Intuition has increasingly been considered as a legitimate foundation for decision-making, and the concept has started to find its way into military doctrines as a supplement to traditional decision-making procedures, primarily in time-constrained situations. Yet, absent inside the military realm is a critical and level-headed discussion of the ethical implications of intuitive behaviour, understood as an immediate and situational response with no recourse to thoughtful or deliberate activity. In this article the author turns to phenomenological philosophy, and in particular to (...) the works of Hubert and Stuart Dreyfus, to elaborate on the ethical implications and consequences of intuitive behaviour. Dreyfus and Dreyfus understand moral behaviour as a skill, and as such they claim that it is possible to develop this capability through practice. They even claim that intuitive behaviour is the hallmark of the way experts respond to situations. The article seeks to investigate if the prerequisites for development of experience-based intuition are fulfilled inside the frames of military operations. The possible implications and consequences of utilizing such a capability are also emphasized. The article's empirical materials are qualitative and build mainly upon extracted information from interviews and informal conversations with Norwegian soldiers and officers serving in Afghanistan under ISAF's Regional Command North in 2007 and 2008. The contemporary West is biased in favor of rebellion. This is attributable in the first place to the dominance of liberal political philosophy, according to which it is the power of the state that always poses the greatest threat to human well-being. But it is also because of consequent anti-imperialism, according to which any nationalist rebellion against imperial power is assumed to be its own justification. Autonomy, whether of the individual or of the nation, is reckoned to be the value (...) that trumps all others. I surmise that it is because in liberal consciousness the word “rebel” connotes a morally heroic stance—because it means the opposite of “tyrant”—that Western media in recent years have preferred to refer to Iraqi opponents of the Coalition Provisional Authority in Iraq and Taliban opponents of the ISAF in Afghanistan not as “rebels,” but as “insurgents.”. I en række afhandlinger beskrives den hollandske ISAF styrkes indsats i Afghanisatn fra 2001-2010. I en fireårig periode fra 2006-2010 var det hollandske kontingent indsat i den afghanske provins Uruzgan og opnåede bemærkelsesværdige resultater. Sikkerhedssituationen blev forbedret, den økonomiske udvikling blev stabiliseret ligesom den offentlige administration, uddannelsen af børn og sundhedsplejen m.v. blev forbedret. Efter 2010 er provinsen overtaget af amerikanske og australske tropper.

Abstract Is the use of armed force by international forces in Afghanistan ethically justified? The answer is one of degree: the fighting is neither completely just nor completely unjust. To evaluate the extent of justification, a novel Just War Index (JWI) is introduced. It is a composite indicator: the average of estimated values for seven criteria from the long-standing Just War tradition ? Just Cause, Right Intent, Net benefit, Legitimate Authority, Last Resort, Proportionality of Means and Right Conduct, each of (...) which are evaluated on a 7-point scale. Because the two international missions using armed force in Afghanistan ? the International Security Assistance Force (ISAF) and Operation Enduring Freedom (OEF) ? have different mandates, different histories and different approaches to the use of force, they are evaluated separately. The ISAF mission is found considerably more justified than OEF though still ethically deficient. (shrink)
