An Empirical Research of Utilizing Human Resource Effect Degree: Taking Shaanxi as an Example

Abstract

Index by building human resources system, to accurately measure the use of human resources in Shaanxi validity, and on this basis, further analysis led to the use of human resources in Shaanxi low validity reasons. Concluded that: lack of funding scientific research fields, research institutes and the stimulating effect of weak corporate support, research projects in applied research project is too small, the transformation capacity of low technology products and professional and technical personnel in engineering and scientific research personnel, and inadequate number of five reasons together led to the use of human resources in Shaanxi relatively low validity, then presents a corresponding policy recommendations. Shaanxi human resource utilizing effect degree is accurately measured through constructing Shaanxi human resource index system and the causes that brought abont low Shaanxi human resource utilizing effect rate are analyzed on the basis of the system. The conclusion indicates: there are five causes that brought about the Shaanxi human resource effect rate being utilized inefficiently, including that outlay for scientific research area is insufficient, scientific research offices are having a faint pulling effect for corporations, most of the scientific research items are not applicable, scientific and technological products are having low transform ability , and shortage of professions in science and scientific research staff. This paper then gives appropriate policy suggestions according to the conclusion
