The recent resurgence of extreme-right movements and the nationalist turn of many governments across the world have reignited the relevance of discussions within educational philosophy about the teaching of national identity in schools. However, the conceptualisation of national identity in previous iterations of these debates have been largely Western and Eurocentric, making the past theoretical literature about these questions less relevant for post-colonial settings. In this paper, I imagine a new approach for teaching national identity in post-colonial contexts, founded on (...) postcolonial conceptions of identity and in particular, the concept of hybridity. I first develop a postcolonial account of national identity by drawing on Homi Bhabha’s thinking about cultural identity, drawing on his concepts of liminality, splitting, and ambivalence. Then, building on Bhabha's notion of hybridity, I propose a distinction between national identity portrayals as either fixed or malleable. Finally, I demonstrate the implications of such a conceptual distinction on the way that national identity is taught in post-colonial schools; by way of an example, I envision a concrete approach to teaching national identity that views national identity as malleable rather than fixed, set in a hypothetical postcolonial school in the Philippines. By beginning from postcolonial assumptions about national identity, I hope to indicate new directions that the debates about the teaching of national identity in schools might proceed. (shrink)

On the 9th of May 2020 The Lancet, the leading medical journal, published an editorial referring to the current situation of the pandemic in Brazil, which is short of being disastrous, and describing Jair Bolsonaro, the Brazilian president, as the biggest threat to Brazil – we would add to the world. In this paper, we enquire the issue of leadership, anti-intellectualism and nationalism by conducting a philosophical enquiry, whilst also questioning the role and shortcomings of the Brazilian educational system in (...) sowing the seeds, and allowing this situation to develop in the country. This philosophical enquiry does not attempt to lay blame on the Brazilian educational system; rather, it is an attempt, an urge for reflection and self-reflection, so that the errs of the past may be remediated in the future; hopefully, a near future. The paper considers Martha Nussbaum's motivation for departing from her earlier cosmopolitan position in favour of now promoting a globally sensitive patriotism. Her reasons for endorsing patriotism will be shown as exemplary for related argumentations by other authors, especially insofar as love of country as a motivating force for civic duty is understood as in tension or even as incompatible with cosmopolitan aspirations. The motivation for turning to patriotism as articulated by Nussbaum and others will be demonstrated to rely on (...) misleading understandings of love of country as a possessive emotion. Relying on Alice Crary's critique, it will be argued that sound moral judgement with regard to the patria as well as from a cosmopolitan stance is equally tied to our sensitivities and equally requires their education. Furthermore, I will discuss Axel Honneth's notion of solidarity, a form of love inflected by justice, as a possible alternative for conceptualising the social bonding patriotic attachment is supposed to provide. However, a critical patriotism ultimately needs to transgress this inward-directed focus and take into account how a country is seen by non-citizens, the historical relationships and the obligations that arise in terms of historical justice in relation to other countries. If we take patriotism in this outward-looking perspective seriously, we also come to understand why it would be a mistake to skip patriotism altogether. Rather than constructing cosmopolitanism and patriotism as mutually exclusive opposites, critical cosmopolitanism and critical patriotism can be shown to have different but complementary and mutually corrective functions. In this paper I explore how citizenship education might position students as always/everywhere political to diminish the pervasive belief that one either is or is not a “political person.” By focusing on how liberal and radical democracy are both necessary frameworks for engaging with issues of power, I address how we might reframe citizenship education to highlight the ubiquity of politics, offering a deepened sense of democracy. This reframing of citizenship education entails highlighting how liberalism and radical democracy are mutually (...) reinforcing when it comes to illustrating political life as entangled in power relations. My argument centers on Sigal Ben-Porath’s :381–395, 2012) concept of shared fate as a frame for citizenship education. In this model, students are habituated into thinking of democracy as an “enduring pluralism” in which their fates are connected to that of their fellow citizens. In this paper I recast shared fate education in the singular to an education of shared fates in the plural. By doing so I theorize how citizenship education might construct citizenship as relational, emotional, embedded in power, and uncomfortable. (shrink)

If states are permitted to create and maintain a military force, by what means are they permitted to do so? This paper argues that a theory of just recruitment should incorporate a concern for moral risk. Since the military is a morally risky profession for its members, recruitment policies should be evaluated in terms of how they distribute moral risk within a community. We show how common military recruitment practices exacerbate and concentrate moral risk exposure, using the UK as a (...) case study. We argue that the British state wrongs its citizens by subjecting them to excessively morally risky recruitment practices. Since, we argue, this risk exposure cannot be justified by appealing to the benefits of a military career for recruits, our argument calls for reform of existing practices. Our method of evaluation is generalizable and thus can be used to assess other states’ practices. (shrink)

Québec’s model of cultural diversity, Interculturalism, has been the object of considerable debate since Bouchard and Taylor released in 2008 their now famous report, Building the Future: A Time for Reconciliation. Among other things, the authors recommended that schools take more seriously Québec’s Intercultural model as a means of bringing diverse cultures into a single society. In this dissertation I consider the uptake and implication of Intercultural ideals in Québec’s History and Citizenship education course. This study involved three secondary school (...) history teachers in Montreal Anglophone schools. Using Thacher’s “normative case study” as the methodological framework, I combine curriculum documents, classroom observations, open-ended interviews, and photo-voice methods to illuminate the Intercultural model’s shortcomings with regard to issues of power and identity. The guiding question for this dissertation is: how do the historicized power dynamics embedded within Québec’s Intercultural policy shape history education in Québec? Two sets of tensions are found to be at the crux of the issue of history teaching in Québec: first the theoretical debates on history education do not take Québec’s specific brand of cultural negotiation into account, resulting in a lack of research on the civic implications of history education particular to the Québec context. Second, the Intercultural model itself does not adequately deal with entrenched issues of power relating to marginalized identities, which raises many questions for how civic education is being carried out in the province.
