This case illustrates the dilemma facing a medium-sized family business, EMME Logistics and Security Agency that wanted to do more for the victims of the 2013 Typhoon Haiyan. About a third of the company’s personnel had family in the hardest hit areas and were anxious to go to find out if their relatives had survived the wreckage caused by the strongest typhoon ever to hit landfall in the Phillipines. Committing the company’s resources to the relief operation would behampered (...) by a damaged infrastructure and the breakdown of civil order. There would also be significant costs associated with disrupting normal business operations and diverting resources. How much humanitarian assistance should businesses shoulder in response to such events? How should businesses better plan for such disasters? (shrink)

This article examines the way in which the British press reported on typhoons that affected Hong Kong during the nineteenth and early twentieth centuries. Typhoons were a significant element in the narration of the British Empire, featuring frequently in British accounts of their involvements in the Far East, where Hong Kong was its only colony. I suggest that these accounts need to be considered alongside the consolidation of the ‘tropics’ as a region in British perceptions, and in doing so, this (...) article opens discussions of the study of tropicality to the consideration not just of climate, but also of the significance of singular weather events. This article argues that the cultural representations of typhoons in the British press were a tool of ‘othering’. In particular, there were two significant shifts around the 1880s in these reports. First, the term ‘typhoon’ became tied to these types of storms that affected Hong Kong. Second, the stories that were told about typhoon events emphasized British heroism and colonial management. Both these shifts in reporting stripped away the weather wisdom that British sailors had earlier identified in the local population. (shrink)

The _why_ and the _how_ of knowledge production are examined in the case of the transnational cooperation between the directors of observatories in the Far East who drew up unified typhoon-warning codes in the period 1900–1939. The _why_ is prompted by the socioeconomic interests of the local chambers of commerce and international telegraphic companies, although this urge has the favourable wind of Far Eastern meteorologists’ ideology of voluntarist internationalism. The _how_ entails the persistent pursuit of consensus (on ends rather (...) than means) in international meetings where non-binding resolutions on codes and procedures are adopted. The outcome is the co-production of standardised knowledge, that is, the development of a series of processes and practices that co-produce both knowledge and ideas about the social order in a force field characterised by negotiations and power struggles. Rice crop diversity hasdecreased dramatically in the recent past.Understanding the causes that underlie theevident genetic erosion is critical for thefood security of subsistence rice farmers andbiodiversity. Our study shows that farmers inthe northeastern Philippines had a markedreduction in rice diversity from 1996 to 1998.The ultimate causes were a drought resultingfrom the El Niño phenomenon in 1997 andflooding due to two successive typhoons in1998. The proximate causes, however, includedlocal water control factors, limitations in thehousehold and village-level seedinfrastructure, farm location in relation (...) tothe goods and services necessary to obtainseeds, policies and programs of the Departmentof Agriculture, and the characteristics of therice varieties themselves. The implications ofour study are that genetic erosion is notalways the result of purposeful acts by farmersnor is it necessarily gradual. Improvingon-farm seed technology will stabilize the seedproduction, distribution, and use system andthereby enhance household food security.Ultimately, rice diversity will be improvedonly if diversity is a safe and viable optionfor farmers. This article displaces the terrain upon which the question of power in modern societies has been framed by reference to the concept of hegemony. It presents a genealogy of power which pays attention to what has been at stake in the shifts in the effectivity of the concept of hegemony for cultural theory from the 1960s, correlating the mutations in the analyses of power to shifts in the analysis of the relations of culture, politics and the economy. Questions of the (...) relation of internality or externality of power with regard to the governed, and issues of counter-conducts and 'counter-hegemonic' struggles will guide the development of this genealogy. The article brings to bear on the issues the point of view of hybrid forms of sovereignty, such as imperial governmentality and implications relating to the emergence of biopolitics in the 19th century. It is argued that the situation today regarding global governance and new forms of rule compels us to re-examine the problem of consent and consensus by turning to the apparatuses for constituting hybrid publics that work through biomedia and new strategies of securitization and insecuritization. This introduction surveys a number of problems for contemporary cultural theory, which arise from the transformations in culture that have been produced by developments ranging from the globalization of third wave capitalism to the emergence of tele-technologies. It summarizes arguments presented by Lash, Thoburn, Johnson, Terranova and Venn, as well as a number of reflections on the state of cultural studies outside Euro-America, to present alternative genealogies of cultural studies and open up new sites for theoretical elaboration.

Although accumulating evidence suggests the COVID-19 pandemic is associated with costs in mental health, the development of students' mental health, including the change from their previous levels of depression and anxiety and the factors associated with this change, has not been well-studied. The present study investigates changes in students' anxiety and depression from before the pandemic to during the lockdown and identifies factors that are associated with these changes. 14,769 university students participated in a longitudinal study with two time points (...) with a 6-month interval. Students completed the Anxiety and Depression subscales of the Symptom Checklist 90 before the COVID-19 outbreak, and the Self-rating Anxiety Scale and Self-rating Depression Scale during the pandemic. The prevalence of anxiety and depression symptoms were 1.44 and 1.46% at Time 1, and 4.06 and 22.09% at Time 2, respectively, showing a 181.94% increase in anxiety and a 1413.01% increase in depression. Furthermore, the increases in anxiety and depression from pre-pandemic levels were associated with students' gender and the severity of the pandemic in the province where they resided. This study contributes to the gap in knowledge regarding changes in students' mental health in response to the pandemic and the role of local factors in these changes. In an increasingly interconnected global community, severe disasters or disease outbreaks in one country or region may rapidly impact global health security. As seen during the responses to the earthquakes in Haiti and Japan, Typhoon Haiyan in the Philippines, and the current Ebola outbreak in West Africa, local response capacities can be rapidly overwhelmed and international assistance may be necessary to support the affected region to respond and recover and to protect other countries from the spread of disease. For (...) example, President Obama stated on September 16, 2014, that “if the [Ebola] outbreak is not stopped now, we could be looking at hundreds of thousands of people infected, with profound political and economic and security implications for all of us…. [T]his…is not just a threat to regional security — it’s a potential threat to global security if these countries break down…. My aim in this paper is to explore the idea of human moral responsibility for (the outcomes) of natural disasters. First, I discuss the claim that there is often a human causal contribution to negative outcomes of even such paradigmatic natural disasters as earthquakes, typhoons, and volcano eruptions. Second, I attempt to move away from discussions attributing human causal responsibility to discussions attributing human moral responsibility for such outcomes (and to the obstacles to such attributions). I suggest that in most (...) (perhaps even all) cases of moral responsibility for the outcomes of natural disasters moral responsibility is grounded in culpable negligence, including culpable failure to prevent the side-effects of our actions or omissions. Elite domination is recognized as a significant downside of “linking social capital,” but its remedies are under-theorized and scarcely documented. Addressing this gap, we argue that bonding or bridging ties characterized by strong reflexivity, awareness of the state’s symbolic violence, and rich cultural resources for cross-fertilization serve as countervailing mechanisms against unresponsive linking ties. If bonding and bridging ties lack these characteristics, even when those ties are numerous, they are unlikely to challenge unresponsive linking ties. Our theoretical argument is substantiated (...) through a three-village comparison in Taiwan during the post-Typhoon Morakot reconstruction period, where linking ties among most disaster areas, state agencies, and large NGOs were deployed to promote elite agendas. Based on forty-five in-depth interviews, our findings suggest that in Namaxia, where all three features identified in our framework were absent in bonding and bridging ties, grassroots resistance against unresponsive linking ties largely failed. In Jialan, bonding networks displayed strong social reflexivity, but neither bonding nor bridging ties cultivated awareness of the state’s symbolic violence or cultural resources for cross-fertilization. The village only partially succeeded in challenging unresponsive linking ties. In Ali, where local bonding and bridging networks developed all three features mentioned above, the village successfully transformed unresponsive linking ties. The conceptual delinking of network homogeneity/heterogeneity and exclusivity/inclusivity in this study bears broader implications for social capital theories. (shrink)

With the increasing number of human disasters in recent years, disaster service workers are faced with an ever-growing challenge of criticism concerning their professional competence. The workers also realize the limitation inherent in their practice, as well as bioethics problems regarding autonomy and heteronomy. Therefore, professionals and researchers of human service devote to the issue of post-disaster rehabilitation of the people so as to identify an effective way and practice to aid the post-disaster individual, family and community. This study explores (...) the effectiveness of rehabilitative function of disaster service workers through the action research of Typhoon Morakot and the 2014 Gas Explosion in Kaohsiung City, Taiwan. The case studies serves as a platform for thediscussion of principles of bioethics and the analysis of the process of self-discipline of the workers of human services in hope of ultimately establishing bioethical principles for heteronomy during disasters and work indicators for post-disaster community restoration. Discuss Issues are 1. How can self-discipline in bioethics be achieved for the human service workers during times of disaster? 2. In post-disaster reconstruction, how does the human service worker take into? account bioethical principles to serve and partake in the restoration of the postdisaster life of community residents? 3. During the process of a disaster research, what are the bioethical considerations to be taken into for the test subjects? This interview focuses on the history and current developments of cultural studies in Japan. Shunya Yoshimi is one of the leading figures in cultural studies in Japan since its introduction in the mid-1990s. He is currently engaged in the task of developing cultural studies in Asia with younger generations of scholars and to this end has helped established a new type of cultural movement, Cultural Typhoon, as well as contributing to expand Asian cultural studies networks, such as Inter Asia (...) Cultural Studies. He argues that cultural studies has been questioning the relationship between meaning and power in everyday life through a variety of concrete and practical fields. In fact, he argues, it is inevitable for cultural studies to ask questions about the politics, if we in cultural studies are to develop actual knowledge of cultural production and consumption today. Hence, it is essential to investigate the micro-politics of bodies in relation to macro-political processes. In the case of Japan, working on cultural studies within an existing discipline also means engaging in experiments, which ultimately could have the potential to undermine existing disciplines from within. SummaryIn 1865, Spanish Jesuits founded the Manila Observatory, the earliest of the Far East centres devoted to typhoon and earthquake studies. Also on Philippine soil and under the direction of the Jesuits, in 1884 the Madrid government inaugurated the first Meteorological Service in the Spanish Kingdom, and most probably in the Far East. Nevertheless, these achievements not only went practically unnoticed in the historiography of science, but neither does the process of geophysical dissemination that unfolded fit in with the (...) two types of transmitter of knowledge identified by historians in the missionary diffusion of the exact sciences in colonial contexts. Rather than regarding science as merely a stimulus to their functionary and missionary tasks, Spanish Jesuits used their overseas posting to produce and publish original research –– a feature that would place them within the typology of the ‘seeker’ rather than the ‘functionary’ (in stark contrast to what the standard typology sustains). This paper also analyses examples of synergies between science, education and trade, which denotes, inter alia, the existence of a broad and solid educational structure in the Manila Mission that sustained the strength of research enterprise. Although Japan had its own distinctive ‘pre-history’ of cultural studies, which produced some excellent research on popular culture, which can be traced back to the 1920s, the current state of cultural studies has been criticized by conventional mainstream academics; whereas the younger generation has been attracted by cultural studies as a new academic trend. An important new development in cultural studies in Japan is Cultural Typhoon. This new movement seeks to avoid institutionalization and create an alternative academic public sphere (...) alongside broadened cultural practices, social activities and political interventions. Cultural studies in Japan can be seen as a part of a new diversity in cultural studies, which has some potentialities to move beyond the academy and open new dialogical spaces for communication and cultural intervention.
