Hunger is defined as the inability to obtain sufficient, nutritious, personally acceptable food through normal food channels or the uncertainty that one will be able to do so. After the depression of the 1930s, widespread concerns about hunger in Canada did not resurface until the recession of the early 1980s when the demand for food assistance rose dramatically. The development of an ad hoc charitable food distribution system ensued and by 1992, 2.1 million Canadians were receiving food assistance. In the (...) absence of national monitoring systems, this remains the best available estimate of the prevalence of hunger. Hunger appears to be linked to poverty, unemployment, and numbers of people receiving social assistance. Although the Canadian social security system has traditionally been characterized by government-run universal and targeted programs designed to address income issues, hunger raises concerns about the current “safety net”. The primary response to hunger has been the proliferation of food banks, the agencies at the heart of the charitable food assistance system. On a smaller scale, community-based programs and advocacy initiatives have emerged. Nonetheless, the demand for food assistance continues to rise. The trend raises questions about future directions for social policy in Canada and concerns about the development of a two-tiered food distribution system—one for those with adequate money and one for the poor. One of the ongoing debates in the sustainable agriculture community is whether its platform should include social justice issues like farmworker rights, economic concentration, and hunger. The commentary describes the evolution of this controversy, and places it in the context of competing and complicated moral theories that turn out to be of somewhat limited use in political arguments. The essay also outlines ways in which the present political climate is presenting a challenge to sustainable agriculture proponents, who, in response, are (...) building new linkages with urban interests, including anti-hunger organization. Despite abstract philosophical and more real political problems, a community food security agenda is being crafted, joining the interests of small farms, family farm, and sustainability advocates, and anti-hunger groups. An experimental survey was undertakento explore the links between thecharacteristics of a moral issue, the degree ofmoral intensity/moral imperative associatedwith the issue, and people'sstated willingness to pay for policy toaddress the issue. Two farm animal welfareissues were chosen for comparison and thecontingent valuation method was used to elicitpeople's wtp. The findings of the surveysuggest that increases in moral characteristicsdo appear to result in an increase in moralintensity and the degree of moral imperativeassociated with an issue. Moreover, there was apositive link (...) between moral intensity/moralimperative associated with an issue andpeople's stated wtp for policy to address theissue. Despite much popular interest in food issues, there remains a lack of social justice in the American agrifood system, as evidenced by prevalent hunger and obesity in low-income populations and exploitation of farmworkers. While many consumers and alternative agrifood organizations express interest in and support social justice goals, the incorporation of these goals into on-the-ground alternatives is often tenuous. Academics have an important role in calling out social justice issues and developing the critical thinking skills that can redress inequality in (...) the agrifood system. Academics can challenge ideological categories of inquiry and problem definition, include justice factors in defining research problems, and develop participatory, problem-solving research within social justice movements. In addition, scholars can educate students about the power of epistemologies, discourse, and ideology, thereby expanding the limits and boundaries of what is possible in transforming the agrifood system. In these ways, the academy can be a key player in the creation of a diverse agrifood movement that embraces the discourse of social justice. (shrink)

Although the concept of food sovereignty is rooted in International Peasant Movements across the global south, activists have recently called for the adoption of this framework among low-income communities of color in the urban United States. This paper investigates on-the-ground processes through which food sovereignty articulates with the work of food justice and community food security activists in Oakland, California, and Seattle, Washington. In Oakland, we analyze a farmers market that seeks to connect black farmers to low-income consumers. In Seattle, (...) we attend to the experiences of displaced immigrant farmers from Latin America and their efforts to address their food needs following migration. In both cases, we find that US based projects were constrained by broader forces of neoliberalism that remained unrecognized by local activists. In Oakland, despite a desire to create a local food system led by marginalized African Americans, emphasis on providing green jobs in agriculture led activists to take a market-based approach that kept local food out of the economic grasp of food-insecure neighborhood residents. In Seattle, the marginalization of the immense agroecological knowledge of Latino/an immigrant farmers rendered local food projects less inclusive and capable of transformative change. Taken together, these very different cases suggest that a shift towards food sovereignty necessitates a broad acknowledgement of and resistance to neoliberalism. (shrink)

The emerging critique of alternative food networks (AFNs) points to several factors that could impede the participation of low-income, minority communities in the movement, namely, spatial and temporal constraints, and the lack of economic, cultural, and human capital. Based on a semi-experimental study that offers 6 weeks of free produce to 31 low-income African American households located in a New Orleans food desert, this article empirically examines the significance of the impeding factors identified by previous scholarship, through participant surveys before, (...) during, and after the program. Our results suggest economic constraints are more influential in determining where the participants shop for food than spatial and temporal constraints, and the study participants exhibit high levels of human and cultural capital regarding the purchase and consumption of locally grown produce. We also find them undeterred by the market’s predominantly White, middle-class cultural social space, which leads us to question the extent to which cultural exclusivity discourages their participation in AFNs. For all five factors we find that the constraints posed to accessing the local food market were not universal but varied among the participants. Finally, the study reveals some localized social constraints, fragmented social ties in particular, as a possible structural hurdle to engaging these residents in the alternative market in their neighborhood. There is growing recognition that good ethics can have a positive economic impact on the performance of firms. Many statistics support the premise that ethics, values, integrity and responsibility are required in the modern workplace. For consumer groups and society at large, research has shown that good ethics is good business. This study defines and traces the emergence and evolution within the business literature of the concepts of values, business ethics and corporate social responsibility to illustrate the increased emphasis that (...) has been placed on these issues over time. Two organizations that have successfully dealt with these issues were analyzed to identify the links among values, ethics, and corporate social responsibility as they are incorporated into the culture and management of a firm.
