‘Text’ has been a frequent notion in analytical conceptualizations of landscape and the city. It is mostly found in analyses of textual representations or suggestions concerning a metaphor of “reading” an (urban) landscape. In the Tartu-Moscow School of Semiotics the idea of the text of St. Petersburg has also been applied in analysing particular cities as organizing topics in literature and in culture more widely, but it has not happened to an equal degree in studies of actual urban spaces. The (...) understanding of text as a semiotic system and mechanism is, however, more promising than revealed by these conceptions. Some potential can be made apparent by relating this textual paradigm to a more pragmatic understanding of the city and its planning. My project in this paper is to uncover an analytical framework focusing on the concepts of ‘text’, ‘textualization’ and ‘texting’ in studying the planning of urban environment. The paper observes the case of the urban planning process of the Tartu city centre in Estonia during 2010–2016, and is particularly concerned with the roles that urban nature has acquired in the process of this “textualization” of the local environment, societal ideals, practices and possible others. A pandemic may cause a sudden imbalance between available medical resources and medical needs where fundamental care to a patient cannot be delivered. Inability to fulfil a professional commitment to deliver care as needed can lead to distress among caregivers and patients. This distress is sometimes alleviated through mechanisms that hide the facts that care is rationed and not all medical needs are met. We have identified three mechanisms that jeopardise accountable and optimal allocation of resources: hidden value judgements that (...) allow rationing under the disguise of triage or prioritisation, disguised conflict of interest between societal and individual patient’s needs and concealed biases in the application of medical tools. Under these three pitfalls decisions of resource allocation and who gets treated are handled as medical decisions: normative decisions are concealed and perceived as falling with the realm of medical judgement. Value judgements and moral agency are hidden to offer a ‘false sense of medical judgement’, while in fact there are several ethical judgements and biases at stake. The three pitfalls entail hidden normative deliberation and are inappropriate for sustainable healthcare delivery and resource allocation. We believe it is necessary to maintain transparency in decision making under conditions of insufficient resources to maintain trust in professional care givers and secure fair treatment allocation. Recognition of the pitfalls, by applying our recommendations, may help to ensure transparent and accountable distribution of care and contribute to public acceptance of the ethics behind rationing. Affective aspects of a stimulus can be processed rapidly and before cognitive attribution, acting much earlier for verbal stimuli than previously considered. Aimed for specific mechanisms, event-related brain potentials (ERPs), expressed in facial expressions or word meaning and evoked by six basic emotions – anger, disgust, fear, happy, sad, and surprise – relative to emotionally neutral stimuli were analysed in a sample of 116 participants. Brain responses in the occipital and left temporal regions elicited by the sadness in facial expressions (...) or words were indistinguishable from responses evoked by neutral faces or words. Confirming previous findings, facial fear elicited an early and strong posterior negativity. Instead of expected parietal positivity, both the happy faces and words produced significantly more negative responses compared to neutral. Surprise in facial expressions and words elicited a strong early response in the left temporal cortex, which could be a signature of appraisal. The results of this study are consistent with the view that both types of affective stimuli, facial emotions and word meaning, set off rapid processing and responses occur very early in the processing stage.
