Empirical research on Rational Choice Theory has brought up two focus of the economics laws problem. On one hand, we find the authors who state that the neoclassical economics laws are explanatory and predictive on specific cases: in transparent contexts in which the standard rationality operates successfully. On the other hand, we find the authors who state that the descriptive theories of the rational choice opens up a research path in which fundamental principles of the neoclassical building could be questioned. (...) Both view points have generated an important standard Rational Choice Theory revision what has produced the so called descriptive view point. It implies understanding that most of the choices take place under risky or uncertainty conditions and, that, these choices are far more complex than the normative Rational Choice Theory supposes. This article's main goal is to expand the descriptive point of view in rational choice, theorizing how some factors, coming from the social and cultural environment, operate within the rational choice. Into space of this research essay we find the debatable question of whether these sort of proposals expands the explanation of the deviation of the rational choice normative theory, and that, of the disturbing causes of the microeconomics laws, or they call into question fundamental principles of these laws and therefore they are opening the possibility to focus some economics issues in a new different manner. Fernando González Ochoa es un referente de la filosofía colombiana y latinoamericana y como tal ha sido tomado en cuenta seriamente por grandes escritores y pensadores a nivel mundial. Entre ellos se encuentra el filósofo francés Jean-Paul Sartre, considerado como uno de los grandes precursores del existencialismo y que presuntamente elogió abiertamente el pensamiento de González. Ante ello, en este artículo se indagará sobre algunas consideraciones que configurarían la construcción de un sujeto existencial en ambos pensadores, colocando entre otras temáticas (...) la mala fe, la remembranza del tiempo y la construcción de una reflexión basada en la existencia que tiene como punto central la aceptación, convicción y certeza de la realidad humana. En el artículo se analiza el papel de la espiritualidad en el afrontamiento de la vejez. La propuesta es sugerir que una práctica institucional comprometida permite tener un mejor afrontamiento a la vejez, siempre y cuando se produzcan las redes sociales de apoyo pertinentes y se viva una auténtica espiritualidad en la práctica comunitaria. La auténtica espiritualidad se produce en esa fusión de la práctica religiosa privada y pública. El artículo sugiere después de un análisis de los conceptos de espiritualidad (...) y religión las distintas estrategias de afrontamiento que se ven reforzadas con la misma práctica religiosa. A partir de ahí se realizan las sugerencias de intervención en el ámbito religioso de la práctica comunitaria para beneficio de las personas adultas mayores. (shrink)

Se plantea el problema de la existencia de una campo científico -el geográfico - para el cual existen candidaturas e disciplinas determinadas como la Geografía Física, La Humana, la R egional y la Universal, etc. Se plantea la diferencia entre ciencias naturales y humanas, así como entre ciencias texonómicas y ciencias mereológicas, como marcos de análisis para las ciencias geográficas.

Antecedente. Se considera «eutanasia» al acto de acabar con la vida del paciente a petición expresa de él, para terminar el sufrimiento propio de alguna enfermedad sin perspectiva de cura. Objetivo. Evaluar los conocimientos y la percepción sobre la eutanasia en estudiantes y profesionales de medicina, demostrando los conocimientos y clasificando la percepción sobre la eutanasia. Metodología. Estudio clínico-epidemiológico, observacional, cualitativo-cuantitativo, de corte transversal y con muestreo no probabilístico por conveniencia, en los estudiantes y profesionales de medicina de un hospital (...) en Venezuela. Resultados. La muestra estudiada tuvo una distribución según grado de instrucción: 64.85% de estudiantes, 19.33% de residentes y 15.82% de especialistas. Presentaron un grado de conocimiento medio, distribuido en 84.4% de especialistas, 77.3% de residentes y 80.5% de estudiantes (p 0.051). De acuerdo con los grados de conocimiento y el apoyo a la eutanasia, el 76.18% tiene un grado medio de conocimientos (p 0.0002). Conclusión. Se demostró que existe un grado medio de conocimiento, en particular en la población estudiantil. La eutanasia no fue percibida de manera negativa, demostrando una alta significancia en la atención a las implicaciones éticas que rodean este concepto. (shrink)

While Chile's partial decriminalization of abortion in 2017 was a long overdue recognition of women's sexual and reproductive rights, nearly four years later the caseload remains well below expectations. This pattern is the product of standing barriers in access to abortion‐related health services, especially at the primary care point of entry. This study seeks to identify and describe these barriers. The findings presented here were obtained through a qualitative, exploratory study based on 19 semi‐structured interviews with relevant actors identified through (...) non‐random sampling and snowballing techniques. Coding was inductive and complemented by semantic content analysis. The authors find that the key barriers in primary care to accessing legal abortion are unfamiliarity with the law, insufficient practitioner training, intersectoral discrimination, and the stigma surrounding abortion. They conclude that the government needs to exercise its constitutional mandate as guarantor of public health and act promptly to safeguard and guarantee the abortion rights of Chilean women. Usually the agents immerse in conflicts are drawn or modelled as rational individuals with targets well defined and full capabilities to access to (...) information, without both temporal limitations and perfect reasoning abilities to obtain their preferences are taken account. -/- However, other models of agent, in the bounded rationality perspective, could help to understand better the interrelationships. I adopt embedded argumentative reasoning processes as satisfying criteria to analyze the expert function in a new socio technical environment that has changed deeply the mechanism and tools to access and to aggregate information. The open access to information and institutional arrangements addressed towards team knowledge could offer other kind of tools to affront the conflict, even its possible benefits. -/- The “crowd expertise” is emerging as an actual possibility and it must be incorporated to affront with conflicts. The very possibility of obtaining knowledge generated by “many minds”, collective wisdoms, brings up a real challenge to the conservative or elitist conception of the masses, because masses now emerge as a smart collective user, with new mechanisms to select and produce quality knowledge. These new collective actions differ deeply from the traditional modes of social organization. A new mass society is emerging now as a hybrid one that breaks some conceptual traditional models, such as Ortega y Gasset’s ones, and induces a structured way of flourishing both new practices and new knowledge with transforming capabilities. The Cybersyn project has lately received increased attention. In this article, we study the local technical antecedents of Stafford Beer's Cybersyn project in Chile, particularly regarding Cybernetics and Systems ideas and local computing and networking developments. We show that the Cybersyn project in Chile was hosted by a rich intellectual environment that understood Cybernetics and Systems ideas; that it found a mature computer community and infrastructure whose high point was the State Computing Enterprise EMCO/ECOM, and an advanced networking experience whose (...) flagship was the automation of the State Bank that involved a pioneering network of teleprocess. In summary, this paper attempts to unveil the deep historical background over which the globally unique cybernetic experiment called Cybersyn flourished. (shrink)

Digital services and products that expand human capabilities can help to overcome the limitations of individuals, but they facilitate the emergence of new types of inequalities. A new profile of inequality is emerging as a product of unexpected consequences of technological change and calls for institutional policy and social action measures to reduce these new inequalities. The Internet, social networking and mobile devices are helping to generate what Lee Rainie and B. W. Wellman have called a new social operating system (...) of networked individuals. I believe it is possible and necessary to define a programme of minimum requirements for living and enjoying the benefits of a digital society by reducing the risks of new types of exclusion. It is a question of advancing in the construction of citizenship with its corresponding rights in the network society. (shrink)

The literature addressing bias and fairness in AI models (fair-AI) is growing at a fast pace, making it difficult for novel researchers and practitioners to have a bird’s-eye view picture of the field. In particular, many policy initiatives, standards, and best practices in fair-AI have been proposed for setting principles, procedures, and knowledge bases to guide and operationalize the management of bias and fairness. The first objective of this paper is to concisely survey the state-of-the-art of fair-AI methods and resources, (...) and the main policies on bias in AI, with the aim of providing such a bird’s-eye guidance for both researchers and practitioners. The second objective of the paper is to contribute to the policy advice and best practices state-of-the-art by leveraging from the results of the NoBIAS research project. We present and discuss a few relevant topics organized around the NoBIAS architecture, which is made up of a Legal Layer, focusing on the European Union context, and a Bias Management Layer, focusing on understanding, mitigating, and accounting for bias. The sweeping changes that have taken place in the Eastern European countries and the former Soviet Union have detrimentally impacted an already weak Cuban economy. The establishment of the Special Period (1990-) embodies increasing austerity, especially in the inputs market. Recent economic liberalization policies in Cuba may lead to a more market-oriented economy, the lifting of the U. S. embargo, and commercial relations between the two countries. There is concern on the potential impact that resumption of trade may have on (...) the U. S. and Florida's agricultural economy. This study implies potential costs for the citrus, sugar, horticultural, and seafood industries in Florida, while potential Florida exports unveil trade opportunities of a large magnitude. Further research is needed to quantify potential benefits and costs. Of special importance is the fate of Cuba's recent program on low-input sustainable agriculture once large amounts of inputs become available. (shrink)
