The democratic transformation and state capacity: opportunities and threats

Abstract

The decorative character of democratic institutions in many transit countries, the failure of young state to secure the social and economic development often causes the moderation of democratization and even the establishment of authoritative regimes. That’s result the application of some democratic principles, which helps to consolidate the state and increase the effectiveness of public administration. The democratic inclusiveness allows different actors participate in decision-making processes on national and local levels, which contributes to the regime’s legitimacy, social capital, nation consolidation and responsiveness of government. The political competition and accountability help to combat corruption, nepotism which erode democratic and state institutions. The regular election, leading to the change of political parties in the parliament, make politicians to work closer with voters and fulfill their promises. The election administration stimulates territorial penetration of state authority which is especially important for countries with strong regionalist movements.
