Read together, the articles engage and sometimes trouble the temporal and spatial distinctions drawn between decolonial and postcolonial approaches. Kiran Asher explores overlaps between decolonial and postcolonial thought by comparing the ideas of Gayatri Chakravorty Spivak and Silvia (...) Rivera Cusicanqui on representation. Aimee Carrillo Rowe also stages a dialogue between these approaches when interrogating her family ’s Chican@ settler history. Tiara R. Na’puti and Judy Rohrer offer an account of how recent scholarship from Hawai‘i and Guåhan (Guam) has elaborated Indigenous epistemologies in settler contexts. Two articles excavate colonialism’s relationship to science: Jennifer Hamilton, Banu Subramaniam, and Angela Willey explore how two instances of population genetic research illustrate the racialized knowledge systems that undergirded colonialism, while Sandra Harding points out how the colonization of Latin America contributed to the edifice of Western science. In a related vein, Breny Mendoza centers the material role of Abya Yala (the preferred term for Latin America) in not just Spanish colonialism but British colonial expansionism and eventually the eclipsing of China. Patricia A. Schechter reflects on her trajectory as a scholar and teacher of US women’s history and the insights she has gained through 504Preface engaging decolonial scholarship. Amy Piedalue and Susmita Rishi argue for a more expansive understanding of postcolonial feminism’s reach as they review recently published titles in the field. Although Anna Tsing and Paulla Ebron’s review of feminist scholarship about the Anthropocene does not directly mention postcolonial or decolonial approaches, it nonetheless engages relevant scholarship on the environmental impact of settler modernization and capitalism. An art essay by Hyunji Kwon introduces the largely unrecognized paintings of former comfort woman Duk-kyung Kang (1929–1997) and focuses on the potential of Kang’s work to challenge Japanese colonial hierarchies. Our featured poets in this issue are Emily Zhang, Megan Kaminski, and Raina J. León. Both postcolonial and decolonial scholars have been committed to critiquing the material and epistemic legacies of colonialism. The distinctions that are frequently drawn between the two approaches, however, have been a source of disquiet to the editors of Feminist Studies, and they prompted our journal’s call for papers in 2016. A common temporal marking that concerned us was the eclipsing of postcolonialism, which was increasingly becoming viewed as passé, and a setting up of decolonial feminism as always already better in time. Decolonial approaches sometimes depicted postcolonial feminism as being only about the past, despite postcolonial feminism’s stated commitment to studying the continuing impact of colonial processes and its complex use of the prefix “post.” Our concern was, as well, with misrepresentations of postcolonial feminist priorities. The depiction of postcolonial feminism as deconstructive, abstract, elite theory confined to the ambit of modern colonial knowledge systems overlooked the important quandaries that postcolonial feminism raised about how to represent marginalized people ethically and, indeed, how to understand the very desire to represent the marginalized—whether or not we claim belonging to them. Postcolonial feminists warned against an easy embrace of alterity, noting that the desire for positioning oneself outside colonialism could naively ignore the power of colonial discourses to frame colonialism’s Other. Another set of hopes for this special issue was to dwell on the spatial markings of decolonial and postcolonial feminisms: decolonial feminism is often associated with Indigenous scholars and those from the Americas, and postcolonial feminism with scholars from South Asia, Africa, and the Middle East. These regional emphases, although not always as tidy as sometimes depicted, have produced distinct intellectual Preface 505 priorities. We must heed decolonial feminism’s insistence on engaging with the genocidal history of settler colonialism, the current manifestations of the violent dispossession of land, and its constitution of gendered racial capitalism the world over. Yet, if postcolonial feminism is circumscribed geographically to only South Asia, Africa, and the Middle East, we risk ignoring its powerful transcontinental mapping of imperial gender formations and its scrupulous attention to the ethics of representing... In lieu of an abstract, here is a brief excerpt of the content:preface The essays in this special issue on Indigenous Feminisms in Settler Contexts engage feminist politics from multiple Indigenous geographies, histories, and standpoints. What emerges is a panoramic view of Indigenous feminist scholarship’s conceptual, linguistic, and artistic activism at this moment in time. We learn of praxis aimed at reclaiming Indigenous languages and ecological perspectives and the varied modes of resistance, survivance, and persistence. We also unpack the complex (...) racial/gender politics of colonial encounters in contexts where white women cared intimately for Indigenous children, or where they helped to recover Indigenous oral traditions, and we note how modes of help can also reproduce imperial power relations. Some essays, art works, and poems extend the geographic ambit of critiques of settler colonialism beyond American contexts: they deploy feminist rubrics to critique the continuing violent settlement of Palestine and Kashmir to demonstrate that the occupation of “marginal” places is constitutive of state-​ society relations; others describe how Australian Aboriginal and Sámi artists engage the question of Indigenous visibility. In different ways, they each show how staying in place, against all odds, can be radical. Our first two articles examine the politics of praxis. Michelle M. Jacob, Virginia R. Beavert, Regan Anderson, Leilani Sabzalian, and Joana Jansen analyze Indigenous feminist praxis surrounding Ichishkíin Indigenous language education. The “artivism” of Sámi artists Maxida 284Preface and Timimie Märak, which expresses concern for land and water rights, gender and sexuality, and Indigenous rights in Northern Europe takes center stage in Kyle Bladow’s essay. The next three articles interrogate historical records shaping Indigenous lives in northern Canada, southwest Pacific, and southwestern United States and Mexico. Val Marie Johnson examines how white women staff members’ intimate care relations at residential schools for Inuvialuit, Inuinnait, and Iñupiat peoples in Canada were bound up with the latter’s dispossession. Carolyn J. Eichner recounts the encounter between the Indigenous Kanak people and Louise Michel, a feminist and participant in the revolutionary Paris Commune of 1871 who was banished to New Caledonia for seven years; Eichner argues that although Michel was staunchly anti-imperialist, her liberatory political project bore the temporal logics of colonization. Drawing on examples of Nahua reconfigurations of Christian scripture, Kenna Neitch proposes the language of “persistence” as a heuristic for avoiding the reactive, relational connotations that can pervade scholarly usages of “resistance” rhetoric. Next, our review essay by Jennifer McLerran describes recent Indigenous feminist scholarship that recasts the concept of sovereignty. Our News and Views piece focuses on modalities of occupation in the context of Kashmir: Nosheen Ali, Mona Bhan, Sahana Ghosh, Hafsa Kanjwal, Zunaira Komal, Deepti Misri, Shruti Mukherjee, Nishant Upadhyay, Saiba Varma, and Ather Zia argue that occupation is foundational to the making and reproduction of nationstates, and not exceptional to state power. The varied forms of resistance to occupation are examined by Sara Ihmoud in her article about how a group of Palestinian women, the Murabitat al-Haram, agitate for religious freedom simply by “staying in place.” Rabab Abdulhadi comments on shifts in contemporary settler colonial discourse in Israel, noting the increasingly overt and unapologetic deployment of highly sexualized and gendered images. Marina Tyquiengco examines the art of Australian Aboriginal artist Fiona Foley, specifically her Black Velvet series. Art and myth are also fused in Shantell Powell’s textual and visual rendering of Inuit memory. This issue features a range of poetry on topics such as language loss, human-land relationships, and sexual violence, written by Katherine Agyemaa Agard, Kei Kaimana, and Kai Minosh Pyle, and curated by our creative writing editor, Alexis Pauline Gumbs. In “Átaw Iwá Ichishkíin Sínwit: The Importance of Ichishkíin Language in Advancing Indigenous Feminist Education,” Michelle M. Jacob, Preface 285 Virginia R. Beavert, Regan Anderson, Leilani Sabzalian, and Joana Jansen examine Indigenous feminist praxis surrounding Ichishkíin-language education. They critique how Western education systems inflict pernicious forms of violence within Native communities, engaging in practices of linguistic genocide and alienating Indigenous peoples from their homelands. In response, Native peoples, along with non-Native allies, are engaging in educational and political activism to reclaim and revitalize Indigenous languages and ecological perspectives. Priti Ramamurthy AlterNotes on the Politics of Women’s Studies Graduate Certificates Jennifer Nash’s “Feminist Credentials: Notes on the Politics of Women ’s Studies Graduate Certificates,” published in this same issue of Feminist Studies, provokes a crucial, if difficult, conversation about graduate certificates in women’s studies.1 Nash asks us to question the value of graduate certificates in (...) two registers: first, if the certificate is valuable to those doing PhDs in the disciplines—as professional certification in feminist theory and interdisciplinarity—is women’s studies reproducing its own discounting by continuing to privilege disciplinary formations? And, second, in the highly constrained job market for academic jobs in women’s studies, do those with graduate certificates in women’s studies and PhDs in the disciplines compete with women’s studies PhDs, thereby undercutting the latter’s distinction and chances of getting academic jobs in the very field in which they have been trained? Nash makes it clear that she is not suggesting the graduate certificate be eliminated, nor that only women’s studies PhDs be hired for women’s studies jobs, but rather that this predicament is an effect of the corporatization of the university. To elaborate on the nuance in Nash’s argument and not reproduce the logic of supply and demand that the neoliberal university is producing, I’d like to raise other aporias in the relationship between graduate certificates and PhD education and point to alternate possibilities. 1. In keeping with Nash’s essay, I am using the term “women’s studies” throughout this alternote as well. Priti Ramamurthy 299 The fiscal realities in favor of the graduate certificate in women’s studies highlighted by Nash are all too real. An additional reality is that graduate certificate students subtend women’s studies PhD programs in vital ways. In terms of course offerings, graduate students in certificate programs take a mix of core and elective classes. Given the very small size of most incoming women’s studies PhD student cohorts, without graduate certificate students in women’s studies, departments would be hard pressed to justify offering core and elective courses. For women’s studies faculty, the opportunity to teach not just core but elective courses that draw on their areas or sub-fields of expertise is enabled by graduate certificate students taking their courses. For women’s studies PhD students, this provides a larger range of elective courses to choose from. Many graduate certificate students shape their doctoral projects deeply with the knowledges they get from the certificate courses. Beyond the courses they are required to take, graduate certificate students often continue to work with women’s studies faculty and invite them to serve on their PhD committees. On the one hand, we may posit, as Nash does, that women’s studies faculty thereby service students in other disciplines, but on the other hand, the feminist knowledge produced in the process is exciting and valuable for not just their disciplines but for women’s studies. Departments such as history, geography, and anthropology may have a large cohort of feminist scholars, but graduate certificate students still seek out feminist scholars in women’s studies for their sub-discipline or area studies, and for methodological and/ or theoretical expertise. Unfortunately, many disciplinary and interdisciplinary departments still lack feminist scholars, and in these departments graduate certificate students make important feminist interventions through their doctoral research. To take a recent example, Karin Eriksson, a doctoral student in Scandinavian studies at the University of Washington, was transformed by her GWSS graduate certificate coursework in women of color, indigenous, postcolonial, and decolonial feminisms, queer studies, and feminist epistemologies. She is questioning why her department does not offer a single course on settler colonialism and Sámi ontologies, epistemologies, and axiologies. Her doctoral work, in close collaboration with Sámi indigenous and feminist activists and communities in Sweden, will address questions of settler colonialism. Not only does Scandinavian studies get transformed in the process, but so does women’s studies, especially our own doctoral program and 300 Priti Ramamurthy the students in it who had not engaged with the unique feminist issues raised... Since the early twentieth century, various strands of “anticolonial” scholarship have been and are concerned with how colonial encounters and practices constitute differences. In recent years, this scholarship maps the uneven implications of “coloniality” for subjects and bodies marked as different, for example, “feminine,” “raced,” “queer,” or trans. Along with feminism, anticolonial scholarship's analytical goals—to link the body with body politics—are closely tied to its political ones: to correct the wrongs of colonial encounters and practices. In lieu of an abstract, here is a brief excerpt of the content:preface This issue of Feminist Studies explores the ways institutions—legal, governmental, medical, educational, and household—participate in the gendering of bodies and are themselves gendered. At any given historical moment, dominant and resistant meanings of “women,” “gender,” and “sexuality” are socially and politically constituted in institutions through cultural struggles. The authors in this issue discuss how birth control, assisted reproduction, transsexual transition, hegemonic masculinity, abortion, and domestic violence are each (...) articulated and contested in imperial law and economic discourses (Sreenivas), in medical procedures (Whitehead et al. and DasGupta), in university research regulations (Barnes and Munsch), and in the official practices of presidents (Mattingly ). Our authors elucidate how such institutions are gendered, not just in terms of staffing by males, females, and nongender conforming people, but also in the ways they constitute gender relations in their everyday operations. The articles point to the continuing need for institutional histories and ethnographies that are feminist in conception and design. They also provide openings into more progressive gender and sexuality politics by underscoring the contradictions within all institutions. Mytheli Sreenivas’s “Birth Control in the Shadow of Empire: The Trials of Annie Besant, 1877–1878” visits the contradictory history of institutions of reproduction control. She traces Besant’s contraception advocacy in the 1870s, reminding us of its intimate and unsavory entanglements with the politics of empire. Annie Besant is a complicated figure. South Asianists familiar with her later campaign against British colonialism in India might well be surprised by this earlier incarnation, but Sreenivas demonstrates how and why the early Besant held contradictory positions. As an individual, Besant questioned gender norms and challenged the inequality of women in marriage and divorce. She recognized sexual desire as “natural” (albeit only properly expressed via heterosexual marriage). Yet a signature feature of her political writing 504Preface was an embrace of neo-Malthusianism. Over the course of her activist life, Besant redirected her attention from poverty and women’s health in Britain to contraception as the solution to starvation and overpopulation in India. She did so in “a broader context in which a defense of empire and class-race hierarchy enjoyed far greater legitimacy than a critique of gender and sexual norms.” The repercussions of her actions were global: “Besant’s efforts rendered contraception into a sexual technology that claimed to address the economies of impoverishment in an emerging imperial world. Birth control thus emerged as both an imperial responsibility and as a demonstration of British humanitarianism in support of starving colonized populations.” Sreenivas explicates what the Besant trials reveal about the multiple histories of reproduction control and the conditions under which birth control continues to be both a technology for large-scale population control and “a vehicle for women’s reproductive freedom and gender justice.” Institutions are saturated with power, but they are also arenas where political struggles between different social groups are staged. This is especially evident in White House politics in the United States. In the late 1970s, President Jimmy Carter appointed a large number of women to bureaucratic offices. Many were feminists. Why did they fail to deliver gender justice? This is the puzzle Doreen J. Mattingly seeks to answer in “The Limited Power of Female Appointments: Abortion and Domestic Violence Policy in the Carter Administration.” The article is set in the broader context of a moment in history when the US feminist movement was moving from the streets to state bureaucracies, when women of color had broadened the movement’s mandate, and when the need for government programs to support poor women was a clearly articulated feminist goal. There was an excitement about transforming gender relations as feminists populated multiple organizations and came together to collaborate. However, two important legislative efforts—government funding for abortions for poor women and a national anti-domestic violence bill—failed. Mattingly traces the back and forth between Carter and his Assistant Secretary for Public Liaison, Margaret “Midge” Costanza, drawing on new archival sources. Mattingly’s article underscores how women in public office can be discursively valorized as symbols of change even while politically powerful men oppose meaningful policy that would provide women greater autonomy over their reproductive or violently transgressed bodies. Conscious events interact with memory systems in learning, rehearsal and retrieval (Ebbinghaus 1885/1964; Tulving 1985). Here we present hypotheses that arise from the IDA computional model (Franklin,Kelemen and McCauley 1998; Franklin 2001b) of global workspace theory (Baars 1988, 2002). Our primary tool for this exploration is a flexible cognitive cycle employed by the IDA computational model and hypothesized to be a basic element of human cognitive processing. Since cognitive cycles are hypothesized to occur five to tentimes a second and include (...) interaction between conscious contents and several of the memory systems, they provide the means for an exceptionally fine-grained analysis of various cognitive tasks. We apply this tool to the small effect size of subliminal learning compared to supraliminal learning, to process dissociation, to implicit learning, to recognition vs. recall, and to the availability heuristic in recall. The IDA model elucidates the role of consciousness in the updating of perceptual memory, transient episodic memory, and procedural memory. In most cases, memory is hypothesized to interact with conscious events for its normal functioning. The methodology of the paper is unusual in that the hypotheses and explanations presented are derived from an empirically based, but broad and qualitative computational model of human cognition. The currently leading cognitive theory of consciousness, Global Workspace Theory,1,2 postulates that the primary functions of consciousness include a global broadcast serving to recruit internal resources with which to deal with the current situation and to modulate several types of learning. In addition, conscious experiences present current conditions and problems to a "self" system, an executive interpreter that is identifiable with brain structures like the frontal lobes and precuneus.1Be it human, animal or artificial, an autonomous agent3 is said to be (...) functionally conscious if its control structure (mind) implements Global Workspace Theory and the LIDA Cognitive Cycle, which includes unconscious memory and control functions needed to integrate the conscious component of the system. We would therefore consider humans, many animals4 and even some virtual or robotic agents5,6 to be functionally conscious. Such entities may approach phenomenal consciousness, as found in human and other biological brains, as additional brain-like features are added.Here we argue that adding mechanisms to produce a stable, coherent perceptual field7 in a LIDA controlled mobile robot might provide a small but significant step toward phenomenal consciousness in machines.>8 We also propose that implementing several of the various notions of self in such a LIDA controlled robot may well prove another step toward phenomenal consciousness in machines. Recently, there has been a resurgence of interest in general, comprehensive models of human cognition. Such models aim to explain higher-order cognitive faculties, such as deliberation and planning. Given a computational representation, the validity of these models can be tested in computer simulations such as software agents or embodied robots. The push to implement computational models of this kind has created the field of artificial general intelligence (AGI). Moral decision making is arguably one of the most challenging tasks for computational (...) approaches to higher-order cognition. The need for increasingly autonomous artificial agents to factor moral considerations into their choices and actions has given rise to another new field of inquiry variously known as Machine Morality, Machine Ethics, Roboethics, or Friendly AI. In this study, we discuss how LIDA, an AGI model of human cognition, can be adapted to model both affective and rational features of moral decision making. Using the LIDA model, we will demonstrate how moral decisions can be made in many domains using the same mechanisms that enable general decision making. Comprehensive models of human cognition typically aim for compatibility with recent research in the cognitive and neural sciences. Global workspace theory, proposed by the neuropsychologist Bernard Baars (1988), is a highly regarded model of human cognition that is currently being computationally instantiated in several software implementations. LIDA (Franklin, Baars, Ramamurthy, & Ventura, 2005) is one such computational implementation. LIDA is both a set of computational tools and an underlying model of human cognition, which provides mechanisms that are capable of explaining how an agent’s selection of its next action arises from bottom-up collection of sensory data and top-down processes for making sense of its current situation. We will describe how the LIDA model helps integrate emotions into the human decision-making process, and we will elucidate a process whereby an agent can work through an ethical problem to reach a solution that takes account of ethically relevant factors.
