The Structural Transformation of the Public Sphere is a key contribution to political philosophy, media history, democratic theory and political economy – published almost 60 years ago – that left a deep imprint on the process of democratic consolidation of the Federal Republic of Germany. At the same time, the Habermasian model of the public sphere was used to test out the possibilities of democratisation beyond the nation-state. The theory of the public (...) class='Hi'>sphere was, however, mainly discussed as a contribution to normative political theory and, as such, the applicability of its normative standards remained contested. In this article, I focus instead on a second sociological reading of Habermas’ theory of the public sphere as an exploration of the cognitive foundations of modern society. The relevance of this approach can be shown in an exemplary way by discussing the functioning of publicity, which, by creating social visibility and facilitating public opinion formation, on the one hand, provides the knowledge base of a shared social world and, on the other hand, becomes the main driver of social change through critical self-reflection. The article goes on to take a look at recent public sphere transformations in the context of digitalisation and globalisation, and argues that public sphere principles are both undermined and gain new relevance when facing the challenges of new and digital media. We are currently witnessing a fundamental structural transformation of the scientific public sphere, characterized by processes of specialization, metrification, internationalization, platformization and visibilization. In contrast to explanations of this structural transformation that invoke a technological determinism, we demonstrate its historical contingency by drawing on analytic concepts from organization theory and the case of the Open Access transformation in Germany. The digitization of academic journals has not broadened access to scientific output but narrowed it (...) down even further in the course of the ‘serials crisis’. For a long time, research institutions were not able to convince large academic publishers to adopt less restrictive forms of access to academic journals. It was only through the emergence of new and in part illegal actors (shadow libraries and preprint servers) that the existing path could be broken, and an Open Access path constituted. Following this analysis, we discuss consequences of the Open Access transformation for the public spheres of science and democracy. We conclude that Open Access publishing can only help to transform both communicative spaces towards the normative ideal of a public sphere when complemented by systematic support for non-profit publication infrastructures. This article contains reflections on the further structural transformation of the public sphere, building on the author’s widely-discussed social-historical study, The Structural Transformation of the Public Sphere, which originally appeared in German in 1962 (English translation 1989). The first three sections contain preliminary theoretical reflections on the relationship between normative and empirical theory, the deliberative understanding of democracy, and the demanding preconditions of the stability of democratic societies under conditions of capitalism. The (...) fourth section turns to the implications of digitalisation for the account of the role of the media in the public sphere developed in the original work, specifically to how it is leading to the expansion and fragmentation of the public sphere and is turning all participants into potential authors. The following section presents empirical data from German studies which shows that the rapid expansion of digital media is leading to a marked diminution of the role of the classical print media. The article concludes with observations on the threats that these developments pose for the traditional role of the public sphere in discursive opinion and will formation in democracies. (shrink)

In international literature of the last decade, few genres have been as widely read or as intensely discussed as autofiction. Writers of autofiction use a variety of literary means to do what the novel has always done: to illuminate the private sphere. Yet, as this article argues, the idea of the private sphere underlying autofiction structurally differs from that of the fictional novel. Starting from a reading of Sheila Heti’s 2018 novel Motherhood and an analysis of its reception (...) in various YouTube formats, this article shows that the private sphere to which autofiction grants access is no longer framed as a refuge for the individual from the public. Instead, autofiction stages and reflects a model of privacy in which intense self-observation directly serves the creation of new social ties. Autofiction aesthetically reflects on interpersonal networking. Moreover, in dramatizing the crossing of boundaries between the fictional and non-fictional, and in breaking »the fourth wall,« it aesthetically recreates the forging of new network connections. The continued success of contemporary autofiction therefore needs to be understood against the backdrop of the structural transformation of the private sphere within the network society. (shrink)

From a socio-theoretical and media-theoretical perspective, this article analyses exemplary practices and structural characteristics of contemporary digital political campaigning to illustrate a transformation of the public sphere through the platform economy. The article first examines Cambridge Analytica and reconstructs its operational procedure, which, far from involving exceptionally new digital campaign practices, turns out to be quite standard. It then evaluates the role of Facebook as an enabling ‘affective infrastructure’, technologically orchestrating processes of political opinion-formation. Of special (...) concern are various tactics of ‘feedback propaganda’ and algorithmic-based user engagement that reflect, at a more theoretical level, the merging of surveillance-capitalist commercialization with a cybernetic logic of communication. The article proposes that this techno-economic dynamic reflects a continuation of the structural transformation of the public sphere. What Jürgen Habermas had analysed in terms of an economic fabrication of the public sphere in the 1960s is now advancing in a more radical form, and on a more programmatic basis, through the algorithmic architecture of social media. As the authors argue, this process will eventually lead to a new form of ‘infrastructural power’. (shrink)

Referring to Habermas’ groundbreaking book ‘The structural transformation of the public sphere’, the article discusses contemporary transformations of higher education and science. In order to do so, in a first step a post-Habermas perspective will be developed, which implies two changes to the theoretical foundations guiding Habermas’ analysis: On the one hand, we are in the midst of a social transformation that has led to a pluralization of the understandings of the public – that (...) is, publics. The representation of society in society no longer finds a homogeneous form; it takes place only within the framework of different partial publics. These publics gain importance for different types of organizations (companies, public administrations, NGOs, etc.). This is where the second change to Habermas’ concept comes in because, on the other hand, from the perspective taken in this paper, such publics are constructs of the organizations themselves, that is, imagined publics. The fruitfulness of such a post-Habermas perspective on the public sphere will be illustrated by focusing on higher education and science. Universities as the organizational embodiment of higher education and science, not only represent a discursive space in the public sphere, but they are also increasingly transformed into strategically acting organizations that imagine and actively shape the publics that are relevant to them. Four examples will be used to present empirical observations that emerge from the theoretical perspective proposed here. These examples, however, require more in-depth investigations and only serve as illustrations for a new research agenda on ‘imagined publics’. In the end of this contribution, it is asked how far-reaching the discussed change processes towards universities as strategic organizations are, and what consequences result concerning a discursive and communicative understanding of universities. This article investigates the recent 2014 Tshwane State of the City Address in light of Habermas's theory. Is Habermas's theory relevant to the South African urban context? Do African cities like Tshwane (...) subscribe to the Habermasean social formula or does it understand the public sphere in ways that require an amended interpretation of what Habermas conveys? In his "Structural Transformation of the Public Sphere," Habermas is notoriously and selectively blind to gender subordination – most centrally, the ways in which the bourgeois public sphere was founded upon the exclusion of women. Nancy Fraser articulated four specific assumptions involving the bourgeois public sphere that need to be recast in order to make the concept of the public sphere serviceable for feminist critical theory. However, subsequent historical, political and (...) theoretical developments – specifically relating to globalization – have raised new questions about the constitutive exclusions and ideological distortions that inform the normative underpinnings of even this reformulated version of public sphere theory. Calhoun is interviewed regarding the relationship of his work on the university to his other research interests. Calhoun elaborates on his hope for a debate over transformations in the structure of the university that is much more sensitive to the public role universities play and the importance of the collective goods they create. In the process he articulates the possibilities for an institutional analysis of the university that meets scholarly standards of knowledge production while remaining engaged with central issues (...) that arise out of institutional transformation. By situating universities in relationship with the public sphere, Calhoun provides a basis for debates about the transformation of the university to overcome the structured and structuring dispositions of the participants, while remaining grounded in social and historical analysis-an approach that can be considered an alternative public sociology. The recent struggle over the confirmation of Clarence Thomas and the credibility of Anita Hill raises in a dramatic and pointed way many of the issues at stake in theorizing the public sphere in contemporary society. At one level, the Senate Judiciary Committee hearings on Hill’s claim that Thomas sexually harassed her constituted an exercise in democratic publicity as it has been understood in the classical liberal theory of the public sphere. The hearings opened to (...) class='Hi'>public scrutiny a function of government, namely, the nomination and confirmation of a Supreme Court justice. They thus subjected a decision of state officials to the force of public opinion. Through the hearings, in fact, public opinion was constituted and brought to bear directly on the decision itself, affecting the process by which the decision was made as well as its substantive outcome. As a result, state officials were held accountable to the public by means of a discursive process of opinion and will formation.Yet that classical liberal view of the public sphere does not tell the whole story of these events.1 If were examine the Thomas confirmation struggle more closely, we see that the very meaning and boundaries of the concept of publicity was at stake. The way the struggle unfolded, moreover, depended at every point on who had the power to successfully and authoritatively define where the line between the public and the private would be drawn. It depended as well on who had the power to police and defend that boundary. 1. In this contribution, we argue that critical theories of the public sphere (in Habermas, but also in Negt and Kluge as well as Fraser) leave out the socially central field of labour and labour-political disputes, and that a reactualization and refocusing becomes necessary: We define the dynamics of globalization, commodification and digitalization as sequences of a renewed structural transformation of both social self-understanding and gainful employment. With the help of a multi-level model of labour-political publics and (...) counter-publics, class mobilizations can be examined with a public-theoretical lens and important moments of labour-political disputes can also be reflected on their communicative conditions. This paper examines the debate over the relationship between the public sphere and communication, which has become a focus of attention after the publication of Jürgen Habermas's Structural Transformation of Public Sphere in English in 1989, following the two volumes of his The Theory of Communicative Action in 1984 and 1987. Although the historical account of the public sphere has also received a good deal of attention, I deal mainly with the normative (...) dimension of Habermas's theory as it led to a rethinking and reassessment of public broadcasting, to the end of restructuring it as a site where 'citizens act as a public'. That is to say, a site where people assemble and unite freely, and express and publicize their opinions on matters of general interest without constraint in an age of deregulated communications. Several scholars have provided us with maps for re-organizing the media of communications in this respect, but they have failed to analyze the 'information' which feeds the 'informed citizen'. This paper addresses not only what information means today—whether it is a digit, a signal, or content—but also how it is produced within daily routine practices and how the nature of the means of its dissemination influences its character. Another serious aspect of those assessments, including that of Habermas, is the global character of communications today. Habermas is well aware of the mismatch between the global market and the absence of its corollary in politics. Yet his silence in the economics of information, even as he acknowledges the digitalization of communications and 'a world public sphere', also calls for a critical account of the relations between 'information', democratic politics and the question of scale. In our text, we follow the traces of a (1) paradox, (2) an ambivalence and (3) a dialectic that constitute digitalized public spheres and discuss the resulting tensions in discourse-ethical and political-theoretical perspectives using the blocking of Donald J. Trump’s Twitter account as an example. Starting from this, we determine the conditions of constitution of the digital public sphere and locate the dynamics of its development in the dialectical tension between private and public: The fact that (...) the two other relations of autonomy and heteronomy, intensification and polarization come to such a head is based on an insufficient socialization of all those means of production that produce the current digital public sphere. Using the example of Donald J. Trump’s recently suspended Twitter account and with a view to Habermas’s discourse ethics, we illustrate the extent to which Trump’s partly racist and conspiracy-theoretical post violates discourse ethics standards and is also highly problematic with regard to the political; however, banishment from a part of the digital public sphere is certainly not an act that should be incumbent on a private company. Investigating the structural transformation of the public sphere should reckon with the secret and its modes of organization. The expansion of secrecy effected by the infrastructures, platforms, and applications of media technology is constitutive for the emergence and transformation of ‘digital publics’. Offering a rereading of Habermas’s Structural Transformation of the Public Sphere that is attuned to the organizational principle of secrecy, this paper discusses current notions of mediated publics in juxtaposition (...) with the redoubling of media-technological and organizational secrecy at work in platform society. How are illegibility, opacity and unavailability organized? Instead of assuming accountability, publicity and transparency as epistemological a priori, investigating the transformation of the public sphere would benefit from adopting epistemes of secrecy and opacity. The English translation of Habermas's The Structural Transformation of the Public Sphere converges with a recent trend toward the revival of the "political culture concept" in the social sciences. Surprisingly, Habermas's account of the Western bourgeois public sphere has much in common with the original political culture concept associated with Parsonian modernization theory in the 1950s and 1960s. In both cases, the concept of political culture is used in a way that is neither political (...) nor cultural. Explaining this peculiarity is the central problem addressed in this article and one to follow. I hypothesize that this is the case because the concept itself is embedded in an historically constituted political culture (here called a conceptual network)-a structured web of conceptual relationships that combine into Anglo-American citizenship theory. The method of an historical sociology of concept formation is introduced to analyze historically and empirically the internal constraints and dynamics of this conceptual network. The method draws from new work in cultural history and sociology, social studies, and network, narrative, and institutional analysis. This research yields three empirical findings: this conceptual network has a narrative structure, here called the Anglo-American citizenship story; this narrative is grafted onto an epistemology of social naturalism; and these elements combine in a metanarrative that continues to constrain empirical research in political sociology. In this article we propose to return to the notions of public and universality in the so-called Critical Theory, in order to rethink the relation between politics, affects and women. For these purposes, we will analyze the famous The Structural Transformation of the Public Sphere of J. Habermas, the first systematization of the notion of public sphere, understood as the scope of rational and universal debate which excludes the private-affective. Later, we will focus (...) on the criticism of this study made by the feminist revisionism of the eighties. These authors found a connection between the theoretical exclusion of the affects and the political expulsion of women. We will see that Habermas’ own Theory of Communicative Action opens the possibility of thinking the rationality present in the expression of affections, desires and feelings. The main aim of this work is to start a tradition of reflections for a truly universal public sphere theory. (shrink)

In The Structural Transformation of the Public Sphere, Habermas makes the claim that the unprecedented public use of critical reason was an essential constituent of the early modern European (bourgeois) public sphere (1991, 27-28, 105-6, and more generally 1-117). Narrating the history of the particular concept of critical reason that animated the public sphere, Habermas locates its origin in the practical reason (phronesis) of Aristotle but argues that Niccolò Machiavelli and Thomas (...) Given powerful globalizing processes under way, the topic of how to conceptualize the modern public sphere is becoming increasingly urgent. Amidst the array of alternatives, the efforts of Jürgen Habermas to attempt to balance out the two main conceptual requirements of this idea, a universalistic construction of the principle of shared interests and a sensitivity to the fact of modern pluralism, might seem a particularly promising option. In order to reconstruct the main motivations of, and to determine a (...) set of criteria of assessment for, Habermas's ongoing attempt to outline a theory of the public sphere adequate to the conditions of the present, the article turns first to a discussion of the seminal formulations of The Structural Transformation of the Public Sphere. I suggest that the later writings are only partially successful in their attempt to redress some of the main conceptual difficulties that emerge in this early account. (shrink)

The article critically analyses the gaps and the analytical potential in Jürgen Habermas’s The Structural Transformation of the Public Sphere concerning corporate discourses and debates. It is shown that Habermas only analyses the field of work in abstract terms, neglecting in particular corporate public spheres. In contrast, corporate public spheres are developed as an analytical concept, expressed by companies in the form of institutionalized co-determination, situationally granted opportunities for participation and self-willed public spheres (...) of workers. These three fields are discussed using empirical examples. It is shown that corporate public spheres are eroded by precarization and instrumentalized by management. Furthermore, digitalization is working towards a comprehensive algorithmic control of corporate public spheres by companies, but also towards new autonomous communication networks that establish proletarian public spheres, so that both refeudalization and revitalization of corporate public spheres can be observed. Virginia Held's Feminist Morality defends the idea that it is possible to transform the “public” sphere by remaking it on the model of existing “private” relationships such as families. This paper challenges Held's optimism. It is argued that feminist moral inquiry can aid in transforming the public sphere only by showing just how much the allegedly “private” realms of families and personal relationships are shaped—and often misshapen—by public demands and concerns.
