On mesurera la necessite intellectuelle de sa reedition en rappelant que son auteur, l'influent chroniqueur et repute sociologue Walter Lippmann (1899-1974), a ete une personnalite politique americaine de premier plan (conseiller du president Wilson, introducteur de l'expression guerre froide...), passe du socialisme au liberalisme (...) dans une acception mi-americaine, mi-europeenne. La Cite libre inaugure une critique conjointe du despotisme collectiviste de l'Etat-providence et des illusions dogmatiques du liberalisme economique de laissez-faire - au nom d'un liberalisme renouvele a construire. L'echo rencontre par le livre a ete tel qu'a ete organise a Paris fin aout 1938 un colloque Walter Lippmann, auquel participerent deja Hayek et Aron, et qui s'acheva sur la publication d'un agenda du neoliberalisme. Adapt!: On a New Political Imperative, by Barbara Stiegler, reveals how neoliberalism in the 1930s took the shape of an entire social philosophy; it also shows how her book must be updated today. As Stiegler reviews, Walter Lippmann insisted that major state and social institutions must be reformed to support neoliberal aims of capital priority and rapid growth, the primacy of technical experts, management of mass opinion to insulate those inviolable ends, and courts equipped with neoliberal jurisprudence and (...) authority to secure the entire complex. Stiegler’s brilliance, however, falls below her discernment of new phases in this evolution. The last third of this paper explores the formation of supplements that intensify the regime. White triumphalism, spiritual callousness, denials of climate change, evasion of planetary circuits of imperial power, and aspirational fascism grow together in several countries as sacrosanct ends of neoliberal capitalism face inflows and obstacles its leaders can neither admit nor control. A journalist and a political philosopher of international repute, Walter Lippman was the author of more than twenty books, scores of essays, and countless newspaper editorials, articles, and columns. This book attempts to discover and state Lippmann's philosophy of international politics as it developed over the years 1913 to 1963.

This paper examines the relationship between The Good Society by Walter Lippmann and the ordoliberal ideals. The first part analyses the core elements of a new liberalism – centered on the axiomatic theory of the competition to which the subjects and their jobs must be aligned by the representative government. The second part shows how this approach used by Lippman is in the background of the Colloque Walter Lippmann, that took place in Paris in 1938, and (...) that is often considered as the moment in which the neoliberal discourse emerged. Eventually, the third part focuses on the idea of the neoliberal government of society and on the meaning of the Liberalism Agenda developed during the works of the aforementioned Colloque. (shrink)

In 1927, Walter Lippmann published The Phantom Public, denouncing the ‘mystical fallacy of democracy.’ Decrying romantic democratic models that privilege self-governance, he writes: “I have not happened to meet anybody, from a President of the United States to a professor of political science, who came anywhere near to embodying the accepted ideal of the sovereign and omnicompetent citizen.” Almost 90 years later, Lippmann’s pragmatism is as relevant as ever, and should be applied in new contexts where similar (...) self-governance concerns persist. This paper does just that, repurposing Lippmann’s argument in the context of the ongoing debate over the role of the digital citizen in Big Data management. It is argued that proposals by the Federal Trade Commission, the White House and the US Congress, championing failed notice and choice privacy policy, perpetuate a self-governance fallacy comparable to Lippmann’s, referred to here as the fallacy of data privacy self-management. Even if the digital citizen had the faculties and the system for data privacy self-management, the digital citizen has little time for data governance. We desire the freedom to pursue the ends of digital production, without being inhibited by the means. We want privacy, and safety, but cannot complete all that is required for its protection. If it is true that the fallacy of democracy is similar to the fallacy of data privacy self-management, then perhaps the pragmatic solution is representative data management: a combination of non/for-profit digital dossier management via infomediaries that can ensure the protection of personal data, while freeing individuals from what Lippmann referred to as an ‘unattainable ideal.’. Este texto revisa las principales aportaciones de Walter Lippmann contenidas en su obra Libertad y prensa, de reciente aparición en lengua castellana. Publicado originalmente en 1920, el libro de Lippmann nos permite conocer sus agudas reflexiones acerca de las relaciones entre medios de comunicación, opinión pública y clase política. El estudio de esas relaciones ocupa una parte fundamental de la obra ensayística de Lippmann, cuya vigencia y vitalidad permanecen hoy inalteradas. Lippmann no fue sólo el (...) columnista político más influyente del pasado siglo, sino un penetrante analista que se interroga sobre la objetividad informativa, la deficiente formación de los profesionales de la prensa y su discutible fibra moral. Sus observaciones trascienden el restringido mundo de los medios de comunicación para preguntarse si su funcionamiento deficiente no pone en cuestión la supervivencia misma de la democracia. (shrink)
