Abstract

In view of the township government recurrent expenditure is too high, more redundant, the structure of public spending and irrational manner, independent decision-making and decision-making quality, not high, in the township government investigation, based on the theoretically cause analysis, and further overall control office items, focused on public procurement; communication and transportation and other expenditures of public funds into public subsidies, to reduce administrative costs; out beyond the capacity of investment in basic education, more so the higher the financial and social burden ; Improved decision-making and other management measures. In our country township governments have many problems on exorbitant overhead cost and overstaffing, unreasonable structure and manner of public expenditure, low-quality of self-policy-making, and so on. This paper makes an analysis on the causation of these problems theoretically on the basis of invetigating township governments. According to the analysis, this paper puts forward some remedial countermeasures, such as gross controlling and open-centralized purchasing of public official goods, open allowance in communications and traffic to reduce the administrative cost, allowing social investment on basal education, enhancing decision-making ability, and so on
