The Animal Breeding Research Organisation in Edinburgh (ABRO, founded in 1945) was a direct ancestor of the Roslin Institute, celebrated for the cloning of Dolly the sheep. After a period of sustained growth as an institute of the Agricultural Research Council (ARC), ABRO was to lose most of its funding in 1981. This decision has been absorbed into the narrative of the Thatcherite attack on science, but in this article I show that the choice to restructure ABRO pre-dated major government (...) cuts to agricultural research, and stemmed from the ARC's wish to prioritize biotechnology in its portfolio. ABRO's management embraced this wish and campaigned against the cuts based on a promise of biotechnological innovation, shifting its focus from farm animal genetics to the production of recombinant pharmaceuticals in sheep milk. By tracing interaction between government policies, research council agendas and local strategies, I show how novel research programmes such as genetic modification could act as a lifeline for struggling institutions. The information received during work has led to set of the interesting, given reason and coherent remarks which are clearing up how cellular communication, long time existed separately from the Global Network, in a technological reality parallel to it, has turned to " the mobile Internet " on advantage, and became quintessence of human mobility as those in technological aspect. Important point of understanding of an event was the output from concrete market realities on a level of a philosophical problematics, (...) even the instruction of such output. Here again new formats of the communications brightly designate themselves as species of authority. First of all, the added value of services, additional to usual services of communication, proves in the form of special regulation of the social space, gravitating to various forms of the continuous control, over Z. Delez, alternative to disciplinary practice and the forms described by M. Fuko. Are also distinctly enough appreciable «dromocratical» aspects of wireless communications in P. Virilo's sense. All these aspects of management and compulsion are perfectly expressed in the form of extremely concrete technology, which is far not comprehended and not understood in it’s consequences. (shrink)

The article discusses the V.V. Tselishchev’s original and unique systematic study of the specific and extremely complicated problems of Gödel results regarding the question of artificial intelligence essence. Tselishchev argues that the reflexive property should be considered not only as an advantage of human reasoning, but also as an objective internal limitation that appears in case of adding Gödel sentence to a theory to build a new theory. The article analyzes so-called mentalistic Gödel’s argument for fundamental superiority of human intelligence (...) over machine one and the non-algorithmic nature of natural thinking. The discussion about the Gödel argument is not entirely speculative, but contains new knowledge. An example of such knowledge are the results of R. Smullyan levels of computers “awareness,” which are may be interpreted in a psychophysical sense. The concept of “zero level of intelligence” is proposed for such a reflexive property as “awareness of selfconsciousness.” Reflexive ranks below the awareness of self-consciousness can be considered negative levels of thinking in the sense that the intelligence, being reduced to them, significantly loses its completeness. Even self-consciousness turns out to be a negative level of thinking, since, according to Smullyan, the subject of self-consciousness is unaware of the type of thought to which he belongs. A thought experiment is proposed that allows us to establish the distribution of the properties of Smullyan stability and normality and to answer the question “Does an intuitive belief in the truth of a formal proof affect the truth of a proposition being proved?” According to intuitionism, the most unpleasant epistemic property is instability: beliefs that are not based on deep intuitions have no value. According to the constructivist philosophy of mathematics, instability is a less negative property than abnormality: the fact that high-ranking beliefs cannot be immersed to the very foundations is not significant because violation of truth due to lowering the rank of reflection is not critical. Relations occur on all levels of systems. Following a major assumption of generalized quantum theory, namely that the principles of quantum mechanics will occur on higher system levels as well, it was investigated in an a posteriori analysis of pre-existing data whether relational patterns found for two-photon experiments are similarly performed by two cell-populations. In particular, the typical pattern in outcomes of two-photon entanglement experiments was extrapolated to discover similar patterns of relationships in the cellular biological system of the Ciliate (...) Paramecium caudatum. In the former case we find one photon assuming a particular state when being measured and the other assuming a correlated state with regard to the first particle. From a perspective of degrees of freedom (df) the author interprets this outcome as follows: Each particle has only one df for assuming a particular state (e.g. its spin). When measured this is leading to a pattern: They use their two degrees of freedom for establishing a relation among them (particle-to-particle) and for a relation with the environment (particle-to-measurement). If this pattern is unique then we should find it also in cell-to-cell relationships. It was suggested to consider causations in cell-to-cell relations as the analogue to the relationship between the quantum particles (see above) and the dependence of repeating the experiments as the analogue to the measurement event in the quantum experiment. It was hypothesized that in a relational system of two cell populations only one should be sensitive to the repetition of the experiment. The other population, however, should establish a relation with the first one. Since the author had successfully performed experiments with pairs of cell populations that were separated with glass barriers from each other but having effects on each other (Fels in PLoS One 4:e5086, 2009), the system was perfectly well suited for testing the hypothesis. The assessed cell variable was cell division. An a posteriori analysis of three similar experiments confirmed that when populations were in a relation with each other, only one of them stood in relation with the repetition of the experiment. German description: Theologie als Selbstreflexion der Kirche bestimmt deren Identitat dogmatisch. Wenn die Kirche jedoch gefragt ist und Gestalt annimmt, indem sie zum Orientierungswissen der Gesellschaft beitragt, dann antwortet die christliche Traditionsgemeinschaft sozialethisch. Beides wird zusammengehalten durch eine Theologie des Wirklichen. Sie verhindert, dass Verantwortungsethik ins Leere lauft. Dies dokumentieren die Beitrage des vorliegenden Bandes. Die Autoren stehen dabei in der Traditionslinie (...) einer Theologie des Wirklichen, mit der Georg Wunsch vor 80 Jahren in Marburg die deutsche Tradition des Fachgebietes begrundete. Wolfgang Huber, Peter Dabrock und Wolfgang Nethofel zeigen, wie diese Sozialethik sich der Zukunft stellt. Die protestantische Kombination von Freiheit und sozialer Verantwortung fuhrt heute auch die Kirche vor Ort hinein in prinzipiell transdisziplinare und globalisierte Fragestellungen. It is proposed to use the economic and mathematical modeling allowed us to determine the high importance of human resources in the final results of (...) the electric power company, which makes it possible to consider the optimization of investment funds from the position of strengthening the focus of management processes in the field of personnel development. This work considers the Lagrangian in classical mechanics and in special relativity in a setting of arithmetic, algebra, and topology provided by observer’s mathematics. Certain results and communications pertaining to solutions of these problems are provided. In particular, we show that the standard expressions for Lagrangian take place with probabilities \1.

The article describes two approaches to modeling the concept system of science – the thematic and paradigm ones. The re­search represents a case study of the two corpuses of abstracts: abstracts of projects supported by the Department of Humanities and Social Sciences of the Russian Federal Property Fund in lin­guistics, as well abstracts of articles by authors (and their co-au­thors) who have received multiple support from this foundation. Thematic modeling was carried out within the frameworks of two approaches: сcorpus based (...) approach (modeling the system of concepts as a holistic entity of term fields network), and single text approach (singling out compositions of term fields steadily present in the texts of projects which can be treated as separate branches of linguistics). The method of semantic graph modeling realized in the “Semograph” Information system (corpus based approach) and the K-means clustering method (single text based approach) were applied. Arrays of keywords (those that occurred in the abstracts of projects supported by the Foundation) grouped into term fields served as operational units. Paradigmatic model­ing was based on the analysis of network interaction of research­ers (created on the basis of the information on joint publications). After the hypergraph of researchers (2,108 state points) had been created, it was divided into subgraphs (network communities) by means of the modularity method (analogue of cluster analysis). Each cluster can be considered as a model of a scientific commu­nity that actualize a certain scientific paradigm; a set of clusters represents a model of the concept system of a certain subject domain from the point of view of representation and interrela­tion of several paradigms. The synthesis of thematic and paradig­matic models appears to be the direction for future research that involves modeling the concept system of science. The considered models can be applied as an effective means of monitoring, fore­casting and managing scientific research, i.e. as an instrument of state and/or department policy. (shrink)
