Analytical potential of the concept of «multiple streams» of John Kingdon in the study of regional political agenda

Abstract

Determined that a regional agenda setting is communicative dimension of the politicization and depoliticization of public relations in a particular region. In fact, the regional agenda is a set of topics that are politically important at a time in the region. Or, in other words, the regional agenda – a set of «non-political» topics become political, actualized in the regional political space. In addition, as the characteristics of the political agenda sometimes add more and managerial capacity, ie the regional agenda includes topics that are high chances in the transfer into concrete political decisions and actions at the level of regional authorities. It is shown that in their arguments J. Kingdon repelled by the idea of the existence of the gap between the occurrence of problems and the creation of organizational capabilities of their solution. He suggested that in some policy areas within the political and administrative process «in parallel» are separate streams, which consist of a set of selected vendor. Together with the existing huge number of problems that politicians and offiials studiously ignored. There are lots of problems that politicians and offiials studiously ignored. J. Kingdon identifis three separate problem stream, policy stream and political stream. Each of these streams independent of each other and develop according to its own dynamics and laws. Revealed that at the regional level for issues of social development plays a unique regional themes, and passed through their national and local issues. Determined that the conditions for opening the «windows» capacity problems fall in public opinion inhabitants of the region and actively discussed in the regional media. They also updated the regional political stream – the regional national and local authorities, regional branches of political parties, informal pressure groups in region.
