Le désenchantement n'a pas lieu d'être. Il y a même un merveilleux objectif : chaque jour la science apporte de nouvelles preuves de l'inventivité, de la subtilité de la vie. L'univers n'est pas absurde. Son histoire nous le montre. Des subparticules jusqu'aux atomes, puis aux molécules, de celles-ci jusqu'aux créatures pensantes, un élan ascendant d'innovation, de créativité a engendré le complexe et le divers. Ce prodige devrait être au cœur de notre culture. Au lieu de cela, un incompréhensible acosmisme prédomine (...) : l'humanité – cela ne s'était jamais produit – est devenue en esprit une île sans océan. Telle est une des causes majeures de la mélanomanie et du nihilisme contemporains, de dévitalisation des valeurs et de ce qu'il ne faut pas craindre d'appeler une décivilisation. Une cosmophilie ou philocosmie s'impose. Se nourrissant de tout ce qui témoigne d'une complicité entre la nature et l'humanité. À commencer par cette mystérieuse affinité grâce à laquelle l'esprit humain, au moyen de l'abstraction mathématique, accède aux lois physiques qui régissent le cosmos. D'autres noms pour cet univers : le Divers, la Merveille-l'Énigme. L'artisan, le peintre, le poète répondent à l'immense générosité anonyme en créant à leur tour, en ajoutant à la diversité naturelle (dont la montagne est l'exemple majeur). On a trop insisté sur l'opposition entre la nature et l'être humain, au détriment de l'émulation. On sous-estime la composante du don qui entre dans la création. On oublie quelle part ont pris, et peuvent encore prendre, dans celle-ci, l'éloge de ce qui est et la méditation de l'Énigme qui lui est inhérente. Gigantesques amputation et dénudation d'où résultent affaiblissement de la vitalité créatrice, exténuation des valeurs, désarroi, errance, règne du saccage et de la dérision, confusion. L'autisme de l'espèce a pour conséquences l'autodestruction de (...) la culture et une décivilisation que l'on voit à l'oeuvre. Paradoxalement, l'acosmidrne est moins que jamais justifié : à présent, nous savons que l'univers a une histoire prodigieuse au point qu'elle devrait être au centre de notre culture, celle d'un long, persévérant accroissement du complexe et du divers, ascension qui ne fut rien d'autre qu'une montée vers la conscience. Raynal and his collaborator, Diderot, offer views on the history and nature of the British Constitution in various parts of their encyclopedic account of Western expansion, The History of the Two Indies (1770, revised versions 1780 and 1784). These opinions are analysed in comparison with the judgments of Montesquieu, Voltaire, Hume, Bolingbroke, De Lolme and others. The evolution of Raynal's ideas on the subject is discussed in the light of his earlier anglophobic History of the Parliament of England (...) (1748) and the mutually contrasting French historians he used for that work, the Jesuit Pierre-Joseph d'Orleans and the Huguenot Paul de Rapin-Thoyras. Raynal's conversion to a liberal admiration for British institutions is seen both in the context of the American Revolution and his relationship with Diderot. His insistence on a historical approach clashes with Diderot's more radical and philosophical rhetoric, and the stress between their attitudes becomes apparent in the compromises they attain. Notable among their conclusions are the rejection of English appeals to antiquity, and the fortuitous development of liberty through a series of well defined stages. (shrink)

This essay discusses an important early French response to the American Revolution, chapters 38-52 in Book 18 of Raynal and Diderot's Histoire des deux Indes (1780), and explores how this reponse was shaped by the influence of Montesquieu. In Raynal and Diderot's conception of political freedom, as in Montesquieu's, universalism is tempered by empiricism. Public opinion must never be ignored, local factors matter: the two philosophes praise the American revolutionaries for their wisdom in this respect. Clearly Montesquieuan in (...) inspiration, the American chapters of the Histoire des deux Indes constitute one of the most significant pre-revolutionary examples of moderate liberalism in France. According to one interpretation, Montesquieu believed that laws should be suited to the particular physical and moral characteristics of a nation, and that political change should not be abruptly imposed. However, as Montesquieu nonetheless condemned despotism, he argued that change in despotic regimes should happen gradually through the noncoercive alternative of doux commerce. My aim is to challenge this interpretation of Montesquieu in two ways. First of all, Montesquieu was far more skeptical about the possibility of political change; so strong (...) was his physical determinism that Montesquieu himself thought that despotic states could not be reformed, even through commerce. Second, even though successors of Montesquieu—such as the Abbé Raynal—did view the use of force in reforming despotic states as futile and preferred commerce as a benign alternative, they had to acknowledge that even commerce could not take root in those supposedly despotic states without coercion. The two most representative doux commerce theorists of the eighteenth century, when confronted with the prevailing trope of Oriental despotism, were far less optimistic about the civilizing effect of commerce than today’s interpretations suggest. My reading of The Spirit of the Laws and The History of the Two Indies suggests the limits of turning to eighteenth-century doux commerce ideals to theorize political reform in so-called despotic governments today. ABSTRACTThis paper is a critical response to Amy Allen’s The End of Progress: Decolonising the Normative Foundations of Critical Theory. We take up her book’s call for a “problematizing” history which challenges “taken-for-granted” preconceptions in order to contest Allen’s own representation of the thought of the enlightenment. Allen accepts that all the enlighteners agreed upon a stadial, progressive account of history, which she critiques epistemically and normatively. But we show in Part 2, drawing on the work of Henri Vyverberg and (...) other historians of eighteenth century ideas, that a cyclical, rise and fall account of historical succession was more prominent than the progressive narrative in leading enlighteners such as Montesquieu, Voltaire, Diderot, D’Alembert, Condillac, Jancourt, Grimm, and Raynal, all of whom Allen does not mention. In Part 3, we show that not all thinkers of the enlightenment were pro-colonial or pro-imperialist, as Allen also presupposes in The End of Progress. By examining Abbé Raynal’s History of The Two Indies in Part 3, and notably its Diderotian interpolations, we show that many enlighteners propounded fierce criticisms of European colonialism and the slave trade, even calling directly for armed resistance against European infractions. In critical theorists’ search for chastened normative foundations, our concluding remarks contend, there is a need to develop more accurate, balanced, post-postmodern reckonings of the enlightenment. This article examines and compares Adam Ferguson's and Guillaume-Thomas Raynal's analyses of modern commercial states by reconstructing their accounts of the history and politics of the Dutch Republic. For both writers, the Dutch case stood as a clear instance of the political dangers implicit in a particular type of commercial polity, and both sought to apply its lessons to an understanding of the future of their own states. Although Ferguson's and Raynal's arguments about the decline of the Dutch (...) trading state overlapped, their analyses reflected different evaluations of the relationship between modern states and modern economic institutions (trading companies and public debts). The broader purpose of the article is to shed light on the distinctive theories of commerce and models of European development that informed the major works of Enlightenment historiography and political thought produced by Ferguson and Raynal in the 1760s and 1770s. The Letter to the Abbé Raynal was first published in 1782 in response to the appearance, a year earlier, of the English translation of the Abbé Raynal’s account of the Revolution in America. Although he begins acknowledging the style of the author of the highly influential Histoire philosophique et politique des établissements et du commerce des Européens dans les deux Indes, then he reproaches him for his lack of practicality, and corrects what he considers to be errors and (...) false assumptions about the origins of the War of Independence and the role of France in the independence movement, Thomas Paine sets out in the Letter the universal dimension of his revolutionary principles. Eclipsed by other works and usually overlooked, the Letter, written in the context of diplomatic negotiations for peace, represents a turning point in the author’s thinking as he began to think in international terms. Under the combined assaults of Post-Structuralism, Postmodernism, Postcolonialism, the rise of the new social history (and not least Robert Darnton's critique of the old intellectual history), the Enlightenment conceived as a movement of ideas appears to be not just firmly in retreat and increasingly under siege but also fragmenting into disparate remnants with no coherent overall profile.Yet, paradoxically, there are grounds for conjecturing that the Enlightenment despite all this, has actually been becoming, under the surface, an even more crucial and robust force than it was before, much like a powerfully compressed spring being pushed back but ready to rebound with greater impetus than ever. One reason for thinking this is the extensive new material unearthed in the last few years, mostly by colleagues in continental Europe, about the origins of "radical," in the sense of egalitarian, secularist, Spinozist, and anti-colonial, thought. A second and possibly more important [End Page 523] reason is that the terrible events of the last several years have provided thoughtful readers with more than just a glimpse of the nightmare world apt to result from enshrining as a new set of privileged and prevailing values "difference," a thoroughgoing relativism, and the doctrine that all sets of values, even the most questionable kinds of theology, are ultimately equivalent.The inevitable recoil from Postmodernist "relativism" will presumably strengthen the appeal, at least in some quarters, of the Radical Enlightenment's claim that the improvement of human life inescapably involves emancipating men from the collective force of autocracy, intolerance, and prejudiced thinking, and establishing a predominantly secular morality, no less than it involves promoting the ideals of equality (sexual and racial), democracy, individual liberty, and a comprehensive toleration. Indeed, recent developments on all continents seem likely to lend new weight to the radical philosophes' argument that the moral basis of their theorized egalitarianism, democracy, toleration, and individual freedom, despite the arguments of the Postmodernists (which by no means lack weight in certain contexts), is after all concretely superior in terms of reason and moral equity not just to what one faith or traditional system or another contends, in opposition to its claims, but absolutely—that is in ethical and political as well as social terms. One may confidently predict that such a development will render the Enlightenment both more compelling and much harder to disparage than it has appeared to be in the wake of the Postmodernist upsurge in recent years.The prestige and status of the Enlightenment Western and Eastern, still conspicuously low for the present, may powerfully rebound, then, and in all parts of the world; and this for the simple reason that "Enlightenment thinking," as one scholar recently expressed it, "remains the best foundation for any genuinely progressive politics not simply in the West but in those states that suffered most at its [i.e. the West's] hands."1 To anyone authentically committed to democracy, toleration, and personal liberty this seems undeniable and, what is more, as we see in Bayle, Diderot, the Abbé Raynal, Lahontan, Van den Enden, and other radical writers of the Enlightenment, the roots of anti-colonialism itself, as well as the modern idea of racial, ethnic, and sexual equality, are undoubtedly to be found precisely in the "philosophical" thought-world of the Enlightenment—and especially the... Through a discussion of a number of unpublished manuscripts by the undervalued Ignazio Donaudi, the complexities of the Piedmontese political and economic situation of the latter decades of the eighteenth century are presented. Donaudi argued that as a result of the late seventeenth-century ‘Colbertist’ policies of Vittorio Amedeo II Piedmontese economic development had come to a halt. In the mid-eighteenth-century, a sectoral imbalance in the economy corresponded to a political system in which manufacturer entrepreneurs and their financiers were pushed out (...) by Turinese merchant bankers and a class of urban lawyers. In response to this situation, Donaudi, inspired by French political thinkers like Forbonnais, launched two consecutive reform strategies. Ironically, Donaudi's final proposal to devise a strategy for unlocking agricultural innovation, manufacturing and trade by creating an internal market in the Kingdom of Sardinia led him to be accused of colonialism. Enlightenment ideology, in the form of Raynal's Deux indes, blocked Donaudi's reform proposals. (shrink)

It was finally composed of two separate parts, the Ancient and the Modern, which, while eventually published as a single work, were distinct. Its first author was George Sale, the noted translator of the Qur’an, who emphasized the recourse to original Arab manuscripts, (...) although, after his death in 1736, later authors had a different approach. This article looks first at the work’s hostile view of Islam and claim that sympathy to it was a tactic of irreligious thinkers to undermine Christianity. It then analyses the somewhat confused discussion of the Arabs, which varies according to the sources used in the two parts, before highlighting the emphasis on Ottoman despotism. It finally evokes the call in the Modern Part for a European expedition to free North Africa from the Ottomans, destroy piracy in the Mediterranean, and encourage the North Africans to develop agriculture and trade.
