This article analyzes some recent developments in the system of public law in the Russian Federation, focusing in particular on changing patterns of litigation and increases in use of administrative law, linked to new acts of legislation. It argues that discussion of the Russian case provides a sociological perspective in which we can understand the importance of legal actions in hybrid polities. It explains that litigation in Russia, even where it may have counter-systemic outcomes, is partly incentivized by (...) the government, as promotion of access to law is seen as a means to formalize interactions between citizens and government and so to extend the societal penetration of the political system more generally. Litigation thus forms a mode of practice that, dialectically, possesses both inner- and counter-systemic status. In addition, the article argues that the case of Russia allows us to comprehend litigation as an element in processes of nation building and social integration more widely, and Russia illuminates the systemic significance of litigation in other societies. The article is devoted to the changes in the conceptual understanding of the institution of local self-government that has been taking place in the last three decades. The submission to the State Duma of the Russian Federation of the Draft Federal Law «On the general principles of the organization of local self-government in the unified system of public authority», which took place at the end of 2021, allows analyzing the trajectory of the development of the institute of local self-government (...) in post-Soviet Russia from the point of view of a more global time and conceptual perspective. The purpose of this work is to identify the trajectory of the development of the conception of local self-government in RF. Research attention is focused on identifying the conception of local self-government formulated in official documents, a gradual change in the conceptual interpretation of this institution. It is shown that the main shiftin the conceptual understanding of local self-government occurs along the axis of institutional independence / institutional dependence of local self-government on state authorities. The development of the conceptual understanding of local self-government in post-Soviet Russia proceeds along the trajectory from a public concept (local self-government as an independent activity) to a state one (local self-government as a form of exercising power) and to a hyperstate one (local self-government as a link in a unified system of exercising authority). The study of the cultural activity of the Spiritual missions of the Russian Orthodox Church in various regions of Russia is one of the urgent tasks in the context of the problematic field of the theory of regionalism, cultural studies and socio-philosophical knowledge. Russian settlements on the territory of the Yenisei River basin and the entry of ethnic groups and territories of Yakutia and Buryatia into the Russian Empire has become one of the most important stages of the integration (...) of the ethnic groups of Siberia into a single statehood. The Irkutsk Spiritual Mission received a more perfect organization, institutionalized by increasing the number of missionary camps, which for successful Christian activities carried out among pagans allowed the formation of school educational institutions for the education and upbringing of a new Buryat generation of children in the doctrinal Orthodox canons, and Russian cultural traditions. In this regard, one of the key tasks of the missionaries was to establish a rational view of further life in new Christian-type formations, which was realized in socio-cultural activities: providing medical care to sick representatives of other ethnic groups, a friendly attitude to people of a different faith and a sincere desire to guide them on the path of righteousness, etc. It should be noted that the largest share of foreigners in this territory belonged to Buddhists, which was reflected in the influence of lamas on doctrinal issues, including economic ones. Since Buddhism in the Russian Empire belonged to the section of tolerant religions, direct (administrative) pressure on it was impossible. There remained funds of an exclusively spiritual nature, to which Orthodox missionary work was directed. Today in the Russian Federation, Buddhism, as well as Islam, Catholicism and Protestantism, as well as some other faiths belong to the category of traditional religions, which organizationally operate within the framework of the modern Russian Constitution. The article is devoted to the analysis of the upcoming reform of local self-government initiated by amend­ments to the Constitution of the Russian Federation (2020) and the Draft Federal Law No. 40361-8 «On general principles of the organization of local self-government in a unified system of public author­ity», submitted to the State Duma of the Russian Federation in December 2021. The purpose of the study is to identify and analyze trends in the development of the institutional organization of (...) local self-govern­ment, manifested in the context of the development of the new Draft Federal Law. It is shown that a special type of institutional organization is emerging in the sphere of domestic local self-government, which can be defined as institutional minimalism. Its main features are highlighted. It is concluded that the manifes­tations of institutional minimalism are possible only in the conditions of continuation of such trends as the strengthening state control and unification of local self-government, which previously existed, but were further strengthened in connection with the building of a unified system of public power. The summary is devoted to the meetings of the Presidium of the Russian Federal Educational and Methodological Association held in September 2018 in Astrakhan and in February 2019 in Moscow. The authors review main educational and methodological issues discussed at the meetings. The summary covers the issues of online courses in philosophy. It also touches upon key issues of religious studies, the specifics of its teaching in Russia and foreign countries, current problems facing religious studies in Russia. (...) The study contains the review, analysis, assessment of the current state and prospects for further scientific study of the materials of the Russian state archives, including the personal funds of philosophers and philosophical institutions of Russia in the 19th-20th centuries, which are of the greatest relevance to historians of Russian philosophy. In this regard, on the one hand, the study considers the largest research and scientific-publishing historical and philosophical projects, testifying to the already achieved results of the scientific (...) development of vast arrays of archival documents; on the other hand, a number of collections of Russian state archives (federal, regional, municipal, departmental) have been monitored in order to identify archival collections that were little or insufficiently studied from this point of view. The results of the collective research presented in the article can be considered as the beginning of a large systematic work on the analytical mapping of the content of Russian archival collections relevant to the problems of the history of Russian philosophy. The study shows the importance and productivity of conducting parallel research work both with the personal funds of Russian philosophers of the 19th-20th centuries, and with funds containing documentation of philosophical institutions (magazine editorial offices, faculties, departments, research institutes, publishing houses of philosophical literature, professional and thematic associations of philosophers). In this regard, the question was raised about the need to develop historical and philosophical archiving and source studies in Russia, to include this set of subjects into the system of training historians of philosophy, and also about the need to coordinate the joint efforts of historians of Russian philosophy towards the formation of an archive of Russian philosophy as a significant and publicly available mapped resource. The results obtained in the course of the study should contribute to the emergence of the history of Russian philosophy as a dynamically developing branch of Russian science to a qualitatively new source study and methodological level, necessary for solving the large-scale research tasks, related, in particular, to the scientific preparation of academic collections of works by Russian philosophers and the development of modern fundamental history of Russian philosophy. As with a previous colloquium at Moscow in 2004, when my topic was literature in the Federal Republic of Germany during the post-World War II decades, I want to speak about tensions between war and postwar generations in Russia and in Germany, and my perspective will again be largely autobiographical. Of course this convergence (bordering on repetition) is not random. For I believe that remarkably complex affinities exist between Germany after the twelve-year-short nightmare of National Socialism and Russia (...) after the long stagnation of the Soviet Union. The article comprises three parts. Part I contains an overview of the areas in the analysis of modern French philosophy that have been of the greatest relevance to Russian researchers over the last years. We conclude that numerous aspects of the French philosophical thought of the twentieth century are well represented in the research of Russian authors, who also point out the emerging trends in its development. Part II deals with the development of analytic philosophy in Russia (...) within the framework of such areas as “critique of bourgeois philosophy”, a purely ideological stand only nominally related to philosophy, logic, and the history of philosophy and theoretical research. Part III contains a periodization of the history of phenomenology in Russia, pointing out the most important achievements of the contemporary Russian scholars of phenomenology as well as their understanding of the essence, the problems, and the aims of phenomenological philosophy. This article raises the issue of using Russia’s transformations over the last three hundred years as material for creating a theory of bureaucracy that differs from Max Weber’s understanding of it. This issue is addressed using the understandings developed at the Rostov School of Political Sciences of the Southern Federal University (Russia), which is working out a conceptual apparatus for studying the Russian, Soviet, and post-Soviet bureaucracy in relation to the process of forming an opposition free from stereotypes (...) of bureaucratic action, behavior, and thought. This kind of opposition could not have arisen in monarchical, Soviet, or post-Soviet Russia. The reasons for this are explained by a theory of bureaucracy that contains a reconstruction of Marx’s definition of bureaucracy as a social parasitic organism, a reflection of numerous social contradictions and the embodiment of political alienation. The article discusses the cognitive situation in contemporary Russia, ways for researchers to avoid the choice imposed by post-Soviet authorities, and the specific features of the genesis and structure of the assertion of police society in Russia. This review covers the content of reports and discussions at the 12th Kant Readings Conference held in April 2019 and organised by the research unit of the Academia Kantiana of the Immanuel Kant Baltic Federal University, Kaliningrad. Traditionally, Kant Readings have been thematically universal, embracing all the areas of Kant’s legacy. This time the conference focused on practical philosophy, i.e. the historical grounds and modern significance of Kant’s ethical thought as compared to other philosophical projects of the Enlightenment era. (...) Due attention was paid to the reception of the ethics of Kant and the Enlightenment by philosophers in Russia and the West. Breakout groups discussed aspects of interconnection between the Enlightenment ethics and esthetics as well as interdisciplinary problems at the interface of philosophy of politics and philosophy of education, including ways to counter various forms of intellectual enslavement. The possibilities of applying Kant’s ethical principles were discussed in close connection with the interpretation of the latest trends in the development of science and technology. It was noted that the intellectual and social communication environment of today has much in common with that of the Enlightenment era, which makes the philosophical strategy proposed during that era amenable to adaptation and development. The author continues the philosophical study of manipulative influence on the mass consciousness, which is the basic component of the aggression of the Russian Federation against Ukraine. The article is devoted to the identification of miscalculations that have been admitted by technologists of this manipulative effect. It was revealed that the mistakes amount to unqualified approach in forming the image of the key person of mythology. It was established that classics of cultural studies, religious studies and philosophy studied (...) in detail the stages of formation of the person of a cultural hero in the epic of different peoples. These stages, in general similar, are traced to all ethnic groups and provide a compulsory and invariable algorithm for transforming an ordinary person and turning it into a Hero. Also, the classics of science insist that mythology is the basis of any cultural activity of a modern human being - it is its background. In addition, they point to the danger of unskilled myth-making. The author of the article has established that Russian technologies of manipulation by consciousness have neglected all the advice of scientists and ignored the basic stages of the formation of the Hero in political myth-making. Therefore, the author of the article makes a number of conclusions about the possible imminent collapse of the negativism of the people of Russia in relation to its unsuccessfully mythologized President - with all the resulting political consequences. Also, the article reveals other miscalculations of manipulators, which concern mistaken assessments of the Ukrainian mentality and technical miscalculations. (shrink)

The purpose of this article is to outline the geopolitical concepts of Aleksandr Dugin, the guru of Russian Eurasian geopolitics as a total ideology. After the collapse of the USSR, there was a rapid renaissance of geopolitics in Russia, which was an ideological attempt to rationalise the role and place of the post-Soviet Russian state in the post-Cold War international system. The dynamic development of geopolitics in Russia was also a way for the Russians to overcome the post-imperial (...) trauma and the post-Soviet identity crisis. Geopolitics was to define the global aspirations and goals of the Russian Federation, being the quintessence of postmodern Russian messianism and setting a new historical mission for this state. One of several geopolitical trends in Russia was neo-Eurasianism, whose main ideologist was Aleksandr Dugin. The Russian geopolitician has proceeded to formulate a total ideology based on geopolitics for Russia, which is to constitute an intellectually and conceptually attractive synthesis of all the universalist ideologies practised in this country throughout history. Dugin tries to integrate geopolitics with the metaphysics and philosophy of being, transforming it into a kind of ideocratic sacrum and ideological signpost for the contemporary Russian state. Philosophical analysis of the Soviet Union as a phenomenon is relevant in light of the approaching centennial of its formation. The significance of this event derives from the Soviet Union’s enormous scale and historically, qualitatively unique formation that included many dozens of nations and nationalities. This formation replaced the equally enormous Russian Empire but arose not due to natural development but on its ruins, by the means of a European Marxism adapted to domestic conditions. Nowhere in the world have societies (...) and states like the Soviet Union arisen spontaneously, while the Eastern European “people’s democracy” countries created after the Second World War repeatedly attempted to free themselves from the kinship and dominance of the Soviet Union and would disappear immediate with its collapse.In this article, the question of what the Soviet Union was in its project and reality is discussed in the following contexts: Marxist solutions to Russia’s agrarian question and their subsequent internationalization to create a “world union of workers and peasants” (V.I. Lenin); analysis of the principle of forced labor as the primary means of creating the “socialist working man”; the formation of the Soviet Union as a “quasi-federal” community of peoples “national in form, socialist in content”; and the forced inclusion of Eastern European peoples in the emerging “world Soviet Union” as “payment” for their liberation from fascism. This article justifies the claim that without analysis of the essential role of these ideas and phenomena, one could hardly expect to gain a holistic understanding of the nature of the Soviet Union. Press release. -/- The ebook entitled, Einstein’s Revolution: A Study of Theory-Unification, gives students of physics and philosophy, and general readers, an epistemological insight into the genesis of Einstein’s special relativity and its further unification with other theories, that ended well by the construction of general relativity. The book was developed by Rinat Nugayev who graduated from Kazan State University relativity department and got his M.Sci at Moscow State University department of philosophy of science and Ph.D at Moscow (...) Institute of Philosophy, Russian Academy of Science. He has forty years of philosophy of science and relativistic astrophysics teaching and research experience evincing in more than 200 papers in the scientific journals of Russia, Ukraine, Belorussia, USA, Great Britain, Germany, Spain, Italy, Sweden, Switzerland, Netherlands, Canada, Denmark, Poland, Romania, France, Greece, Japan and some other countries, and 8 monographs. Revolutions in physics all embody theoretical unification. Hence the overall aim of the present book is to unfold Einstein’s unificationist modus operandi, the hallmarks of actual Einstein’s methodology of unification that engendered his 1905 special relativity, as well as his 1915 general relativity. To achieve the object, a lucid epistemic model is exposed aimed at an analysis of the reasons for mature theory change in science (chapter1). According to the model, scientific revolutions were not due to fanciful creation of new ideas ‘ex nihilo’, but rather to the long-term processes of the reconciliation, interpenetration and intertwinement of ‘old’ research traditions preceding such breaks .Accordingly, origins of scientific revolutions lie not in a clash of fundamental theories with facts, but of “old” mature research traditions with each other, leading to contradictions that can only be attenuated in a more general theoretical approach. In chapter 2 it is contended that Einstein’s ingenious approach to special relativity creation, substantially distinguishing him from Lorentz’s and Poincaré’s invaluable impacts, turns to be a milestone of maxwellian electrodynamics, statistical mechanics and thermodynamics reconciliation design. Special relativity turns out to be grounded on Einstein’s breakthrough 1905 light quantum hypothesis. Eventually the author amends the received view on the general relativity genesis by stressing that the main reason for Einstein’s victory over the rival programmes of Abraham and Nordström was a unificationist character of Einstein’s research programme (chapter 3). Although Kant was born three hundred years ago, his practical philosophy is still relevant and helpful for understanding difficult and crucial issues of today. One example is the strange transformation the concept of human dignity has undergone in post-Soviet Russia — in everyday language, in ideological doctrines, and in legal documents. While in ordinary life dignity is increasingly reduced to access to material benefits, in its legal sense — above all in the 1993 Constitution of the Russian (...) class='Hi'>Federation — anti-communist ideology has turned it into the “right” to enjoy comfortable living conditions, being almost totally divorced from duties and from morality. Such interpretations of human dignity lead to a dead end, creating problems for its perception and for its relationship to other constitutional provisions — problems that are impossible to resolve in the framework of such an interpretation of right. By turning to Kant, one of the pillars of the modern egalitarian universalist conception of human dignity, we can trace the idea of personal dignity back to its origin as an absolute inner value which, unlike external material benefits, has no equivalent, and involves self-legislation, restriction of freedom, and the fulfilling of moral duty. The article discusses the legal and regulatory aspects of enlightenment activities within the context of the socio-cultural objectives of contemporary Russian educational policy. The author examines social and education-policy factors that underscore the need for extensive enlightenment efforts in the country. One of these factors is the increasing pragmatization of attitudes towards knowledge, leading to a decline in the cultural literacy of the population. Among the manifestations of this issue is the undervaluation of the importance of fostering a well-rounded cultural (...) identity, giving precedence to a “competency-based approach.” Educational standards are geared towards skill and ability development while minimizing the significance of general education subjects. The author also highlights the challenges associated with the growing impact of information technology on the intellectual development of society. These factors necessitate the development of federal legislation to support enlightenment in Russia. However, the existing legal and regulatory framework for enlightenment activities contradicts the values of Russian society and the traditions of domestic enlightenment, effectively turning government bureaucrats into the primary enlighteners. The author analyzes specific legislative clauses that establish cumbersome bureaucratic procedures, which essentially make free enlightenment impossible. Government agencies are burdened with overwhelming responsibilities to monitor enlightenment activities. The dangers of involving citizens in oversight of enlightenment efforts are emphasized, as this poses risks of reviving a culture of denunciation. Enlightenment in Russia requires state support, not artificial constraints. The author substantiates the thesis that enlightenment activities should focus on personal development, not merely on training specific competencies. (shrink)

The article offers a philosophical rereading of George Orwell’s novel 1984 in the context of the Russian-Ukrainian war, in particular after the full-scale invasion of Ukraine on February 24th, 2022. In recent decades, the dystopia of the English writer has become not only a model of literary criticism of totalitarianism but also the subject of constant falsifications and censorship for Russian propagandists. This study aims to clarify the primary philosophical content of Orwell’s novel and its heuristic potency to expose the (...) sociopolitical situation in contemporary Russia. The author of the article turns to biographical descriptions and philosophical interpretations of the novel in the works of leading Western scholars to finally draw reasonable analogies between the dystopian world of 1984 and the contemporary Russian Federation. This paper analyzes the ongoing university reform in Russia by underlining historical roots and peculiarities of its system of higher education. It is pointed out that the Soviet model of economy, political and ideological bias deeply impacted the university system and enforced its estrangement from foreign universities. A limited number of the best Soviet higher education institutions which provided a military-oriented education and fundamental research were re-casted along the so called “PhysTech” system after the end of the WWII. As (...) a result of this system, higher education and R&D in Russia is not presently competitive in the educational international market. Closing the gap between Russian universities and the “global university” approach and raising university competitiveness are the main objectives of the current reform in science and education. As universities are considered core actors of knowledge economy, a new set of federal and national research universities was created. However, reform faces numerous conceptual and institutional obstacles, risks and constraints are significant, and positive outcomes elusive. (shrink)

The article examines the place and role of the conception of the so-called educational services in the Russian legislation, which is one of the topical ideological problems of modern Russian educational policy. The author argues that the discussion of this issue in Russian society, in scientific publications and media as well as in government structure does not have a purely theoretical content but includes the most important practice-oriented aspects and raises the issues of the goals of education, of the essence (...) of the evolving system of educational relations, and, moreover, of the nature of the social system that has developed in Russia in general. According to the author, the conception of services is largely based on the desire to exclude the human factor from education, and it contradicts the specificity of educational relations, which implies the influence of a person on a person, the formation of a person by a person. The main content of the article is the analysis of alternative bills aimed at partial or complete exclusion of the conception of educational services from the legislation. The article analyzes the history of the issue, the arguments of supporters and opponents of the conception of educational services, as well as the parliamentary struggle and its results. The author substantiates that the discussed amendments to the Federal Law On Education in the Russian Federation is at best a half-way solution to the problem, and the work to improve federal legislation in this direction should be continued. Despite the fact that there is now a general public agreement in Ukraine regarding the need to oppose the “russian world”, there are quite diverse and sometimes contradictory proposals among Ukrainian citizens regarding the ways to implement such an opposition. In state policy, the main line of implementing such countermeasures is gradually beginning to emerge, however, it is necessary to logically and organizationally substantiate the main stages of its implementation. The essence of opposition to the “russian world” lies in the (...) consistent implementation of decolonization in Ukraine, since it was russia that for centuries carried out the largest and for a long time quite successful project of colonization of Ukraine. The purpose of the article is to clarify the post-colonial situation for Ukraine, and, accordingly, the tasks of decolonization for it as a key direction of counteraction to the “russian world” in Ukraine. The degree of colonization of Ukraine is analyzed on the basis of a comparative analysis with other known histories of colonization in the world. Thanks to this, the degree of applicability of postcolonial studies and the theory of decolonization to modern Ukraine has been clarified. Ukraine repeats many classic features of a post-colonial country, but has every chance to make a significant new contribution to the theory of decolonization – thanks to its success in confronting the russian empire, which is now the russian federation, in its expansionist militarist foreign policy. Decolonization in Ukraine is carried out in three stages, during each of which the necessary institutional changes are successively implemented, each of which makes it impossible to return to the previous stage. Thus, the mirror opposition to russian colonization, the adoption of the best world experience of decolonization, and finally, the development of a self-sufficient Ukrainian world are three stages of successful decolonization in Ukraine, which can become a model for other former colonies. Fyodor Avgustovich Stepun was one of the involuntary emigrants of 1922.1 He became particularly well known in the Federal Republic of Germany through his autobiographical writings, which for him were a form not only of remembering, but also of philosophizing. The first section of this article is devoted to the topic of “Community and totalitarianism.” In various works in the 1920s and 1930s Stepun sought to identify the mental causes of Europe and Russia’s precipitous decent into totalitarianism. He saw (...) these in the demonic absolutizing of one-sided worldviews as a primary factor. The counter-model for him was the concept of “all-unity,” as can already be found in Vladimir Solovyov. The second section is dedicated to the context of “Dialogue and culture.” Dialogicity is always the opposite of totalitarianism and is also founded in the concept of “all-unity.” The concluding section, entitled “Experiencing and remembering,” is devoted to Stepun’s autobiographical writings and his notion of “experiencing” (perezhivanie). This article discusses the significance of international borders in Europe and Northeast Asia during the Cold War (1945–1989) and after. Using the concept of ‘moral hazard’, the article examines what happens when great powers frequently violate the borders of neighboring countries without suffering adverse repercussions. Norms of sovereignty and territorial integrity are viable only if large countries are willing to uphold them most of the time. The Soviet Union used or threatened to use military force against East European countries on (...) numerous occasions (1953, 1956, 1968, and 1980–1981) with impunity. The Russian Federation adopted a broadly similar policy toward neighboring countries that had been republics of the Soviet Union until 1991. Russian forces in Georgia, Moldova, Tajikistan, Belarus, and Ukraine served as instruments of Russian hegemony in those countries. Until 2014, Western governments made little or no effort to deter or counter Russian military encroachments in neighboring republics. By the principle of moral hazard, leaders in the Kremlin came to believe that they could act with a free hand in the former USSR. (shrink)
