This study is an attempt to analyze the factors that have contributed towards the success of the Democratic Party of Albania. It seeks to introduce new dimensions in measuring the success of a political party. The study rejects the elements of ‘office-holding’ and ‘policy – or performance-based’ measures of success, because they are determined by a complex array of economic, political, social and institutional factors. The concept of “party success” is defined in terms of: ‘breadth’ (...) and ‘durability’. At the same time the study aims at ‘emancipating’ the political parties from the past and macro-institutional factors, to which very often are ascribed the reasons for the perceived failure of politics in Albania. The approach used in this study has regarded the political parties as the real political actors that as such should assume the responsibility for the perceived failures. Neither the lack of political culture, nor the communist system, are the main factors to shape the activity and development of political parties in Albania. Both macro-institutional and historical structural approach has limited explanatory power for the success of the Democratic Party. Its success is a direct consequence of the decisions that the political parties themselves, including Democratic Party as one of the key actors, have taken. The research showed that the Democratic Party of Albania has been successful because and when its elite have been able to craft inclusive ideological programs and because of its extensive penetration in the country, which it owes to its structure as a mass party. The party has established patronage linkages with its sympathizers, the rank and file and militants and consequently has ensured their loyalty and maintained an extensive electoral penetration in country. This thesis explores the party system and political parties in the post-communist Albania. The overarching question of the thesis is what kind of party system has developed and what is the structure and organization of the Albanian political parties. The study analyses the period 1991-2013, that is the period between the first and the last general elections. I argue and test that the Albanian party system is stable and that the Albanian political parties are (...) mass clientelist parties with deep territorial penetration. The members of the parties have ceased to paly their traditional roles of the era of mass party and their attachment tot he party is not ideological but aims to ensure material benefits in return for the support provided to the party in elections times. As parties don't have many tools at hand they use their organizational structure to stabilize electorate, which explains the low level of electoral volatility in Albania and as consequence the stability of the party system. The thesis ahs an institutional embedded and a historically structured framework according to which party strategies are shaped by both the institutional context and the historical setting in which parties are created and operate. Following this line of reasoning, the weak societal roots of parties do not allow for party identification or voter alignment; the early access to public funding reduces the incentives of parties to create strong links with the members and society to collect financial resources and; in line with the features of the patrimonial communism which is characterized by clientelism and nepotism, the Albanian political parties develop the same relationships between the higher echelons of the party and the lower strata of the party structure. On the other hand the lack of media access in the early phase of organization and the need to stabilize the electorate, encourage the Albanian political parties to seek a deep territorial penetration which results in the creation of mass clientelist parties. In order to test the hypothesis I have undertaken three steps: a) the analyses of the Effective Number of Parties and Electoral Volatility; b) the internal distribution of power, the role of the membership and the relationship of the organization with society and; c) the identification of financial resources of the political parties. For fifty years, Bolivia’s political party system was a surprisingly robust component of an otherwise fragile democracy, withstanding coups, hyperinflation, guerrilla insurgencies, and economic chaos. Why did it suddenly collapse around 2002? This article offers a theoretical lens combining cleavage theory with Schattschneider’s concept of competitive dimensions for an empirical analysis of the structural and ideological characteristics of Bolivia’s party system from 1952 to 2010. Politics shifted from a conventional left-right axis of competition, unsuited to Bolivian society, (...) to an ethnic/rural–cosmopolitan/urban axis closely aligned with its major social cleavage. That shift fatally undermined elite parties and facilitated the rise of structurally and ideologically distinct organizations, as well as a new indigenous political class, that transformed the country’s politics. Decentralization and political liberalization were the triggers that politicized Bolivia’s latent cleavage, sparking revolution from below. The article suggests a folk theorem of identitarian cleavage and outlines a mechanism linking deep social cleavage to sudden political change. (shrink)

The paper aims to explore the relationships that exist between party structure, party system, patronage, and the appointments of the political elites. It is focused on the extent to which political parties can control the allocation of jobs as well as find out which are the institutions over whom the political parties can exercise power; the extent to which historical legacies influence patronage patterns; the extent to which party patronage is exercised in a ‘majoritarian’ (...) as opposed to a more ‘consensual’ manner across the spectrum of political parties; and the relationship that exist between the structure of the party, the appointment of political elites and patronage. The conclusion is that the party in public office and its allies in the coalition cabinet control the post of ministers and vice-ministers. While these last ones control the posts of their subordinates, it is hard to understand whether they select the employees from the party pool or from their personal networks. The other finding is that the structure of the party creates strong links between patronage and appointment, these last ones done with the scope of having control over government resources and distribution of resources. On the other hand, the research didn’t prove any link between historical legacies and patronage and party system and patronage. (shrink)

Political parties are at the centre of democratic and parliamentary systems. The current classic political parties are expressions of societal cleavages of the nineteenth and twentieth century. After the Second World War, those parties look for new strategies to assure important parts of the electorate. One of the strategies is to integrate the existent cleavages into the party itself. But this kind of integration is not without ideological and organisational consequences. These cleavages manifest themselves within the (...) class='Hi'>party as subgroups and have to respect some overarching loyalties. As far as the internal decision making process is concerned, they have some consequences as well. Rules of pacification have to be respected when the integration of cleavages has to be recognizable and successful. The disadvantage of these rules of pacification is the absence of a formal active involvement of the party on the ground. At the same time, the presence of subgroups can lead to realdemocratic involvement and even discourage oligarchie tendencies. (shrink)

SUMMARY The research focuses on the three main political parties in Albania, namely Socialist Party, Democratic Party and Socialist Movement for Integration. Its objectives are to measure the Intra-Party Democracy(IPD) in the Albanian political parties and to explore the meaning that party members attach to it. The IPD is understood and broken down into categories and sub-categories so that parties in particular and all interested actors in the field of political parties and democracy (...) could understand, which component of IPD parties are performing better and where they are performing worse. IPD is measured against two dimensions: inclusiveness and decentralization. Inclusiveness denotes the extent to which party members have the right to express their opinions and participate in the decision-making process. With decentralization is understood the process which makes possible the decentralization of the decision-making process from the highest national party level to party sub-national levels and party members. In a decentralized party, subnational party units enjoy a certain level of autonomy from the party in the center. The analysis is based on both primary and secondary data. Content analysis of party statutes particularly focuses on measuring IPD, while focus groups with party members and interviews with high-ranking officials of the political parties are used to explore the meaning that party members have on IPD, as well as validate content analysis findings. The main findings are: -/- Content Analysis of Party Statutes: Parties do have rules that govern their internal life, however these rules need to be improved in order to strengthen IPD. Especially problematic were the provisions for the role of the executive committee and party president, which provide these two institutions, especially the leader of the party with powers that don’t hold him/her accountable to the party members and middle level organs. Furthermore, members were not sufficiently involved in the procedures of candidate nominations for MPs, in the election of the national Executive and Executive Committee and in the election of the Party President. The analysis also finds that voting procedures are not sufficiently at place to allow members express their will and participate in the decision-making process and that members are not or little consulted in terms of programmatic issues. The analysis of the relationship between the national and subnational levels of party organization revealed that the center of the party has accumulated power to the detriment of the subnational units which enjoy little autonomy in the decision-making process. -/- Focus Groups and Interviews: The study finds that party members linked system-level democracy with IPD and that they have a very clear understanding if IPD: what it is and how it could be achieved. They linked IPD with the structure and organization of the party, seeing it as an important instrument that allows for decentralization of power and integration of rank and file into the decision-making process. The party members considered the statute as an important educational political tool and invoked it whenever disputes rose or decisions had to be taken. They linked IPD with the electoral system and considered that closed list proportional was a system that strengthened the power in the hands of the few at the party top executive level and weakened IPD. The text offers an examination of socio-political bases, modes of functioning, and of the consequences of political instrumentalisation of popular narratives on Serbian disunity. The first section of the paper deals with what is being expressed and what is being done socially when narratives on Serbian disunity are invoked in everyday discourses. The next section investigates what political actor sty, by publicly replicating them, or by basing their speeches on key words of those narratives. The narratives on (...) Serbian disunity are then related to their historical and social contexts, and to various forms of identity politics with which they share common traits. The nineteenth century wars over political and cultural identity, intensified by the struggle between contesting claims to political authority, further channeled by the development of party politics in Serbia and radicalized by conflicts of interest and ideology together provided the initial reasons for the apparition of modern discourses on Serbian disunity and disaccord. Next, addressed are the uninnally solidifying or misinterpreting really existing social problems, or because of intentionally exploiting popular perceptions of such problems, the constructive potential related to existing social conflicts and splits can be completely wasted. What results is a deep feeling of frustration, and the diminishing of popular trust in the political elites and the political process in general. The contemporary hyperproduction of narratives on disunity and disaccord in Serbia seems to be directly related to the incapacity of the party system, and of the political system in general, to responsibly address, and eventually resolve historical and contemporary clashes of interest and identity-splits. If this vicious circle in which the consequences of social realities are turned into their causes is to be prevented, conflicts of interest must be discursively disassociated from ideological conflicts, as well as from identity-based conflicts, and all of them have to be disentangled from popular narratives on splits and disunity. Most important of all, the practice of political instrumentalisation of popular narratives on disunity and disaccord has to be gradually abandoned. Paznja se prvo usmerava na ono sto se narodskim pricama o srpskom nejedinstvu i neslozi najcesce postize u svakodnevnoj komunikaciji. Narodskim pricama se, pre svega, ukazuje na pretpostavljeno nepromenljivo svojstvo srpskog identiteta. Njima se odredjuje i glavni uzrok poraza ili neuspeha, u kom slucaju one neretko prerastaju u jeremijade nad istorijskom sudbinom Srba. Najzad, nesloga se moze predstaviti i kao posledica jednog, ili citavog niza faktora, od mentaliteta ili kulture Srba, pa do tudjinske zavere. U sledecem segmentu rada, istrazuju se vidovi politickog instrumentalizovanja narodskih prica o neslozi i ne jedinstvu Srba, odnosno njihova upotreba kao ogleda, modela i velova. U prvom slucaju, politicki akter narodsko vidjenje stanja stvari koristi kao izgovor za svoje neuspehe, ili kako bi naglasio razlike izmedju sebe, svojih takmaca i pobornika. Narativi o neslozi omogucuju akteru i da usmerava publiku na zeljeni nacin, bilo da zeli da unese nove podele u grupu, zaostrava sukob vec postojecih frakcija i povezuje se sa nekom od njih, ili a uspostavlja izgubljeno jedinstvo grupe. Obe prethodne mogucnosti akter moze iskoristiti da bi obezbedio retoricki veo kojim ce prikriti svoje prave namere. Analiza se potom pomera ka ispitivanju istorijskih i drustvenih osnova prica o srpskom ne jedinstvu. Ratovi oko politickog identiteta iz sredine i druge polovine devetnaestog veka, pojacani trvenjima izmedju rivalskih pretenzija na politicki autoritet, dodatno usanceni razvojem stranackog sistema, i radikalizovani novim oblicima sukoba izmedju interesa, vrednosti i identiteta na pocetku dvadesetog veka, zajedno su uslovili razvoj narativa o srpskom ne jedinstvu i rascepima. Na takvu osnovu su se potom nadovezivali rascepi izazvani dinastickim, konfesionalnim ili nacionalnim razlikama, svi zajedno zacementirani iskustvima ratova i revolucija. Analiza se najzad pomera ka nenameravanim posledicama narodskih prica o srpskom ne jedinstvu i razlicitih oblika njihove politicke instrumentalizacije. Zbog pogresnog predstavljanja ili objasnjavanja stvarnih problem a, karakteristicnog za narodske price, a pogotovu zbog politicke zloupotrebe narodskih prica o tim problemima, konstruktivni potencijal vezan za drustvene konflikte i njihovu narativizaciju biva ozbiljno ugrozen. Sledi duboki osecaj frustracije i opadanje poverenja u politicke elite i politicki proces uopste. U zakljucku se skrece paznja na cinjenicu da je savremeno umnozavanje narodskih prica o srpskom ne jedinstvu, kao i prakse njihove politicke instrumentalizacije, povezano sa nesposobnoscu srpskog partijskog sistema i politickog sistema uopste da se odgovorno suoci sa, a pogotovu da razresi splet istorijskih i savremenih sukoba interesa i identitetskih rascepa koji su izvoriste narodskih prica. There is widespread concern that the nature of mass politics changed during the late twentieth century, and indeed changed largely for the worse, in most post-industrial societies. The standard arguments are familiar and widely rehearsed. You can hear them echoed everyday, whether in simple or sophisticated versions, in the press, scattered in political speeches, and published in academe. Some arguments are cast in strictly empirical terms, but many popular accounts have strongly normative overtones.The intellectual roots lie in the classics (...) of political sociology from the late 1950s and mid-1960s, captured perhaps just as the era of traditional party campaigns was passing, notably the work of Maurice Duverger on mass-branch political parties and Stein Rokkan and Seymour Martin Lipset on social cleavages and electoral behaviour.The standard view emphasizes the consequences of the significant shift from direct party-oriented linkages between citizens and the state towards indirect media-oriented linkages in representative democracies. In the traditional model of election campaigns that characterized the ‘golden age’ of West European party politics, running from the expansion of the mass franchise in the late nineteenth century until at least the mid-twentieth century, party loyalists characteristically selected parliamentary representatives based on long-standing social cleavages and stable ideological cues.The core cleavages of class, religion, region, and language gave a collective meaning to party support and united people with shared identities and social roots who strived for broadly similar political ideals. As illustrated in Figure 1, in traditional campaigns political leaders communicated with grass-roots party loyalists via elected representatives and core party activists, using direct face-to-face channels of persuasion, organization and mobilization, such as local meetings, party newsletters, candidate pamphlets, doorstep canvassing, and town-hall speeches, supplemented by partisan newspapers.Collective organizations and traditional interest groups such as unions and churches, local cooperatives, community groups, and workers’ clubs, mobilized many citizens at the margins of political power and linked their interests to political parties. Support by party loyalists was regarded as a sign of trust in the ability of elected leaders to translate their programmatic principles into concrete policy actions. (shrink)

How do Islamists get non-Islamists to vote for them? The existing literature suggests that what drives support for Islamist parties are macro-social transformations, Islamic culture, or Islamist party moderation. These approaches do not explain the variation in Islamist electoral performance. Why do Islamists win elections in some but not in other, very similar, contexts? This article identifies the important role of local elite recruitment and organizational cohesiveness in Islamist electoral performance. It applies the subnational comparative method (...) to demonstrate the causal mechanisms linking local party organizations to Islamist electoral success. Empirical evidence is drawn from in-depth studies of the Justice and Development Party’s local branches in three closely-matched pairs of cities in Turkey. The findings bridge the literatures on political Islam and party politics with a new theory of Islamist electoral strategy and performance. (shrink)

With size, voting discipline, and technical resources superior to those of most Brazilian parties, in the last two decades, the support of the Agrarian Caucus has become crucial for the realization of presidents’ legislative agenda. In a country where 87 percent of the population is urban, how have representatives of the agrarian elites become key players in bargaining on nonagrarian issues? This article argues that Brazilian agrarian elites have been so successful because they have devised an electoral strategy that (...) maximizes their leverage in a fragmented party system with ideologically weak right-wing parties. Empirically, I show how agrarian elites in Brazil finance legislative campaigns, mobilize voters, and subsidize the legislative work of politicians from their ranks, independently of their partisan affiliation. Theoretically, I discuss the advantages of a candidate-centered electoral strategy: self-representation and multipartisanship. While self-representation has granted agrarian elites direct access to agenda-setting positions within Congress, having members in many parties has increased the number of agenda-setting positions they can control and guaranteed their presence in the legislative coalition of right- and left-wing presidents alike. Three political parties contested at the inception of Nigeria’s Fourth Republic in 1999, but the number increased to more than 91 as at 2019. This paper raises fundamental questions as to whose interest – public or private (...) interest of promoters and financiers - these parties serve, and whether the increase in the number of political parties has significantly entrenched democratic values in the country? These questions are compelling because of several events in political party operations in the 20 years of the Fourth Republic. These include controversial and vexatious party primaries preceding every major election, often leading to protracted and distractive litigations and rampant political defections. Unregulated use of money has, in particular, restrained ample participation by women and youths, while violence is almost becoming a norm and permanent characteristic of the electoral and political system. The paper draws data from secondary documentary sources for its conceptual and theoretical contents. Primary data are generated from events analyses by the authors as observers at party conventions and other meetings for the selection of candidates for political offices as well as during general elections. This is complimented by content analyses of relevant documents including electoral laws, court and law reports, and reports by special committees such as the Electoral Reform Committee. Nearly a decade ago, I sat in a class entitled, quite simply, “Corporations,” taught by Vijay Prashad at Trinity College. Over the course of the semester, I was amazed at the extent of Prashad’s knowledge, and the complexity and erudition of his style. He has since authored a number of classic books that have gained recognition throughout the world. The Darker (...) Nations , a peoples’ history of the Third World, sent defibrillating shockwaves through an academic world that had almost forgotten the epic scope and historic dignity of the non-aligned movement and post-colonial struggles. In his recent, award-winning work, Arab Spring, Libyan Winter , Prashad delves into his capacious knowledge of the Third World to excavate the discourses and narratives surrounding the upheavals of 2011. “Revolutions have no specific timetable,” states Prashad in the opening line of this exciting and provocative look at contemporary events. Instantly, an atmosphere of suspense emerges. The reader is alerted to the problem of history. Does the making of history then involve a suspension of historical time, or is it a continuous narrative structure into which events must eventually be integrated? Arab Spring, Libyan Winter shows that the answer to the question, “How is history made?” lies just as easily in the asking. The first half of the book works through the events that transpired to bring about the explosive popular uprisings of Arab Spring: Tunisia and Egypt, Yemen and Bahrain. But the events are not put together in a cohesive, chronological fashion. Using an uncommonly gripping style more akin to the folk-story motif of the djeli than to traditionally Orientalist academia, Prashad suspends a given situation, points out its components, and traces back the characters and genealogies that define each link before resuming a narrative. Every moment is an end to itself, and an origin of something different. Thus, the making of history becomes the suspension of its own progress, it’s catastrophic 'stability,' in a process of differentiation through inclusion. Empirically, one might suggest that history is a condition of time, and by extension, of the subject, but history is also an eminent producer of the Subject and her concept of time through memory and narrative. Hence, history is often overdetermined by a dominant narrative of the sovereign. The apparently chaotic composition of Prashad’s historicity is, then, an interstitial morphology of resistance. It illustrates that the time to act for the revolutionary lies in the gaps within the dominant historical realities. It points out the sorties of signifiers constituting nothing in the obliterated ruins of history. Through such illuminations, Arab Spring, Libyan Winter breaks through “the surface of history” to elaborate revolution’s snapping synapses, exploding interruptions and breaches, connecting flows. Messianic Politics It is tempting to think, 'History is either singular, or it is diffuse. It is either one coherent factual narrative, or it is comprised of the aletheia of the multitude.' Yet the reader finds Prashad examining the structure of history on multiple levels. For Prashad, world history is shaped by geographically defined political movements, such as communism or national liberation, with historical agents like the working class for the former and the nationalist militant for the latter. Religion, however, is another matter: “Religion has an unshakable eschatology which a post-utopian secular politics lacks.” Within the telos of religion, there appears on the horizon the image of Benjamin’s thoughts on messianic time—time as “a small fissure in the continuous catastrophe,” a break with history, may contain an ultimate redemption of the human beyond the political power struggle. Succoring the split between geo-political and utopian-religious (messianic) time in the context of Arab Spring, Prashad indicates that the base of “the deep desire and commitment to some form of democracy” is forged by the affinity between eschatological Islamist politics with the People. To think about the Subject of messianic time in the context of the lack of a “coherent timetable” for emancipatory politics, it is perhaps best to return to the modern tradition of Martin Luther King, Jr., whose prefigurative blending of liberation theology and emancipatory politics became most important during his works of 1963, the climactic year of “The Letter from a Birmingham Jail,” the March on Washington, and the bombing of the 16th Street Baptist Church. In “The Letter,” King states the point bluntly: Frankly, I have yet to engage in a direct-action campaign that was “well timed” in view of those who have not suffered unduly from the disease of segregation. For years now I have heard the word “wait!” It rings in the ear of every Negro with piercing familiarity. This “Wait” has almost always meant ‘Never.” We must come to see, with one of our distinguished jurists, that “justice too long delayed is justice denied.” The timing of rebellious action must not be a part of history. It must change history. The kairos appears spontaneous and untimely in its convulsive, shocking presence, yet it is, deeper still, a path, a longue durée , forged through diligent and rigorous praxis. King put a finer point on the path of historic liberation in his declaration in his 1963 speech at Western Michigan University: “[T]ime is neutral.... Somewhere along the way we must see that time will never solve the problem alone but that we must help time. Somewhere we must see that human progress never rolls in on the wheels on inevitability. It comes through the tireless efforts and the persistent work of dedicated individuals who are willing to be co-workers with God. Without this hard work, time itself becomes an ally of the insurgent and primitive forces of irrational emotionalism and social stagnation. We must always help time and realize that the time is always right to do right.” Time, then, exists in “the neutral,” while action must turn to the kairos , not only of taking time, but taking the right time. By turning our relation to time into kairos , we move time from its context within history to a duration between histories—the longue dure?e of Messianic time. The implementation of neutrality in this context suggests a broad space of time to extend through the valley of positive and negative. In Roland Barthes’s lectures from 1978, the neutral takes place in this minimal distance of non-conflict that exists outside of two extremes. It is, in the words of Maurice Blanchot, “the non-general, the non-generic, as well as the non-specific.” For Blanchot, the neutrality of time permeates life as death, impassive and beyond control; such is the neutrality of messianic time, which permeates the charge of history, changing the "I" into the "one." The neutrality of time therefore implicates history in a case against extremism, showing that the work of the radical is not to tend to any particular side, but to have the time to navigate through the terrible terrain of history by altering its course, its patterns and rhythms of movement, connection, sociality. Hence, one does not simply “make history,” one alters the course of history in accordance to “the right time.” The historical path toward emerging power is transmitted as a gesture to the outside of history, against history; a gesture as simple as reaching out. Thus a counterhistory, to use Foucault’s term, is brought forward as the guide of time past a point of no return, a Rubicon, the point where the normal path of history falls to the past. The subject, who must be the only true agent of history, facilitates time through helpfulness, and both the Subject and her history become decentered in relation to one another. Yet history negates the neutrality of time. As Barthes discloses, although the neutral is the “thought and practice of the nonconflictual, it is nevertheless bound to assertion, to conflict, in order to make itself heard.” Engaged with history, time is charged with a destiny, and becomes an opposition. As Prashad insists, “For Arab lands, the events of early 2011 were not the inauguration of a new history, but the continuation of an unfinished struggle that is a hundred years old.” The emergence of the Subject during Arab Spring did not conceive of a new history, but changed the path of history toward a different destiny. “Historical grievances combined with inflationary pressures now met with the subjective sense that victory might be at hand—this was not simply a protest to scream into the wind, but a protest to actually remove autocrats from their positions of authority. The facts of resistance had given way to the expectation of revolutionary change.” The negativity of this charge toward “revolutionary destiny” rendered control, as a positive force, seriously lacking. The lack of control lies in the problem that the Subject is not totally detemporalized or timeless, but untimely in her presence. The Subject is untimely, because her work is visionary, and it is only through such visionary work that the Rubicon can be crossed. Still, the crossing of this border is haunted by anxiety over an impending disaster that lays in wait. It is only through the form of what Benjamin calls divine violence, captivated not with the justice of the means, but the ends—the transformation of history—that a revelation of history’s traumatic foundations can be liberated, and patterns and rhythms of time developed throughout obscured traditions awakened. In this situation, the Subject appears to be outside of right, but setting the state to rights. Because her position is correct, in-so-far as the rebelling subject rebels due to a lack of recognition, her representation appears outside of the norm, which is mistaken as right. Therefore, such visionary work must be carried out through obscured traditions, underground, away from the surveillance of empire. Explaining his method from the start along the lines of Marx’s metaphor of the mole, Prashad insists, “It is the burrowing that is essential, not simply the emergence onto the surface of history.” Arab Spring, Libyan Winter is a book on uncharted networks of time, spread out over the 252 pages like an elaborate spider’s web of passages intertwining with and overwhelming the machinery of the state. Although untimely, Arab Spring was not a flash in the pan, or a Facebook or Twitter revolution. Prashad notes that the government’s suspension of these tools led to further radicalism by furthering communications through face-to-face encounters. In existential terms, Arab Spring might be thought of as a revolution of Being over techne , an uprising of the unchartable, infinite potential of the Other. The name of this Other is found in Chance. The faith of the revolution lies in the proper decentering of the subject, its giving to the Other of time, for only with respect to time does history actually appear on the horizon of the subject, rather than as an imposition. This time of historical agency appears as a moment when anything can happen—a revolutionary truth event where everything comes into question while being realized in its Otherness as a community of the people begins anew in the streets amidst discourse, friendship, reconfigurations of hegemony, and a becoming of a constituent power. Throwing a wrench into the gears of the “cobwebbed tradition” of Orientalism, the decentering of history in Arab Spring, Libyan Winter is a defining quality of its impassioned revolutionary cry. But perhaps the most paradigmatic points of the book emerge from the unexpected voices. To make the connection between the particular manifestations of revolutionary demands to the general historic terms of revolution, Prashad quotes an anonymous young Egyptian in Tahrir Square, who reminds us, “[T]he French Revolution took a very long time so the people could eventually get their rights.” Far from timelessness, the historicization of Arab Spring must exist precisely within the most uncanny appearance of time, as something that does not appear to come from the natural state of time as we know it, but in arriving has completely transformed the way that we understand time. Strange Monsters Revolution is never as simple as a revolt from below against a rusting structure of elites trying to remain in power. As with the French Revolution, Arab Spring consisted of complex familial ties, outside interests, and religious factions fighting alongside, often in awkward juxtaposition to, liberals, working class parties, farmers, and students. It is perhaps because of this historically difficult and incongruous composition that the Arabic word for revolution is thawra , referring to the image of the bull, or thawr , which has religious significance as a pagan deity for the Ancient Semitic tribes and Cartheginians. If Daniel Guérin was correct in saying, “Anarchism and Marxism drink from the same spring,” then it is quite a different oasis that drove the thirsty beast of revolution through what Prashad calls, “the Libyan labyrinth.” Recalling Bataille’s Acéphale, the intestinal labyrinth gains significance as the mode of metabolism and rumination in which, “(the Acephale) has lost himself, loses me with him, and in which I discover myself as him, in other words, as a monster.” Unraveling the discourse of the revolution, the flows of power and hegemony—from Qaddafi’s nationalist coup in 1969 to the wars with Chad from 1978 to 1987, the neoliberal reforms of the 1990s to, finally, the War on Terror—we find that the metabolic process of Libyan Winter ends in the production of oil. In a process of what Prashad calls “involution,” Qaddafi’s bellicose policies, along with his attempts to nationalize Islam together with oil, mutated the source of his power, turning his house against itself. Already a divided nation, with its two major cities on opposite geographic sides of the country, Libya became split between two opposed political powers—liberal reformists and staunch nationalists—as Qaddafi’s political disengagement manifested through what can only be described in psychoanalytic terms as a recursive passage a l’act (mysteriously calling Wikipedia “Kleenex,” declaring that opponents drank hallucinogens with their instant coffee, and so on). Prashad declares, “The mercurial style that Qaddafi adopted was not about his personality alone, but also a leader’s natural response to a system that relied upon power brokers whose own loyalty… did not have any ideological commitment to the system.” As in the case of other nations during Arab Spring, the true expression of revolt was an outward exposition of what had inwardly been happening in microcosmic societies throughout the realm—from indigenous tribes to political parties, for a century, the people, partly motivated by (and in resistance to) economic impositions of development, had been changing the traditional social compositions and participating in what Ruth Wilson Gilmore calls, “the relative autonomy of the movement from the leaders.” It was this empowerment of political reconfigurations taking place under the context of new democratic assemblages that shocked the elites and evoked such a powerful response. Unlike Qaddafi’s awkward policy choices and rants, real acts of power from the West were clear and decisive. Prashad sets the stages of war and diplomacy, far removed from the deserts, mountains, and cities that forged the backdrop of popular politics. Taking place under the now-classic architecture of the “four pillars” of US interests—oil, the War on Terror, Israel, and the circumvention of Iranian hegemony—we find elites rubbing elbows in “Heliopolist cocktail parties and hushed conferences in Kasr al-Ittihadiya” as well as the Concorde-Lafayette hotel in Paris, which provides the setting for a meeting of anti-Qaddafi figures consolidating their power. These scenes are buttressed with the careful portraiture of key historical actors. As Prashad brings the stage of history to life, we find the diplomats and liberals like Frank Wisner, whose career has brought him from Enron in the late 1990s to the Obama Administration, under the aegis of which he was meeting with Mubarak about military support during Arab Spring. We spy the provocateurs, for instance, gauche cavalier , Bernard Henri-Levy, who telephones Sarkozy from Benghazi about the need for more NATO air strikes. We follow the rebel military establishment as it suffers mysterious deaths and even more mysterious assents (like that of apparent CIA cohort, Khalifa Hifter). In each of these intriguing characters, we find different representations of the security state biopolitique: an oil-injected reification that drives Arab Spring from the resentment of rising food prices to the brink of implosion in Libyan Winter. Reminiscent of the scenes of Cold War soirées represented in old Bond films, the aristocratic fight for oil against democracy that was Libyan Winter presents a harsh truth that the new global crisis is simply the continuation of the old history: the global exploitation of capitalism waged against the imagination of the people. As Benjamin laments, “The labyrinth is the right path for the person who always arrives early enough at his destination. This destination is the marketplace.” Yet, “(t)he labyrinth is the habitat of… a humanity (a class) which does not want to know where its destiny is taking it.” Thus, the labyrinth leads, like the desert, only further into itself. As Blanchot explains, “The desert is even less certain than the world; it is never anything but the approach to the desert.” Only the visionary can take time out of the involution toward oblivion. It is here, in this approach to and escape from history, that we find ourselves within Benjamin’s Golgotha, Blanchot’s desert: A space of indeterminate uncertainty where we become familiar only with our own exile. Blanchot writes, “For the moderated and moderate man, the room, the desert, and the world are strictly determined places. For the man of the desert and the labyrinth, devoted to the error of a journey necessarily a little longer than his life, the same space will be truly infinite, even if he knows that it is not, all the more so since he knows it.” The desert, as allegory, provides an eschatology, a mortality in the destiny of Arab Spring. But any allegory of nature might lead to a labyrinthine eschatology (for example, in Bachelard, the forest presents "a limitless world"); the prescience of the untimely is always an uncanny acceptance of the infinite within the finite—the outside of what is understood. Transgenerational and occupied with the image of the future, the untimely makes otherness its home as it proceeds toward liberation. In the work of helping time navigate this dangerous passage of history, Prashad illustrates that the more violent break with history may have occurred in the peaceable struggles of Tahrir Square, and not in the military clashes of Qaddafi with his former Generals who defected to the CIA and NATO countries. It might be possible to suggest, then, that in the case of Tunisia and Egypt, the historical subject of the people was drawn together in a Dionysian dance of different rhythms in the marvelous realm of the ancients, while we fear that the case of Libya suggests an Apollonian future where time, itself, may lay dying under the machinic hand of history. The properly Nietzschean inversion would follow: time is dead, for history has killed it. Yet, if time is dead, struck down in Golgotha, exposed in the desert, mauled by the thawra , it is only in the present sense that it is rendered impossible outside of the context into which the untimely has thrown us. Thus, if history becomes an art of revolution, life as being-towards-death (death as the provocation of the neutrality of time) becomes what Benjamin calls “the allegory of resurrection” through the glorious ruins of history. Prashad ends his work with a rousing finale: “The time of the impossible has presented itself. In Egypt, where the appetite for the possibilities of the future are greatest, the people continue to assert themselves into Tahrir Square and other places, pushing to reinvigorate a Revolution that must not die… For them the slogan is simple: Down with the Present. Within a one-dimensional spatial framework, we deduce that partiesto go negative’, by blaming alleged insufficiencies of the rival concerning commonly shared values, increase with their ideological proximity. We test our hypothesis by considering the long period of no-cabinet alternation that characterized both Italy and Japan. In particular, we focus on the (spatial) incentives of the Italian Communist Party and of the Japanese Socialist Party to emphasize on a particular topic related to negative campaigning, i.e. political corruption issues. The status of the perennial opposition held by both parties, together with the existence of several political corruption scandals during the period considered, makes the Italian and the Japanese political systems particularly apt to test our hypothesis. The article addresses the relationship between party systems and welfare state regimes in Europe. It argues that the European party systems show a systematic variation with respect to the electoral success of communist parties – which is argued to be related to the intensity of past conflicts between the nation-state and the Catholic Church in the mono-confessional countries of Europe's south. The article presents empirical evidence for the manifestation of the pro-clerical/anti-clerical cleavage in the party systems (...) of Southern Europe and sketches the consequences for the political economy of these countries. The article demonstrates the impact of religious cleavages on the shape of social policy in a country. The Southern European variety of the welfare state differs markedly from the Continental and Northern European varieties, with fragmented and particularistic provisions, decentralized occupation-based social security, strong insider-outsider cleavages and a weak state. This testifies to the broad range of meanings the "social" may assume. (shrink)

Modern democracy is impossible without political parties. They are necessary in the process of the construction of the political class and building of relations between politicians and ‘ordinary people’. So, in Poland in the twentieth and the twenty-first centuries the significance of parties is also very important. Their history is older than the history of the reborn Poland. Especially in Galicia, an autonomous province of the Hapsburg empire, we can see the activities of many politicians. A part of (...) them in 1895 declared the birth of the Popular Party which is a constant element of the Polish political scene. The second traditional current is the socialistic movement, which is also always legally active in Poland. These two camps represent, in simplification, the ‘two Polands’—the first more traditional, conservative and provincial, and the second more progressive, ‘European’ and urban. Actually, in the typical consciousness of a Polish citizen, the political representation of the ‘black’ country is the party Law and Justice of Jarosław Kaczyński, and the ‘red’ country admires the Citizen Platform with Donald Tusk as a leader. But probably the idea of a twoparty system, like in the Anglo-Saxon world, is still very distant to reality, because in the European continent, the tradition of pluralism in a policentric version is still very significant. In Poland, even in the period of the ‘real socialism’ this conception of the organization of political life was realized, though naturally in the specific version. There were three legal parties and the Polish United Workers’ Party (the PUWP) was the most important. From 1976, the PUWP in the light of the Constitution had the official hegemony in the Republic. It is possible to compare this situation with the period 1926–39, when, after the coup d’état by Marshal Piłsudski, the Government still won in the election and the official elite wanted to create a stable political force with a perspective of permanent rule. But we must remember that between the wars opposition always was legal. In our times of demoliberalism, this is quite normal (though under the Constitution, unconstitutional parties, for example, communist or fascist, are unacceptable); however, interesting is the fact that when you observe sine ira et studio the evolutional trend of the Polish political system, you easily find the tendency of the ‘stabilization’ of the party system in the way of legal operations. From 1997, the laws concerning political parties have changed the possibilities of the conquest of seats in the Seym. Actually, only the parties having 5 per cent (or 8 per cent in coalition) of votes can gain the representation in the Diet. So it is possible to claim that the little parties today are in a more complicated situation than in the first years after the ‘operation of Round Table’ in 1989. The contemporary system is maybe more stable, but less liberal. There are theoreticians who note the danger of the alienation of the political class in the situation of the renewal of the alienation of the political elite, which de facto is more connected with the state than with the society. Many theoreticians emphasize that in the future the role and the character of political structures will be profoundly different from today. Maybe they are prophets, but we can expect that the Polish political parties or ‘post-parties’ and also political structure as a whole will have many similarities with their actual equivalents, because the mentality of the Polish nation, including the politicians, is more or less enduring. A growing literature looks at how the design of the electoral system shapes the voting behavior of politicians in parliaments. Existing research tends to confirm that in mixed-member systems the politicians elected in the single-member districts are more likely to vote against their parties than the politicians elected on the party lists. However, we find that in South Korea, the members of the Korean National Assembly who were elected on PR lists are more likely to vote against their (...) party leadership than the members elected in single-member districts (SMDs). This counterintuitive behavior stems from the particular structure of candidate selection and politicians' career paths. This suggests that any theory of how electoral systems shape individual parliamentary behavior needs to look beyond the opportunities provided by the electoral rules for voters to reward or punish individual politicians (as opposed to parties), to the structure of candidate selection inside parties and the related career paths of politicians. This study explores the entry of new and small parties into the party system in Albania, focusing on the period from 1990 to 2017. It is a comprehensive exploration of the Albanian political landscape from 1991 to 2017, focusing on the role of electoral systems and how they influence party politics. The study underscores the necessity for strong, stable political parties in a thriving democracy and investigates how the electoral system either facilitates or hinders (...) the representation of small and new parties. It investigates the influence of institutional factors, as well as the challenges and strategies related to political survival that these parties face. The analysis reveals how the two-round majority system typically fosters a two-party system, whereas a proportional system can lead to a more fragmented party landscape, often necessitating coalitions for effective governance. The impact of these dynamics was observed during several key periods in Albanian political history, noting the consequences of changes in the electoral system on the party system. The paper also highlights how major parties often manipulate the electoral system, through practices such as gerrymandering, to their own advantage, leading to potential distortions in representation. Furthermore, it presents the challenges for new and small parties, emphasizing the importance of financial support and media coverage for their survival and competitive performance. (shrink)

In contemporary scholarship on Chinese ideological debates, both pro-system Chinese intellectuals and Western-based academics present China’s future as a binary choice between a “China Model” of authoritarian statism and a “Western” vision of democratic liberalism. This article deconstructs this dichotomy by proposing a new heuristic for conceptualizing ideological cleavage. Informed by interviews with twenty-eight leading Chinese intellectuals, the case is made for a two-dimensional spectrum allowing for ideological co-variation, on one axis, between two contending socioeconomic roads of national revival, capitalism (...) and socialism, and on the other axis between paternalism and fraternalism as conflicting ideals for the political system. This model not only resonates with Chinese intellectual history, but also allows us to uncover two crucial ideological tendencies that disappear with the China Model/western Path dichotomy: (i) the emerging hybrid of Confucian politics and free market economics, and (ii) the tabooed fraternalist-socialist legacy of the 1989 movement. This study examines the utility of these spatial semantics as means of encapsulating major political cleavages in East Asian democracies. The purpose of this article is to systematize and generalize information about the political right-conservative movement in modern Poland. In the course of the study, the potential for support for right-wing parties exists in every society. It can grow due to two groups of factors. The first concerns issues related to the difficult economic situation, the modernization of societies or cultural aspects, which are called demand-related in the literature. The second large group consists of supply factors: factors of possible (...) political success (structure of political opportunities), electoral rules, inter-party competition, the role of the mass media, the structure of political divisions or the role of the winning ideology. Polish right-wing conservatism and nationalism is characterized, both in the past and in the present, by a powerful influence on the social and political life of the Republic of Poland, acting as a fundamental element of the unification of the Polish people. This movement retains its traditional features, which are reflected in the ideology of the Polish ruling party “Law and Justice”, which adheres to a national-conservative orientation with elements of clericalism, maintains close ties with the Catholic Church and organizations close to it. In the period after coming to power (2015), “PiS” slowly but steadily lost its Christian-democratic character and evolved into a conservative political force. This allowed “PiS” to win elections for a long time, and in 2023, it allows it to maintain leading positions in public opinion polls regarding support for political parties. In the field of international relations, supporters of “PiS” operated with judgments that expressed the ideas of nationalism, presenting the Poles as a strong nation that should occupy an important place among other countries. The process of creating right-wing conservative political parties and associations in Poland continues on an ongoing basis. The strengthening of nationalist movements in Poland takes place with the support of the state authorities of the Republic of Poland and is accompanied by a gradual shift of emphasis on controversial historical issues in the direction of nationalist ideology. Despite official Warsaw providing political support to Kyiv in the international arena in connection with the Russian military threat, the authorities of the Republic of Poland have no intention of blocking anti-Ukrainian activities carried out by Polish national-patriotic right-wing movements. This is due to the preparation of the ruling elite for the celebration of the 80th anniversary of the tragic events in Volyn in 2023, as well as the parliamentary election campaign. In the future, the activation of radical right-conservative formations on the territory of the Polish-Lithuanian Commonwealth may lead to protest actions in Poland, the purpose of which will be the dissemination of information unfavorable to our state in the Polish information space, which will have a negative impact on the formation of the foreign policy vector of the Polish-Lithuanian Commonwealth in the Ukrainian direction. Many concerned citizens, including judges, bureaucrats, politicians, activists, journalists, and academics, have been claiming that Indian democracy has been imperilled under the premiership of Narendra Modi, which began in 2014. To examine this claim, the Article sets up an analytic framework for accountability mechanisms liberal democratic constitutions put in place to provide a check on the political executive. The assumption is that only if this framework is dismantled in a systemic manner can we claim that democracy itself is in (...) peril. This framework helps distinguish between actions that one may disagree with ideologically but are nonetheless permitted by an elected government, from actions that strike at the heart of liberal democratic constitutionalism. Liberal democratic constitutions typically adopt three ways of making accountability demands on the political executive: vertically, by demanding electoral accountability to the people; horizontally, by subjecting it to accountability demands of other state institutions like the judiciary and fourth branch institutions; and diagonally, by requiring discursive accountability by the media, the academy, and civil society. This framework assures democracy over time – i.e. it guarantees democratic governance not only to the people today, but to all future peoples of India. Each elected government has the mandate to implement its policies over a wide range of matters. However, seeking to entrench the ruling party’s stranglehold on power in ways that are inimical to the continued operation of democracy cannot be one of them. The Article finds that the first Modi government in power between 2014 and 2019 did indeed seek to undermine each of these three strands of executive accountability. Unlike the assault on democratic norms during India Gandhi’s Emergency in the 1970s, there is little evidence of a direct or full-frontal attack during this period. The Bharatiya Janata Party government’s mode of operation was subtle, indirect, and incremental, but also systemic. Hence, the Article characterizes the phenomenon as “killing a constitution by a thousand cuts.” The incremental assaults on democratic governance were typically justified by a combination of a managerial rhetoric of efficiency and good governance (made plausible by the undeniable imperfection of our institutions) and a divisive rhetoric of hyper-nationalism (which brands political opponents of the party as traitors of the state). Since its resounding victory in the 2019 general elections, the Modi government appears to have moved into consolidation mode. No longer constrained by the demands of coalition partners, early signs suggest that it may abandon the incrementalist approach for a more direct assault on democratic constitutionalism. (shrink)

Cet article étudie les effets de l’absence de prix monétaires sur la coordination des actions individuelles sur le marché politique. Il s’articule autour de deux parties. Il rappelle, dans la première, que le prix monétaire est une condition nécessaire du calcul économique et qu’il est un pré-requis institutionnel de la coordination des anticipations opérée par l’entrepreneur sur le marché. La deuxième partie se cale sur ce résultat. Elle expose, tout d’abord, les conséquences sur la formation des préférences politiques de l’impossibilité (...) pour les électeurs de pratiquer un calcul monétaire et expl ique, ensui te, comment malgré l’absence de prix monétaire, l’entrepreneur politique ajuste l’offre à la demande politique. Nous montrons que la coordination politique se fait autour de l’activité de l’entrepreneur politique, mais que le processus de reconnaissance des préférences politiques passe par la prise de parole et la normalisation idéologique du discours politique et non par le système des prix et la normalisation monétaire des préférences économiques. La coordination politique possède, pour cette raison, une moindre efficacité cognitive que la coordination économique.This paper studies the implications of the lack of monetary prices for the modes of individuals calculus’ coordination on the “political market”. On the economic market, the evaluation of decision costs is based on monetary prices. The entrepreneurs’ decisions are led by the profit expectations they build on the information embodied in market prices. Given that there is no price on the “political market”, how are individuals informed? What are their incentives to act? And how are their actions coordinated? It is argued that 1) the electoral system provides information on the individuals’ preferences between “being candidate” and “being represented”, 2) the individuals are induced to be candidate since the existing political supply does not meet their expectations, and 3) the coordination is achieved through ideology that acts as a signaling mechanism. Every ten years United States congressional districts are drawn, physically constructing political representation based on domicile. Why do we do it this way? Is territorial representation consistent with the broader normative ends of political representation). ;In section one I argue that territorial constituencies were never intended to represent local "communities of interest." Instead, physical proximity between voters was necessary to achieve the normative aims of representative government in a large nation. I begin in 13 th century England, and (...) proceed through the political theory of Hobbes, Locke, Montesquieu, Burke, the Federalists and their critics. I also provide a novel interpretation of Federalist 10. ;In sum, territory was a habit of mind for the founders of the United States, and thus there were no explicit reasons given for using territory. The silence of territory as a definer of electoral constituencies has continued to the present day. I argue that the continued silence about territorial constituencies constitutes a substantial breech of legitimacy. ;In the second section , I argue that "constituency definition" is a normatively rich institution and how constituencies are defined ought not to be determined by interested third parties. I argue that Hanna Pitkin incorrectly conflated "political representation" and "legitimacy." I argue that citizen consent to constituency definition is a central part of legitimating any representative government. Finally, I argue that there are no persuasive normative arguments for territorial constituencies today. Justifying territorial constituencies on the normative claim that "communities of interest" ought to define constituencies for political representation is simply unpersuasive. If one believes such particularity ought to be represented in one branch of the national legislature, then other kinds of particularity---race, ideology, class, et al---simply dominate. ;In section three I argue against "particularity" for electoral constituencies. I conclude with a thought experiment: randomly assign voters into 435 national, electoral constituencies for life. Having established that the concept of "constituency" is itself normatively robust and separable from "electoral systems," I argue that important considerations of "voice," can be introduced through novel means of reform. The aim of this paper is to explore and understand the Albanian Party System. The analysis will cover the period from the collapse of the communist regime in 1991 until 2014. It will try to investigate what forces drive the battle of the parties, what cleavages 'divide' society and consequently the party system as well as which are the parties that count the most. in order to assess this, the paper will focus on the parliamentary parties and will (...) relay on various theoretical concepts of the contemporary literature on political parties. First it will draw on Sartori's concept of 'relevance' in order to understand whether all the parliamentary parties over the course of twenty four years of pluralism are important or not and what weight do they have. Then it will use the Laakso - Taagepera index of the Effective Number of Parties to understand how power is distributed within the parliament. (shrink)

Conventional theories of government formation have assumed that the coalition formation process starts after legislative elections are over and the distribution of parliamentary seats becomes common knowledge. This perspective, however, ignores the important constraints that the formation of electoral coalitions may exert on the formation of the government. This article argues that the electoral system of Hungary provides very strong incentives for political parties to build electoral coalitions, which are also identified as alternative governments before the (...) electorate. The development of ideologies in re-construction and transformation of the Indian subcontinent during and after its division into new nation states in 1947emerged as the fault lines in its structural and organizational imbalances, which is an interesting phenomenon and at times led to the violent and radical political discourses. This ideological transformation became imbalanced, due to the exploitation by opportunists in state and political elements, through consciously planned attitude especially in dogma, religious traditions, ethnicity and political/state governance (...) thereby fulfilling ulterior motives. Resultantly, violence and conflicts emerged in both the fragile states of the Indian subcontinent besides undergoing a series of dictatorship, one party rule, manipulation of elites, and ethnic or national polarization ultimately leading to the weak governmental structure. This research was aimed at ascertaining both at theoretical and practical levels, the causes of intricacies involved in transformation of religious ideology into a fault line besides suppressing ethnic and identity markers of traditional society like Pakistan, exploiting the structural organization of political governments through state/bureaucratic regimes. It was discovered that this transformation became such due to the indulgence of state elements and their practices besides illiberal democratic governments, which were also leading to the violence and militancy where ideology/religion has been used for parochial political interests embodied in desires to hang on to power. To this point we have endeavored to place emphasis on the role played by the church within the Romanian society, as well as the main paths of influence the clerical representatives may exert upon the political life, occasionally voluntarily, yet (...) involuntarily for the most part. What explains the breakout of violence following the repression of moderate Islamist groups in some Muslim countries? Part of the answer can lie in the political organization style of those groups, which can constrain or expand their long-term strategy choices in unpredicted ways. Using examples from Algeria, Egypt, Indonesia, and Turkey, this study suggests that organizing as a political party can initially restrict the means of action otherwise available to a moderate Islamist movement, while the loose framework (...) of a political front reduces its organizational costs and lends remarkable flexibility to attract a wider range of followers. Later, paradoxically, the political party framework can enable limited access of an Islamist group into the political system otherwise completely inaccessible earlier, and help to enhance its power, while political fronts are exposed to attacks from both incumbent regimes and radical Islamists groups alike. In this paper, I do several things. First, I present a definition of ‘corruption’ as ‘abuse of power that builds or maintains the abuser’s power’, arguing that this definition is more generally applicable than other definitions offered in the literature and that it highlights a crucial property of corruption, namely its tendency to metastasise, presenting a more and more serious danger to society. To defend the emphasis I place on this tendency, I then argue that corruption (as commonly understood) frequently (...) produces three mechanisms pushing it to reproduce: self-perpetuation by the corrupt actors to protect themselves, formation of networks between corrupt actors which ensnare new participants, and normalisation of specific kinds of abuse of power in the corrupt actors’ social environments. From here, I turn to political parties, arguing that they present fertile soil for the mechanisms just described. In their stead, I argue for sortition—a system whereby legislators are randomly selected from the population at large. I make the case that each of the three metastatic mechanisms I have described would have much more difficulty taking root in a sortitional-democratic system than in an electoral-democratic one, before concluding by responding to a major potential objection to such a proposal’s feasibility—namely, that sortitional juries would be less competent than elected legislatures—and presenting a sketch of a sortitional-democratic system setting out how it could discharge the government’s executive functions, in addition to the legislative functions already covered. The paper as a whole, in addition to its explicit arguments, may be considered to make an implicit case for non-ideal over ideal theory, in that it attempts to show the importance of that quintessentially non-ideal factor, corruption, to the nature of any political order. : Whilst the recent electoral performance of Parti Islam seMalaysia and Pertubuhan Kebangsaan Melayu Bersatu in Terengganuhas generated much interest, there are lack of studies over the involvementand motivations of the most committed party players; the grassrootsparty activists. PAS and UMNO are strongly supported by committed andextraordinary party members at the grassroots level who devote their time,money, effort, and energy to ensure the party they support wins elections andremains relevant. Unlike other professions, they are working for (...) the party on afull-time basis yet receive no specific income from the party. Their uniquenesshas directed this study to examine the factors which influence them to becomepolitical party activists. This study interviewed thirty-two party activists whowere selected using the purposive sampling technique, and the data was thenthematically analyzed through the content analysis method. Combining theCivic Voluntarism Model and the General Incentives Model into a frameworkto understand factors that motivate informants’ political party activism. Thisstudy discovered five major factors which include the ideology of the party,religious beliefs, defending ethnic supremacy, parental influence, significantpolitical events and educational institutions. This study also academicallydefies the common perception that party activists enjoy material rewards byvirtue of their party activism. (shrink)

Despite major institutional and political changes in the Belgian political system in the last 25 years, the electoral organization has been very stable.The adaptations of the electoral organization have even been less in the province of Brabant, although the politica! developments have caused there additional problems. Brabant's electoral constituencies contain a rather strange mixture of heterogeneous electorates : a constituency, which consists of the bilingual capital Brussels as welt as several Flemish communes, a unilingual Walloon (...) constituency, a unilingual Flemish constituency. The proposed solutions for Brabant's complex situation can be summarized into six alternative systems of electoral organization, concentrating either on the functioning of the system of provincial allotment, or on a radical redrawing of the boundaries of the electoral constituencies.The impact of the six alternatives on the seats distribution among the political parties is rather restricted. The shifts of seats inside the parties are more striking than between the parties. Alternatives IV and VI cause the largest reallocation of seats between the parties, whereas alternatives II, III and V result in only minor changes. (shrink)

Article seeks to explain the resistance to China's agricultural collectivization movement in the relative lack of experience with the Soviet Union, by contrast, the collectivization of agriculture far encountered great social resistance. This analysis of five factors: the impact of land reform; innovative class system; social control system; the party's primary structure; legalization of words. Analysis of these factors in rural China, "climax" is an organization's success: the organizers are dense, united and effective, is scattered by the organizers, subordination (...) and standstill in space, by pointing to the success of the history of mass mobilization experience and symbolic words, both of which link up well. This paper tries to explain the relative lack of resistance during China's agricultural collectivization campaign, in contrast to the Soviet Union experience in which agricultural collectivization encountered much heavier social resistance. Five factors are analysed: the effects of the Land Reform; the innovative class system; the social control system; th basic-level Party apparatus; the legitimizing discourse. Analyses of these factors reveal that the High Tide in rural China was an organizational success: the organizers were dense, cohesive and efficient, the organized were divided, dependent and spatially paralysed, and the two were well connected through historical experiences and symbolic discourse, all of which point to the success of mass mobilization. “The Nature of Belief Systems” sets forth a Hobson's choice between rule by the politically ignorant masses and rule by the ideologically constrained—which is to say, the doctrinaire—elites. On the one hand, lacking comprehensive cognitive structures, such as ideological “belief systems,” with which to understand politics, most people learn distressingly little about it. On the other hand, a spiral of conviction seems to make it difficult for the highly informed few to see any aspects of politics but those that confirm (...) the cognitive structures that organize their political perceptions. This is a troubling situation for any consequentialist democratic political theory, according to which what is crucial is the electorate's (and subsidiary decision makers') ability to make informed policy judgments, not their possession of willful but uninformed political “attitudes.” Any political theorist who does not take democracy to be an end in itself (regardless of its consequences) should be concerned about Converse's findings. In January 1990, the Parti Réformateur Libéral inaugurated a brand new management, called "bicephalism ": instead of the traditional presidentialsystem, one "ticket" with a president and a vice-president was commissioned to ensure the leadership of the party.The bicephalism was only the result of a tricky internal compromise, stemming from the discontent following the return of the party in the opposition and strengthened after the defeat at the European polls.The "two-headed" system wanted to restore the credibility and to reinforce (...) the cohesion of the PRL. In fact, this genuine political "curiosity" mainly revealed the structural and ideological deficiency which made its coming possible. lts ultimate defeat - at the 24 November1991 polls - caused itsfalling down.The bicephalism was bound to an identity problem of the french Belgian liberalism but also some features of the experience refer to a more general crisis of the values carried by the old traditional political movements. Drawing on classic and contemporary scholarship and empirical analysis of elections and public expenditures in 80 countries, the author argues for the existence of primary and secondary laws of politics. Starting with how basic elements of politics-leadership, organization, ideology, resources, and force-coalesce in the formation of states, he proceeds to examine the operations of those laws in democracies and dictatorships. Primary laws constrain the support that incumbents draw from the electorate, limiting their time in office. They operate unimpeded in democracies. (...) Secondary laws describe the general tendency of the state to expand vis-à-vis economy and society. They exert their greatest force in one-party states imbued with a totalitarian ideology. The author establishes the primary laws in a rigorous analysis of 1,100 parliamentary and presidential elections in 80 countries, plus another 1,000 U.S. gubernatorial elections. Evidence for the secondary laws is drawn from public expenditure data series, with findings presented in easily grasped tables and graphs. Having established these laws quantitatively, the author uses Cuba as a case study, adding qualitative analysis and a practical application to propose a constitutional framework for a future Cuban democracy. Written in an engaging, jargon-free style, this enlightening book will be of great interest to students and scholars in political science, especially those specializing in comparative politics, as well as opinion leaders and engaged citizens. One of the main features that has characterized the Albanian political scene during these three decades of democratization, has been the problematic relationship that political parties have had with political ideologies as a linkage mechanism to mobilize their electorate and secure votes in elections. The relationship of Albanian political parties with certain political ideologies can be described as strained and problematic. This has happened because such ideologies have either remained too “tight” to the suit of (...) action or policies that our parties undertook when they were in power, or because political ideologies have not served these parties as an effective instrument, or as a linkage mechanism, to attract votes from the Albanian electorate. In this sense, this paper argues that Albanian political parties have increasingly relied on nonideological instruments and strategies to guarantee what is the main goal of political parties in every country: securing votes in elections. The aim of this paper is to address the causes of the problem of de-ideologization of Albanian political parties, seeing this as a problem that relates to and reflects the social structure of Albanian society during the period of its democratization after the ‘90s. Individual questions of the institutional reforms of the representative-democratic parliamentary system, such as issues of electoral law, party law, and parliamentary law, are frequently discussed. But all these reflections - and this is the principal thesis of this article - must eventually remain without success, if they do not address the preceding basic problem concerning the democratically indispensable conditions of the mental constitution of the active citizen, the „civis“. There, a key role, consciously experienced like a paradox, falls (...) upon the renunciation of the claim to absolute truth of one’s own political convictions with regard to equally „relative-absolute“ claims for validity of others. On this base the psychological presuppositions of a modern pluralistic democracy are discussed, which thereupon are to be institutionalized: e. g. the capacity to compromise, the obligation of state neutrality in religious matters, the renunciation of hate speech, the rejection of „denial of reality“, and of allegedly „finalizing“ ideologies of history. In response to a decline of 'the party on the ground', political parties in Western Europe have increased the opportunities for their members to have a say on the party's policy. In this article, four ways of increased involvement of the rank-and-file in Belgian political parties are analysed : party leadership elections, co-decision as concerns the composition of electoral lists, intra-party referenda and the widening ofthe suffrage on party congresses. As concerns the (...) statutory regulations, the involvement of party members has increasedsignificantly. In practice, however, influence of party members remains limited and the party elite continues to keep most power in their hands. Most party members are aware of the limits of their influence. Moreover, not all members are interested in having a greater say in party affairs. Those that adhere to a party because of ideological or programmatic reasons, participate most. (shrink)

Cet article étudie les effets de l’absence de prix monétaires sur la coordination des actions individuelles sur le marché politique. Il s’articule autour de deux parties. Il rappelle, dans la première, que le prix monétaire est une condition nécessaire du calcul économique et qu’il est un pré-requis institutionnel de la coordination des anticipations opérée par l’entrepreneur sur le marché. La deuxième partie se cale sur ce résultat. Elle expose, tout d’abord, les conséquences sur la formation des préférences politiques de l’impossibilité (...) pour les électeurs de pratiquer un calcul monétaire et expl ique, ensui te, comment malgré l’absence de prix monétaire, l’entrepreneur politique ajuste l’offre à la demande politique. Nous montrons que la coordination politique se fait autour de l’activité de l’entrepreneur politique, mais que le processus de reconnaissance des préférences politiques passe par la prise de parole et la normalisation idéologique du discours politique et non par le système des prix et la normalisation monétaire des préférences économiques. La coordination politique possède, pour cette raison, une moindre efficacité cognitive que la coordination économique.This paper studies the implications of the lack of monetary prices for the modes of individuals calculus’ coordination on the “political market”. On the economic market, the evaluation of decision costs is based on monetary prices. The entrepreneurs’ decisions are led by the profit expectations they build on the information embodied in market prices. Given that there is no price on the “political market”, how are individuals informed? What are their incentives to act? And how are their actions coordinated? It is argued that 1) the electoral system provides information on the individuals’ preferences between “being candidate” and “being represented”, 2) the individuals are induced to be candidate since the existing political supply does not meet their expectations, and 3) the coordination is achieved through ideology that acts as a signaling mechanism. The major changes in the Belgian partysystem occurred within the context of the rise of the welfare state. Most welfare provisions were subcontracted to the different «zuil» organisations, with their political parties functioning as masterorganisation.The contrasts between «catholic» Flanders and «red» Wallonia dominated the political agenda, and led up to the fractionalisation of the party-system. The political positions of the parties remained unchanged : ascendancy of the catholics, challenged by the socialists, with the liberals holding the (...) balance, and communists and «federalist» parties beingback in opposition after a short period of governmental participation.Although party identification has shifted from ideological towards clientelist motives, the party preference of the electorate did not alter. The functions of parties did change : the power of mandatories decreased and parties increasingly control and even formulate public policy.Television has personalized political propaganda, which is, in between elections, professionally made by highly subsidized cultural masterorganisations. The costs of electoral propaganda, nowadays runned by commercial - advertising bureaus, have increased substantially. All this led to the decline of the propaganda by volunteers. (shrink)

The position of the extreme right within the Italian political system has been modified since 1993. A larger political space became available to the rightwing parties when some of the pillars of the "First Republic" governmental coalitions collapsed. The most representative party of this area, the MSI, is experiencing an ideological and organizational change which started by the assumption of the new label "Alleanza Nazionale". In this article we try to explain why the shape and logic of (...) the clientelistic and partitocratie Italian system can be hold responsible for the success of the MSI and to discuss some organizational, ideological and political aspects of its change into the AN. We also analyze the chances of success for the movements of the populist Radical Right, whose strategy is mainly related to the emergence of the immigration cleavage, in a country were the dissatisfaction for the working of democracy is still widespread. The trend to centralization of the Mizrahi narrative has become an integral part of the nationalistic, ethnic, religious, and ideological-political dimensions of the emerging, complex Israeli identity. This trend includes several forms of opposition: strong opposition to "melting pot" policies and their ideological leaders; opposition to the view that ethnicity is a dimension of the tension and schisms that threaten Israeli society; and, direct repulsion of attempts to silence and to dismiss Mizrahim and so marginalize them hegemonically. The Mizrahi (...) Democratic Rainbow [The Keshet], the most prominent proponent and representative of this trend, was established in the 1990s with the intention of being a leading civic and political body in Israeli society. While it was the Mizrahi worldview that led to selection of the organization's name and aims, their vision was to be involved in social struggle on behalf of other groups in Israeli society. Since it was established, The Keshet has aimed to function as an assertive, long-term alternative coalition exerting influence, power, and pressure on the Israeli narrative network. And, indeed, the organization has succeeded in disrupting Israeli discourse, principally, by challenging the ideological foundations of the Zionist meta-narrative. Nearing the end of the first decade of the 21st century and nearly a decade since it was established, The Keshet not only represents the most current wave of Mizrahi discourse, it has changed it to such a great degree that it is impossible to ignore its influence. Further, this alternative narrative may have significant potential to advance the internal Jewish discourse so fundamental at this time given the changing Israeli situation and regional conditions. And, while it is possible to view The Keshet and this new narrative as a continuation of the Mizrahi struggle, as a narrative The Keshet's agenda represents a post-colonial perspective and multi-cultural alternative to Zionism as a social vehicle. Amidst all of this, The Keshet continues to offer concrete proposals to change the Jewish character of the state as well as its internal and external relations. One of the primary goals of this study was to examine the rise of the Mizrahi narrative over the last two decades and the new Mizrahi discourse in Israeli society. More specifically, the study sought to attain an in-depth understanding of the central narrative created and represented by The Keshet. An additional goal was to investigate the influence of The Keshet's activity and the narrative it constructed in regard to other narratives. In particular, the study focused on The Keshet's opposition to the central Zionist narrative that infuses civic, political, and academic frameworks in Israel. Accordingly, the primary research questions investigated in the study sought to determine: What has been the influence of the Mizrahi Democratic Rainbow on the Mizrahi narrative in Israel? And, what are implications of such influence for the central Zionist narrative? Methodologically, the study was based on narrative and comparative analyses of texts from different periods of the older and newer Mizrahi narratives. The corpus included two types of texts: First, academic texts and opinion pieces, both philosophical and programmatic in nature, published in magazines, journals, books, as well as position papers; second, all of the texts published by prominent and influential figures who charted the path of The Keshet or led it organizationally and/or intellectually over the last twenty years (e. g., Yehudah Shenhav, Yossi Yona, Moshe Krief among others). All texts were examined by means of philosophical, historical and critical hermeneutic tools. This analysis revealed different levels of Mizrahi and civic discourse in Israel as well as among The Keshet's founders and leading ideologues. The study was based on a three stage process model, developed for purposes of this study, for investigation and analysis of the new Mizrahi narrative as well as other oppositional narratives, in particular opposition to the hegemonic meta-narrative. The stages are: issuing the challenge, dissolution and, liberation; that is, liberation is the measure of the ultimate success of the struggle for narrative change. Such change is not based on success in the field, but rather on a radical, fundamental reversal of thought, discourse patterns, stylistic structures, as well as forms of questioning - in this case of taken-for-granted racist mechanisms. However, the principal change is in achieving a deep, inner de-legitimization of the signifiers, categories, and reproductions of all manner of mockery that are based on immoral colonialist processes that are reinforced by regimes of fear and intimidation whose self-destruction began upon their very creation. This three stage model charts the course of the oppositional Mizrahi narrative from: accounting for the past (passing judgment on the so-called historic colonialist Zionism) to writing a new (pure Mizrahi) history and creation of a Mizrahi-Arab identity separate from the Ashkenazic, identified as Zionist. Contemporary post-colonialist discourse is integral in these stages. Such a perspective has been transformed by transitions from - binarism to hybridity, Orientalism to Occidentalism, the politics of "liberation" to "constructive" politics, from the history of consciousness to the history of change, as well as from nationalist to post-nationalist questions. Fundamentally, according to this approach, political and other struggles for the emerging narrative of Mizrahi (or Arab) history seek to centralize it in society and weave it amidst the models of multiculturalism. Undertaken in parallel, the central characteristics of all these stages are borrowed from countries in which the need for national reconciliation led to renunciation of apartheid and racist policies and historical judgment of the hegemony supported by racist leaders. In addition, these three moves were undertaken in Keshet and its ideologues by means of substantive symbolic violence directed at the hegemonic Ashkenazic discourse, which included creation of hatred of it, use of stereotypes the opposite of oppressive discourse, and adoption of an arrogant point of view toward it. This stands in stark contrast to the claims of the self-proclaimed new Mizrahi stance of a discourse established on purely ethical grounds that sought to cleanse itself of these very same oppressive elements. The model developed for and demonstrated in this study allows for analysis of oppositional narratives in which the libratory stage evolves into a form of entrapment, as appears to be occurring to the new Mizrahi discourse. This conclusion is based on the observations shared by many Keshet proponents including leading intellectuals who worked on the manifestos that were the subject of criticism from the Zionist camp. The study identified and defined the following six interwoven strata, which for purposes of explication are each discussed in a separate chapter: The first chapter presents a general theoretical discussion of the issue of the narrative and the inter-narrative struggle that has become central and applicable in various ways in the latest generation (e. g., anthropologically, hermeneutically, and philosophically). The analysis surveys different discussions in the inter-narrative struggle and locates them in the contexts, relations, and meanings derived from, representing, and indeed reproducing the narrative of national identity. The second chapter includes a historical survey of the older Mizrahi struggle that existed prior to the ascendance of the new Mizrahi narrative. Initially, Mizrahi discourse focused on expressing the ethnic protest that grew in years to follow. These feelings of discrimination and social distancing of the immigrants from Islamic countries gave birth to expressions of protest, the most prominent of which were Wadi Salib and the Black Panther Movement's various activities. The research literature contains many explanations for the exacerbation of the ethnic problem and creation of a situation that could not be ignored. The consensus academic view reached at the end of the 1970s identified a number of primary factors for this situation: the existence and extensive numbers of different ethnic groups; the relative or absolute segregation of frameworks within which members of these ethnic groups lived and acted; and the significant overlap between socio-economic status and feelings of discrimination retained by members of the Mizrahi group due years of neglect by the Ashkenazic establishment, the strengthening of Mizrahi social, cultural, and political power, as well as the emergence of a Mizrahi elite that identified with Mizrahi problems. The severe consequences of feelings of discrimination were expressed in a long series of events, such as: rioting by residents of the Rehovot Sharayim neighborhood in 1956; events of Wadi Salib in Haifa in 1959; and a chain of activities involving the Black Panthers in the 1970s. Protest was also an aspect of the "tent movement" in the 1970s and 1980s. Political activities were advanced by the Tami Movement that competed in the election for the 10th Knesset in 1981 and the Shas Movement that has continued to garner political power since being found in 1984. The 1980s and 1990s were characterized as the era of radical consciousness of Mizrahi discourse as well as by the rise to power, in consecutive order, of the political parties – Tami, Shas, and the Mizrahim HaHadashim [the New Mizrahi]. The latter party laid the foundations of the new radical Mizrahi discourse from which emerged such cultural activities as: Iton Aher [A Different Newspaper]; Bimat Kivon Aher [Another Direction Forum]; Efir'yon journal; the Halah Organization for Education in Neighborhoods, Development Towns, and Villages; Kedma; the newspaper – Patish [Hammer]; and, eventually the establishment of Keshet. The third chapter presents an examination of the materialization of the inter-narrative struggle in the case of Israel, with a specific focus on The Keshet and the new Mizrahi narrative advanced by it and intellectuals. The Keshet ideology is examined in the context of its grounding in post-colonial thought, especially that of Edward Said; the directions proposed by Ella Shohat and her followers; the central thinkers of the narrative in Israel in the last decade; and the harsh critique leveled at the Ashkenazic-Zionist narrative. The practical steps proposed for implementation within the multicultural model are also examined. Here the effort to reduce the centrality of Zionism while revealing its oppressive mechanisms was undertaken in parallel with use of these mechanisms in order to create a Mizrahi space with broad margins inclusive of alternative forms of Israeli identity in the Middle East and in conjunction with Arabs within and beyond Israel. Mizrahi traditionalism is examined in the fourth chapter in two particular respects. First, the criticism of the new Mizrahi narrative leveled by the renewed view and, second, the implications of the alternative in terms of creating a Mizrahi space that does not oppose Zionism. Rather, in opposing the post-colonialist perspective, this renewed traditionalist perspective criticizes as well as values Zionism. This space seeks to be both Jewish and Mizrahi. It does not detach itself from nationalist Zionism but rather views itself as a continuation of this tradition and, accordingly, is an effort to develop a next stage in its development. For example, an essential dimension of the traditionalist perspective, "commitment," is considered in this stage to be a fertile basis for dialogue with the past and as an anchor for contemporary interpretation of Mizrahi and other Jews' identities in Israel. The fifth and sixth chapters deal with all of the vectors of criticism directed at the new Mizrahi narrative, including its ideological foundations, philosophical stance, as well as intellectual and practical basis in the Israeli sphere in the face of Palestinian nationalism. These vectors of criticism from within and beyond The Keshet deal with issues, such as, the meaning of the movement's activities and the narrative that it offers regarding questions of Israeli identity, Israeli collective memory, and Mizrahi self-perception. At the same time, it must confront the capitalist neo-liberal narrative in a global world and thrive in a context in which it must make itself manifest amidst oppositional narratives. The final chapter presents a comprehensive, critical analysis of the new Mizrahi narrative. It does so by means of a theoretical model that examines it as an oppositional narrative – one that seeks to challenge the hegemonic meta-narrative, to dissolve the boundaries of the narrative discourse, and to propose liberation and redemption that may led to entrapment amidst a changing, a-dichotomous realities (e. g., global economic development in the face of Zionist nationalisms that display ideological strength as well as development of the sense of being an Israeli that maintains its vitality and continuity while being constituted by sectors that challenge being a Mizrahi, such as co-ethnic subjects. The Keshet's influence is dramatic and extends in a number of central directions. Its political activity and non-entry into the domains of the Israeli parliament granted the movement significant power in civic discourse and contributed to changing the persona of the Mizrahi discourse; for example, from political-party struggles over budgets and obtaining shares of the regime to changing the face of Israeli society and the centrality of the Mizrahi narrative. This change included deconstructing the Ashkenazic narrative and constructing comprehensive Ashkenazic-Zionist guilt, as evident in the Ehud Barak's request for collective forgiveness. This was accomplished through the participation of leading members of Keshet who appeared in prominent intellectual forums and engaged in lively discourse - principally in academic, social, and media domains. Such participation gave new meaning to various aspects of Israeli society while establishing different models of multiculturalism. The rise of the new Mizrahi narrative is a significant marker in the inter-narrative struggle as it represents a desire for separate or hybrid identities. And, the deep probing of the narrative constructed by leaders of The Keshet and those who identify with the movement produced a number of clear ways to distinguish it from the old Mizrahi struggle, whose history was portrayed through social protests, in a manner similar to linear vectors marked with wars and elections. The old Mizrahi struggle selected the traditional tactical struggle identified usually with social and political movements that seek to change political, social, and economic reality - from the bottom up. Their primary demand was to change decisions as well as the division of social goods and resources. Hence, this older period of struggle was not aimed at opposing the ideological foundations of the hegemonic narrative nor did it seek to undermine in a radical manner the unique nature of the state of Israel as a revolutionary solution for the problems of the Jews according to the Zionist approach, as a national home for the Jewish people, and recognition of the right to an preferred and meta-definition of Jewish nationalism. In contrast, the top down struggle advanced by the new narrative is part of an ideological movement led by the educated that is assertive and ground in post-colonialist theory. Accordingly, it was critical of the techniques and mechanisms of oppression as well as sought to attack the Zionist ideological foundations and to reveal its racist operations and the regimes that have preserved it so efficiently for many years. The uniqueness of this narrative is the intellectual offensive that continues to be advanced and, in parallel, development of the discourse struggle in Israel concerning the justification for Zionism and the concrete political proposal that Jews reject the taken-for-granted status of it as an ideology. This new narrative recognizes the historic difficulties of subversion as an emancipatory and, principally, moral effort. In addition, the new Mizrahi narrative shares the foundations and narrative of Palestinian victimization. In its radical version, the new Mizrahi narrative seeks to connect to the Palestinian narrative in order to create a new space here. According to this version, this action will take place gradually. The first stage will be characterized by opposition to Western European, Ashkenazic Zionism. The Eurocentric Zionism will surrender in the second stage, to be followed in the last stage by creation of a coalition of Jews and Arabs that will be establish through concrete actualization of the refugee status and victimization that is shared by both Palestinians and Mizrahim (whether as Mizrahim or Jewish-Arab). Not a speculative academic exercise, the goal sought by this narrative is delineate and to achieve a multicultural model in which equality, liberty, and social justice will overcome the nationalism and colonialism of either side; that is it will be neither Zionist nor Jewish. Thus, this approach stresses what is shared (e.g., acceptance of the Arab space and not a rejection of it; the legitimacy of the Arab language and culture). This is part of detachment from and historic judgment of the colonialist Zionist enterprise. This possibility includes moral elements that remove the evil and harm caused by Zionism for many years as well as inner cleansing – primarily among Ashkenazim – of attitudes towards Jews and non-Jews. Though, in this regard, it should be noted that, to date, the new narrative has not made similar claims that Palestinians undergo a similar process. The assumption seems to be that this should be tested, that the coalition proposed is a possibility that will be recognized by the Palestinians, and that they are prepared to undergo a similar, shared moral process that involves negating the state of Israel as a Jewish, Western state, a state of the Jewish people, and not only for those who live within it. These Mizrahi thinkers conducted a significant move through deconstruction and substitution of the Eurocentric narrative with a multi-cultural proposal that is optimistic and even attractively naïve. Today, they acknowledge that they did not take into account Palestinian nationalist violence directed to citizens, the traditionalist alternative, and widespread opposition within the Mizrahi community toward what is perceived to be Mizrahi seclusion. They also did not take into account the harsh criticism rendered by young and educated Mizrahim who claim that they were born into a complex, multi-dimensional, multi-layered identity that includes internalization of the language of the West and rules of the game of this complex identity. And, though they are critical of some of its values, this makes it difficult to mount internal emotional opposition to the West and to the globalization contained within this world. Hence, this more familiar world is preferred over the values of the Mizrahi-Arab alternative, particularly in regard to problems in the domains of democratic citizenship, stance taken toward women, and freedom of speech. Further, educated Mizrachim reject the post-colonialist perspective and are stridently critical of its dichotomization. They claim that such a division is irrelevant in a world in which older ideologies have collapsed and new spheres – such as cyberspace and others – are open to them in which they can present themselves with an Israeli identity that is not categorized as necessarily Mizrahi. The problem of the values of Ukrainian society is one of the most important and debatable problems in modern scientific discourse. This is due to the transition of our state from the traditional model of the state, in which there is authoritarianism, secrecy, to a socially oriented society and a democratic, open state.Accordingly, there is a change in values, which is an integral part of the existence of any society and state. To replace the Soviet system of declaration of surrogatecollective, (...) paternalistic values, which existed for several decades, a new system is formed, which provides a clear orientation of Ukrainians to European values, the significant achievements of the Ukrainian people, the moral recovery of society, increasing values and culture of civil society. Honor and dignity of Ukrainians, which is an indispensable basis for the development of moral culture of society.The purpose and objectives of the article. Based on the achievements of modern science and philosophy, to analyze the essence of the moral culture of the people, the place of human dignity and its importance in moral culture; to characterize and classify the main factors of dignity formation in the moral culture of the people. The research methodology is complex and is based on philosophical-anthropological and philosophical-cultural analysis of the problems of formation of moral culture of the Ukrainian people and its structural element - human dignity. Research results.The most important, synthetic, integral consequence of human development is moral culture. Moral culture is the level of assimilation by an individual or a group of people of existing moral values in society, the degree of their involvement in the moral aspects of activity, a measure of personal moral development. Practical and spiritual factors include, first of all, ethnic stereotypes specific to a certain people (traditions, customs, rituals, typical traits of character and behavior, dominant emotions, folk crafts, entertainment, games), as well as historical memory, established symbols, folk shrines. Historical memory, preserving every page of life, the people’s struggle for social, political and national rights at all stages of its development, serves as a solid foundation on which national self-consciousness is successfully formed.Institutional factors are important for the formation of dignity in the moral culture of the people. These include nation- and state-building activities of public authorities, national elite, political parties, religious and public organizations. If the state creates conditions in society for the assimilation of the historical and cultural experience accumulated by the nation, it contributes to the education of national self-esteem, ie awareness of community members of their belonging to the nation, their duty to the community of like-minded people. Conclusions. Summarizing the results of the study, we can formulate the following conclusions. Human dignity in the moral culture of the Ukrainian people is the result of the interaction of a combination of many factors that determine its structure and content. The process of its formation is quite long, complex and contradictory. This is due to the fact that it is human dignity that provides the spiritual, ideological foundation for the functioning of national communities, contributing to the development of promising guidelines for the development of the nation and the state. The article aims at analyzing the case of Beppe Grillo and his Five Stars Movement in terms of social, cultural and linguistic phenomenon that – initially as a virtual party without a structured organization – seems to conquer both right-wing and left-wing Italian citizens notwithstanding generational and ideological differences. The success of grillini in the parliamentary election of 2018 as a consequence of Matteo Renzi’s constitutional referendum failure, represents a clear sign of the leadership crisis as well as the (...) drifting apart of the ruling class that ignored the problems of ordinary people for several years. The analysis is focused on both form and content: on the one hand, the artistic expression characteristic of Grillo, his gestures, mimicry and direct language plenty of verbal hyperboles, rhetorical figures, swearwords and blasphemous obscenities that build his uncompromising charisma, on the other modern technologies and social media that are used to communicate efficiently with the electorate, create an image of an open-minded politician keeping up with the outer world. All the aforementioned circumstances demonstrate an innovative approach based on political communication that devolves some level of decision-making power to the party supporters being active web users: bloggers and influencers at the same time. The Belgian polyarchy has developed into a «particracy» in which the political parties have a preponderant impact on the political decisionmaking.As in every polyarchy, the political parties fulfill a set of vital functions in the Belgian system. But that does not explain its «particratie» particularity. The particracy arises as a consequence of four factors. The parties are fixed by the «zuilen» into an «internal-imperialistic» role. The power of the parties increased considerably, an increase of which the politization (...) of the instruments for, and the agencies of, policy is one of the most important, together with the capability of making and unmaking issues. The impact and power of the opponents of the parties in the decision-making process have been diminished to a considerable extent. This weakening involves the king, the parliament, theadministration, the electorate, and, ultimately, the cabinet because of the growing impact of the parties on policy design and policy output as well as on the appointment of ministers. Finally, the choice of the consociational pattern of politics of accomodation by the elite indicates the instrumental function of particracy in Belgian politics. (shrink)

This paper examines the legal conception of political parties. It does so by unearthing the history and ontology of the common law relating to political parties in international perspective. The flexibility of the unincorporated association, in which parties are understood through the private law of contract as networks of internal rules or agreements, rather than as legal entities, has proven to be a mask. In the common laws imagination, the ideal party is a ground-up organization animated by (...) its membership. But the law mandates no such thing, and in its statutory and constitutional conception intra-party democracy may be sublimated as parties need be no more than an electoral persona or brand. (shrink)

This paper considers the electoral engineering within the framework of systemic-cybernetic and synergetic scientific approaches. As a result of the study, it is concluded that the basis for consideration of the electoral engineering is the systemic-cybernetic approach, since the electoral sphere in its essence is a computational mechanism that, according to certain mathematical algorithms (electoral formula), translates the votes of electors (input data) into representative mandates (output data). Main components of the electoral engineering (the subject, (...) the object and the process of the electoral engineering) can be fully considered within the framework of the systemic-cybernetic approach as a cybernetic system with the controlling and controlled components, where the management and feedback processes are running. The controlling component here is the subject of the electoral engineering (planning and carrying out of the electoral engineering activities), whereas the controlled component is the object of the electoral engineering (parameters of the electoral system and organization of the electoral process); management is the process of the electoral engineering itself. However, the electoral sphere is a constituent part of the political system, and it is possible to apply both the systemic-cybernetic approach and synergetic approach to its study. Therefore, application of the synergetic approach to the electoral engineering is possible only in an indirect way, i.e. through consideration of the political system in the context of synergetics (the electoral engineering in this case is considered as an activity within the political system). The bases for applying the synergetic approach to the electoral engineering carried out in practice are the following: 1) objectivist basis – the electoral engineering is carried out within the framework of a political system being a part of the social reality, and therefore cannot be fully modeled and predicted with the use of the systemic-cybernetic approach; 2) subjectivist basis – subjects engaged in the electoral engineering activities are political actors pursuing their own subjective goals and interests.
