Number-form synesthetes consciously experience numbers in spatially-defined locations. For non-synesthete individuals, a similar association of numbers and space appears in the form of an implicit mental number line as signified by the distance effect–reaction time decreases as the numerical distance between compared numbers increases. In the current experiment, three number-form synesthetes and two different non-synesthete control groups performed a number comparison task. Synesthete participants exhibited a sizeable distance effect only when presented numbers were congruent with their number-form. In contrast, the (...) controls exhibited a distance effect regardless of congruency or presentation type. The findings suggest that: number-form synesthesia impairs the ability to represent numbers in a flexible manner according to task demands; number-form synesthesia is a genuine tangible experience, triggered involuntarily; and the classic mental number line can be more pliable than previously thought and appears to be independent of cultural-lingo direction. There is a disconnect between the academy on the one hand, and the public, the Congress, and the courts on the other, with regard to punishment in the United States. The academy has highlighted the extraordinarily troubling implications of the mass imprisonment of the past two decades, the racial disparities, the social dislocation to poor communities and communities of color, the impact on this democracy of felon disenfranchisement, the extent to which retribution has surpassed all other purposes of punishment, displacing (...) any effort to determine "what works" to reduce crime. But the public is barely a participant in these discussions. If it reads the tabloids, watches television, or surfs the internet, it hears an entirely different story, a story about dangerous crime rates and impending doom, a story about fear and retribution. And so long as it hears that story, it will support ever more punitive laws, and rail against judges who are widely perceived to be lenient.The story is in fact more complex, the proverbial "good news" and "bad news." The good news is that the public may not be as punitive as the media and politicians suggest, if they are given the facts. They understand sentencing and individualized treatment. They can tell the difference between the king pin and the mule, between the postal worker who steals a check and the Enron executive who rapes a company. The bad news is that courts, who know the individual facts, nevertheless face extraordinary pressures to be tough, no matter what the offense. (shrink)

The balance-of-power idea became a crucial concept in the discourse of international affairs by the mid-seventeenth century. Nonetheless, the concept of balance of power was not even explicitly referenced in the Peace of Westphalia (1648). Instead, the legal principles of status quo ante and uti possidetis reigned supreme. Even though the balance-of-power principle was not mentioned in the Peace of Westphalia, it was often referenced during the negotiations and its implicit presence or practical balance of power was evident in the (...) treaties trying to reach stability in the inter-state system. Several alliances, concluded mostly against France and Louis XIV in the second half of the seventeenth century, implied the balance of power and, more specifically, the balance of sea power. The paper argues that the balancing process became less theoretical and more pragmatic as evidenced by interactive alliance treaties that established reciprocal responsibilities and numerical equilibrium. By the Peace of Utrecht (1713), the balance of power or the balance of Europe became a leading principle and it was referenced repeatedly in the treaties in different languages. The paper traces the balance-of-power idea from the diplomatic background to the diplomatic foreground as the idea moved from natural law to positive law. (shrink)

V prvi polovici 18. stoletja je bila objavljena serija devetih oziroma desetih latinskih tiskov z naslovom Lakonsko ogledalo Evrope (Laconicum Europae speculum). Podobe z napisi je zasnoval Paul Decker mlajši (1685-1742), Johann Wolfgang Baumgartner (1709-1761) je postavil le tisk za Nizozemca, same bakroreze so izdelali različni bakrorezci (Christian Friedrich Lottes, Johann Georg Pinz, Philipp Andreas Kilian, Andreas Hoffer), uredil in izdal pa jih je Martin Engelbrecht (1684–1756) v Augsburgu okrog leta 1730. Celotni naslov je daljši, Lakonsko ogledalo Evrope, v katerem (...) je brez predsodkov, posmehovanja ali zaničevanja predstavljenih njenih devet posebej uglednih narodov in ljudstev, ki se v določenih lastnostih in znamenjih razlikujejo, vse zaradi radovednosti in zabave (Laconicum Europae speculum: quo IX. illius praecipuae nationes et populi, absque omni praeiudicio, ludibrio et opprobrio, saltem curiositatis et oblectationis gratia, certis characteribus et symbolis discernuntur, ob oculos positum).1 V naslovu je torej pojasnjen tudi razlog za nastanek teh tiskov, izšli so ≫zaradi radovednosti in zabave≪ (curiositatis et oblectationis gratia). Podobno kot ostale razpredelnice ljudstev ti bakrorezi niso bili mišljeni kot predstavitev realnih podob, temveč so bili namenjeni tudi zabavi. (shrink)
