Blasting in water-conveyance tunnels that cross rivers is vital for the safety and stability of embankments. In this work, a tunnel project that crosses the Yellow River in the north district of the first-phase Eastern Line of the South-to-North Water Diversion Project was selected as the research object. A complex modeling and numerical simulation on embankment stability with regard to the blasting power of the tunnel was conducted using the professional finite difference software FLAC3D to disclose the relationships between the (...) blasting seismic waves with vibration velocity and embankment displacement under different excavation steps. Calculation results demonstrated that displacement generally attenuated from the tunnel wall to the internal structure of rocks under the effect of blasting seismic waves. The tunnel wall was in tension, and tensile stress gradually transformed into compressive stress with increased depth into the rocks. The curtain-grouting zone was mainly concentrated in the compressive zones. For different excavation steps, the vibration velocity at different feature points was high at the beginning of blasting and then gradually decreased. The resultant displacement was relatively small in the early excavation period and slowly increased as blasting progressed. The effects of different excavation steps on the safety of surrounding rocks and embankment under blasting seismic waves were simulated. We found that the blasting-induced vibration velocity was within the safe range of the code and that the calculated displacement was within the allowed range. Numerical simulation was feasible to assess the safety and stability of engineering projects. (shrink)

This paper examines the situation of rurally rooted cross-border migrant workers from Myanmar during the Covid-19 pandemic. It looks at the circumstances of the migrants prior to the global health emergency, before exploring possibilities for a post-pandemic future for this stratum of the working people by raising critical questions addressed to agrarian movements. It does this by focusing on the nature and dynamics of the nexus of land and labour in the context of production and social reproduction, a view that (...) in the context of rurally rooted cross-border migrant workers necessarily requires interrelated perspectives on labour, agrarian, and food justice struggles. This requires a rethinking of the role of land, not as a factor in either production or social reproduction, but as a central component in both spheres simultaneously. The question is not ‘whether’ it is necessary and desirable to forge multi-class coalitions and struggles against external capital, while not losing sight of the exploitative relations within rural communities and the household; rather, the question is ‘how’ to achieve this. It will require a messy recursive process, going back and forth between theoretical exploration and practical politics. (shrink)

We show that the Lascar group $\operatorname {Gal}_L$ of a first-order theory T is naturally isomorphic to the fundamental group $\pi _1|)$ of the classifying space of the category of models of T and elementary embeddings. We use this identification to compute the Lascar groups of several example theories via homotopy-theoretic methods, and in fact completely characterize the homotopy type of $|\mathrm {Mod}|$ for these theories T. It turns out that in each of these cases, $|\operatorname {Mod}|$ is aspherical, i.e., (...) its higher homotopy groups vanish. This raises the question of which homotopy types are of the form $|\mathrm {Mod}|$ in general. As a preliminary step towards answering this question, we show that every homotopy type is of the form $|\mathcal {C}|$ where $\mathcal {C}$ is an Abstract Elementary Class with amalgamation for $\kappa $ -small objects, where $\kappa $ may be taken arbitrarily large. Let T be the theory of dense cyclically ordered sets with at least two elements. We determine the classifying space of $\mathsf {Mod}(T)$ to be homotopically equivalent to $\mathbb {CP}^\infty $. In particular, $\pi _2(\lvert \mathsf {Mod}(T)\rvert )=\mathbb {Z}$, which answers a question in our previous work. The computation is based on Connes’ cycle category $\Lambda $.

Motivated by the theory of domination for types, we introduce a notion of domination for Keisler measures called extension domination. We argue that this variant of domination behaves similarly to its typesetting counterpart. We prove that extension domination extends domination for types and that it forms a preorder on the space of global Keisler measures. We then explore some basic properties related to this notion (e.g., approximations by formulas, closure under localizations, convex combinations). Fatty acids (FAs) are well known to serve as substrates for reactions that provide cells with membranes and energy. In contrast to these metabolic reactions, the physiological importance of FAs themselves known as free FAs (FFAs) in cells remains obscure. Since accumulation of FFAs in cells is toxic, cells must develop mechanisms to detoxify FFAs. One such mechanism is to sequester free polyunsaturated FAs (PUFAs) into a droplet‐like structure assembled by Fas‐Associated Factor 1 (FAF1), a cytosolic protein. This sequestration limits (...) access of PUFAs to Fe2+, thereby preventing Fe2+‐catalyzed PUFA peroxidation. Consequently, assembly of the FAF1‐FFA complex is critical to protect cells from ferroptosis, a cell death pathway triggered by PUFA peroxidation. The observations that free PUFAs in cytosol are not randomly diffused but rather sequestered into a membraneless complex should open new directions to explore signaling pathways by which FFAs regulate cellular physiology. The public reason project recommends that basic public matters should be decided by public reasons alone, so that citizens’ plural non-public or private reasons will not endanger the unity of the society’s public reason, which is responsible for the stability of the basic structure of society. PRP employs the strategy of insulation and accords priority to public reasons over private reasons. This much is normative or prescriptive, but for PRP to be a tenable and genuinely authoritative normative scheme, it should (...) also incorporate reliable means to win citizens’ firm allegiance to its mandates, which forms the 3rd major strategy of PRP. While much effort has been devoted to investigating the first two strategies of PRP, the third is relatively neglected. But this should not be the case, as the third strategy is also a constitutive part of PRP and it has profound implications for the other two strategies. This dissertation thus sets out to make up on this, by taking John Rawls’s particular approach to PRP as an example, which exhibits the most complete picture of PRP. I ask, in a nutshell, how are PRP’s prospects? More specifically, I scrutinize the attainability of the ideal of public reason, in which citizens heartily uphold or even endorse the spirit of public reason, just as depicted in Rawls’s ideal of well-ordered pluralistic society. To reliably measure the prospects/feasibility of a certain ideal, some rigorous metric is indispensable. For this we can, very intuitively, measure the all-purpose resources for bringing about the ideal: based on comparison between the amount of resources available and the amount required/expected by the ideal, we can decide if the ideal is attainable or not. Few philosophers have thought about the prospects of their moral/social/political ideals along this line. Fortunately, Rawls provides a well-defined interface between ideal and reality in his approach to PRP, so we can still carry out the comparison. This interface is the conception of a well-ordered society, which consists primarily of the conception of the person/citizen as rational and reasonable and the conception of the society as the framework of social cooperation. As these conceptions contain elements informed both by the ideal and by reality, their inner coherence provides crucial clue for deciding the prospects of the ideal as a whole. The major part of this dissertation is devoted to the investigation of these two conceptions, respectively in the domestic and the global settings. The focus is on whether reality can meet the requirements laid down by the ideal of public reason. Specifically, with regard to the conception of the person/citizen, I examine whether a citizen can develop firm allegiance to public reason either by living a well-ordered society or by deliberating on the congruence between her private reasons and the society’s public reason. With regard to the conception of the society, I examine whether the ethos of reciprocity can be elicited and sustained by citizens’ viewing themselves as civic friends with each other and by recognizing the great value of actively participating in social/public life with others. After extending PRP into the global setting a similar investigation is carried out, focusing on the conception of the people and that of the Society of Peoples. With regard to the conception of the people, I examine whether a liberal people can develop and maintain a moral disposition that effectively uphold GPR and whether a non-liberal but decent people can be attracted to the liberal way. With regard to the conception of the Society of Peoples, I examine whether the ethos of reciprocity can be elicited and sustained by peoples’ mutual affinity and, relatedly, whether the thesis of democratic peace can be sustained within the global circumstances of justice. On all these fronts, the prospects of the ideal are severely undermined by the weakness in our moral capacity as well as by the deep connection between public reason and private reasons. As a result, the prospects of public reason are much less secure than commonly assumed. (shrink)

Authoritarian regimes rely on fiscal resources to build patronage networks. And so it is with China. Budget making is usually dominated by government leaders. However, some local governments in recent years have invited ordinary people to review budgets and even to determine parts of budgets. Why would local leaders make themselves accountable to their constituencies in an authoritarian setting? Why would local governments in China tie their own hands? Using detailed description of a township government, this article argues that fiscal (...) affluence based on land is an important factor for local governments in launching fiscal reform. Richer areas have become more fiscally accountable by opening up new discussion and encouraging citizen participation. (shrink)

Robert Talisse charges as doomed the Berlinian effort to infer liberal politics from value pluralism, based on the observation that it unavoidably vio- lates Hume’s law and that the two in fact clash in their basic logic. In arriving at this diagnosis, however, Talisse relies on several problematic assumptions about practical reasoning as well as about value pluralism and liberalism. As a result, he fails to appreciate the practical nature of practical reasoning and also fails to see the negative aspects (...) of value pluralism and of liberalism. Once these misconceptions get straightened out there is an increased opportunity for the Berlinian inference to succeed. (shrink)
