and civil disobedience, thus enriching the transnational feminist archive with the experiences and praxis of gendered revolutionary action. Paying particular attention to women’s activism during the uprisings in Egypt, this article focuses on the broader themes of gendered political resistance and the intersections of gender ideology, state policing, Islamism and militarism with protest and collective action. This volume examines whether the Arab Uprisings introduce a replica of the European Enlightenment or rather stimulate an Arab/Islamic Awakening with its own cultural specificity and political philosophy. By placing Immanuel Kant in Tahrir Square, Cairo, this book adopts a comparative analysis of two enlightenment projects: one Arab, still under construction, with possible progression toward modernity or regression toward neo-authoritarianism, and one European, shaped by the past two centuries.

In 2011, the people of Tunisia, Egypt, Libya, Yemen, Bahrain and later Syria struggled to overthrow their despotic regimes and bring about radical political change. However, to date, little discussion has revolved around the role of long-standing assumptions about political change and human rights in the Arab world in prolonging the lifespan of these collapsing regimes. The first of these assumptions claimed that authoritarian rulers were the guarantors of stability in nations throughout the region. Second was the assumption that (...) Islamists were the sole alternative to authoritarian regimes in the region. These uprisings also proved false the theory that democracy and civil and political rights were not priorities for peoples of the Arab world. Finally, the fourth assumption to be debunked is the claim that the people of the region are not ready for a democratic system that respects human rights because the religion of the majority—Islam—is incompatible with democratic values and human rights. We report on the first stage of a project on the representations of gender in the coverage of the Arab Spring by Western media. We focus on designing comparable corpora to examine Arab women’s depiction in English and German news during the uprisings. The English corpus is composed of reports published by _The Guardian and The New York Times_. The German corpus consists of articles collected from _Der Spiegel, Die Welt_, _Die Zeit, Frankfurter Allgemeine Zeitung,_ and _Süddeutsche (...) Zeitung_. The datasets were processed through Sketch Engine to identify the terms collocating with _women_ in the English corpus and _Frau_ in the German one. Then, the themes reflected by these expressions in the two corpora were compared. The results show that both news media feature two types of topical frames linked to Arab women; one is associated with the uprisings while the other is related to their recurrent stereotypes in Western news discourse. Yet, there are discrepancies between their focus on related issues to each type. Other differences between the two sets of news outlets include intensity of reporting on Arab women and stressing their nationalities. These findings suggest that although Arab women’s negative stereotypes continued to feature in western news discourse during the Arab Spring, new positive images emerged and contributed to changing their depictions in global media. Ce travail s’intéresse principalement aux liens entre la société et l’État dans le monde arabe avant et après les révolutions, et aborde l’impact que ces dernières ont eu à la fois sur les acteurs individuels et sur les nouvelles pratiques de la citoyenneté. Deux notions, celles de présentisme et d’intersectionnalité, sont mobilisées pour comprendre les nouvelles configurations qui déterminent les rapports horizontaux entre les citoyens et, verticaux, des citoyens avec la sphère du pouvoir. Cette analyse débouche sur l’inscription du processus (...) révolutionnaire dans le long terme, et remonte à la période de la Nahda (Renaissance arabe) pour montrer la solidarité entre certaines dynamiques intellectuelles et politiques initiées à cette période. Mais, si les réseaux sociaux numériques – Facebook en particulier –, les SMS, et les e-mails, ont donné aux citoyens les moyens de leur révolution, il est aussi question d’imagination constituante. En effet, (...) les chaînes d’information en continu du monde arabe – Al Jazeera principalement –, ont alimenté un imaginaire révolutionnaire à coup d’images télévisuelles, et surtout de discours informationnel « ami », souvent protecteur, qui a en même temps insufflé des idées et du courage à des peuples arabes endormis depuis des décennies, qui soudain croient en une révolution possible et passent à l’action.This article shows how, in the sudden “Arab Awakening” and its domino effect as it spread from country to country, means of information and communication in an age of transparency and simultaneity opened up a sphere for action that could potentially trigger an uprising against dictatorship. But although the social networking sites – especially Facebook –, text messaging and emails gave citizens the means to revolt, there is also the question of the imagination that created that terrain. The 24-hour news channels in the Arab world, especially Al Jazeera, nourished the revolutionary imagination with telegenic images and especially a “ friendly” and often protective informational discourse that, in parallel, inspired people with courage and ideas after decades of slumber, galvanising them into action. Contemporary Arabic speculative fiction, particularly following the Arab Spring uprisings, is often interpreted as part of an emerging trend of Arab dystopias responding to political upheaval. These texts' ecological concerns, which produce diverse conceptions of futurity, are understudied. This article examines how urban futures are envisioned in an Egyptian speculative fiction text, Ahmed Naji's _Istikhdām al-ḥayāh_ (2014; _Using Life_, 2017). Putting _Using Life_ in dialogue with discussions on Gulf futurism and Arabfuturisms, the article first examines the text's (...) depiction of hegemonic techno-futurist visions, aimed at manifesting a global utopian future through urban design and development projects. The author argues that this futurist discourse, which has affinities with Gulf futurism, operates through the dual enframing of nature and history, and then demonstrates how the text resists this techno-futurist vision through an assemblage aesthetics that echoes Sulaiman Majali's Arabfuturism(s) manifesto. The novel's assemblage aesthetics, which is central to its conception of counter-futures, redefines the human relationship to urban ecologies and to literature through an emphasis on embodiment. The Arab Spring uprisings that led to the downfall of erstwhile authoritarian regimes in Egypt, Tunisia and Libya heralded the end of a state system introduced into the Middle East and North Africa by imperialist powers after the First World War. Characterized by an authoritarian model of modernization and secularization from above, these regimes are challenged by the rise of political Islam and its ideology of a transnational ‘ummah’. Islamist parties that have come to power in Egypt and (...) Tunisia, however, have proven remarkably unsuccessful in stabilizing governments and writing new constitutions. Are democracy and a religious revival compatible? What will replace the spent legitimacy of these regimes across the region? The legitimation crises of the Arab world have transnational dimensions as well as being influenced by the politics and attitudes of diasporic populations in Europe who need to contend with a different model of church–state relations referred to as ‘the Protestant model of religion’. Contemporary Turkey, which was often pointed to as a successful model of the synthesis of Islam with a pluralist representative democracy, is itself in the throes of another legitimation crisis in the aftermath of the Gezi Park protests which took place in the summer of 2013. Due to the current shifting regional paradigms in the Middle East brought on by the series of popular uprisings known as the Arab Spring, this article focuses on the issue of minority rights within modern Islamic theorizing. Evaluating the writings of Islamic intellectuals such as Tariq Ramadan, Abdullah Ahmed An-Na’im and Rashid Al-Ghannushi, the article finds that there are indeed constructs available within modern Islamic theorizing that can help resolve current minority problems within Arab societies, albeit with (...) the addition of human rights discourse on citizenship and multiculturalism. Noting that minority–majority relations are a global problem, as seen through case studies of the United States and Europe, human rights discourse, cultural relativism and religion are explored, concluding that Islamic theorizing is a blend of the three. Turning to usul al fiqh, it is concluded that traditional Islamic approaches to minority rights fail to incorporate anything but religious minorities and those religious minorities are second-class citizens under shariah interpretation. The rise of the Ottoman millet system eventually helped shape the collective identity for minority groups, but it still placed sole emphasis on religious minorities and treated all minorities as unequal subjects under the sultanate. Building on the constructs of modern Islamic theorizing and expanding to include the concepts of multiculturalism and territorial citizenship, this article asserts that for minority–majority struggle to be solved, modernist Islamic theorists must transcend the traditional Islamic minority paradigm and instead promulgate citizenship as a basis for equality in society, applying new ijtihad for a fresh, integrative interpretation of minorities within Islam and the civil state. This book offers the first comprehensive introduction to one of the most significant Arab thinkers of the late 20th century and the early 21st century: the Moroccan philosopher and social theorist Mohammed Abed al-Jabri. With his intellectual and political engagement, al-Jabri has influenced the development of a modern reading of the Islamic tradition in the broad Arab-Islamic world and has been, in recent years, subject to an increasing interest among Muslims and non-Muslim scholars, social activists and lay men. The task to reshape governments in the countries confronted with the Arab Spring prompts the question whether there are necessary conditions to realize a stable society that simultaneously seeks to eliminate the elements that have led to the uprisings. Acknowledging some constitutional rights seems indispensable in such a process. I argue that such a state of affairs is indeed the case, at least now that the ‘old’ justifications to differentiate between people do not suffice anymore. That is not (...) to say that the countries involved will have identical laws in each respect, but merely that a common basis has to be realized, manifested in political and legal equality, so this given does not derogate from the fact that each country’s specific legislation needs to be shaped in the light of its own history. Such a basis has no ‘moral’ character, but is a necessary condition to prevent sedition. (shrink)

Although they produced vastly more turmoil, the uprisings in the Arab world shared many characteristics with other early 21st-century popular protests on both the left and the right, from Spain’s Indignados and Occupy Wall Street to the anti-elite votes for Brexit and Trump. The conviction that political elites and the states they rule, which were once responsible for welfare and development, now ignore and demean the interests and concerns of ordinary citizens takes many forms, but is virtually universal. Nearly a decade ago, I sat in a class entitled, quite simply, “Corporations,” taught by Vijay Prashad at Trinity College. Over the course of the semester, I was amazed at the extent of Prashad’s knowledge, and the complexity and erudition of his style. He has since authored a number of classic books that have gained recognition throughout the world. The (...) Darker Nations , a peoples’ history of the Third World, sent defibrillating shockwaves through an academic world that had almost forgotten the epic scope and historic dignity of the non-aligned movement and post-colonial struggles. In his recent, award-winning work, Arab Spring, Libyan Winter , Prashad delves into his capacious knowledge of the Third World to excavate the discourses and narratives surrounding the upheavals of 2011. “Revolutions have no specific timetable,” states Prashad in the opening line of this exciting and provocative look at contemporary events. Instantly, an atmosphere of suspense emerges. The reader is alerted to the problem of history. Does the making of history then involve a suspension of historical time, or is it a continuous narrative structure into which events must eventually be integrated? Arab Spring, Libyan Winter shows that the answer to the question, “How is history made?” lies just as easily in the asking. The first half of the book works through the events that transpired to bring about the explosive popular uprisings of Arab Spring: Tunisia and Egypt, Yemen and Bahrain. But the events are not put together in a cohesive, chronological fashion. Using an uncommonly gripping style more akin to the folk-story motif of the djeli than to traditionally Orientalist academia, Prashad suspends a given situation, points out its components, and traces back the characters and genealogies that define each link before resuming a narrative. Every moment is an end to itself, and an origin of something different. Thus, the making of history becomes the suspension of its own progress, it’s catastrophic 'stability,' in a process of differentiation through inclusion. Empirically, one might suggest that history is a condition of time, and by extension, of the subject, but history is also an eminent producer of the Subject and her concept of time through memory and narrative. Hence, history is often overdetermined by a dominant narrative of the sovereign. The apparently chaotic composition of Prashad’s historicity is, then, an interstitial morphology of resistance. It illustrates that the time to act for the revolutionary lies in the gaps within the dominant historical realities. It points out the sorties of signifiers constituting nothing in the obliterated ruins of history. Through such illuminations, Arab Spring, Libyan Winter breaks through “the surface of history” to elaborate revolution’s snapping synapses, exploding interruptions and breaches, connecting flows. Messianic Politics It is tempting to think, 'History is either singular, or it is diffuse. It is either one coherent factual narrative, or it is comprised of the aletheia of the multitude.' Yet the reader finds Prashad examining the structure of history on multiple levels. For Prashad, world history is shaped by geographically defined political movements, such as communism or national liberation, with historical agents like the working class for the former and the nationalist militant for the latter. Religion, however, is another matter: “Religion has an unshakable eschatology which a post-utopian secular politics lacks.” Within the telos of religion, there appears on the horizon the image of Benjamin’s thoughts on messianic time—time as “a small fissure in the continuous catastrophe,” a break with history, may contain an ultimate redemption of the human beyond the political power struggle. Succoring the split between geo-political and utopian-religious (messianic) time in the context of Arab Spring, Prashad indicates that the base of “the deep desire and commitment to some form of democracy” is forged by the affinity between eschatological Islamist politics with the People. To think about the Subject of messianic time in the context of the lack of a “coherent timetable” for emancipatory politics, it is perhaps best to return to the modern tradition of Martin Luther King, Jr., whose prefigurative blending of liberation theology and emancipatory politics became most important during his works of 1963, the climactic year of “The Letter from a Birmingham Jail,” the March on Washington, and the bombing of the 16th Street Baptist Church. In “The Letter,” King states the point bluntly: Frankly, I have yet to engage in a direct-action campaign that was “well timed” in view of those who have not suffered unduly from the disease of segregation. For years now I have heard the word “wait!” It rings in the ear of every Negro with piercing familiarity. This “Wait” has almost always meant ‘Never.” We must come to see, with one of our distinguished jurists, that “justice too long delayed is justice denied.” The timing of rebellious action must not be a part of history. It must change history. The kairos appears spontaneous and untimely in its convulsive, shocking presence, yet it is, deeper still, a path, a longue durée , forged through diligent and rigorous praxis. King put a finer point on the path of historic liberation in his declaration in his 1963 speech at Western Michigan University: “[T]ime is neutral.... Somewhere along the way we must see that time will never solve the problem alone but that we must help time. Somewhere we must see that human progress never rolls in on the wheels on inevitability. It comes through the tireless efforts and the persistent work of dedicated individuals who are willing to be co-workers with God. Without this hard work, time itself becomes an ally of the insurgent and primitive forces of irrational emotionalism and social stagnation. We must always help time and realize that the time is always right to do right.” Time, then, exists in “the neutral,” while action must turn to the kairos , not only of taking time, but taking the right time. By turning our relation to time into kairos , we move time from its context within history to a duration between histories—the longue dure?e of Messianic time. The implementation of neutrality in this context suggests a broad space of time to extend through the valley of positive and negative. In Roland Barthes’s lectures from 1978, the neutral takes place in this minimal distance of non-conflict that exists outside of two extremes. It is, in the words of Maurice Blanchot, “the non-general, the non-generic, as well as the non-specific.” For Blanchot, the neutrality of time permeates life as death, impassive and beyond control; such is the neutrality of messianic time, which permeates the charge of history, changing the "I" into the "one." The neutrality of time therefore implicates history in a case against extremism, showing that the work of the radical is not to tend to any particular side, but to have the time to navigate through the terrible terrain of history by altering its course, its patterns and rhythms of movement, connection, sociality. Hence, one does not simply “make history,” one alters the course of history in accordance to “the right time.” The historical path toward emerging power is transmitted as a gesture to the outside of history, against history; a gesture as simple as reaching out. Thus a counterhistory, to use Foucault’s term, is brought forward as the guide of time past a point of no return, a Rubicon, the point where the normal path of history falls to the past. The subject, who must be the only true agent of history, facilitates time through helpfulness, and both the Subject and her history become decentered in relation to one another. Yet history negates the neutrality of time. As Barthes discloses, although the neutral is the “thought and practice of the nonconflictual, it is nevertheless bound to assertion, to conflict, in order to make itself heard.” Engaged with history, time is charged with a destiny, and becomes an opposition. As Prashad insists, “For Arab lands, the events of early 2011 were not the inauguration of a new history, but the continuation of an unfinished struggle that is a hundred years old.” The emergence of the Subject during Arab Spring did not conceive of a new history, but changed the path of history toward a different destiny. “Historical grievances combined with inflationary pressures now met with the subjective sense that victory might be at hand—this was not simply a protest to scream into the wind, but a protest to actually remove autocrats from their positions of authority. The facts of resistance had given way to the expectation of revolutionary change.” The negativity of this charge toward “revolutionary destiny” rendered control, as a positive force, seriously lacking. The lack of control lies in the problem that the Subject is not totally detemporalized or timeless, but untimely in her presence. The Subject is untimely, because her work is visionary, and it is only through such visionary work that the Rubicon can be crossed. Still, the crossing of this border is haunted by anxiety over an impending disaster that lays in wait. It is only through the form of what Benjamin calls divine violence, captivated not with the justice of the means, but the ends—the transformation of history—that a revelation of history’s traumatic foundations can be liberated, and patterns and rhythms of time developed throughout obscured traditions awakened. In this situation, the Subject appears to be outside of right, but setting the state to rights. Because her position is correct, in-so-far as the rebelling subject rebels due to a lack of recognition, her representation appears outside of the norm, which is mistaken as right. Therefore, such visionary work must be carried out through obscured traditions, underground, away from the surveillance of empire. Explaining his method from the start along the lines of Marx’s metaphor of the mole, Prashad insists, “It is the burrowing that is essential, not simply the emergence onto the surface of history.” Arab Spring, Libyan Winter is a book on uncharted networks of time, spread out over the 252 pages like an elaborate spider’s web of passages intertwining with and overwhelming the machinery of the state. Although untimely, Arab Spring was not a flash in the pan, or a Facebook or Twitter revolution. Prashad notes that the government’s suspension of these tools led to further radicalism by furthering communications through face-to-face encounters. In existential terms, Arab Spring might be thought of as a revolution of Being over techne , an uprising of the unchartable, infinite potential of the Other. The name of this Other is found in Chance. The faith of the revolution lies in the proper decentering of the subject, its giving to the Other of time, for only with respect to time does history actually appear on the horizon of the subject, rather than as an imposition. This time of historical agency appears as a moment when anything can happen—a revolutionary truth event where everything comes into question while being realized in its Otherness as a community of the people begins anew in the streets amidst discourse, friendship, reconfigurations of hegemony, and a becoming of a constituent power. Throwing a wrench into the gears of the “cobwebbed tradition” of Orientalism, the decentering of history in Arab Spring, Libyan Winter is a defining quality of its impassioned revolutionary cry. But perhaps the most paradigmatic points of the book emerge from the unexpected voices. To make the connection between the particular manifestations of revolutionary demands to the general historic terms of revolution, Prashad quotes an anonymous young Egyptian in Tahrir Square, who reminds us, “[T]he French Revolution took a very long time so the people could eventually get their rights.” Far from timelessness, the historicization of Arab Spring must exist precisely within the most uncanny appearance of time, as something that does not appear to come from the natural state of time as we know it, but in arriving has completely transformed the way that we understand time. Strange Monsters Revolution is never as simple as a revolt from below against a rusting structure of elites trying to remain in power. As with the French Revolution, Arab Spring consisted of complex familial ties, outside interests, and religious factions fighting alongside, often in awkward juxtaposition to, liberals, working class parties, farmers, and students. It is perhaps because of this historically difficult and incongruous composition that the Arabic word for revolution is thawra , referring to the image of the bull, or thawr , which has religious significance as a pagan deity for the Ancient Semitic tribes and Cartheginians. If Daniel Guérin was correct in saying, “Anarchism and Marxism drink from the same spring,” then it is quite a different oasis that drove the thirsty beast of revolution through what Prashad calls, “the Libyan labyrinth.” Recalling Bataille’s Acéphale, the intestinal labyrinth gains significance as the mode of metabolism and rumination in which, “(the Acephale) has lost himself, loses me with him, and in which I discover myself as him, in other words, as a monster.” Unraveling the discourse of the revolution, the flows of power and hegemony—from Qaddafi’s nationalist coup in 1969 to the wars with Chad from 1978 to 1987, the neoliberal reforms of the 1990s to, finally, the War on Terror—we find that the metabolic process of Libyan Winter ends in the production of oil. In a process of what Prashad calls “involution,” Qaddafi’s bellicose policies, along with his attempts to nationalize Islam together with oil, mutated the source of his power, turning his house against itself. Already a divided nation, with its two major cities on opposite geographic sides of the country, Libya became split between two opposed political powers—liberal reformists and staunch nationalists—as Qaddafi’s political disengagement manifested through what can only be described in psychoanalytic terms as a recursive passage a l’act (mysteriously calling Wikipedia “Kleenex,” declaring that opponents drank hallucinogens with their instant coffee, and so on). Prashad declares, “The mercurial style that Qaddafi adopted was not about his personality alone, but also a leader’s natural response to a system that relied upon power brokers whose own loyalty… did not have any ideological commitment to the system.” As in the case of other nations during Arab Spring, the true expression of revolt was an outward exposition of what had inwardly been happening in microcosmic societies throughout the realm—from indigenous tribes to political parties, for a century, the people, partly motivated by (and in resistance to) economic impositions of development, had been changing the traditional social compositions and participating in what Ruth Wilson Gilmore calls, “the relative autonomy of the movement from the leaders.” It was this empowerment of political reconfigurations taking place under the context of new democratic assemblages that shocked the elites and evoked such a powerful response. Unlike Qaddafi’s awkward policy choices and rants, real acts of power from the West were clear and decisive. Prashad sets the stages of war and diplomacy, far removed from the deserts, mountains, and cities that forged the backdrop of popular politics. Taking place under the now-classic architecture of the “four pillars” of US interests—oil, the War on Terror, Israel, and the circumvention of Iranian hegemony—we find elites rubbing elbows in “Heliopolist cocktail parties and hushed conferences in Kasr al-Ittihadiya” as well as the Concorde-Lafayette hotel in Paris, which provides the setting for a meeting of anti-Qaddafi figures consolidating their power. These scenes are buttressed with the careful portraiture of key historical actors. As Prashad brings the stage of history to life, we find the diplomats and liberals like Frank Wisner, whose career has brought him from Enron in the late 1990s to the Obama Administration, under the aegis of which he was meeting with Mubarak about military support during Arab Spring. We spy the provocateurs, for instance, gauche cavalier , Bernard Henri-Levy, who telephones Sarkozy from Benghazi about the need for more NATO air strikes. We follow the rebel military establishment as it suffers mysterious deaths and even more mysterious assents (like that of apparent CIA cohort, Khalifa Hifter). In each of these intriguing characters, we find different representations of the security state biopolitique: an oil-injected reification that drives Arab Spring from the resentment of rising food prices to the brink of implosion in Libyan Winter. Reminiscent of the scenes of Cold War soirées represented in old Bond films, the aristocratic fight for oil against democracy that was Libyan Winter presents a harsh truth that the new global crisis is simply the continuation of the old history: the global exploitation of capitalism waged against the imagination of the people. As Benjamin laments, “The labyrinth is the right path for the person who always arrives early enough at his destination. This destination is the marketplace.” Yet, “(t)he labyrinth is the habitat of… a humanity (a class) which does not want to know where its destiny is taking it.” Thus, the labyrinth leads, like the desert, only further into itself. As Blanchot explains, “The desert is even less certain than the world; it is never anything but the approach to the desert.” Only the visionary can take time out of the involution toward oblivion. It is here, in this approach to and escape from history, that we find ourselves within Benjamin’s Golgotha, Blanchot’s desert: A space of indeterminate uncertainty where we become familiar only with our own exile. Blanchot writes, “For the moderated and moderate man, the room, the desert, and the world are strictly determined places. For the man of the desert and the labyrinth, devoted to the error of a journey necessarily a little longer than his life, the same space will be truly infinite, even if he knows that it is not, all the more so since he knows it.” The desert, as allegory, provides an eschatology, a mortality in the destiny of Arab Spring. But any allegory of nature might lead to a labyrinthine eschatology (for example, in Bachelard, the forest presents "a limitless world"); the prescience of the untimely is always an uncanny acceptance of the infinite within the finite—the outside of what is understood. Transgenerational and occupied with the image of the future, the untimely makes otherness its home as it proceeds toward liberation. In the work of helping time navigate this dangerous passage of history, Prashad illustrates that the more violent break with history may have occurred in the peaceable struggles of Tahrir Square, and not in the military clashes of Qaddafi with his former Generals who defected to the CIA and NATO countries. It might be possible to suggest, then, that in the case of Tunisia and Egypt, the historical subject of the people was drawn together in a Dionysian dance of different rhythms in the marvelous realm of the ancients, while we fear that the case of Libya suggests an Apollonian future where time, itself, may lay dying under the machinic hand of history. The properly Nietzschean inversion would follow: time is dead, for history has killed it. Yet, if time is dead, struck down in Golgotha, exposed in the desert, mauled by the thawra , it is only in the present sense that it is rendered impossible outside of the context into which the untimely has thrown us. Thus, if history becomes an art of revolution, life as being-towards-death (death as the provocation of the neutrality of time) becomes what Benjamin calls “the allegory of resurrection” through the glorious ruins of history. Prashad ends his work with a rousing finale: “The time of the impossible has presented itself. In Egypt, where the appetite for the possibilities of the future are greatest, the people continue to assert themselves into Tahrir Square and other places, pushing to reinvigorate a Revolution that must not die… For them the slogan is simple: Down with the Present. The distinction between normative and objective knowledge and how social scientist imagine that their research is solely built on objectivity is currently being challenged especially in the political science field. If we take culture as an example and more specifically the question of identity and identity politics in the Middle East, we will find that the current modus operandi in political science research is distancing itself from objective knowledge because of the increased focus in the field on quantification. Whether one (...) analyzes the work of Telhami on Identity in the Middle East, or Lynch’s “The Arab Uprisings Explained”, one will find that they all reflect on the academic conundrum that the field is facing. Despite their regional, ethnic, and linguistic differences, the recent social and political upheavals of the Middle East have shared one basic concern. From the 2009 Green Movement in Iran to the 2011 Tunisian revolts which ignited the Arab Uprisings, and from the first Muslim Brotherhood government in Egypt in 2012 to the protests in Turkey’s Taksim Square in 2013, a central issue has been how to establish a democratic state with a modern constitution while adhering to many shari’a (...) rules and regulations. This debate is not a new one in the Middle East and, as this article will demonstrate, it has been a central theme of Iranian politics ever since the Constitutional Revolution of 1906. At the time of that first Iranian revolution, Iran was ruled by two sets of laws, shari’a religious law and ‘urf customary law. Shi’i clerics, with their elaborate institutional hierarchy, controlled shari’a law, which was considered the more important law of the land, whereas the monarch and local rulers were nominal guardians of ‘urf laws. Soon the novel discourses of the Constitutional Revolution would create a paradigm shift in Iranian society.1 Constitutionalist clerics had assumed that a new political order reformed ‘urf rulings, leaving shari’a laws more or less intact. They were stunned by the realization that a constitutional order revamped both legal systems and overturned sacrosanct social and religious hierarchies. Many clerics resisted these reforms. The result was a bifurcated set of laws that institutionalized clerical authority, while also placing limits on clerics in legislative and judicial branches of the government. (shrink)

In 2011, Steven Pinker published The Better Angels of Our Nature: Why Violence Has Declined,1 arguing we are the beneficiaries of the "long peace." The problem with invoking long periods of peace is that they are often fleetingly ephemeral and can rapidly turn to hostility. The very year the book was published marked the beginning of the Arab Uprisings, unforeseen and unplanned for, apparently without historical precedent or analogy. The spiraling violence and polarization, as well as the accompanying (...) refugee crisis that has followed, have demonstrated this was a questionable, if not illusory designation. Saudi Arabia in Transition is a collection of works by scholars from various backgrounds who have carried out in-depth research on one of the most obscure countries in terms of its cultural identity and political system. Since the Arab Uprising which started in 2011, countries in the Middle East have had to look into the mirror and reformulate their claim to legitimacy. While Saudi Arabia did not have the same revolutionist fervour as did its neighbours to the east and (...) west, it cannot escape pockets of rising dissent in its own community. While this book was published in 2015, it may provide important insights into how Saudi Arabia is changing, and more importantly, provide a background to help understand the direction and pace of reform that is undertaken by Crown Prince Mohammad bin Salman who has been the de facto ruler of Saudi Arabia since 2017. The Arab Spring has generated a variety of responses from the West. While broad political support was voiced for uprisings in Egypt, Tunisia, and Yemen, the responses to protests in Bahrain and Morocco were muted. The swift decision to intervene in Libya stands in marked contrast to the ongoing hand-wringing on Syria. While political realists might see these contradictions as evidence that geopolitical concerns determine foreign policy, from an ethical point of view these responses also reveal a fundamental (...) tension in Western thinking about rebellion. On one hand, rebellion is viewed with a distrustful eye—as a disruptive, chaotic force that threatens to destroy the day-to-day order on which civilization is built. On the other, rebellion is perceived more optimistically—as a regenerative, creative force that can leave a better civilization in its wake. These two radically disparate ways of thinking about rebellion have deep philosophical and theological roots. The pessimistic view has historically dominated just war thought, as James Turner Johnson's contribution to this roundtable illustrates; whereas the perspective of Enlightenment liberalism offers a more optimistic judgment, as found, for example, in the works of Locke and Rousseau. In the past few years, a wave of protest has spread across the world. The particularity of these uprisings lies in the way the Internet is used to support them. Scholars have analyzed these movements as being closely related to a generation that relies on the Internet as a means of organizing themselves as a force of social change. That is, the Internet is seen as a way of promoting the active participation of young people in political issues. Public (...) opinion and the mass media hail the Arab Spring revolutions as movements beneficial to the democratization of oppressive regimes. By contrast, when disobedient movements emerge in democratic countries, they are generally more cautious in evaluating these movements as enriching democracy. This cautious opinion also concerns the use of social media. In this article, the so-called Twitter revolutions are discussed in light of the theories of social psychology that analyze the relationship between disobedience and democracy. (shrink)

The Arab Spring, with its calls for sweeping political change, marked the most profound popular uprising in the Middle East for generations. But if the nascent democracies born of these protests are to succeed in the absence of a strong democratic tradition, their success will depend in part on an understanding of how Middle Easterners view themselves, their allegiances to family and religion, and their relationship with the wider world in which they are increasingly integrated. Many of these same (...) questions were raised by Alexis de Tocqueville during his 1831 tour of America, itself then a rising democracy. Joshua Mitchell spent years teaching Tocqueville’s classic account, _Democracy in America, _in America and the Arab Gulf and, with _Tocqueville in Arabia_, he offers a profound personal take. One of the reasons for the book’s widespread popularity in the region is that its commentary on the challenges of democracy and the seemingly contradictory concepts of equality and individuality continue to speak to current debates. While Mitchell’s American students tended to value the individualism of commercial self-interest, his Middle Eastern students had grave doubts about individualism and a deep suspicion for capitalism, which they saw as risking the destruction of long-held loyalties and obligations. When asked about suffering, American students answered in psychological or sociological terms, while Middle Eastern students understood it in terms of religion. Mitchell describes modern democratic man as becoming what Tocqueville predicted: a “distinct kind of humanity” that would be increasingly isolated and alone. Whatever their differences, students in both worlds were grappling with a sense of disconnectedness that social media does little to remedy. We live in a time rife with mutual misunderstandings between America and the Middle East, and _Tocqueville in Arabia_ offers a guide to the present, troubled times, leavened by the author’s hopes about the future. Killing the Arab Spring tells the stories of the Arab Spring uprising in 15 Middle East states, from the point of view of a secular Middle Eastern political analyst familiar with the politics, the culture of the people and the history of the area. Dr. Hasan views the vast majority of the Arab rulers deriving their absolute authority from inheritance or military coups, or in the case of the Saudis from conquest, not at the pleasure of the (...) governed. Arab leaders do not believe that government is a trust on behalf of the people. They believe that if there is democracy and their societies are composed of equal and competing individuals, there will be a tendency towards anarchy. People involved in the Arab Spring uprisings demanded inclusive and equitable democracy, social justice and economic development. There were no civil society institutions strong enough to challenge the weapons of authoritarianism that included ideology, repression, payoffs and the solidarity of the crony capitalists. The author argues that Saddam Hussein’s 1980 war on Iran was the spark that started a chain of bloody wars and events which eventually led to the US invasion of Iraq and the Arab Spring uprisings. The revolts and the counter revolts took different forms in each country based on its history, the type of government and the economy. The author argues that the Arab Spring is a step of a long process toward democracy rather than an aberration between periods of authoritarian regimes. To understand the Arab Spring causes and its aftermath, the book provides the reader with a review of the Middle East common culture that includes the history of Islamic religion, Islamic-sects and Arab tribalism, and brief history of each country. There are few activities more controversial than writing history of a nation involved in a conflict. Even while witnessing history unfolding in a country, different historians provide different narratives, different causes and different conclusions. This becomes more obvious when the history of the conflicts is viewed through the prism of the politics of sectarianism ethnicity and tribalism. The author strives for an objective view, but he does not hide his strong support to liberal democracy and human rights. (shrink)

Ten years after the popular uprising that became a brutal war, Syrian and Syrian-Palestinian authors are engaged in the struggle to craft a historical consciousness that can acknowledge and mourn for their recent revolutionary past without reifying it. As they write in and of material, political, and social ruin, their works echo collective traumas in regional memory: the Palestinian nakba, the rise of Syria’s Assad regime, Lebanon’s civil war, the 2003 occupation of Iraq, and more. The ruin appears cruelly recursive, (...) yet it is arrested in the corpus of works discussed in this article: poetry by Firas Sulaiman and Osama Esber; prose by Yassin al-Haj Saleh, Samer Yazbek, and Ra’id Wahsh; and documentary film by the Abounaddara Collective. Drawing on Arabic poetic modernism and regional politics, I argue that ruin imagery—ranging from war’s rubble to ancient artefacts—carries distinctive structures of temporal anticipation in Syrian literary and cultural memory. The writers and filmmakers discussed deploy formal and thematic means of stasis and repetition, displacement and accumulation, to summon these temporal structures—only to refuse, interrupt, and reroute them. I argue that such poetic engineerings of the images of ruin assert the singularity of the Syrian present within broader collective memories of ruin. As such, they raise a historicizing challenge to the current academic dominance of reading ruin imagery, notably from the Middle East, through an imperial lens. (shrink)

Herbert Marcuse examined the subjective and material conditions of radical social change and developed the "Great Refusal," a radical concept of "the protest against that which is." The editors and contributors to the exciting new volume The Great Refusal provide an analysis of contemporary social movements around the world with particular reference to Marcuse's revolutionary concept. This article presents an overview of the transition that has taken place in Arab media over the course of time. It focuses more specifically on the case of Saudi Arabia to show how television interviewers there have performed their roles throughout three different phases. The first phase covers the period when the media was still controlled by Arab governments, the second focuses on the advent of satellite and the third focuses on the aftermath of the recent series of (...) uprisings which has become known as the Arab Spring. An examination of these three phases, which includes a discussion of some illustrative examples, will show how television interviewers have shifted from initially taking a very cautious and overtly deferential approach with interviewees, officials and public figures to adopting a more aggressive approach in the third phase. If journalism is the first draft of history, these three essays might be described as a stab at a second draft. It is an attempt by three scholars from different disciplines, with sharply contrasting methodologies, to provide an account of the protest movements of 2011, from the Arab Spring to Occupy Wall Street. We deploy the perspectives of ethnography, political thought, and iconology in an effort to produce a multidimensional picture of this momentous year of revolutions, uprisings, mass (...) demonstrations, and—most centrally—the occupations of public space by protest movements. This article looks at riots that consumed Paris and much of France for three consecutive weeks in November 2005. The author argues that the uprisings were not instigated by radical Muslims, children of African polygamists, or despairing youth suffering from high unemployment. First and foremost, they were provoked by a terrible incident of police brutality, a tragedy among a litany of similar tragedies. Black and Arab youth were already frustrated: decades of violent enforcement of France's categorical boundaries—both racial (...) and geographic—had filled many with rage. When Minister of Interior Nicholas Sarkozy responded to the violent death of three teenage boys on October 25, 2005, by condemning the boys rather than the police officers who had killed them, he merely reaffirmed what many young blacks and Arabs already believed: that their lives have no value in France. The framework of the Israel-Palestinian Arab conflict has evolved over the last half century through an instrumentalization of violence by the parties concerned. Two alternating "structures of violence" have emerged to define this instrumentality: the one Israeli, the other Palestinian. I call these structures of violence "alternating" rather than merely "reciprocating" because the one not only feeds off the other and actually practices on the other that which is merely fancied and projected as the other's intention but also because (...) they have inverse periodicities: The "Great Revolt" of 1936-1939 introduced the principle of "armed struggle" into the practice and lore of a fractured and often factional antiBritish and anti-Zionist insurgency. It was effectively countered by British might coupled with an essentially defensive Jewish posture of consensus and "restraint". By contrast the current Palestinian "Uprising" has the Arab side preaching restraint if not always nonviolence, through a pluralistic consensus on the immediate national ends such practice aims to achieve. Against this is an avowed Israeli policy of "the iron fist" that for the first time since independence has broken the general Zionist consensus with regard not only to the utility and morality of violent means but also to national goals. Michel Foucault has inspired a rich body of work in the field of critical social theory and the social sciences in general. Few scholars working in the area of social movement studies, however, have applied a Foucauldian perspective to examining the twin phenomena of social mobilization and collective action. This may stem, in large part, from the commonly held assumption that Foucault had far more to say about ‘regimes of power’ than ever about mobilization and collective action or contention politics (...) in general. Be that as it may, a close interrogation of his work reveals the broad contours of a theoretical framework for analyzing social movements whose chief merit lies in a sensitivity to the sociopolitical context within which oppositional movements form, develop and conduct their operations. This paper aims at delineating what a Foucauldian model of social movements would entail, with specific reference to the Middle East and North Africa, a region traditionally consigned to the margins of social movement studies. An enquiry of this kind is important because, as I argue, the leading mainstream social movement theories that have been applied to contemporary MENA cases invariably fall short of fully elucidating the phenomenon of mass mobilization. Specifically, leading mainstream theories are prone to certain universalistic assumptions and ‘West-centric’ orientations that render them incapable of accounting for the specificities of MENA cases. I shall demonstrate how a Foucauldian perspective on social movements can bypass the problem of applicability to the MENA region by mapping out a theoretical framework whose chief merit lies in a sensitivity to the sociopolitical context within which oppositional movements form, develop and conduct their operations. At the same time, I argue that a Foucauldian model transcends social movement theories with their linear conception of social and political progress, their exclusivist understanding of sociopolitical ‘development’ and ‘modernist’ assumptions by advancing an account of ‘multiple modernities.’. This study is defined within the context of the critical posthuman project of decentring humanist subjectivity. We argue that because agential realism, and the agency and performativity that go with it, do not enable non-human matter to be accountable, only human matter, in its intra-active becoming with non-human matter, can support an ethical project. Secondly, we map our understanding of Barad’s agential realism, explaining the importance of agential cuts in phenomena-in-their-becoming that are the world worlding itself, and evaluate ethics, agency, (...) and performativity in this material-discursive framework. Thirdly, understanding the material-discursive to underpin storied matter, we engage it via some clarification of narrative, and narrative agency. We conclude that much organic or inorganic nature as non-human matter is directional and responsive, so alive and generative and, in this sense, capable of worlding itself. Objective:To describe the professional values of the nurse lectures according to 241 nursing students, who participated voluntarily, in three different universities of Bogotá.Methodology:This is a quantitative, descriptive cross-sectional study that applied the Nurses Professional Values Scale—permission secured—Spanish; three dimensions of values were applied: ethics, commitment, and professional knowledge.Ethical consideration:Project had ethical review and approval from an ethics committee and participants were given information sheets to read before they agreed to participate in the project.Findings:It was concluded that nursing students, in general, (...) do perceive these values in their professors, and they give priority to the dimension of ethics, followed by the knowledge dimension, and finally, commitment.Discussion:It is evident that professional values are transmitted by professors and students place importance to such values. Values related to the other’s care are paramount in nursing training in Colombia as well as in other countries.Conclusion:It was found that participating students observed professors directly in relation to values focused on direct patient care, respect for privacy, respect for life, while matters related to professional improvement, participation in unions were not actually analyzed may be due to poor promotion activities and unions during undergraduate studies. The results obtained are primary approach to the study of values related to nursing, a topic which needs to be researched, something vital to all the country offering nursing training programs. In recent years, preimplantation genetic testing (PGT) of IVF embryos have gained much traction in clinical assisted reproduction for preventing various genetic defects, including Down syndrome. However, such genetic tests inevitably reveal the sex of IVF embryos by identifying the sex (X and Y) chromosomes. In many countries with less stringent IVF regulations, information on the sex of embryos that are tested to be genetically normal is readily shared with patients. This would thus present Muslim patients with unintended opportunities for (...) sex selection based on personal or social biases without any pressing need or valid medical reason. Additionally, there are other patients who claim using PGT for preventing genetic defects as a pretext or “convenient excuse,” with a secret intention to do sex selection when it is banned in their home country. Currently, non-medical sex selection is a highly-controversial and hotly debated issue in Islam, because there is generally a strong preference for having sons over daughters due to widespread cultural norms of elderly parents depending on their sons for financial support, as well as the need for male heirs to continue the family lineage within the backdrop of local patriarchal cultures. There is a risk of gender imbalance and social disequilibrium occurring in Islamic societies due to prevalent sex selection. Hence, the question is whether opportunistic sex selection with PGT would contravene Islamic ethics and principles, which will thus be discussed here. (shrink)
