Pocock, Virtue, Commerce, and History1In 1973, Roberto Schwarz published a paper that profoundly marked a generation of thinkers in Latin America: "As idéias fora do lugar" ("Misplaced Ideas").2 It was originally intended to provide a theoretical framework for "progressivist" authors to counter the influence of nationalistic tendencies that, in the 1960s and 1970s, were particularly noticeable among the leftist political organizations.3 Yet, the concept of "misplaced [End Page 149] ideas" soon proved especially productive for theorizing the problematic development of ideas in Latin American history. Schwarz's text thus became the fundamental point of reference for those in the field who intended to question the hitherto predominant paradigms in cultural and literary critique, which were mostly inspired by the Romantic-nationalistic tradition. Notwithstanding, a quarter of a century later, Schwarz's original contribution in this regard needs to be reassessed. In the course of the last twenty-five years, the apparent loss of the national states' centrality helped to reveal the inherent complexity of the processes of cultural exchange hidden behind a perspective that still tended to conceive of them exclusively in terms of inter-national relationships. Furthermore, a series of new developments in the disciplines specifically dedicated to analyzing those kinds of exchange processes compels us to reconsider some of the implicit assumptions in Schwarz's concept and reformulate it.The object of this paper is to explore, in the light of the new realities of the last fin-de-siècle, new perspectives regarding the dynamic of ideas and cultural exchange in peripheral areas (of which Latin American is only a particular case), utilizing the new conceptual tools provided by the recently developed disciplines and theories in the field. Ultimately, the present work intends to raise a broader, epistemological, issue, whose relevance exceeds the local context. As it shows, the shortcomings in Schwarz's theory spring from a crude linguistic view, which is inherent in the "history of ideas," that reduces language exclusively to its referential function. A more precise distinction of the different levels of language will thus help to reveal aspects and problems that Schwarz's perspective obliterates. Yet, as this paper also intends to demonstrate, Schwarz's original intellectual project may be disentangled from its linguistic premises and recovered for cultural critique. Applied in a new way, it can still provide a theoretical framework to comprehend the intricacies of the processes of cultural exchange, and, more specifically, the problematic dynamics of ideas in Latin America that Schwarz intended to analyze. On Places and Non-Places of Ideas In order to understand the sense of Schwarz's notion of "misplaced ideas" we must place it within the conceptual framework in which it emerged. With it, Schwarz aimed to translate into a cultural key the postulates of the so-called "dependency theory," the core of which took shape in the "Seminar [End Page 150] on Marx," organized in São Paulo in the early 1960s (and in which Schwarz participated). As is well known, that theory intended to refute the "dualistic" approaches that viewed the peripheral areas as vestiges of a precapitalistic world that tends historically to disappear. The nations in this area would thus replicate the same pattern of linear development of central countries. On the contrary, dependency theory postulated the existence of a complex dynamic between the center and the periphery, the two representing instances inherent in capitalist development, thus forming a single, interconnected system. In the past few decades, much political-philosophical reflection has been dedicated to the realm of "the political." Many of the key figures in contemporary political theory—Jacques Rancière, Alain Badiou, Reinhart Koselleck, Giorgio Agamben, Ernesto Laclau, and Slavoj i ek, among others—have dedicated themselves to explaining power relations, but in many cases they take the concept of the political for granted, as if it were a given, an eternal essence. In An Archaeology of the Political, Elías José Palti argues that (...) the dimension of reality known as the political is not a natural, transhistorical entity. Instead, he claims that the horizon of the political arose in the context of a series of changes that affirmed the power of absolute monarchies in seventeenth-century Europe and was successively reconfigured from this period up to the present. Palti traces this series of redefinitions accompanying alterations in regimes of power, thus describing a genealogy of the concept of the political. Perhaps most important, An Archaeology of the Political brings to theoretical discussions a sound historical perspective, illuminating the complex influences of both theology and secularization on our understanding of the political in the contemporary world. This has, in turn, readily led to a no less passionate search for the assessment of modernity's foundations which are thought to rest in its typical sense of experiencing temporality. This polemic instance, however, involves polarized perspectives and the consequent risk, (...) always present in dichotomous approaches, of oversimplifying the concepts at stake and smoothing over the intricacies of their history and meaning. Recently, a call for the “return of the subject” has gained increasing influence. The power of this call is intimately linked to the assumption that there is a necessary connection between “the subject” and politics . Without a subject, it is alleged, there can be no agency, and therefore no emancipatory projects—and, thus, no history. This paper discusses the precise epistemological foundations for this claim. It shows that the idea of a necessary link between “the subject” and agency, and therefore (...) between the subject and politics is only one among many different ones that appeared in the course of the four centuries that modernity spans. It has precise historico-intellectual premises, ones that cannot be traced back in time before the end of the nineteenth century. Failing to observe the historicity of the notion of the subject, and projecting it as a kind of universal category, results, as we shall see, in serious incongruence and anachronisms. The essay outlines a definite view of intellectual history aimed at recovering the radically contingent nature of conceptual formations, which, it alleges, is the still-valid core of Foucault’s archeological project. Regardless of the inconsistencies in his own archeological endeavors, his archeological approach intended to establish in intellectual history a principle of temporal irreversibility immanent in it. Following his lead, the essay attempts to discern the different meanings the category of the subject has historically acquired, referring them back to the broader epistemic reconfigurations that have occurred in Western thought. This reveals a richness of meanings in this category that are obliterated under the general label of the “modern subject”; at the same time, it illuminates some of the methodological problems that mar current debates on the topic. In lieu of an abstract, here is a brief excerpt of the content:In Memoriam: Hans Blumenberg (1920–1996), An Unended QuestElías José PaltiAt 76, after a long intellectual career spanning more than thirty years, first as Professor of Philosophy at Giessel, then at Bochum, and finally at Münster until his retirement in 1985, Hans Blumenberg has died.1 He leaves behind an incredibly vast oeuvre2 covering the most diverse subjects, from an interpretation of Bach’s The Passion of St Matthew to the history (...) of different terms, concepts, and metaphors (such as shipwreck, the book, and the cave).3 His three major books—The Legitimacy of the Modern Age (1966), The Genesis of the Copernican World (1975), and Work on Myth (1979)—are already classics and constitute true landmarks in the contemporary historiography of ideas. Yet so varied and extended an intellectual production revolves around a single concern: the origins and legitimacy of the so-called Modern Age. Moving back and forth from different angles and perspectives toward the same core—as in a prolonged assault—in order to test the different edges and explore all the potential implications of his own inquiring, men and gods, science and myth, from antiquity to the present day, all are invoked in his work for a concerted [End Page 503] attack aimed to shed new light into that enigma called the “Modern Age.” His multifaceted approach is thus only an expression of the multifold nature of his own subject matter.However, the unity of this quest is more apparent than real. His line of questioning moved progressively from the problem regarding the legitimacy of the modern age to that of its origins and specific nature, and in this very process not only did his approach vary but his very concept of that age changed. Here I will trace the main investigative lines that Blumenberg followed through his three major works4 to uncover how his view of the modern age was modified and became more and more complex over time. I will also show how, in fulfilling his project and in the consequent growing sophistication of his perspective, Blumenberg actually discovered a number of unsuspected problems that derailed him from his original endeavor, forcing him to reformulate some of his conceptual tools, and indeed to redefine the ultimate object of his undertaking.Modernity and the Problem of Its LegitimacyThe Legitimacy of the Modern Age (1966)5 was first in a trilogy of major works reviewed here. Its title formulates concisely Blumenberg’s original concern. In it he focussed his discussion on the “theory of secularization,” originally formulated by Carl Schmitt in Political Theology (1922) and later developed by Karl Löwith in Meaning and History (1949).For Löwith there were only two authentically original traditions in Western historical thought: the Ancient (based on the notion of cyclical time) and the Medieval/Modern (founded on the idea of a linear, future-directed pattern of human development).6 The philosophy of history that originated in the eighteenth century is nothing else but a result of the secularization of the eschatological Christian motif of the fall and subsequent redemption. Such a revelation would unmask, according to the author of this theory, the myth of modernity’s origins as representing a radical rupture from its immediate past and the final consecration of the absolute reign of reason. This would deprive modernity of the grounds upon which it legitimizes itself. “Illegitimacy,” then, is here identified with “heterogony” (the lack of authentic, proper sources). “Seen from the point of view of secularization,” remarks Blumenberg, “the false conflict of the medieval and the modern age can be reduced to a single episode in the interruption of the human connection to the cosmos” (28). The origins of the evolutionary concept of history have normally been associated with the development of an organicist notion of society. The meaning of this notion, in turn, has been assumed as something perfectly established and clear, almost self-evident. This assumption has prevented any close scrutiny of it. As this article tries to show, the idea of "organism" that underlies the emergence of the evolutionary concept of history, far from being "self-evident," has an intricate history and underwent a number of (...) radical and successive redefinitions from the mid-eighteenth century up to approximately 1830 . More specifically, this paper traces some of these transformations in order to contextualize and shed some new light on Herder's philosophy of history and the complex process of its inception-a process that was not concluded by the end of his intellectual career. As the article shows, Herder did not actually succeed in solving some key problems involved in an evolutionary concept of history. The difficulties he found were analogous to those that emerged at that very moment in the development of a dynamic, ontogenetical theory , and both were ultimately linked to the combination of some uneven developments produced in the natural sciences of that time. Herder's philosophy of history thus appears as a paradoxical case of a system of thought that formulates problems which it is still radically unable to solve, lacking the tools to devise a possible solution for them. How is it that the nation became an object of scholarly research? As this article intends to show, not until what we call the "genealogical view" eroded away could the nation be subjected to critical scrutiny by historians. The starting point and the premise for studies in the field was the revelation of the blind spot in the genealogical view, that is, the discovery of the "modern" and "constructed" character of nations. Historians' views would thus be intimately tied to the (...) "antigenealogical" perspectives of them. However, this antigenealogical view would eventually reveal its own blind spots. This paper traces the different stages of reflection on the nation, and how the antigenealogical approach would finally be rendered problematic, exposing, in turn, its own internal fissures. The mortality and morbidity resulting from noncommunicable diseases including cancer in sub- Saharan Africa are predicted to overtake that of infectious diseases by the year 2030. Esophageal cancer is on the increase in Tanzania. This study estimates risk factors for esophageal cancer, ethical issues and the level of awareness of cancer related services among adults in rural Kilimanjaro. A cross sectional descriptive study was conducted of adults aged 18 years and above in three wards, namely, Kahe, mabogini and Arusha Chini, (...) Moshi Rural District, Kilimanjaro region. Face-to-face interviews were conducted with a total of 419 individuals. The mean age was 36.47 =13.49) years. Of those who participated, 211 were male and 60% reported to have completed primary education. A majority of participants were knowledgeable about esophageal cancer risk factors. Overall, 15% and 23% of the participants reported to have been smoking and drinking alcohol, respectively. Male respondents were almost three times more likely to be smokers as compared to female respondents. Moreover, people who were self-employed were about five times more likely to be smokers as compared to those who were unemployed.. Male respondents were almost two times more likely to be drinkers as compared to female respondents. Overall, the level of awareness of cancer related health services was about 70%. The study findings confirm that despite a good level of knowledge about risk factors for esophageal cancer, the practice of exposure to risk factors is alarmingly high. Awareness of where to seek cancer related health services was high with hospitals been mentioned by the majority though there was low understanding on modalities of treatment among adults in Rural Kilimanjaro. Intervention measures should aim at further increasing knowledge of cancer risk factors and reduce the practice of such risks. Ethical matters including truth telling, ageism and autonomy need to be addressed to improve the perception of cancer related health issues and health seeking behaviour. (shrink)

Citizens of different regions simultaneously created new nation states and established republican systems of government. This occurred at a time when the very meaning of the notions of "nation" and "republic" remained ill-defined. In such a context, a number of debates naturally (...) emerged regarding the tenets of modern politics, and the kind of dilemmas and problems contained therein.Yet the assessment of the historical relevance of these disputes has been precluded by the teleological assumptions which have informed traditional approaches in the history of ideas. These assumptions have led historians to interpret these disputes as mere expressions of local prejudices that prevented the correct understanding of the true meaning of the modern liberal concept of representative democracy. According to this traditional view, the concerns of Latin American commentators were seen as "deviations" from the rational path of conceptual development and understanding. It was necessary to undermine this traditional teleological prejudice before the debates around these notions produced in Latin America in the nineteenth century could reveal their historical significance and become matters for systematic analysis. The rise of a "new intellectual history," insofar as it has [End Page 593] questioned the assumed rationality and logical consistency of the putative models and disclosed the contingent nature of their foundations, has opened the door to an entirely new universe of problems and issues for scholarly research in the field of Latin American politico-intellectual history.The great wave of new studies on the crisis of the Spanish and Portuguese empires and the emergence of new national states, triggered by the approach of the Bicentennial of Independence, has been greatly influenced by this new set of questions.1 Historians from different countries in Latin America have revisited that fundamental event, and have sought to revise established perspectives in the field. This has made room for the development of a self-defined "revisionist" position. However, what is to be revised has not always been clear.The revisionists seek to dislocate an epic narrative of independence as the epiphany of long-lasting struggles of oppressed nations to recover their rights to self-determination.2 They argue that the teleological, nationalistic biases of traditional approaches led their authors to see as already present at the point of departure an entity (the nation) which actually could be perceived only at the point of arrival. If understood in this way, however, the revisionists' contributions are hardly innovative. In the decade of the 1960s, a series of studies, propelled by the spread in Latin America of Marxist thought and social history, as well as by the increasing presence of American and European historians in the field, had already destabilized Manichean emplotments of the Revolution of Independence as a struggle between liberty and oppression.3 These studies introduced a number of nuances that questioned the objective basis of the states that emerged from the rupture of colonial ties. Instead, they demonstrated that the new states were the result of the contingent process of formation rather than its premise. [End Page 594] Yet it is not here that the profound transformation of the discipline has occurred. Revisionists do concentrate their criticism on the contents of nationalistic narratives, but leave untouched the theoretical premises on which these narratives rest. They fail to penetrate and undermine the sets of antinomies on which those teleological perspectives are grounded: enlightenment / romanticism; rationalism / nationalism; "liberty of the Modern" / "liberty of Ancient;" modernity / tradition; individualism / organicism, etc. In the following pages I will trace the origins of revisionism in Latin American, its contributions to the field of politico-intellectual history, and the kind of problems that it raises in turn.The Tradition of History of "Ideas" in Latin AmericaMany scholars consider Charles Hale to be the key figure in the emergence of the revisionist critique. Recently, the diffusion of the so-called “new intellectual history” led to the dismissal of the old school of the “history of ideas” on the basis of its ahistorical nature . This formulation is actually misleading, missing the core of the transformation produced in the field. It is not true that the history of ideas simply ignored the fact that the meaning of ideas changes over time. The issue at stake here is really not how ideas changed , but rather why (...) they do. The study of the German tradition of intellectual history serves in this essay as a basis to illustrate the meaning and significance of the recent turn from ideas as its object. In the process of trying to account for the source of contingency of conceptual formations, it will open our horizon to the complex nature of the ways by which we invest the world with meaning. That is, it will disclose the presence of different layers of symbolic reality lying beneath the surface level of “ideas,” and analyze their differential nature and functions. It will also show the reasons for the ultimate failure of the “history of ideas” approach, why discourses can never achieve their vocation to constitute themselves as self-enclosed, rationally integrated systems, thereby expelling contingency from their realm. In sum, it will show why historicity is not merely something that comes to intellectual history from without , as the history of ideas assumed, but is a constitutive dimension of it. (shrink)

The crisis of the belief -nowadays considered native- in the possibility of getting rid of our own concepts, or prejudces, and gaining a more of less immediate access to, achieving a more or less transparent insight in, those cultures alien to us pushed anthropologists ot begin to explore in the very conditions of possibility of the anthropological discuorse itself. Thus, the same series of transformations that undermined many evident, opened also new horizons of enquire paving the way to a process (...) of growing self-reflectiveness of the discipline. This process is particularly noticeable in the United States, where theoretical anthropology has had a vertiginous development in the last two decades in connection with the development of what is known as «postgeertzian anthropology». Mi propósito en este trabajo es reconsiderar una de las lecturas más relevantes y provocativas que se han hecho sobre John Dewey en el mundo de habla hispana. En la primera parte reconstruyo las circunstancias que rodearon la difusión, interpretación y traducción de las obras de Dewey en el México de mediados de los años 1940, y en concreto las razones que llevaron a que la visión sociológica que José Medina Echavarría quiso dar de Dewey fuera finalmente desplazada por la (...) filosófica de José Gaos. En la segunda parte analizo la traducción y lectura que Gaos hizo de Experience and Nature de Dewey, teniendo muy presente sus comparaciones con Sein und Zeit de Heidegger . Finalmente, propongo algunas críticas a la visión que Gaos transmite de Dewey como un pensador carente de un tipo de "soberbia diabólica" propia de la verdadera gran filosofía. The purpose of this work is a reconsideration of one of the most relevant and provocative readings of John Dewey written in the Hispanic World. In the first part I reconstruct the circumstances which surrounded the publicity, interpretation and translation of John Dewey's works in the Mexico of the middle 1940's, particularly the reasons why the sociological reading of Dewey that José Medina Echavarría proposed was finally displaced by the metaphysic perspective of José Gaos. In the second part I reconsider Gaos' own translation and interpretation of Experience and Nature, taking in consideration his comparisons with Heidegger's Sein und Zeit . Finally I analyze critically Gaos' view of Dewey as a thinker whose philosophy lacked the "diabolical arrogance" that true great philosophy would seem to require. (shrink)

Most growth models for complex networks consider networks comprising a single connected block or island, which contains all the nodes in the network. However, it has been demonstrated that some large complex networks have more than one island, with an island size distribution obeying a power-law function Is~s-α. This paper introduces a growth model that considers the emergence of islands as the network grows. The proposed model addresses the following two features: the probability that a new island is generated decreases (...) as the network grows and new islands are created with a constant probability at any stage of the growth. In the first case, the model produces an island size distribution that decays as a power-law Is~s-α with a fixed exponent α=1 and in-degree distribution that decays as a power-law Qi~i-γ with γ=2. When the second case is considered, the model describes island size and in-degree distributions that decay as a power-law with 2<α<∞ and 2<γ<∞, respectively. (shrink)
