In mid-1987 Taiwanese president Chiang Ching-kuo announced the end of martial law and the legalization of a political opposition. These two changes, in addition to the orderly elections held at the end of 1986, underscored the political development that has occurred in the Republic of China on Taiwan.

This paper presents the findings of a study of purchasing and supply management professionals in India conducted to identify the key ethical issues they face in carrying out their work related responsibilities as well as to determine the extent to which various factors appear to be helpful or to present challenges to their efforts to act ethically in the course of their work. The Indian findings are then compared to those for studies conducted among purchasing and supply management professionals in (...) the United States, United Kingdom and Canada. Key findings for the four studies are summarized and implications for business and the professions are presented. (shrink)

On the most popular account of material constitution, it is common for a material object to coincide precisely with one or more other material objects, ones that are composed of just the same matter but differ from it in sort. I argue that there is nothing that could ground the alleged difference in sort and that the account must be rejected.

The article describes the founding principles, work program, and accomplishments of a Reference Group with both expert and layperson stakeholders for the corrosion of copper canisters in a proposed deep repository in Sweden for spent nuclear fuel. The article sets the Reference Group as a participatory effort within a broader context of stakeholder and public participation. It is argued that for the future it will be necessary to more precisely define the roles of different approaches to public participation in (...) relation to the actual societal decision-making procedures, and the issue is raised whether an increasing level of their institutionalization is required. In particular, the focus is set on the safe-space approach to stakeholder participation designed to suit situations where independence and autonomy are crucial elements for the participants. : Here a moral principle called the "Copper Rule" is developed and defended as an alternative to the Golden Rule. First, the article focuses on two problems with the Golden Rule's traditional formulation of "Do (or don't do) unto others what you would (or would not) have them do unto you": it assumes (1) the uniformity of human needs and preferences and (2) that whatever is universally desired is good. Second, it examines three attempts to reformulate the Golden Rule—Marcus (...) Singer's general interpretation, Allan Gewirth's rationalization, and R. M. Hare's imaginative role reversal— to show why they all fail to save the Golden Rule from difficulty.Third, the rich resources of the Chinese Confucian-Daoist philosophical traditions are appropriated to develop a "Copper Rule" as an alternative moral principle: "Do (or don't do) unto others as they would (or would not) have us do unto them." This moral principle not only avoids the two problems, but also has additional advantages.Finally, the "Copper Rule" is defended against three objections or counterarguments: what if people ask you (forexample) (1) to kill someone else, (2) to kill them, or (3) to kill yourself? The appropriate response is merely to trace the implications of the "Copper Rule" rather than add any ad hoc arguments. (shrink)

The proclamation of the death of God came at a pivotal time in the history of humankind. It far transcended the concerns of the religious faithful and dented the entire fabric of human existence. Left to its own devices, humans intended their consciousness to replace God's. This proved to be a terrible mistake that collapsed the entire modern project. One of the worldviews that emerged in the wake of this eruption was antinatalism, which refers to the conviction that human reproduction (...) should be brought to an absolute halt. This is the most modern outgrowth of the death of God and represents the most radical face of secular humanism. In spite of the admittedly dark fumes that leak out from the term ‘antinatalism’, this philosophical position emerges quite naturally when we consider the depletion of our traditional sources of philosophical enquiry. The potential importance of Aynak to Afghanistan's economy is explained. The tender plan, rights offered, expectations and bid evaluation process for awarding the right to develop the Aynak copper deposit in Afghanistan are described in detail. This paper shows how an equitable, transparent, objective, standards-based process approach, incorporating technically and (...) socially responsible development requirements, may be adopted and implemented in countries with difficult conditions. Environmental degradation and extractive industry are inextricably linked, and the industry’s adverse impact on air, water, and ground resources has been exacerbated with increased demand for raw materials and their location in some of the more environmentally fragile areas of the world. Historically, companies have managed to control calls for regulation and improved, i.e., more expensive, mining technologies by (a) their importance in economic growth and job creation or (b) through adroit use of their economic power and bargaining leverage against (...) weak national governments, regional and international regulatory bodies. More recently, the industry has had to contend with another set of challenges that involved treatment of indigenous people and their traditional land rights, fair treatment of workers, human rights abuses, and bribery and corruption involving local officials and political leaders. These challenges currently fall outside the traditional areas of regulation and control. Nevertheless, they pose serious threat to the industry’s business practices because of their global scope, threat to company’s reputation, and long-term risks of political instability leading to increasing cost of capital. Industry has responded to these challenges by creating voluntary codes of conduct that would signify their intent to comply with higher standards of conduct, and assuage public opinion that no further action is called for. These codes, however, lack any monitoring mechanism and reporting integrity to assure the public that the industry members are indeed meeting their commitments. Consequently, pressure on the industry continues unabated and with ever increasing calls for mandatory regulation and oversight. This article examines the activities of one mining company, Freeport-McMoRan Copper & Gold, Inc., which has taken a radically different approach in responding to these challenges at its mining operations in West Papua, Indonesia. While cooperating with industry-based efforts of voluntary codes of conduct, Freeport also initiated a radically different response through its own voluntary code that would directly focus on issues of human rights, treatment of indigenous people on whose traditional land its mine was located; economic development and job creation and, improvements in health, education, and housing facilities, to name a few. Additionally, the company earmarked large sums of money and involved representatives of the indigenous people in their management and disbursement. The company took an even more radical action when it committed itself to independent external audits of the company’s compliance with the code, and that these findings and company’s responses would be made public without prior censorship by the company. We analyze the nature of corporate culture, vision and risk-taking propensities of its management that would impel the company to embark on a high risk strategy whose outcomes could not be predicted with any degree of certainty before the fact. The parent company also had to confront discontent among the management ranks at the mine site because of cultural differences and management styles of expatriates and local (Indonesian) managers. Finally, we discuss in some detail the extensive and intensive character of a two phase audit conducted by the outside monitors, their findings, and the process by which they were implemented and reported to general public. We also evaluate the strengths and challenges posed by such audits, their importance to the company’s future, and how such projects might be undertaken by other companies. (shrink)
