The study aims to review the literature that analyses the history andcurrent situation of Higher Education, henceforth known as HE, in Turkeyand to review HE agenda of the Government of Turkey in order to identify theextent to which it has responded to the sustainable development agenda. Thispaper recommends ways to improve and develop HE in Turkey so as to makeit a significant sector which prepares its stakeholders to achieve sustainabledevelopment goals. Multiple sources of information: documents onthe agenda of Turkey with (...) regard to the objectives of HE; the findings ofprevious studies undertaken on different aspects of Turkish HE system; anddocuments prepared by organizations such as YÖK, MEB and the World Bank.The analysis of relevant literature suggests that Turkey aims to upgrade theHE system in line with its goals of becoming a more powerful player in theworld. The initiatives to enhance enrolment of students at HE institutions;strengthen HE Education Curriculum, internationalise the Turkish HE arein line with the directions that support the attainment of SDGs. The findingsprovide an account of the HE system in Turkey, both strengths and weaknesses.It enhances understanding on the current situation of HE in Turkey vis a vis theSustainable Development Goals. Purpose Online violence has been rampant in the past decade, intensifying the victims’ suffering owing to its rapid dissemination to vast audiences. This study aims to focus on online gender-based violence directed against young Bedouin women who have left their male-dominated home territory for academic studies. This study examined how the backlash against these students, intended to stop changes in traditional gender roles, is reflected in offensive TikTok videos. Design/methodology/approach This research is based on a qualitative-thematic analysis of 77 questionnaires (...) and 30 semistructured in-depth interviews with first-year female Bedouin students aged 18–21 years. Findings The backlash was widespread, with young Bedouin men using offensive videos as “proof” that women have violated codes of honor and morality. The videos exhibited four types of gender-based violence: claims of immoral behavior, aggressive captions that take the footage out of context, allegations of immodest clothing and digital photo editing that produced fabricated results. Examining participants' reactions to the videos, this study revealed two patterns of response: passive acceptance of the situation and an active approach that included reaching out to powerful Bedouin men for solutions. Originality/value This research enriches the literature on online gender-based violence, particularly against women in traditional societies, and suggests practical steps: developing online media literacy in traditional societies, adopting a proactive approach and nurturing social self-competence in women who have been victims of online gender-based violence. Purpose At times, a traditional minority group that opposes a change in the patriarchal structure is violent toward women who wish to adopt modern lifestyles. This study aims to examine online comments regarding a shooting at a café in an Arab-Bedouin city in Israel, where women were employed as servers. The event was framed in Israeli media as an act of backlash by young men, who call themselves “The Modesty Guard.” Design/methodology/approach In this qualitative study, the authors collected 916 online (...) comments that were published on five main online news sites. A thematic and rhetorical analysis of online comments was conducted. Findings The findings uncovered five main themes: the expression of support for Bedouin women; ideas for dealing with the Modesty Guard; blaming Bedouin tradition for the shooting; comparison of the violent behavior to a parallel phenomenon among Charedim; and criticism of the lack of treatment by Israeli security forces. The responses reflected a supportive stance toward Arab-Bedouin women, who were open to progress. Conflict discourse, however, expressed alienation and increased social-national schism between the Jewish majority and Arab-Bedouin minority groups in Israel. Originality/value This study sheds light on the backlash phenomenon in Negev Bedouin society. Moreover, it exposes the lack of significant supportive actions and a lack of understanding of the deep processes unfolding in this traditional society. (shrink)

RésuméLes auteurs traduisent et commentent un passage du Kitāb al-āṯār al-bāqiya concernant l'hydrologie. Ce passage révèle comment al-Bīrūnī comprenait les régimes fluviaux, le comportement physique de l'eau, et quelques phénomènes naturels spéciaux. Al-Bīrūnī ne se contente pas d'une discussion sur la prévision météorologique et les régimes fluviaux saisonniers du Tigre, de l'Euphrate, de l'Oxus et du Nile. Il défend surtout le principe qu'en l'absence de force externe, l'eau se meut vers le bas. Ce faisant, le savant du Khwarezm touche à (...) l'origine de la salinité des mers et au fonctionnement des machines à syphon hydraulique, et il décrit un phénomène artificiel, qu'il rejette comme résultant d'observations erronées, mais qu'on pourrait reconnaître comme un cas de saut hydraulique. De plus, ce passage renseigne sur ce qu'al-Bīrūnī comprenait du caractère inhabitable des régions sub-équatoriales, de la possibilité du vide, et du cycle de l'eau. (shrink)

Astfel, volumul da curs unei discutii detaliate a reabilitarii gadameriene a conceptului de prejudecata si a traditiei si incearca sa ofere si o alta modalitate de atestare a rationalitatii acestora decat cea propusa de filosoful german aratand ca, in masura in care esenta traditiei este, asa cum arata Gadamer, limba, pastrarea (Bewharung) prin care ea devine efectiva in curgerea timpului poate fi si chiar trebuie inteleasa in termenii procesului reflexiv al schimbarii lingvistice asa cum este el circumscris de lingvistul roman Eugen Coseriu.Dar, chiar daca descrierea gadameriana a intelegerii poate fi intemeiata si pe aceasta noua cale, ea nu se dovedeste a fi pe deplin consistenta. Caci, prin insasi termenii in care este formulata, ea exclude posibilitatea neinselegerii desi, se argumenteaza, aceasta din urma joaca in fapt rolul unui transcendental hermeneutic. (shrink)

İslam düşüncesinde dillerin ortaya çıkışı konusu, dilbilimsel çalışma ve tartışmaların büyük bir bölümünü oluşturmuştur. Bu tartışmalarda en büyük pay usul ve kelâm âlimlerine aittir. Müslümanlar, dillerin ortaya çıkmasıyla ilgili iki teori öne sürmüşlerdir: Birincisi, tevkîf teorisidir. Buna göre dil ilahi bir mevhibe olup insana Allah tarafından öğretilmiştir. Çok kadim olan bu teori Yunan filozofları tarafından da savunulmuştur. İkinci teori ise tevfîk teorisidir. Bu teorinin sahipleri dilin toplumsal uzlaşı ile doğduğunu öngörürler. Bu teoriyi savunanların çoğu, delillerini aklî temele dayandıran Muʻtezile’ye mensup (...) olup metinleri kendi görüşlerine uygun bir şekilde yorumlamışlardır. Bazı âlimler ise bu iki teoriyi uzlaştırmaya çalışmışlardır. Buna göre Cenâb-ı Hak, insana kavram üretme yeteneği vermiş ve bunun için uygun mekanizmalar bahşetmiştir. Fakat yine de dilin ilk kökeninin tevkîfî olması gerekir ki sonradan insan dili gelişim gösterebilsin. Kādî Abdülcebbâr bu konuda farklı bir görüş ortaya atar. Ona göre ilk dil tevkîfî olamaz tam aksine Allah'ın hitabını anlamamız için tevfîkî olması gerekir. Allah'ın insana anladığı bir dille hitap etmesi gerektiği deliline istinaden, Kādî Abdülcebbâr bu teoriyi savunmuştur. Yukarıdaki tartışma dilin ilk kökeni ile ilgilidir. İlk dilden sonra gelen dillere gelince, Kādî Abdülcebbâr onların çıkışı hakkında kesin bir şey söylemez. Yani hem tevkîfî olabilir hem de tevfîkî olma ihtimali mevcuttur. Bu iki ihtimalin hiçbirini destekleyecek bir delil yoktur. Kādî Abdülcebbâr, Allah'ın iradesini anlamak için öngördüğü bu durumun nasıl olması gerektiğini bir örnekle açıklıyor. O, öncelikle bir kelimenin bir lafzı ifade-işaret etmesi gerektiğini ve bunun da mutlaka belli bir maksat için konulmuş olması gerektiğini savunur. İsim, konulduğu şeye niyete bir gayeye uygun olarak işaret etmelidir. Modern dilbilimde ise, yukarıdaki iki teori haricinde birkaç teori daha ortaya atılmıştır. Modern dilbilim kitaplarında büyük yer tutan ve on sekizinci yüzyılın sonunda ortaya çıkan ilk dilin kökeni teorisi; dilin insan türünün özel bir içgüdüsünden kaynaklandığını belirten ve onun doğuştan geldiğini savunan teoridir. Yani insanda, her duyusal ve ahlaki algısını bir kelime ile ifade etmesini sağlayan bir fıtratı vardır. Modern teorilerden biri de, kelimelerin ilk oluşumunun insanın duyduğu doğal sesleri taklit etmesiyle ortaya çıktığını ve bu seslerin kaynağının onlardan isimler türetmeye yönelttiğini savunan taklit teorisidir. Bu çalışmada Kādî Abdülcebbâr’ın dilin kökenine dair özgün teorisi ve teorisini desteklemek için ortaya koyduğu akli deliller ele alınmaktadır. (shrink)
