The paper discusses the Chinese policy environment as regards the experiences of foreign firms in China. In particular, the study focuses on the changes in China’s policies toward foreign-invested firms and the companies’ perceptions of protectionism of the Chinese regulatory environment. Theoretically, the paper reflects approaches in international political economy and business studies on the bargaining relations between host states and firms, and institutional perspective on business strategy that focuses on the dynamic interaction between organizations and their institutional environment. Hence, (...) the approach takes into account the formal and informal institutional constraints that firms face in a particular institutional framework. Drawing from international survey data, as well as interviews with China-based Finnish firms, the paper analyzes the different types of formal and informal protectionism that foreign companies face in China. It is found that foreign firms perceive the Chinese policy measures as increasingly protective, strict toward foreigners, and favoring of local companies. This is based on China’s strategy to remove the earlier preferences for inward foreign direct investment and to support, instead, the growth of indigenous companies. At the same time, the Chinese market presents such a potential that attracts foreign firms to increasingly invest in the country. China has a strong position in competing for investments: its aspiration for higher technology, together with its labor resources, gives China an unique advantage in bargaining with foreign firms over investments. L’atlas linguistique finnois de Lauri Kettunen (1940), accessible en ligne, a été initialement conçu par son auteur en fonction de variables de phonologie diachronique. Cependant, en raison de l’intrication de la phonologie dans la morphologie flexionnelle nominale et verbale du finnois, ces données se prêtent aisément à une lecture en termes de taxinomie morphologique. Le finnois apparaît alors comme bien moins « agglutinant » sur le plan typologique, et bien plus inférentiel, ou de type fusionnel. Nous appliquons le modèle (...) PFM (Paradigm Function Morphology) dans cette perspective, en proposant une modélisation diasystémique des classes flexionnelles du finnois. L’approche diachronique de Kettunen, fondée sur des étymons et des schèmes concaténatifs « agglutinants » invite par ailleurs à remonter plus haut dans l’histoire de la langue. On voit alors, comme d’un système somme toute simple de bipartition entre radicaux thématiques et athématiques, de disyllabes et d’imparisyllabiques, le diasystème finnois a évolué vers une complexification croissante, tout en préservant les structures fondamentales héritées. During a brief encounter with a Livonian sailor on the Copehagen waterfront, Vilhelm Thomsen noticed in his speech a prosodic feature, found in no other Balto-Finnic language, which he instantly identified with the stød of his own native Danish.1 In the few hours that he was able to spend with the seaman, Thomsen accurately identified the essentials of the Livonian stød’s distribution, noting that it occurs in heavy syllables that end in what he called a “sonant coefficient” and that it (...) interacts with quantitative gradation in morphological paradigms. His observations, which appeared as a last-minute addendum to his famous Ber¨oringer (Thomsen 1890:58-63), were con- firmed and extended through extensive work on Livonian by Finnish linguists in the interwar decades. They produced a magnificent Livonian dictionary, from which most of the data in my paper is drawn (Kettunen 1938), a series of instrumental phonetic studies (Kettunen 1925, Posti 1936, Posti 1937, Penttil¨a & Posti 1941), and two historical grammars (Posti 1942, Kettunen 1947). Vihman (1971) and Suhonen (1982) contributed additional observations on the phonetics of stød. Wiik (1989) summarizes all this previous research, and discusses the stød’s phonological interpretation and origin. Unfortunately all further inquiry into Livonian prosody will have to make do with the existing data because the language is now on the brink of extinction. (shrink)
