Abstract

Analysis of the economic man assumption fundamentalism thinking and self-centered way of defects, in the assessment of the West on a rational understanding of the basic provisions in the proposed rational. On this basis, to explore the administrative acts of choice and the reality of the administrative body mechanism of interaction between the environment; and according to Simon's bounded rationality decision theory analysis of the real characteristics of the administrative relationship between the rational, do not think there is a uniform change of administrative rationality, rationality is shaped by its content and links can be changed; by strengthening institutional and administrative building of ethical decision-making environment in shaping change to guide administrative behavior towards the public interest. This paper analyzes the limitations of basic thinking pattern and ultra-individualism of economic people hypothesis, puts forward the basic regulations among the realistic social relationships. It points out that the assumptions of administrative economic people hypothesis enlarges the contradiction of the economic people hypothesis. This paper believes that it does not exit unchangeable administrative logos according to Simon's limited rational decision theory. The administrative logos, as well as its content and direction can be changed. We should remodel the decision environment through building the system and administrative ethic in order to lead the administrative behavior to the public interests.
