Infusing contemporary critical terrorism studies (CTS) with concepts and methodologies from philosophy and critical theory via a Baradian posthumanist agential realist perspective and (counter)terrorist cases and vignettes, this chapter argues for a retheorisation of (counter)terrorism. It does so, firstly, by reconceptualising terrorism and counterterrorism as complex assemblages consisting not only of discursive-material components – an entanglement now largely accepted within CTS and critical security studies (CSS) – but also of affective layers (...) and more-than-human phenomena. Secondly, by analysing European urban (counter)terrorist cases from the UK, Germany, France, and Spain, together with these cases’ surprising spacetime-jumping interlinkages underwriting what we here conceptualise as queer(ing) spacetimematterings, this chapter zooms in on the intra-actions taking place between human and more-than-human agential phenomena and their risk-managed urban environments. Lastly, extra analytical attention is paid to how, in this neoliberal day and age – here rephrased as control society-driven ‘situationscaping times’ – very specific macro- and micropolitical violence-preventing measures and efforts are employed in the fight against various manifestations of urban terror and terrorism. Debating Terrorism is an innovative new textbook, addressing a number of key issues in contemporary terrorism studies from both 'traditional' and 'critical' perspectives. In recent years, the terrorism studies field has grown in quantity and quality, with a growing number of scholars rooted in various professional disciplines beginning to debate the complex dynamics underlying this category of violence. Within the broader field, there are a number of identifiable controversies and questions which divide scholarly opinion (...) and generate opposing arguments. These relate to theoretical issues, such as the definition of terrorism and state terrorism, substantive issues like the threat posed by al Qaeda and the utility of different responses to terrorism, different pathways leading people to engage in terrorist tactics, and ethical issues such as the torture of terrorist suspects and targeted assassination. This volume aims to bring together in one place many of the field's leading scholars to debate the key issues relating a set of 12 important controversies and questions. The format of the volume involves a leading scholar taking a particular position on the controversy, followed by an opposing or alternative viewpoint written by another scholar. In addition to the pedagogic value of allowing students to read opposing arguments in one place, the volume will also be important for providing an overview of the state of the field and its key lines of debate. Unlike one-to-one threats, terrorist threat texts constitute a form of violence and a language crime that is committed in a complex context of public intimidation, and are communicated publicly and designed strategically to force desired sociopolitical changes [19]. Contributing to law enforcement and threat assessors’ fuller understanding of the discursive nature of threat texts in terrorism context, this paper examines how language is used dialogically to communicate threats and to construct both the purpose of threatened actions and the victims. (...) The paper uses a critical discourse analytic approach and takes a set of eleven digital threat texts made by two jihadists as a case study. It draws on van Dijk’s concept of ideology [64], the law enforcement-based taxonomy of threat types as reported by Napier and Mardigian [40], van Leeuwen’s model of social actor representation and discursive construction of purpose of social actions [69], and Martin and White’s Engagement system [34]. The analysis reveals victims specified and genericised, excluded and adversary. This linguistic construction is underpinned by a dichotomous conceptualisation of the social actors’ affiliations, positions, values, cultural activities, goals, and material and symbolic resources. The threats are delivered to the victims, agents acting on their behalf (e.g. security forces) or property associated with them (e.g. oil refinery), and are of two primary types—direct, and veiled. The former are predominant and serve inter alia to augment the public-intimidation impact of terrorist discourse. Threatened violence is of goal-, means- and/or effect-oriented social purposes, which suggest a categorisation of threats based on these purposes. The analysis reveals a dialectic, refutative nature of argumentation, and a discourse pregnant with heteroglossic utterances that contract (i) to close off and disalign with state officials’ contradictory voices, and (ii) to produce tension, providing clues to terrorists’ motivations and what constitutes the heart of political violence. This article explores the construction of extremism in media discourse, the factors driving specific constructions and the implications of these constructions for counterterrorism policy. We contend that extremism has predominantly and increasingly been framed as a security issue. This article explores the implications of this practice through the framework of securitisation. We measure the average intensity of security framing in 38,616 articles found in three major US newspapers, New York Times, Wall Street Journal and Los Angeles Times, between (...) 20 January 1993 and 19 January 2017 comprising the Clinton, Bush and Obama presidencies, and look at factors influencing the shift in intensity over time. Through our analysis, we show that it is possible to return to a pre-9/11 discourse but that the confluence of real-world events and the strategic choices of political actors have so far prevented this from fully occurring. We then explore the effect of securitisation on public perceptions of the threat from terrorism, finding that increases in the intensity of security framing artificially increases the public’s worry about becoming a victim of terrorism. We conclude by discussing implications for the communication of counterterrorism policy and the requirements for an after, after 9/11 approach. (shrink)

Discourses and the ideas, perceptions and templates upon which they are based exert a powerful influence on law-making, push policy-making in a precise direction and determine operational action and outcomes. British counterterrorist law and policy post 9/11 is heavily mediated through a conceptual filter that evokes a siege mode of democracy, which deliberately displaces the traditional rights-based model, and a security narrative based on a double asymmetry. By blending a discursive theoretical approach with an institutionalist perspective, the discussion examines (...) the siege mode of democracy and its implications and the double asymmetry underpinning the Government's framing of the threat and of the means to counter it. Both features of the Government's security discourse are critical in explaining not only British counter-terrorist legislation and policy evolution in the 21st century and the controversial operation ‘Kratos’ adopted by ACPO in 2002, but also their official depiction as necessary, and singular, responses to some structured necessity and the associated logic of ‘no alternative’. This thesis investigates transnational macro-narrative decendancy in violent conflicts and identifies enabling dynamics that facilitate re-framing. To date there has been little focus on processes involved, explicitly narrative descendancy, bridging, resonance building, or grafting, representing a critical knowledge gap. -/- This thesis reviews relevant literature on constructivism and rational choice theory and tests the findings against an empirical case study in Central Sulawesi. The findings demonstrate a mixture of approaches is present, though this is likely due to a range (...) of dynamics unique to the conflict. While the academic separation of policing and regulation is still largely operative, points of convergence are more significant than ever in the digital age, starting with concomitant debates about algorithms as a new figure of power. From the policing of illegal activities to the regulation of legal ones, the algorithmization of such critical social ordering practices has been the subject of growing attention. These burgeoning discussions are focused on one common element: big data surveillance. In accordance with such similarities (...) and paralleled developments in policing and regulation, the article aims to further bridge the gap between literatures to respond to the calls for studying big data surveillance across institutional domains and social fields. To do so, it is focused on one case study that articulates algorithmic policing and regulation domains, in-between security and economic fields. This is the fight against illicit finance, i.e. ‘the global action against the financial flows that fuel crime and terrorism’. To what extent does big data surveillance make a difference in the main global policy of crime-fighting and financial regulation? Drawing on a fieldwork in a large North American bank, the present article takes stock of the algorithmic overlap between policing and regulation. It argues that the final result is policing and regulation of neither too much nor too little, which gives rise to automated and everyday mass surveillance while remaining as far removed from regulatory and crime-fighting ambitions as it is from dystopian visions of big data and algorithmic drama. This collection explores the concepts and practices of masquerade as they apply to concepts and practices of war. The contributors insist that masquerades are everyday aspects of the politics, praxis, and experiences of war, while also discovering that finding masquerades and tracing how they work with war is hardly simple. With a range of theories, innovative methodologies, and contextual binoculars, masquerade emerges as a layered and complex phenomenon. It can appear as state deception, lie, or camouflage, as in the population-centric (...) American warfare in Iraq that was sold as good for the local people, or the hidden violence Russian military forces used on each other and on local men in Chechnya. Masquerade can also be part of a people's war logic as exemplified by the Maoist movement in India. Yet masquerade can also be understood as a normal social mask that people don to foreground an identity or belief from one's cluttered repertoire in order to gain agency. Elements of masquerade can appear in texts that proclaim seemingly unequivocal positions while simultaneously yet subtly suggesting opposing positions. Masquerades of all kinds also seem ubiquitous in fieldwork research and in resistance movements in war zones. Perhaps masquerade, though, is ultimately the denial of death lurking behind the clarion call of security, a call that bolsters war by making militarized policing normal to secure populations from terrorists. These interpretations and others comprise Masquerades of War. This book will be of much interest to students of critical war studies, critical security, conflict studies and IR in general. (shrink)

The recently retired Homeland Security Advisory System constituted a main means by which the intensity of the terrorist threat was communicated to the United States' public. An examination of its inner workings and its social impact shows the System as part of a modality of government: an encapsulation of intelligence-led governmentality. Informed by the political philosophy of Cornelius Castoriadis, I contextualise this modality as a settling of fundamental tensions inherent in modern sociopolitical culture, those between the principle of social (...) and personal autonomy, and that of rational mastery of people and nature. These principles are strongly connected to democratic and oligarchic political organisation, respectively, and they give rise to different justifications of state authority. In turn, they pertain to the fundamental question of whether scientific expertise on politics is possible. (shrink)
