Comparative political theory is at best an embryonic and marginalized endeavor. As practiced in most Western universities, the study of political theory generally involves a rehearsal of the canon of Western political thought from Plato to Marx. Only rarely are practitioners of political thought willing (and professionally encouraged) to transgress the canon and thereby the cultural boundaries of North America and Europe in the direction of genuine comparative investigation. Border Crossings presents an (...) effort to remedy this situation, fully launching a new era in political theory. Thirteen scholars from around the world examine the various political traditions of West, South, and East Asia and engage in a reflective cross-cultural discussion that belies the assumptions of an Asian "essence" and of an unbridgeable gulf between West and non-West. The denial of essential differences does not, however, amount to an endorsement of essential sameness. The objective of this article is to deepen our understanding of transformative engagement in comparative and critical dialogues of comparative or transnational political thought. The first five sections discuss the challenges of dialogical comparative political thought. The following three sections discuss how a dialogue approach responds to these challenges and generates comparative and critical mutual understanding and mutual judgment.

After examining different liberal narratives and suggesting that liberalism is open to a range of legitimate methodologies, the fluidity of liberalism is offered as a basis for a study in comparative political thought. Ten propositions on liberalism's structural and semantic features are listed and brought to bear on its adaptations, appropriations and misappropriations in Europe. They are tested in relation to various combinations of liberal components within and outside the family of liberalisms. Different views about the role (...) of the state in Eastern and Western Europe are considered, as is the distinction between constitutional and welfare liberalism in Western Europe. Individual development versions are contrasted with market versions, and the problematic role of civil society is discussed. Finally, some misappropriations are explored with a view to assessing their claims to represent liberal positions. How is cultural otherness any different from the historical otherness already found in our existing canons of thought? This essay examines an influential Chinese conversation that raised a similar question in struggling with its own parochialism. Claiming that all “Western” knowledge originated in China, these Chinese reformers see the differences presented by foreign knowledge as identical to those already authorizing innovation within their existing activity of knowledge-production. Noting that current academic theory-production treats the otherness of past authors in a (...) similar way, I argue that we must broach something like a China-origins claim if we are to see typically marginalized thought as part of what disciplines our thought, rather than serves simply as its target of inclusion. Doing so, we blur self/foreign binaries and enable future innovation of thought on radically new terms. (shrink)

As political theorists address the parochial foundations of their field, engagement with the Indigenous traditions of Turtle Island is overdue. This article argues that theorists should approach such engagement with caution. Indigenous nations’ politics of knowledge production may differ from those of de-parochializing political theorists. Some Indigenous communities, in response to violent histories of knowledge extraction, have developed practices of refusal. The contemporary movement of resurgence engages Indigenous traditions of political thought toward the end of promoting (...) Indigenous intellectual and political sovereignty and self-determination. These practices demonstrate a commitment to epistemic justice that is imperfectly aligned with, and potentially opposed to, inclusion-oriented projects like comparative political theory. If political theorists are to de-parochialize political theory by incorporating Indigenous traditions, they must do so in ways that are respectful of Indigenous peoples’ own struggles for epistemic justice. This can be achieved by drawing on and deepening practices of reflexivity exhibited in leading comparative political theory scholarship, and by allowing Indigenous treaty relationships to set the terms of the encounter. One of the central difficulties for practitioners of cognate disciplines like comparative political theory and comparative philosophy concerns the hermeneutic problem of understanding that which is different. The philosophical challenge, put briefly, is this: Is it possible to bring something of an entirely different order into our world of understanding without imposing our own epistemological categories and civilizational prejudices on it? This essay focuses on recent exemplary work in comparative political theory that has explicitly grappled (...) with this issue. Examined here are three models of encountering and learning from different traditions of thought—the models of existential immersion, conversion, and pilgrimage—as exemplified in the contributions by Farah Godrej, Leigh Jenco, and J. L. Mehta. The essay shows that while the first two authors have sought to resolve the problem of the encounter with difference methodologically (Godrej) and epistemologically (Jenco), their respective solutions remain implicitly bound to a spectator theory of knowledge. This becomes especially evident when their work is contrasted with Mehta’s own. Unlike Godrej and Jenco, Mehta does not view difference as a problem to be resolved. The advantage of his approach, I argue, is that it provides liberation from the rigid subject-object dichotomy which encourages the view that the ‘objects’ of our knowledge exist prior to and wholly apart from the act of knowing. Mehta’s work, therefore, opens the possibility for redirecting our attention to a question that has thus far been thoroughly avoided in the consolidation of the subfield: the question of the very constitution of difference or heterology. The Irish Revolution was a pivotal moment of transition for Ireland, the United Kingdom, and British Empire. A constitutional crisis that crystallised in 1912 electrified opinion in Ireland whilst dividing politics at Westminster. Instead of settling these differences, the advent of the First World War led to the emergence of new antagonisms. Republican insurrection was followed by a struggle for independence along with the partition of the island. Historically and philosophically, there are two primary paradigms that capture much of Buddhist political thought. The author calls these as the Asokan model and the Shambhalan model. These two paradigms are not incompatible. The Shambhalan approach focuses on promoting justice by increasing enlightenment. The Asokan approach focuses on political legitimacy and a just basic structure for an unenlightened people. This chapter explores these two strands of Buddhist political thought and considers points of contrast and agreement (...) with Western political philosophy, concentrating on Hobbes, Hume, and Rousseau. Buddhism provides the basis for a compelling critique of Hobbes's moral psychology, his individualism, and his account of social conflict.
