Abstract
Ponto de partida deste artigo é a ideia de que a liberdade individual, para além de ser boa do ponto de vista moral, traz consigo importantes benefícios sociais. Sendo esta urna ideia cara a pensadores da economía tais como Adam Smith, Friednch von Hayek e James Buchanan, autores estes que não se cansam de insistir no princípio de que a obtenção de benefícios através do intercâmbio de bens e serviços depende da cnação das instituições necessárias à existência de um quadro dentro do qual as trocas voluntárias se possam realizar, o artigo pretende, ao inserir-se nesta linha de investigação, abrir caminho a urna mudança de paradigma na forma de lidar com a cuse dos Estados Providência. Segundo o autor do artigo, com efeito, o paradigma a ser proposto pressupõe um novo olhar sobre a realidade da economía e, não menos, sobre o papel dos economistas, bem como urna releitura da experiência vivida pelas economias do Leste europeu em anos mais recentes, experiência essa que, na óptica do autor, se revela rica de ensinamentos para os problemas da "velha Europa". The idea underlying this article is that individual freedom, besides being good from the moral point of view, bungs with itself important social benefits. This is an idea chenshed by thinkers in the field of economics such as Adam Smith, Fnednch von Hayek and James Buchanan, who do not get tired of insisting upon the principle that obtaining benefits through the exchange of goods and services depends on the creation of the necessary institutions for the existence of a framework in which the voluntary exchanges can be done. Following this line of investigation, the article pretends to open way for a change of paradigm in the form of dealing with the cnsis of the Welfare States. In fact, according to the author, the suggested paradigm presupposes a new look upon the reality of the economy and, not less, upon the role of the economists, and also a re-reading of the expenence of the East European economies in recent years; this expenence, from the author's point of view, reveals itself to be nch in teachings when it comes to facing the problems of the "old Europe"
