The paper deals with a method of hierarchization of alternatives in a multicriteria environment by means of statistical nonparametric procedures. For each criterion, alternatives are disposed on an ordinal scale. After that a procedure similar to ANOVA is activated on the data. The differences relating to the average ranks of each action are used to build the hierarchical algorithm. The concept of outranking, in a probabilistic meaning, is reached in this way. Internet-enabled technologies have provided a way for people to communicate and collaborate with each other. The collaboration and communication made crowdsourcing an efficient and effective activity. Crowdsourcing is a modern paradigm that employs cheap labors for accomplishing different types of tasks. The task is usually posted online as an open call, and members of the crowd self-select a task to be carried out. Crowdsourcing involves initiators or crowdsourcers, the crowd, crowdsourcing task, the process, and the crowdsourcing platform where requesters offer (...) various tasks and crowd workers complete these tasks. As the crowdsourcing is carried out in the online environment, it gives rise to certain challenges. The major problem is the selection of crowd that is becoming a challenging issue with the growth in crowdsourcing popularity. Crowd selection has been significantly investigated in crowdsourcing processes. Nonetheless, it has observed that the selection is based only on a single feature of the crowd worker which was not sufficient for appropriate crowd selection. For addressing the problem of crowd selection, a novel “ant colony optimization-based crowd selection method” is presented in this paper that selects a crowd worker based on multicriteria features. By utilizing the proposed model, the efficiency and effectiveness of crowdsourcing activity will be increased. (shrink)

Abstract In light of the complexity of unfolding disasters, the diversity of rapidly evolving events, the enormous amount of generated information, and the huge pool of casualties, emergency responders (ERs) may be overwhelmed and in consequence poor decisions may be made. In fact, the possibility of transporting the wounded victims to one of several hospitals and the dynamic changes in healthcare resource availability make the decision process more complex. To tackle this problem, we propose a multicriteria decision support service, (...) based on the Analytic Hierarchy Process (AHP) method, that aims to avoid overcrowding and outpacing the capacity of a hospital to effectively provide the best care to victims by finding out the most appropriate hospital that meets the victims’ needs. The proposed approach searches for the most appropriate healthcare institution that can effectively deal with the victims’ needs by considering the availability of the needed resources in the hospital, the victim’s wait time to receive the healthcare, and the transfer time that represents the hospital proximity to the disaster site. The evaluation and validation results showed that the assignment of hospitals was done successfully considering the needs of each victim and without overwhelming any single hospital. (shrink)

Norton has argued for the salience of deliberative strategies for making environmental decisions which is supposed to be preferable to formal decision analysis. This paper argues that formal multicriteria decision analysis, when deployed with care, has the flexibility to absorb the advantages of deliberative decision making. It can also be used for decision support during a deliberative process. This feature of decision analysis is illustrated using a case study from Merauke in Papua province of Indonesian New Guinea.

This paper proposes several concepts of efficient solutions for multicriteria decision problems under uncertainty. We show how alternative notions of efficiency may be grounded on different decision ‘contexts’, depending on what is known about the Decision Maker's (DM) preference structure and probabilistic anticipations. We define efficient sets arising naturally from polar decision contexts. We focus on a class of multicriteria methods that are commonly used in environmental decision making--those that employ the weighted linear average algorithm (and this includes the popular analytic hierarchy process (AHP)). While we do not doubt the potential benefits of using formal decision methods of this type, we draw attention to the consequences of not using them well. In particular, we highlight a property of these methods that should not be overlooked when they are applied in environmental and (...) wider decision-making contexts: the final decision or ranking of options is dependent on the choice of performance scoring scales for the criteria when the criteria weights are held constant. We compare this "sensitivity" to a well-known criticism of the AHP, and we go on to describe the more general lesson when it comes to using weighted linear average methods--a lesson concerning the relationship between criteria weights and performance scoring scales. This paper introduces a refined single-valued neutrosophic set (RSVNS) and presents a similarity measure of RSVNSs. Then a multicriteria decision-making method with RSVNS information is developed based on the similarity measure of RSVNSs. By the similarity measure between each alternative and the ideal solution (ideal alternative), all the alternatives can be ranked and the best one can be selected as well. Incorporation of the behavioral issues of the decision maker (DM) is among the aspects that each Multicriteria Decision Making (MCDM) method implicitly or explicitly takes into account. As postulated by regret theory, the feelings of regret and rejoice are among the behavioral issues associated with the entire decision making process. Within the context of MCDM, the DM may feel regret, when the chosen alternative is compared with another one having at least one better criterion value. PROMETHEE II is a (...) widely known MCDM method that makes no explicit incorporation of regret attitude of the DM. In this paper, we elaborate on the applicability of regret theory to MCDM context. In particular, we investigate the findings of regret theory and explore the parallel between regret theory and PROMETHEE II method. Relying on the concepts of regret theory, we demonstrate how a decision that is made using a PROMETHEE II based outranking method conforms to the regret attitude of the DM. (shrink)

We derive the exact inefficiency upper bounds of the multiclass C-Logit stochastic user equilibrium in a transportation network. All travelers are classified on the basis of different values of time into M classes. The multiclass CL-SUE model gives a more realistic path choice probability in comparison with the logit-based stochastic user equilibrium model by considering the overlapping effects between paths. To find efficiency loss upper bounds of the multiclass CL-SUE, two equivalent variational inequalities for the multiclass CL-SUE model, i.e., time-based (...) variational inequality and monetary-based VI, are formulated. We give four different methods to define the inefficiency of the multiclass CL-SUE, i.e., to compare multiclass CL-SUE with multiclass system optimum, or to compare multiclass CL-SUE with multiclass C-Logit stochastic system optimum, under the time-based criterion and the monetary-based criterion, respectively. We further investigate the effects of various parameters which include the degree of path overlapping, the network complexity, degree of traffic congestion, the VOT of user classes, the network familiarity, and the total demand on the inefficiency bounds. Various authors advocate consideration of stakeholder value concerns in organizational decision making. Brenner and Cochran (1990, 1991) propose a stakeholder theory of the firm which contains several propositions and a stakeholder value matrix. In order to begin any stakeholder rnodel validation, an approach is needed to measure stakeholder value and influence weights. We propose a multicriteria decision modeling approach, utilizing the analytic hierarchy process, to estimate stakeholder value matrix weights. In this study, we propose a new approach based on fuzzy TODIM (Portuguese acronym for interactive and multicriteria decision-making) for decision-making problems in uncertain environments. Our method incorporates group utility and individual regret, which are often ignored in traditional multicriteria decision-making (MCDM) methods. To enhance the analysis and application of fuzzy sets in decision-making processes, we introduce novel entropy and distance measures for q-rung picture fuzzy sets. These measures include an entropy measure based on the sine function and (...) a distance measure derived from the Jensen-Shannon divergence. In our methodology, incorporating the sine function into the entropy measure stands out as a distinctive decision, grounded in a profound understanding of the inherent characteristics of fuzzy sets. Utilizing the sine function proves especially advantageous when handling fuzzy sets that exhibit cyclical variations or fluctuations in their membership degrees. We effectively weight the criteria for an improved evaluation by using this new entropy measure. The introduced distance measure finds application in the TODIM approach, allowing the execution of TODIM method steps within a fuzzy environment until the determination of one alternative’s dominance over another—an advancement beyond traditional approaches. We apply our enhanced fuzzy TODIM method to a real-life construction project management problem from the literature and compare the results with those in the literature and obtained from other MCDM methods. Our proposed measures are robust, as demonstrated by the sensitivity analysis that varied the weights of group utility and individual regret, with the results visualized in a 3D sensitivity plot. The findings demonstrate the superiority of our method in providing a more comprehensive evaluation of alternatives, making it a useful tool for decision-makers facing complex and uncertain decision-making problems. This paper introduces a new solution concept for games with incomplete preferences. The concept is based on rationalizability and it is more general than the existing ones based on Nash equilibrium. In rationalizable strategies, we assume that the players choose nondominated strategies given their beliefs of what strategies the other players may choose. Our solution concept can also be used, e.g., in ordinal games where the standard notion of rationalizability cannot be applied. We show that the sets of rationalizable strategies (...) are the maximal mutually nondominated sets. We also show that no new rationalizable strategies appear when the preferences are refined, i.e., when the information gets more precise. Moreover, noncooperative multicriteria games are suitable applications of incomplete preferences. We apply our framework to such games, where the outcomes are evaluated according to several criteria and the payoffs are vector valued. We use the sets of feasible weights to represent the relative importance of the criteria. We demonstrate the applicability of the new solution concept with an ordinal game and a bicriteria Cournot game. (shrink)

Quantitative information is one of the means used to interface science with policy. As a consequence, much effort is invested in producing quantitative information for policy and much criticism is directed toward the use of numbers in policy. In this paper, I analyze five approaches drawn from such criticisms and propose alternative uses of quantitative information for governance: valuation of ecosystem services, social multicriteria evaluation, quantification of uncertainty through the Numeral, Unit, Spread, Assessment, Pedigree approach, Quantitative Story-Telling, and the (...) heuristic use of statistics. The analysis shows the varied ways that numbers are conceptualized and how different conceptualizations matter for the science–policy interface. Alternative conceptualizations of numbers are used to challenge the model of science-speaking truth to power. Uncertainty, complexity, pluralism, malpractice, and values are mobilized to redefine the relations between science and policy. Alternative quantification may produce alternative facts, but reflexive approaches that use numbers to discuss the relevance of equity, positionality, and quality in science for policy may offer a remedy. In recent years, the amount of data in the world is growing rapidly. Data growth also occurs in the government sector. All ministries and institutions at every level are data producers. These government-owned data have a high potential if they can be used properly. Open government data can stimulate innovation and economic growth and enhance business models. In order to increase the willingness of citizens to use open government data and enjoy the benefits mentioned, the quality of open government data (...) needs to be improved. The quality of open government data encompasses a variety of dimensions and criteria. Also, the importance of each dimension and criterion in increasing the quality of open government data is different. Therefore, we are faced with a complex system that requires proper decision-making and management. In fact, we are dealing with decision-making in the complex management system. Given the importance of this issue, the purpose of this study is to provide a new and comprehensive method to improve the quality of open government data and increase the willingness of citizens to use the data by considering the complex network of citizens and organizations. For this purpose, library studies have been used to extract comprehensive and effective dimensions and criteria. The statistical population includes all articles related to the criteria of improving the quality of open government data and increasing the willingness of citizens to use the data. The probabilistic sampling method of simple random samples has been used, and 10 articles in this field have been reviewed. After extracting the criteria as well as the data of 112 governmental organizations and institutions related to each criterion from the open data portal, the complex network of citizens and governmental organizations and institutions has been analyzed in order to identify high-degree centrality organizations. Then, the data characteristics of the organizations that were most desired by the citizens were extracted using data mining techniques including the regression model. Also, field method and multicriteria decision-making technique including the DEMATEL technique have been used to express the solutions and identify the cause-and-effect relationships between the solutions. The criteria extracted in improving the quality of open government data and increasing the willingness of citizens to use the data are included: “data originality,” “license openness,” “up-to-datedness,” “data access,” “metadata completeness,” “number of data sets,” “format openness,” “nondiscrimination,” “understandable,” “number of categories of data sets,” “free,” “lack of missing data,” “data request ability,” “visualization,” “feedback,” and “data subject matter.” Based on the results obtained from the analysis of the complex network and the regression model, the criterion of “society subject” with a coefficient of 72.564 and a positive sign has the greatest impact on increasing the number of citizens' visits to open government data. After that, the criterion of “format openness” with a coefficient of 52.682 and a positive sign has the second rank in increasing the number of visits. Extracting comprehensive and effective criteria in improving the quality of open government data and increasing citizens' willingness to use data, calculating the weight and importance of each criterion by analyzing the complex network of citizens and organizations, as well as providing solutions, can help managers in decision-making and proper management in the complex system of citizens and government organizations. The purpose of this essay is to critically review the design of methods for ethically robust forms of technology appraisal in the regulation of research and innovation in synthetic biology. It will focus, in particular, on the extent to which cost‐benefit analysis offers a basis for informing decisions about which technological pathways to pursue and which to discourage. A further goal is to consider what (if anything) the precautionary principle might offer in enabling better decisions. And this, in turn, raises (...) questions about why mention of precaution can excite accusations of unscientific bias or irrational, “anti‐innovation” extremism. What does the polarized debate tell us about the politics around synthetic biology? In seeking more rigorous, timely, and practical ways to govern these remarkable new technologies, what might we be missing?The sophistication, diversity, and scope of synthetic biology may seem to make it a rather idiosyncratic area for exploring these general issues. It may seem to be a special case, with the bewildering pace of change amplifying the difficulties. But at root, some of the trickiest issues are just specific instances of familiar and long‐standing conundrums in the governance of science and technology. The basic challenge is how to weigh up, for a wide range of potential options, the various pros and cons, as viewed from divergent perspectives, and find a way to justify the best course of action on behalf of society as a whole. This is the central problem addressed by a number of techniques in CBA. On the face of it, synthetic biology seems to present just one more application of these well‐established and self‐confident prescriptive methods.But there do emerge several obstinate, even prohibitive, difficulties for CBA. Although they are well acknowledged by the scholarly literature on and around this topic, they are often sidelined in practice. Yet all are central to the case for applying the concept of precaution to a field like synthetic biology. This essay will briefly explore multicriteria mapping, an appraisal method for exploring contrasting perspectives on emerging technologies, as one practical way to address them. The essay focuses on MCM, not because it presents any sort of panacea for appraisal, but because it is illustrative of the concrete implications of precaution. Setting out even just one among potentially many practical alternative methods at least refutes the last‐ditch argument that CBA is the only operational choice. (shrink)

A structured collection of tools for engineering resilience and a research approach to improve the resilience of a power grid are described in this paper. The collection is organized by a two-dimensional array formed from typologies of power grid components and business processes. These two dimensions provide physical and operational outlooks, respectively, for a power grid. The approach for resilience research is based on building a simulation model of a power grid which utilizes a resilience assessment equation to assess baseline (...) resilience to a hazards’ profile, then iteratively selects a subset of tools from the collection, and introduces these as interventions in the power grid simulation model. Calculating the difference in resilience associated with each subset supports multicriteria decision-making to find the most convenient subset of interventions for a power grid and hazards’ profile. Resilience is an emergent quality of a power grid system, and therefore resilience research and interventions must be system-driven. This study focuses on the application of multicriteria decision-making techniques, specifically the analytic hierarchy process (AHP), to identify corporate socialresponsibility information which both companies and stakeholders consider relevant and material. This work explains how the AHP methodology was applied in the selection of material indicators in corporate social responsibility reporting, the interpretation of these indicators and their relative importance. The results of this study are summarized in 60 indicators distributed in four areas: environment, economy, corporate governance and social. Sports officials, players, and fans are concerned about overseas player rankings for the IPL auction. These rankings are becoming progressively essential to investors when premium leagues are commercialized. The decision-makers of the Indian Premier League choose cricketers based on their own experience in sports and based on performance statistics on several criteria. This paper presents a scientific way to rank the players. Our research examines and contrasts different multicriteria decision-making algorithms for ranking foreign players under various criteria to assess (...) their performance and efficiency. The paper uses three MCDM algorithms, TOPSIS, TODIM, and NR-TOPSIS, for foreign players ranking in the Indian Premier League. Our analysis is limited to the batsmen and bowlers only. We perform the analysis using Python language, a popular high-level programming language. Finally, we perform a sensitivity analysis to determine the stability of each method when the weights of the criterion or the value of a parameter was changed. Our analysis exhibits the superiority of TODIM over TOPSIS and NR-TOPSIS. (shrink)

Cost-benefit analysis is widely acknowledged to be an appropriate tool for providing advice to policy makers on the optimal use and management of natural resources. However, a great deal of research has indicated that the assumptions made in cost-benefit analysis concerning the natural environment diverge from real world observations. In this paper I discuss these observed divergences. To do so, I introduce the concept of Natura economica. Natura economica is the environment as it is understood in economic analysis in general, (...) and cost-benefit analysis in particular, namely as a bundle of commodities with potential market value. I argue that if this understanding of nature and its value is very different from what is generally observed, it reduces the value of the resulting policy recommendations. I then suggest four questions that policy makers should ask when they evaluate their choice of appraisal methods. If the answer is 'yes' to all of them, then cost-benefit analysis can provide valid information. However, if the answer to any of these questions is 'no', other methods, such as multicriteria analysis and participatory processes, should be considered in order to arrive at better-founded policy recommendations. Prioritization of activities is a multicriteria problem that includes both quantitative and qualitative factors. Moreover, due to the nature of organizations and activities, the impact of activities on each other is fuzzy. Prioritizing activities in real and fuzzy situations will help an organization’s decision makers to make the right decisions. In this paper, a new fuzzy hybrid methodology is proposed to describe and prioritize the activities of the organization in fuzzy conditions. First, the activities of the organization are described (...) in a new fuzzy format based on activity model of the C4ISR framework. Furthermore, fuzzy DEMATEL is used to calculate the interdependencies between activities, and then fuzzy ANP is used to calculate the weight of each activity. Finally, by combining the results of the two methods, the priority of activities was calculated. Additionally, an empirical study is presented to illustrate the application of the proposed method. This paper proposes a state-of-the-art methodology for the analysis of stakeholders and their role and performance related to SMEs in the mining industry in the Chilean region of Coquimbo. The relationships between the actors are studied and prioritized according to their support network position. An individual index for each actor based on their influence on solving problems is provided. The social network analysis was used to know the influence of the actors in the sector through the centrality measures. Furthermore, a (...) methodology to measure stakeholders’ influence based on the multicriteria method analytic network process approach is proposed. Both methods are used to identify the main stakeholders, study their relationships, and identify the most influential actors involved in executing strategies to boost the sector performance. The results show that the network remains cohesive thanks to certain actors, while the links between private actors must be strengthened; likewise, some public actors should assume a more proactive role in dealing with the problems of the sector. This work defines various stakeholder roles to overcome the barriers to implementing Education 4.0, which were recently identified in the domain literature. The stakeholder roles are evaluated against these barriers, and such evaluation is structured as a multicriteria sorting problem. To this end, an integrated entropy-based CRITIC-CODAS-SORT under a Fermatean fuzzy environment addresses epistemic uncertainties inherent in decision-making. The FF CRITIC assigns the priority weights of the barriers, while the FF CODAS-SORT determines the high-priority stakeholder roles. A case of (...) an HEI evaluating 57 possible roles of 5 stakeholders is demonstrated here. Findings suggest the lack of collaboration, apprehensive stakeholders, cybersecurity threats, health issues, and cost as crucial barriers to the HEI. The sorting process yields 13 high-priority roles, encompassing those within the influence of the government, university management, human resource function, and educators. Various managerial insights are offered as inputs to the design of initiatives in EDUC4 implementation. (shrink)

The future of salmon aquaculture depends on the adoption of alternative feed resources in order to reduce the need for fish meal and fish oil. This may include resources such as species from lower trophic levels, by-products and by-catch from fisheries and aquaculture, animal by-products, plants, genetically modified (GM) plants, nutritionally enhanced GM plants and products from microorganisms and GM microorganisms. Here, we report on a deliberative assessment of these alternative feed resources, involving 18 participants from different interest groups within (...) Norwegian salmon aquaculture. The participants defined a broad range of appraisal criteria concerning health and welfare issues, economical issues, environmental issues, and knowledge and social issues. A number of uncertainties, in the form of incomplete knowledge, diverging opinions, and context specific factors were identified when the participants evaluated the alternatives. Our findings support the need for more research on the suitability of alternative feed resources for farmed salmon. Additionally, the study underlines the importance of facilitating deliberative assessments in order to map the plurality of perspectives and explore qualitative aspects of uncertainty. Such initiatives improve the information base upon which decisions on future feed resources for farmed salmon are made. (shrink)

Evidence suggests that men are more confident and less risk averse in financial decision making. Researchers did not address how men and women respond differently to goals in financial decision situations, however. In the present study, men set more challenging personal goals and risked more resources than women in a complex financial decision task. Men did not report higher self-efficacy versus women. As expected, gender interacted with assigned goals to predict self-efficacy, risk behavior, and personal goals. Results concur with recent (...) financial decision research that suggests men and women differ in their use of externally-provided information such as assigned goals.
