On 4th of August 2020, the Lebanese capital and port city, Beirut, was rocked by a massive explosion that has killed hundreds and injured thousands more, ravaging the heart of the city’s nearby downtown business district and neighbouring housing areas, where more than 750,000 people live. The waterfront neighbourhood and a number of dense residential neighbourhoods in the city’s eastern part were essentially flattened. Lebanese Government officials believe that the blast was caused by around 2,700 tonnes of ammonium (...) nitrate stored near the city’s cargo port without proper control for six years. -/- The disaster devastating Beirut’s port and city shows the latent danger of safe storage of potentially dangerous goods in modern ports, particularly ones located close to the heart of the city. The huge blast tore through major grain silos, stoking fears of shortages in a nation that imports nearly all its food and is already reeling from economic crisis. As the WFP (World Food Programme) said in a statement: the blast will “exacerbate the grim economic and food-security situation.” The Beirut blast also reminds us of the importance of ports in the contemporary globalized world. It calls our attention to safety and security, of governance and collaboration between port and city or region and of accessibility to the hinterland. What do local governments and port cities need to do to enhance the safety and security issues in port terminals? Or, to put it differently, how do we reconcile this challenge between the ports we need to feed us, serve us, provide us with medicines, equipment, etc. and the ports that threatens us? (shrink)

The UN Convention of the Rights of the Child (CRC) in the 1990s becomes a landmark and has now been ratified by every other country of the world. Bring hope for a better world—for all children was highlighted as one of the most far-sighted human right instrument in the convention. Yet access to basic livelihood needs such as clean drinking water, primary health services, primary education, recreation and other urban infrastructure becomes a nightmare for millions of children and youth in (...) the developing world and particularly in metropolitan cities in India. The Indian children are living in varying residential environment, comprised of residential colonies of rich, high-raised flats of middle and low-income groups and the economically weaker sections living in slums and squatter colonies. The conventional method of planning residential neighbourhood lacks in indentifying the varying needs of children while building urban infrastructure. As a result there is a large gap in getting access to basic livetihood needs for children of rich and poor. The basic question becomes, is the urban child and youth population just as a numerical variable in planning infrastructure needs in metropolitan cities? This paper is intended to contribute to the discussion of the differential level of adoption of Big Data among research communities. Recognising the impracticality of conducting an audit across all forms and uses of Big Data, we have restricted our enquiry to one very specific form of Big Data, namely general purpose taxonomies, of which Mosaic, Acorn and Origins are examples, that rely on data from a variety of Big Data feeds. The intention of these taxonomies is to enable the (...) records of consumers and citizens held on Big Data datasets to be coded according to type of residential neighbourhood or ethno-cultural heritage without any use of questionnaires. Based on our respective experience in the academic social sciences, in government and in the design and marketing of these taxonomies, we identify the features of these classifications which appear to render them attractive or problematic to different categories of potential user or researcher depending on how the relationship is conceived. We conclude by identifying seven classifications of user or potential user who, on account of their background, current position and future career expectations, tend to respond in different ways to the opportunity to adopt these generic systems as aids for understanding social processes. Many people move house at some point during their childhood and not rarely more than once. While relocations are not always harmful for under-aged children, they can, and frequently do, cause great disruption to their lives by severing their social ties as well as any attachments that they might have to their neighbourhood, town, or wider geographical region, with long-lasting psychological effects in some cases. Since it is increasingly recognised within normative philosophy as well as within Western societies that older (...) minors should have the final say over certain issues that significantly affect their lives (think, for instance, of custody disputes, decisions about whether to get specific vaccinations or use contraceptives), this raises the question: Can it be morally incumbent upon parents to give their minor children a veto over family relocation? This article argues that the answer is affirmative. Specifically, it suggests that such duties exist if and only if (i) parents are not morally required to either relocate their families or stay put, (ii) the stakes of the decision about a family relocation are fairly low, and (iii) the children have the competence to make these decisions, as many older minors do. This article critically examines four specific aspects of Avner de Shalit’s book Cities and Immigration. First, it argues that the influx of cosmopolitan migrants, which de Shalit considers unproblematic for destination cities, may in fact pose a challenge to some cities’ ethos, and to the ethos of specific neighbourhoods within cities. Second, it contends that gentrification, contrary to what de Shalit suggests, may sometimes hinder rather than promote social mixing and migrants' integration. Third, it claims that most of the (...) examples of mutual assimilation (de Shalit’s preferred model of inclusion) provided by de Shalit concern superficial interactions and exchanges between members of different groups. This raises both the empirical question of whether deeper forms of mutual assimilation are possible and the normative question of whether they are desirable. Fourth, it takes issue with two concrete policy recommendations advanced by de Shalit: the first involves assessing potential matchings between source and destination cities in order to advise migrants where to move; the second concerns prioritizing immigrants who might be better capable than others of facilitating the integration of future immigrants, due to their values, religion, or country of origin. In this chapter I consider the place of the topic of racial and ethnic urban residential segregation factors into political philosophy. I begin with a short history of residential segregation and the ghetto, and their role in systems of racial domination and oppression, and remarks on the general neglect of this topic in contemporary political philosophy, including in nonideal political philosophy, which proports to take on examples of real-world injustices and inequalities. I then examine, from the standpoint of (...) liberal-egalitarian political theory, what segregation, as a concept, entails, and its harms to individuals, communities, and societies. Segregation in all its forms (residential, educational, and employment, as well as in political and legal systems) is an instance of injustice and inequality and a major component of processes that maintain injustice and inequality, so it requires correction and rectification of some sort. Desegregation and integration are typically forwarded as solutions to the ills and injustices of segregation. They seem synonymous, but are they? To answer this question, I survey the prominent conceptualizations of both during the civil rights movement and the contemporary debate over those terms and political theoretical positions. In the conclusion I outline my partial defense of the idea of integration. (shrink)

This paper explores a new language of neighbourhood structures where existential information can be given about what kind of worlds occur in a neighbourhood of a current world. The resulting system of ‘instantial neighbourhood logic’ INL has a nontrivial mix of features from relational semantics and from neighbourhood semantics. We explore some basic model-theoretic behavior, including a matching notion of bisimulation, and give a complete axiom system for which we prove completeness by a new normal form technique. In addition, we (...) relate INL to other modal logics by means of translations, and determine its precise SAT complexity. Finally, we discuss proof-theoretic fine-structure of INL in terms of semantic tableaux and some expressive fine-structure in terms of fragments, while discussing concrete illustrations of the instantial neighborhood language in topological spaces, in games with powers for players construed in a new way, as well as in dynamic logics of acquiring or deleting evidence. We conclude with some coalgebraic perspectives on what is achieved in this paper. Many of these final themes suggest follow-up work of independent interest. (shrink)

The Mares-Goldblatt semantics for quantified relevant logics have been developed for first-order extensions of R, and a range of other relevant logics and modal extensions thereof. All such work has taken place in the the ternary relation semantic framework, most famously developed by Sylvan and Meyer. In this paper, the Mares-Goldblatt technique for the interpretation of quantifiers is adapted to the more general neighbourhood semantic framework, developed by Sylvan, Meyer, and, more recently, Goble. This more algebraic semantics allows one to (...) characterise a still wider range of logics, and provides the grist for some new results. To showcase this, we show, using some non-augmented models, that some quantified relevant logics are not conservatively extended by connectives the addition of which do conservatively extend the associated propositional logics, namely fusion and the dual implication. We close by proposing some further uses to which the neighbourhood Mares-Goldblatt semantics may be put. (shrink)

In this paper, we investigate neighbourhood semantics for modal extensions of relevant logics. In particular, we combine the neighbourhood interpretation of the relevant implication (and related connectives) with a neighbourhood interpretation of modal operators. We prove completeness for a range of systems and investigate the relations between neighbourhood models and relational models, setting out a range of augmentation conditions for the various relations and operations.

This study intended to test whether attachment to one’s own residential place at neighborhood level could represent a coping response for the elderly (consistently with the “docility hypothesis;” Lawton, 1982), when dealing with the demands of unfamiliar environments, in order to balance their reduction of spatial abilities. Specifically, a sequential path was tested, in which neighborhood attachment was expected to play a buffer role between lowered spatial competence and neighborhood satisfaction. The participants (N = 264), senior citizens (over 65-year-old), (...) responded to a questionnaire including the measures of spatial self-efficacy, spatial anxiety, attitude toward wayfinding, residential attachment and residential satisfaction. Results from the mediation analysis showed that a lower perceived spatial self-efficacy is associated to a higher spatial anxiety, and both promote a more negative attitude toward wayfinding tasks in non-familiar places. This leads to a higher attachment to one’s own neighborhood, which in turn predicts a higher residential satisfaction. Thus, the “closure” response of becoming more attached to their residential place may be an adaptive strategy of the elderly for compensating the Person-Environment (P-E) mis-fit (Lawton and Nahemow, 1973) when they feel unable (or less able) to cope with the demands of unfamiliar environments. We introduce a class of neighbourhood frames for graded modal logic embedding Kripke frames into neighbourhood frames. This class of neighbourhood frames is shown to be first-order definable but not modally definable. We also obtain a new definition of graded bisimulation with respect to Kripke frames by modifying the definition of monotonic bisimulation.

The logic TK was introduced as a propositional logic extending the classical propositional calculus with a new unary operator which interprets some conceptions of Tarski’s consequence operator. TK-algebras were introduced as models to TK . Thus, by using algebraic tools, the adequacy (soundness and completeness) of TK relatively to the TK-algebras was proved. Several studies have observed an inverse relationship between attention deficit hyperactivity disorder -related behavior of children, as reported by parents or teachers, and the amount of green space in their residential environment. Research using other, more objective measures to determine ADHD prevalence is scarce and could strengthen the evidence base considerably. In this study, it is investigated whether a similar beneficial association will be observed if the use of ADHD-related medication is selected as an outcome measure. More specifically, registry (...) data from a health insurance company on the reimbursement of ADHD-related medication in 2011 were available for 248,270 children between 5 and 12 years of age. Amounts of green space within 250 and 500 m of the home address were calculated. Multilevel logistic regression analyses for the prevalence of use were conducted, including the following covariates: sex, age, urbanity of the neighborhood, neighborhood socioeconomic status, and percentage of people with a non-Western migration background in the neighborhood population. Results showed that the amount of green space was inversely related to the prevalence of use of ADHD medication. Moreover, the relationship was strongest among children living in the least wealthy neighborhoods and absent among those living in the wealthiest neighborhoods. Results also show that in less wealthy neighborhoods, there is, on average, less green space available nearby: children who are likely to benefit most from nearby green space tend to have the least of it. This article contributes to normative debates about residential segregation and its relationship to inequality. It defends a position often disregarded in literature: that there is merit to advancing residential integration through some scenarios where advantaged individuals move to disadvantaged areas. It develops this case in dialogue with three other views. In relation to advocates of addressing the inequalities of residential segregation through redistribution, it defends integration as a means of tackling social and political factors that sustain injustice. (...) It challenges those who defend relocating disadvantaged individuals to advantaged areas by highlighting the burdens and demand for cultural assimilation this imposes on the disadvantaged. It considers the worry that advantaged individuals relocating to disadvantaged areas harbours the problematic features of gentrification. Using distinctive neighbourhoods of Louisville, Kentucky, as a case study, we can see how neighbourhoods can emerge, develop distinctive projects which use the affordances of local social networks, and exercise downward causation on who comes to live there and how they live. This applies (...) equally to such different kinds of neighbourhoods as the dense, walkable, close-in, mixed-use places favoured by the liberal ‘bourgeois bohemians,’ and to the spread out, large-house, car-based, conservative, gated communities far out in the suburbs. Residential subdivisions governed democratically by homeowners’ associations often fall short of their residents’ expectations. The fault may lie in the developers’ practice of subdividing rather than leasing residential land. Given the widespread success of land leasing in commercial real estate, subdividing residential land seems anomalous, and may be explained by a variety of public policies enacted since World War II that have constrained developers to subdivide rather than lease land for residential purposes. By promoting subdivision, these (...) policies have subjected homeowners to the obsessive rule making, conflict, and counterproductive decision making that characterize democratic institutions. Entrepreneurial management, on the other hand, as practiced in multi‐tenant commercial properties, has the potential of promoting true residential “community.”. (shrink)

In this paper we first introduce a new neighbourhood semantics for propositional intuitionistic logic. We then naturally extend this semantics to first-order intuitionistic logic. We also study bisimulation between neighbourhood models and prove some of their basic properties for both propositional and first-order intuitionistic logic.

The logic TK was introduced as a propositional logic extending the classical propositional calculus with a new unary operator which interprets some conceptions of Tarski’s consequence operator. We investigate some non-normal variants of well-studied paraconsistent and paracomplete modal logics that are based on N. Belnap’s and M. Dunn’s four-valued logic. Our basic non-normal modal logics are characterized by a weak extensionality rule, which reflects the four-valued nature of underlying logics. Aside from introducing our basic framework of bi-neighbourhood semantics, we develop a correspondence theory in order to prove completeness results with respect to our neighbourhood semantics for non-normal variants of \, \ and \.

The study of neighbourhood effects has become a major domain in urban research since the publication of Wilson’s book The Truly Disadvantaged in 1987. It is estimated that more than 1,800 articles have been published (van Ham et al. 2012). One of the problems well-known from multilevel analysis is that of specifying the context effects linking levels, e.g., conditions on the aggregate level to outcomes at the next lower level, individuals in most cases. Two problems seem insufficiently solved. First., many (...) different context effects have been suggested, such as contagion, role models or discrimination: but it is questionable whether they are all relevant. Second, how exactly can the transition from the macro (e.g., neighbourhood) to the micro (e.g., individual) level be specified? The article addresses both problems by examining the assumptions underlying the effects. Differentiating between causes and outcomes, the diversity of effects is reduced to five types of effects. Mechanisms are defined as specifications of context effects, and for each type a mechanism is specified and the causes are related to the outcomes. Drawing on the results of the analyses, a detailed set of suggestions for future studies of neighbourhood effects that really capture the mechanisms is presented. (shrink)

The pattern, process, and mechanism of residential heterogeneity vary significantly with different geographical scales. However, most traditional methods ignore the checkboard and modifiable areal unit problem, which may cover up the complexity and hierarchy of social space. Taking Hangzhou city as an example, a multiscalar method was proposed based on the information entropy theory to estimate residential heterogeneity and its scale sensitivity. Based on the sixth population census of Hangzhou and the housing price database of 6,536 residential (...) districts from 2008 to 2018, we explore the scale effect and dynamic characteristics of residential heterogeneity. The results of spatial simulation and geostatistical analysis based on Python Spatial Analysis Library module show that the multiscalar algorithm better presents the real segregation pattern than traditional method, which is one of the new models and technologies in urban geography complex system. Exploring residential heterogeneity through multiscalar lens provides an important basis for the gradual and refined urban renewal. (shrink)

The aim of our paper is to broaden the international discussion on environmentally friendly lifestyles. In most of the previous research, via a survey technique involving the self-nomination of participants, voluntary simplifiers are presented as part of a social movement typically connected with an urban environment. Our paper follows the third wave of longitudinal research conducted in the post-socialist Czech Republic in the years 1992, 2002 and 2015. The data were collected using in-depth interviews combined with observations in 20 voluntary (...) modest households. The biographical style of interview enables us to interpret the sources of the participants’ motivation for relocating to the countryside or staying in the urban environment as they interpret it retrospectively. Four dominant narratives emerged: 1) narrative of distaste for city life, 2) narrative of a nice life, 3) narrative about living in freedom, 4) narrative of a return to roots. (shrink)

This essay introduces a special report from The Hastings Center entitled Democracy in Crisis: Civic Learning and the Reconstruction of Common Purpose, which grew out of a project supported by the John S. and James L. Knight Foundation. This multiauthored report offers wide‐ranging assessments of increasing polarization and partisanship in American government and politics, and it proposes constructive responses to this in the provision of objective information, institutional reforms in government and the electoral system, and a reexamination of cultural and (...) political values needed if democracy is to function well in a pluralistic and diverse society. The essays in the special report explore the norms of civic learning and institutions, social movements, and communal innovations that can revitalize civic learning in practice. This introductory essay defines and explains the notion of civic learning, which is a lynchpin connecting many of the essays in the report. Civic learning pertains to the ways in which citizens learn about collective social problems and make decisions about them that reflect the duties and responsibilities of citizenship. Such learning can occur in many social settings in everyday life, and it can also be facilitated through participation in the processes of democratic governance on many levels. Civic learning is not doctrinaire and is compatible with a range of public goals and policies. It is an activity that increases what might be called the democratic capability of a people. (shrink)

Despite the centrality of the term within the title, the meaning of ?care? in residential child care remains largely unexplored. Shifting discourses of residential child care have taken it from the private into the public domain. Using a care ethics perspective, we argue that public care needs to move beyond its current instrumental focus to articulate a broader ontological purpose, informed by what is required to promote children's growth and flourishing. This depends upon the establishment of caring relationships (...) enacted within the lifespaces shared by children and those caring for them. We explore some of the central features of caring in the lifespace and conclude that residential child care is best considered to be a practical/moral endeavour rather than the technical/rational one it has become. During the pandemic lockdown period, residents had to stay at home and increased stress and other mental health problems have been associated with the lockdown period. Since most public parks were closed, community parks within gated residential areas became the most important green space in Chinese cities, and the use of such space might help to reduce the residents’ stress levels. This study aimed to investigate to what extent urban residents in China used community parks, engaged in outdoor activity (...) during the lockdown period and if the use of such spaces helped to reduce their stress levels. An online questionnaire survey was carried out from 23 March to 23 April 2020. Ordinary Least Squares regression was used to analyse the association between community park use, outdoor activity, willingness to engage in outdoor activity, and stress level. All results have been further analysed by two-sampled t-test to explore the difference between young and old age groups. We found that the overall self-reported stress level of the respondents was relatively moderate during the lockdown period. Respondents had generally reduced their use of community parks and engagement in outdoor activity. There was no significant association between stress level and the use of community parks or the engagement in outdoor activities. However, we found that older people showed much lower stress levels, used community parks more frequently, and engaged in more outdoor activities than younger adults. The findings suggest that outdoor activities and spatial characteristics in urban China differ from Western studies and advance the need to integrate the stress management role of community parks with urban green space policy to optimise the use of community parks blended in with everyday life, particularly during the lockdown period. We investigate separation properties for neighbourhood spaces in some details within a framework of constructive mathematics, and define corresponding separation properties for quasi-apartness spaces. We also deal with separation properties for spaces with inequality.

Neighbourhood semantics are an important device of investigations in intensional logics. Unfortunately, their striking generality is closely connected with a loss of intuitive transparency mainly because of the appearance of sets of possible worlds. This note suggests a restriction of neighbourhood semantics to facilitate intuitive approach to semantic constructions again.

For companies involved in the supply chain, proper warehousing management is crucial. Warehouse layout arrangement and operation play a critical role in a company’s ability to maintain and improve its competitiveness. Reducing costs and increasing efficiency are two of the most crucial warehousing goals. Deciding on the best warehouse layout is a remarkable optimization problem. This paper uses an optimization method to set bin allocations within an automated warehouse with particular characteristics. The warehouse’s initial layout and the automated platforms limit (...) the search and define the time required to move goods within the warehouse. With the help of historical data and the definition of the time needed to move goods, a mathematical model of warehouse operation was created. An optimization procedure based on the well-known Variable Neighbourhood Search algorithm is defined and applied to the problem. The logic of Conditional Beliefs has been introduced by Board, Baltag, and Smets to reason about knowledge and revisable beliefs in a multi-agent setting. In this article both the semantics and the proof theory for this logic are studied. First, a natural semantics forCDLis defined in terms of neighbourhood models, a multi-agent generalisation of Lewis’ spheres models, and it is shown that the axiomatization ofCDLis sound and complete with respect to this semantics. Second, it is shown that the neighbourhood semantics (...) is equivalent to the original one defined in terms of plausibility models, by means of a direct correspondence between the two types of models. On the basis of neighbourhood semantics, a labelled sequent calculus forCDLis obtained. The calculus has strong proof-theoretic properties, in particular admissibility of contraction and cut, and it provides a decision procedure for the logic. Furthermore, its semantic completeness is used to obtain a constructive proof of the finite model property of the logic. Finally, it is shown that other doxastic operators can be easily captured within neighbourhood semantics. This fact provides further evidence of the naturalness of neighbourhood semantics for the analysis of epistemic/doxastic notions. (shrink)
