Ten years ago we had the unity slogan: “25 equals 100,” meaning that 25 years of Communist rule had brought the country forward an entire century. In 1976 we finally got the catchword: “1956-1976: Twenty Years of Happiness, Progress, etc.” and a large portrait of Shivkoff, the head of state. In 1979, however, there was no “35-140” slogan. This is understandable, in view of the accelerated drop in the standard of living and the open and ever more apparent dependence of (...) Bulgaria on the Soviet Union. BackgroundOver the years, Bulgarian bioethics has been mainly an academic enterprise and fallen short of providing health professionals with skills for ethical decision-making. Clinical ethics support (CES) was piloted by the author through two bottom-up models – METAP (Modular, Ethical, Treatment, Allocation of resources, Process) and MCD (Moral Case Deliberation).AimsThis paper aims to present and analyse developments in the area of clinical ethics and the first experiences in CES in Bulgaria.MethodologyThe project reported here included a review of relevant literature (...) on CES methods and evaluation and a documentary review of data from two CES pilot projects: METAP and MCD.ResultsMost of the 69 METAP ethics meetings reviewed were first time meetings (88,4%); the average duration was 36 min and the average number of participants was four (44,9%). The meetings were organized in response to cases of severely or critically ill patients. The ethical dilemmas included choice of treatment (31,9%) and conflicts with the patient or their relatives (23,2%). Consensus was achieved in 34,8% of the cases. The situation was clarified with the patient (27,5%) and within the team (15,9%). The rights and obligations of both sides were discussed in 7,2% of the cases. The experience of the members of the Bulgarian Association of Bioethics and Clinical Ethics (BABCE) with MCD was also presented to justify the inference about the applicability of the two CES models in a Bulgarian context.ConclusionAmong Eastern European countries Bulgaria has made progress in CES. The aim of this paper is to present those realistic tendencies in Bulgarian painting from the 1920s and 1930s, that echoe contemporary West European ones, like the New Objectivity in Germany. Among others, it will be shown how Bulgarian artist’s paintings are inspired by the folklore primitive from the past and reflect the assiduity of cultural administration to renew the idea of a modern artistic school of art with a defined national character.

In the process of recovering a noble commercial past, Bulgaria has serious problems to deal with. The author is Director General of the Bulgarian State Institute of Marketing and Management in Sofia.

The supraconfessional spirit, very characteristic of the Ottoman world, which tended to regroup many different elements, and was based on the universal conviction, according to which all religions are valued and competed for the same purposes, still resonates in the Balkans. A significant example, that in this article is analyzed from the perspective of the phenomenon of shared holiness and as a mirror of diverse influences, is an icon of Bulgaria, the unusual Islamic-Christian representation of the Virgin and Child, (...) which was recently located in a village where, apart from the «Turks» and Bulgarians, there are still living descendants of the Don Cossacks, who are ethnically Russian. Writing this article was motivated by the wave of protests in 2013 in Bulgaria. The long and massive protest in the summer of 2013 combined three important features: 1) young people and middle class as the main driver of the events, 2) political action for non-economic value and 3) denial of partisanship and political representation, and support for participatory democracy. These features of the protest relate well to the Inglehart’s framework and describe the profile of “postmaterialists”: people with self-expression (...) values. A question I ask is: how, in a “materialistic democracy” like Bulgaria, with only 2% of postmaterialists, was it possible to take place a large-scale protest for a non-economic value like “moral in politics”, which at the same time resembles other protests that have taken place around the world? The protests were closely connected with the usage of the Internet and social networks and in my article I discuss how the Internet can facilitate behavior consistent with higher-order, postmaterial values. Summary In this article, using archival sources we show how mathematical knowledge and methods helped to solve the problem of the election of the first exclusively Bulgarian government in the peaceful election in 1879 and 1880. We will describe the situation in Bulgaria, and especially the role of the mathematician, politician and financier Ivan Petrov Salabashev (1853–1924).

Although clinical ethics consultation has existed for more than 40 years in the USA and Europe, it was not available in Bulgaria until recently. In introducing clinical ethics consultation into our country, the Modular, Ethical, Treatment, Allocation of resources, Process methodology has been preferred because of its potential to be used in resource-poor settings and its strong educational function. This paper presents the results of a METAP evaluation in a hospital palliative care ward in the town of Vratsa. The (...) evaluation was based on Beauchamp and Childress’ four principles of biomedical ethics and involves implementation of specific instruments for clinical ethics decision-making. Research tasks emphasised analyses of ethics meetings in the ward. Data were processed by SPSS v.24 using descriptive statistical analysis. Altogether, 32 ethics meetings of an average duration 20.63 min were conducted on cases involving critically ill patients. Most of the participants expressed satisfaction with the ethics process. The principlist approach supported resolution of conflicts between autonomous patients and their relatives, clarified definitions of “medical benefit” and “social good,” and enabled assessments of the risk of unequal treatment. Even as the specific research tasks were achieved, further participant follow-up is necessary to identify any improvement in healthcare personnel’s ethical competence. METAP worked well in end-of-life care settings. Participants experienced several benefits, including improved team communication, better understanding of patient preferences, and confidence in the correctness of decisions. Despite the significant educational potential of METAP, the need for additional and ongoing ethics training of health professionals should not be underestimated. (shrink)

Éléments-clés du combat pour l’indépendance nationale, les femmes continuent à jouer un rôle dans le Parti. Cet article examine l’économie politique de l’aide apportée par les organisations officielles de (...) femmes d’Europe de l’Est au jeune mouvement de femmes zambien, notamment pour développer et soutenir la UNIP Women’s League. Visites respectives, bourses d’études, aide au voyage, soutien technique et logistique spécifique : par ces moyens, les pays de l’Est contribuent à la construction d’un féminisme d’État en Zambie et aident les femmes zambiennes à s’affirmer politiquement au niveau international durant la décennie des Nations unies pour les femmes (1975-1985). An emerging body of literature has highlighted a gap in our understanding of the extent to which the salience attached to human rights is likely to influence the extent to which an individual takes account of Corporate Social Responsibility in decision making. The primary aim of this study is to begin to address this gap by understanding how individuals attribute different emphasis on specific aspects of human rights when making decisions to purchase, work, invest or support the community operations for (...) socially responsible organisations. In order to achieve this objective, a survey instrument was administered to professionals in Russia and Bulgaria. Our data indicate that there is a significant correlation between individuals’ sensitivity towards different components of human rights and their perceptions of the importance of CSR in decision making. Specifically, the recognition of political rights was strongly associated with the willingness to purchase, invest, seek employment and support socially responsible firms. Our analysis also outlines significant differences between the Russian and the Bulgarian samples with regard to the manners in which individuals rate the importance of civil, political and economic human rights. This paper examines the participatory trend in cultural memory practices, focusing on the participatory artistic memory of communism in Romania and Bulgaria from a comparative perspective. On the one hand, these participatory artistic memory projects examine the ways in which ordinary people and contemporary artists share their memories of the communist past outside of the officially sanctioned interpretations, aiming to foster their own version of “monument” that does not necessarily follow the ossifying politics of monuments. On the other hand, (...) a participatory memory culture does not always necessarily reflect the unequal cultural capital of the participating social actors and the dissimilar political commitments. This mnemonic practice ought not to be exclusively associated with the struggle between the narratives of the elites and the cultural expressions of those marginalized. Participatory memory practices might also facilitate cordial encounters among persons with dissimilar political commitments and unequal cultural capital. (shrink)

In Bulgaria, we are sharing a transition to a civic society and a market economy, which means transferring to new parameters of our culture. Many old customs based on coer cion, obedience and unacceptable interference are gradually dying out, and new princi ples tend to shape the way we live our collective lives. These include the ethics of partnership, which tend to create an assertion of individual rights and an affirmation of free will and autonomy, and within which the (...) individual is protected in the pursuit of personal judgements. It is remarkable, however, that we have so much difficulty in talk ing about and identifying the most beneficial approaches for the achievement of the new design of our society. In this paper, I propose to illustrate the current crisis in nursing ethics with informa tion mainly from Bulgaria. However, I think that the problems and trends in the other Eastern European countries are similar. (shrink)

This article depicts empirical research conducted in the Western Balkans and Bulgaria (project Balkan Monitor 2006 conducted by the Gallup Europe) that is geared towards the trust that citizens have in national and international institutions, as well as people in general. Empirical research provides a realistic picture of trust as seen from the inside. According to the data collected, within the general population, the strongest percentage was given to neighbors, followed by the police and European Union. A considerable degree (...) of attention was given to interreligious confidence and focus was placed on the number of adepts of a particular faith and the degree of confidence. From Islam, Orthodoxy and Catholicism to Protestantism, the degree of confidence diminishes, as well as the number of adherents, which points out to the relationship between minority and majority. The findings suggest that the degree of trust towards religious communities comes as a dominant attitude which means that these are the institutions that merit the greatest degree of trust. The exceptions are Albania and Kosovo where NATO comes first, whereas in Serbia NATO comes last. Ex- communists enjoy trust from 4% of the respondents whereas 24% completely rejects them. 8% of the respondents have a lot trust in people in general whereas 9% have no trust in people at all. For the purposes of this paper we will depict only a number of questions related to the degree of trust in various countries. (shrink)

The paper presents a cross-country analysis of the second generation of currency boards introduced in three East European countries: Bulgaria, Estonia and Lithuania. We focus on their institutional, legal and political characteristics which are closely associated with the operation of the automatic mechanism of currency boards. The presence of an automatic mechanism within the framework of the currency board is often cited as a major counterpoint to the “discretion and subjectivity” of a classical central bank. Since there is no (...) precise definition of automatic mechanisms in the literature, we define it as: “the presence of a positive cointegration relationship between the balance of payments and the reserve money and absence of discretionary variables in the model.” When discretionary variables are present in the model in one form or another, we may speak of a “mechanism for adjustment through discretion – conscious or unconscious.” Within the framework of the second generation of currency boards, we reduce the channel of discretion to the presence of atypical balance sheet items and employment of a number of monetary policy instruments. We seek in this article to compare currency board automatic mechanism in Bulgaria, Estonia and Lithuania.L’article procède d’une analyse transversale par pays de la deuxième génération des “bureaux d’émission” introduits dans trois pays de l’Europe de l’Est. L’accent est mis sur les caractéristiques institutionnelles, juridiques et politiques qui sont étroitement associées à l’opération du mécanisme automatique des bureaux d’émission. L’existence d’un mécanisme automatique dans la structure d’un bureau d’émission est souvent mise en avant comme l’argument majeur à l’encontre de la “discrétion” et la “subjectivité” d’une banque centrale classique. Parce qu’il n’existe aucune définition précise du mécanisme automatique dans la littérature, nous la définissons comme “la présence d’une relation positive de cointégration entre la balance des paiements et les réserves monétaires et l’absence de variables discrétionna- ires dans le modèle”. Quand des variables discrétionnaires sont présentes dans le modèle sous une forme ou une autre, nous pouvons parler d’un “mécanisme d’ajustement discrétionnaire – conscient ou inconscient”. Au sein de la structure de la deuxième génération des bureaux d’émission, la discrétion se réduit à la présence de postes atypiques dans le bilan et à l’emploi d’un certain nombre d’instruments de politique monétaire.L’article propose une comparaison du mécanisme automatique en Bulgarie, Estonie et Lithuanie. This note analyses a recent case of the European Court of Justice in which the applicant, a 14-year old rape victim, alleged that Bulgarian criminal law violated her rights under Articles 3 and 8 of the European Convention of Human Rights in pursuing a practice of only prosecuting rape where there was evidence of the use of physical force and active resistance. In upholding the applicant’s claims, the Court re-affirmed the positive obligation on states to adopt measures to ensure that (...) fundamental rights under the Convention were secured. In particular, in the case of rape, this required the enactment and application of criminal laws effectively prescribing all acts of non-consensual sex and not just those involving physical violence. In this way the Court affirmed not only that rape was, in essence, a violation of personal sexual autonomy but also that legal systems which failed adequately to protect against all forms of rape risked operating in breach of Convention obligations. The article examines the history of transactional analysis (TA) in Bulgaria. The presentation of the ideas of TA in the literature in the country is traced in historical terms. Emphasis is placed on the use of TA in different fields by different scientists and specialists who use it in these fields. Its institutional history related to the establishment of the Bulgarian Society for Transactional Analysis and the entry of TA in academic world is examined.

Vor allem in den letzten Jahrzehnten wuchs der Bestand an byzantinischen Siegeln, die im heutigen Bulgarien gefunden wurden, massiv an, so dass heute schon über 2500 Exemplare bekannt sind – die vielen, die unkontrolliert ins Ausland gelangen, gar nicht mitgezählt. Da Bullen, deren Fundort ungefähr bestimmt werden kann, auch für die Geschichte der betreffenden Region von Bedeutung sein können, war die Idee, zumindest die historisch bedeutsameren Stücke corpusartig zu edieren, sehr zu begrüßen. Zwar ist ein erheblicher Prozentsatz des Materials bereits (...) früher publiziert worden, aber oft nur auf Bulgarisch, das vielen Interessierten zu wenig geläufig ist, und bisweilen auch in recht entlegenen Organen. Einerseits eröffnet die Wahl des Englischen (noch dazu eines wenig anspruchsvollen) neuen Lesern den Zugang zu diesem Material, andererseits bot die Wiederveröffentlichung die Möglichkeit, sich mit Korrekturvorschlägen kritisch auseinanderzusetzen, was auch mehrfach geschah. Cet article analyse la professionnalisation progressive des infirmières en Bulgarie. Dans le contexte des profondes transformations sociales de l’espace post-ottoman, l’histoire des infirmières permet d’explorer en termes de genre les relations entre santé publique, processus de construction de l’État et institutions civiques. Deux phases caractérisent cette histoire correspondant aux évolutions du nationalisme de l’État bulgare et de l’intervention des organisations internationales. Dans les années où l’État se développe militairement (1878-1918), les infirmières sont marginales dans la société, tandis que dans la (...) période de l’entre-deux-guerres, le service de santé publique joue un rôle clé dans le discours de réforme sociale ; et le statut des infirmières passe d’une occupation de femmes pauvres à une profession de femmes de la classe moyenne. Malgré ces changements, cet article démontre une continuité notable de la perception et de la pratique des infirmières soumises à des régimes de genre (néo-)traditionalistes. (shrink)
