Problems of implementing the import substitution policy in the context of ensuring the food security of the state

Abstract

The purpose of the study is to analyze the processes of implementing the import substitution policy, based on the use of techniques and methods of influencing participants in market relations used by public authorities, which make it possible to identify its strengths and weaknesses and build the author's vision of directions for its stabilization. The authors focus on the prevailing opinion on the phased implementation of the import substitution policy, as well as on its application as a retaliatory measure to the current sanctions regimes. The analysis of scientific sources on the issues under study allows us to draw a conclusion about its special status as a tool for the development of territories. The scientific novelty of the article lies in the author's position of the reasons for the reduction in the production of the main import-substituting food products, as well as changes in the import supply of food products. As a result, the authors expressed the need to change the approaches used to stimulate the production of food products based on the principles of innovation and science.
