The aim of this paper is to determine how the economic crisis, and the ad hoc attempts made by the authorities to counteract it, affected the Polish society and, above all, to prepare a multidimensional analysis of how the crisis impacted systemic changes in the Polish social policy. The author will examine both positive changes that followed the relevant global trends and also negative changes that resulted from the developmental lag, the country’s economic situation and especially the generally low involvement (...) of the state via public funding in activities that were part of the state’s social policy. Assessment of Polish social policy during the crisis must be ambiguous. On the one hand, systemic changes in social policy introduced as a result of the economic collapse can be clearly distinguished, on the other hand, however, the severity of the crisis visibly affected many activities of state and local governments in the social sphere. These activities posed unsuccessful attempts to rescue the situation in the labour market. Additionally, an effective response to deepening poverty was missing, amendments adopted to labour legislation were disadvantageous to employees, and finally fundamental sacrifices in terms of social policy were made as the lawmakers passed the Unification Act during the crisis. Polish social policy was unable, for a number of reasons, to essentially redefine its approach to addressing the numerous social issues it had to face. (shrink)

The aim of this article is the presentation of the range of responsibility of employers towards workers’ families in Poland in the interwar period. The article also shows how these duties were realised. This problem appeared in Europe with the development of a social insurance programme and labour law. The Second Republic of Poland built its own law system for employees’ families. It included health insurance and benefits, families’ pensions and funeral allowances. Certain obligations were also imposed on employers in (...) the context of labour law. The most important was the obligation to open nursery schools for children of women who worked in factories. The conclusion emerging from the analysis on the impact of the COVID-19 pandemic on public finances in Spain and in Poland in the years 2020–2021 shows that the effects should be considered in the short-term and long-term perspectives. The short-term perspective is featured by deterioration of the budget condition and the public debt ratio of both countries in the first year of the pandemic, and an improvement of the situation in 2021. The effects of the pandemic for public finances were (...) far more severe in Spain, which – viewed objectively – resulted from the fact that financing of the support programmes was to a larger extent based on funds from the state budget. In Poland the impact of these expenditures on the budget was relatively insignificant since the majority of the outlays were taken outside of the state budget, and even out of the sphere of public finances. As a consequence, the budget deficit remained at a moderate level and the debt of the public sector in relation to GDP was half that of Spain. Despite the fact that the condition of public finances was markedly worse there after two years of combating COVID-19, it was decisively more transparent. Admittedly, the model introduced in Poland ensured peace in the system of public finances on the formal side, but it meant future costs that were unavoidable and difficult to assess. (shrink)
