By a `denoting phrase' I mean a phrase such as any one of the following: a man, some man, any man, every man, all men, the present King of England, the present King of France, the center of mass of the solar system at the first instant of the twentieth century, the revolution of the earth round the sun, the revolution of the sun round the earth. Thus a phrase is denoting solely in virtue of its form. We may distinguish (...) three cases: (1) A phrase may be denoting, and yet not denote anything; e.g., `the present King of France'. (2) A phrase may denote one definite object; e.g., `the present King of England' denotes a certain man. (3) A phrase may denote ambiguously; e.g. `a man' denotes not many men, but an ambiguous man. The interpretation of such phrases is a matter of considerably difficulty; indeed, it is very hard to frame any theory not susceptible of formal refutation. Investigating the possible overlap between depressed and presumably strong Black women, this article maintains that women's experiences of depression are both gendered and raced. A review of clinical and popular literatures examining Black women's experiences of depression as well as findings from an interview study with a nonclinical sample of 44 Black women suggest that the discourse of being strong may normalize a distressinducing level of selflessness and powerlessness among such women. Implications of this study include the need to consider (...) the racially specific ways in which women are placed at risk for and experience depression. (shrink)

Eight previously unpublished papers shed light on his different versions of a substitutional theory of logic, with its elimination of classes and relations, during 1905-06. A recurring issue for him was whether a type hierarchy had to be part of a substitutional theory. In mid-1907 he began writing up the final version of Principia , now using a ramified theory of types, and eleven (...) unpublished drafts from 1907-08 deal with this. This article questions the societal and cultural image of Black women as strong and suggests that this seemingly affirming portrayal is derived from a discourse of enslaved women’s deviance. In highlighting connections between perceived strength and physical size among Black women, the analysis extends current feminist theory by considering the ways in which the weight many strong African American women carry is reflective of the deviant and devalued womanhood that they are expected to embody both within and outside their culture.

In this essay I analyze some conceptual difficulties associated with the demand that global institutions be made more democratically accountable. In the absence of a world state, it may seem inconsistent to insist that global institutions be accountable to all those subject to their decisions while also insisting that the members of these institutions, as representatives of states, simultaneously remain accountable to the citizens of their own countries for the special responsibilities they have towards them. This difficulty seems insurmountable in (...) light of the widespread acceptance of a state-centric conception of human rights, according to which states and only states bear primary responsibility for the protection of their citizens' rights. Against this conception, I argue that in light of the current structures of global governance the monistic ascription of human rights obligations to states is no longer plausible. Under current conditions, states are bound to fail in their ability to protect the human rights of their citizens whenever potential violations either stem from transnational regulations or are perpetrated by non-state actors. In order to show the plausibility of an alternative, pluralist conception of human rights obligations I turn to the current debate among scholars of international law regarding the human rights obligations of non-state actors. I document the various ways in which these obligations could be legally entrenched in global financial institutions such as the WTO, the IMF and the World Bank. These examples indicate feasible methods for strengthening the democratic accountability of these institutions while also respecting the accountability that participating member states owe to their own citizens. I conclude that, once the distinctions between the obligations to respect, protect and fulfill human rights are taken into account, no conceptual difficulty remains in holding states and non-state actors accountable for their respective human rights obligations. In this essay, I analyze the cosmopolitan project for a new international order that Habermas has articulated in recent publications. I argue that his presentation of the project oscillates between two models. The first is a very ambitious model for a future international order geared to fulfill the peace and human rights goals of the UN Charter. The second is a minimalist model, in which the obligation to protect human rights by the international community is circumscribed to the negative duty (...) of preventing wars of aggression and massive human rights violations due to armed conflicts such as ethnic cleansing or genocide. According to this model, any more ambitious goals should be left to a global domestic politics, which would have to come about through negotiated compromises among domesticated major powers at the transnational level. I defend the ambitious model by arguing that there is no basis for drawing a normatively significant distinction between massive human rights violations due to armed conflicts and those due to regulations of the global economic order. I conclude that the cosmopolitan goals of the Habermasian project can only be achieved if the principles of transnational justice recognized by the international community are ambitious enough to cover economic justice. Like the sixteen previous volumes in Routledge’s critical edition of Russell’s shorter writings, however, Collected Papers 21 also includes a (...) number of unpublished manuscripts from the Bertrand Russell Archives at McMaster University. During the First World War, Bertrand Russell was political commentator for The Tribunal , the official weekly publication of the No-Conscription Fellowship, of which Russell was Action Chairman. This volume contains many short papers from that period, which reflect Russell's immediate reponses to developments in the conflict. These documents bear witness to Russell's growing commitment to pacifism, and reveal the development of the patterns of political argument, rhetoric and activism which were to characterise his work throughout his life.

Détente or Destruction, 1955-57 continues publication of Routledge's multi-volume critical edition of Bertrand Russell's shorter writings. Between September 1955 and November 1957 Russell published some sixty-one articles, reviews, statements, contributions to books and letters to editors, over fifty of which are contained in this volume. The texts, several of them hitherto unpublished, reveal the deepening of Russell's commitment to the anti-nuclear struggle, upon which he embarked in the previous volume of Collected Papers ( Man's Peril, 1954-55 ). Continuing with (...) the theme of nuclear peril, this volume contains discussion of nuclear weapons, world peace, prospects for disarmament and British-Soviet friendship against the backdrop of the Cold War. One of the key papers in this volume is Russell's message to the inaugural conference of the Pugwash movement, which Russell was instrumental in launching and which became an influential, independent forum of East-West scientific cooperation and counsel on issues as an internationally agreed nuclear test-ban. In addition to the issues of war and peace, Russell, now in his eighties, continued to take an interest in a wide variety of themes. Russell not only addresses older controversies over nationalism and empire, religious belief and American civil liberties, he also confronts head-on the new and pressing matters of armed intervention in Hungary and Suez, and of the manufacture and testing of the British hydrogen bomb. In his Democracy across borders, Bohman articulates an ambitious political proposal for a future international order. Perhaps its most salient feature is the promise of global democracy without a world government. Global democracy is usually associated with the ideal of a world community unified under a set of global democratic institutions. Fear of the totalitarian consequences that such a concentration of power would generate often leads even the staunchest cosmopolitans to limit their democratic aspirations to the national level and merely (...) hope for the progressive implementation of the rule of law at the global level. In his book, Bohman tries to break with the widespread assumption that an increase in democratization across national borders must be purchased at the price of a concentration of power that dangerously increases the potential for political domination. According to Bohman, this assumption is rooted in a narrow understanding of the democratic ideal - an understanding that needs to be replaced by a more complex one. This volume collects together Russell's philosophical writings during the period from 1947-68. For about half of this period Russell worked steadily at philosophy but after the publication of My Philosophical Development in 1959 he retired from academic philosophy for the second time. After that date, only the occasional philosophical piece appeared, as he was preoccupied with political writings. In this volume there are a handful of papers dated later than 1959, and all of these were certainly written by Russell himself. (...) The Collected Papers 28 signals reinvigoration of Russell the public campaigner. The title of the volume is taken from one of his most famous and eloquent short essays and probably the best known of his many broadcasts for the BBC. Man's Peril, 1954-55 not only captures the essence of Russell's thinking about nuclear weapons and the Cold War in the mid-1950s, its extraordinary impact served to jolt him into political protest once again. The activism of which we glimpse the initial (...) stirrings in this volume continued in various guises more or less without interruption until his death. In the writings assembled in this volume, however, he is looking towards the non-aligned states and world scientific opinion as possible brokers of détente . (The volume includes Russell's famous public statement, the declaration of scientists known as 'The Russell Einstein Manifesto'.) Although Russell was becoming increasingly immersed in work for peace, this was not to the exclusion of all other interests. For example, here we find also him reminiscing about his peace campaigning during the First World War, defending 'History as an Art', and attacking the obscurantism of obscenity legislation and the opponents of birth control.
