Abstract

This article examines the contribution of M. Ostrogorsky to the theory of political parties and updated its findings are confirmed practice of political life and are relevant to Ukrainian political parties. Emphasizes that the main contribution M. Ostrogorsky is what he did the party subject of special scientific studies and showed overall trends and prospects for their development. In addition, unlike many researchers, it raises the question of what exactly is a party or as a working party system. His most interested in the general characteristics of political parties in a democracy. Quite significant is its contribution to the solution of theoretical problems elitizma, parliamentary democracy, social organization and management, that is, those issues that are relevant today. Has an important role Ostrogorsky position that as a result of the professionalization of party officials, top selection and combining it around the party leader formed an informal group of individuals - «caucus», which actually runs the party and all subjects of the discipline. Caucus leaders charisma creates, maintains an aura of «sacred» ideological goals and provides legitimacy to representatives of the party leadership. With caucuses limited group of people is the ability to control and direct the actions of the masses. Concludes that it remains relevant provisions of the basic conceptual: the replacement of the principle of collective responsibility, personal responsibility; competence; professionalism and integrity in party control. They can be considered as the basic principles of analysis of the party leaders of Ukraine in modern conditions, and seeking ways to improve their performance in the interests of political parties and Ukrainian society in general. In this context it should be noted that during the time that has passed since the proclamation of the independence of Ukraine, virtually no political party has failed to become a powerful ideological force, which would be carried out for some time more or less significant impact on the socio-political process in the country.
