Drug exceptional access programs (DEAPs) exist across Canada to address gaps in access to pharmaceuticals. These programs circumvent standard procedures, raising epistemic, economic, social and political issues. This commentary provides insights into these issues by revealing the context and procedures on which these programs depend.

ABSTRACTThe known works of the medieval astronomer/astrologer Henry Bate include a set of planetary mean motion tables for the meridian of his Flemish hometown Mechelen. These tables survive in three manuscripts representing two significantly different recensions, but have never been examined for their principles of construction or underlying parameters. Such analysis reveals that Bate employed an unusual value for the length of the tropical year, which was probably derived by comparing ancient and contemporary observations of the vernal equinox. In addition, (...) there are clear signs that Bate kept revising his parameters for the mean motions of Venus and the three superior planets, none of which can be traced back to earlier sources. Together with some of Bate’s preserved statements, these findings support the conclusion that the Tabule Machlinenses were unique among the astronomical tables produced in medieval Latin Christendom for using independently derived parameters that were the result of new observations. Bate’s achievement connects him to a wider milieu of astronomers operating in late-thirteenth-century Paris, who put an increased emphasis on observation and the critical examination of received data. In lieu of an abstract, here is a brief excerpt of the content:242 HISTORY OF PHILOSOPHY his political and religious predispositions prodded him to demonstrate that the roots of modern science were in the Christian Middle Ages. Sarton's particular foibles are best understood by referring them to his pacifist commitments and the moralistic assumption that the values of science are transferable to other human endeavors. Categories such as inductivism, conventionalism and Popperianism are of little help in gaining historical understanding. For (...) this, they are in fact Platonic ideals which have little heuristic value. I would venture that a truly historical historiography of science would aid us in spotting errors in the past and help us in the future. My guess is that a good analysis would reveal a major source of trouble to have stemmed from preconceived notions which the history of science was meant to illustrate. Surely some of them have been philosophical in character, and even Baconian or conventionalist. But until recent times, most of these preconceptions have stemmed from religious, nationalistic, or personal motivations, or from scientists who wanted support for a particular concept. I agree with Agassi only in the suggestion that a parti pris was at the root of our troubles. Why, then, substitute a Popperian preconception for a conventionalist one? Why not, on the contrary, combat their distorting influence and reduce their impact? This is in fact what has happened in recent times. As the history of science has fallen into the hands of a gradually organized profession, the blatant motivations --of any type--which colored past historical writings have slowly receded. By a constant and critical confrontation of opposing views among specialists, the purpose for examining the history of science has slowly been transformed. The older external motivations have given way to an interest in the subject for its own sake and a gradual transformation has been in the making for the last few decades. As happens in other human endeavors, professionalization has already raised the standards in the discipline and there is every reason to think it will continue to do so in the future. We need not really be as pessimistic as Agassi, nor embrace his particular salvation. This paper examines the purport of epact tables encountered on scientific instruments, and explains their use. The epact is a valuable chronological aid for calculating the age of the moon. In handbooks of chronology, usually two types of epacts are distinguished: the epact used in medieval times, and the so-called Lilian epact used after 1582 in the Gregorian perpetual calendar. By examining the rules for calculating the age of the moon, it turns out that the Julian and Gregorian epacts encountered (...) on instruments must be distinguished from the medieval and Lilian epacts. It is shown that the Julian epact was already in use in 1478, and that, by adjusting for the shift of ten days in the date of the vernal equinox, the Gregorian epact was derived from it in 1582. The common association of the latter with the Lilian epact employed in the Gregorian perpetual calendar is incorrect. It is further shown that in contrast to the medieval and Lilian epacts, which served purely ecclesiastical purposes, the Julian and Gregorian epacts were mainly used to calculate the true age and zodiacal position of the moon. This knowledge was applied to secular interests such as ‘lunar astrology’, tidal computations, and the conversion of lunar into solar time. (shrink)

Recent research has shown that the use of astronomy as a chronological problem-solving tool has deep roots in the scholarly practices of the Latin Middle Ages, as is manifest from the writings of Marianus Scotus, Gerland, and other “critical computists” of the eleventh and twelfth centuries. This essay enlarges the existing picture by introducing a hitherto unknown epistolary treatise of the mid-twelfth century. Written in Lotharingia in 1144, this poorly preserved work documents an attempt to reconstruct the timeline of world (...) history via techniques that had emerged within the Latin computus tradition prior to the advent of Greco-Arabic astronomy. Drawing on the so-called computus naturalis, the author performed lunar computations on the basis of observed eclipses and used them to propose new dates for the Creation and the Last Supper. He also relied on a revised estimate of the time and date of the vernal equinox, placing it on 16 March, and gave a detailed account of how this result can be derived from solar observations with a meridian line. By virtue of these methodological features, the Chronology of 1144 represents an important transitional stage between the “critical computists” and the use of eclipse-based dating methods by later scholars such as Giles of Lessines (fl. 1260). Farīd al-Dīn Abu al-Ḥasan ‘Alī b. al-Fahhād’s astronomical tradition as represented in the prolegomenon to his Alā’ī zīj (1172 AD) shows his experimental examination of the theories of his predecessors and testing the circumstances of the synodic phenomena as derived from the theories developed in the classical period of medieval Middle Eastern astronomy against his own observations. This work was highly influential in late Islamic astronomy and was translated into Greek in the 1290s. He evaluated al-Battānī’s Ṣābi’ zīj (d. 929 (...) AD) and al-Khāzinī’s Sanjarī zīj (fl. 1115 AD) with regard to the conjunction between Jupiter and Saturn in 1166 AD and found the errors of, respectively, about 35 and 10 days in the times predicted, which are verified by a recalculation on the basis of these works and modern theories. His inspection of the four solar theories established by his Islamic predecessors with respect to the quantitative differences between their predicted times for the occurrence of the vernal equinoxes is also correct. His calculation of the parameters of the solar and lunar eclipses in April 1176 has the errors of up to 1 h in the time and one digit in the magnitude. A general result of this study is that solely the evaluation of the synodic phenomena could mislead the judgment about the reliability and worthiness of the contemporary theories. (shrink)

El trabajo continúa con datos biobibliográficos del historiador, matemático y astrólogo Ibn Qunfuḏ al-Qusanṭīnī , autor de un comentario a la Urŷūza de (...) Ibn Abī l-Riŷāl dedicado a Abū Bakr b. Abī Muŷāhid Gazī Ibn al-Kās, visir de los sultanes meriníes Abū Fāris y Abū Zayyān . La obra parece haber sido redactada durante el breve reinado de este último y antes de la deportación del dedicatario a Mallorca en 1375. Se analiza el contenido del comentario, las fuentes citadas en el mismo, las técnicas astrológicas utilizadas tanto por Ibn Qunfuuḏ como por Ibn Abī l-Riŷāl y el uso, por parte del comentarista de un zīŷ derivado del de Ibn Isḥāq.
