It is more and more often acknowledged that plants are sensitive organisms which perceive, value, learn, remember, solve problems, make decisions and communicate to each other in actively acquiring information on their environment. However, the fact that many complex patterns of plant behaviour exhibit cognitive skills, usually ascribed to human and non human animals, has not been fully assessed. This article intends to show the theoretical obstacles which may have prevented experimenting on such behavioural/cognitive phenomena in plants.

À la fin du siècle dernier, Le Commerce et le Gouvernement a été l’objet d’une interprétation devenue dominante, qui érige Condillac en précurseur du néolibéralisme. Cet article étudie la succession des biais historiques, méthodiques et philosophiques qui ont conduit à transformer la définition condillacienne de la valeur en théorie de la mathématisation des préférences en fonction des utilités marginales des marchandises. Alors que Condillac est animé par l’ambition explicite de bien faire la langue économique, cette interprétation omet de réinscrire ce (...) texte dans la visée d’ensemble de l’œuvre, qui, dès l’ Essai sur l’origine des connaissances humaines, se voue à étudier les conditions logiques et historiques de l’institution des langues. Or Le Commerce et le Gouvernement affirme qu’une langue économique exacte est une analyse du jugement de valeur. Condillac, auteur d’une Logique, d’un Art de penser et d’un Art de raisonner, donne au moins deux ou trois définitions différentes du jugement. Aucune ne peut créditer la réduction du jugement de valeur à un calcul sur les prix. Ce déplacement majeur repose sur un vice argumentatif analysé par Condillac lui-même comme le propre de certains faux systèmes, la « réalisation » des abstractions, soit, ici, la transformation d’une réflexion sur les principes du jugement de valeur en relation d’équivalence arithmétique entre des choses, les marchandises. En l’occurrence, cette erreur logique se combine aussi à une illusion d’un autre ordre, la confusion des valeurs et des prix, que Le Commerce et le Gouvernement dénonce comme constitutive des sociétés marchandes. Les bénéfices tirés par les auteurs néolibéraux de leur lecture apparaissent ainsi clairement, notamment une narration de l’histoire de l’économie qui minore les œuvres d’Adam Smith et de Karl Marx, et, avec elles, les analyses des liens de la valeur et du travail. Mais, paradoxalement, cet article découvre aussi ce que la critique de Condillac par Marx doit à Say, et invite en définitive à relire Le Commerce et le Gouvernement en traquant ce que, dans la langue de Condillac, un « jugement », et un « sujet » peuvent bien signifier. In this article, I question the use of the notion of ‘constituent power’ as a tool for the democratization of the European Union (EU). Rather than seeing the absence of a transnational constituent power as a cause of the EU’s ‘democratic deficit’, I identify it as an _opportunity_ for unfettered democratic participation. Against the reification of power-in-action into a power-constituted-in-law, I argue that the democratization of the EU can only be achieved through the multiplication of ‘constituent moments’. I begin by (...) deconstructing the normative justifications surrounding the concept of constituent power. Here I analyze the structural aporia of constituent power and question the autonomous and emancipatory dimension of this notion. I then test the theoretical hypothesis of this structural aporia of the popular constituent power by comparing it with the historical experiments of a European popular constituent power. Finally, based on these theoretical and empirical observations, I propose to replace the ambivalence of the concept of popular constituent power with a more cautious approach to the bottom-up democratization of European integration: that of a multiplication of transnational constituent moments. This volume of Bertrand Russell's Collected Papers finds Russell focused on writing Principia Mathematica during 1905–08. Eight previously unpublished papers shed light on his different versions of a substitutional theory of logic, with its elimination of classes and relations, during 1905-06. A recurring issue for him was whether a type hierarchy had to be part of a substitutional theory. In mid-1907 he began writing up the final version of Principia , now using a ramified theory of types, and eleven (...) unpublished drafts from 1907-08 deal with this. Published in 1903, this book was the first comprehensive treatise on the logical foundations of mathematics written in English. It sets forth, as far as possible without mathematical and logical symbolism, the grounds in favour of the view that mathematics and logic are identical. It proposes simply that what is commonly called mathematics are merely later deductions from logical premises. It provided the thesis for which _Principia Mathematica_ provided the detailed proof, and introduced the work of Frege to a wider (...) audience. In addition to the new introduction by John Slater, this edition contains Russell's introduction to the 1937 edition in which he defends his position against his formalist and intuitionist critics. During the First World War, Bertrand Russell was political commentator for The Tribunal , the official weekly publication of the No-Conscription Fellowship, of which Russell was Action Chairman. Détente or Destruction, 1955-57 continues publication of Routledge's multi-volume critical edition of Bertrand Russell's shorter writings. Between September 1955 and November 1957 Russell published some sixty-one articles, reviews, statements, contributions to books and letters to editors, over fifty of which are contained in this volume. The texts, several of them hitherto unpublished, reveal the deepening of Russell's commitment to the anti-nuclear struggle, upon which he embarked in the previous volume of Collected Papers ( Man's Peril, 1954-55 ). Continuing with (...) the theme of nuclear peril, this volume contains discussion of nuclear weapons, world peace, prospects for disarmament and British-Soviet friendship against the backdrop of the Cold War. One of the key papers in this volume is Russell's message to the inaugural conference of the Pugwash movement, which Russell was instrumental in launching and which became an influential, independent forum of East-West scientific cooperation and counsel on issues as an internationally agreed nuclear test-ban. In addition to the issues of war and peace, Russell, now in his eighties, continued to take an interest in a wide variety of themes. Russell not only addresses older controversies over nationalism and empire, religious belief and American civil liberties, he also confronts head-on the new and pressing matters of armed intervention in Hungary and Suez, and of the manufacture and testing of the British hydrogen bomb. This volume collects together Russell's philosophical writings during the period from 1947-68. For about half of this period Russell worked steadily at philosophy but after the publication of My Philosophical Development in 1959 he retired from academic philosophy for the second time. After that date, only the occasional philosophical piece appeared, as he was preoccupied with political writings. In this volume there are a handful of papers dated later than 1959, and all of these were certainly written by Russell himself. (...) The Collected Papers 28 signals reinvigoration of Russell the public campaigner. The title of the volume is taken from one of his most famous and eloquent short essays and probably the best known of his many broadcasts for the BBC. Man's Peril, 1954-55 not only captures the essence of Russell's thinking about nuclear weapons and the Cold War in the mid-1950s, its extraordinary impact served to jolt him into political protest once again. The activism of which we glimpse the initial (...) stirrings in this volume continued in various guises more or less without interruption until his death. In the writings assembled in this volume, however, he is looking towards the non-aligned states and world scientific opinion as possible brokers of détente . (The volume includes Russell's famous public statement, the declaration of scientists known as 'The Russell Einstein Manifesto'.) Although Russell was becoming increasingly immersed in work for peace, this was not to the exclusion of all other interests. For example, here we find also him reminiscing about his peace campaigning during the First World War, defending 'History as an Art', and attacking the obscurantism of obscenity legislation and the opponents of birth control.
