Mobil haberleşme piyasaları sermaye yoğun piyasalar olarak öne çıkmaktadır. Piyasaya girişteki yatırım maliyetlerinin yüksekliği birçok firma için caydırıcı etken olarak görülmektedir. Yarışılabilir Piyasalar Modelinde ise yatırım maliyetlerinin yüksek olması piyasaya giriş için engeli olarak görülmemekte, yatırım maliyetlerinin ne kadarlık kısmının batık maliyet içerdiği hususu önem kazanmaktadır. Bu kapsamda her ülkede genellikle devlet tarafından tahsis edilen GSM lisanslarının maliyeti, mobil piyasalardaki batık maliyeti belirleyecek olan en önemli unsurdur. Bu çalışmada, Türkiye GSM piyasası Yarışılabilir Piyasalar Modeli çerçevesinde analiz edilmiştir. 2008-2018 yıllarını kapsayan (...) analiz sonucunda piyasanın aşırı karlı bir yapıya sahip olduğu sonucuna ulaşılmış ve karlı piyasa yapısına rağmen yeni firmaların piyasaya giriş yapmadığı görülmüştür. Yeni firmaların piyasaya giriş yapmaması; yüksek lisans bedellerinden kaynaklı batık maliyet engelleri ve spektrumun kıt bir kaynak olmasından kaynaklı sınırlı sayıda firmaya tahsis edilebilmesi sebeplerine bağlanmaktadır. Piyasanın daha verimli ve etkin çalışabilmesine yönelik sanal mobil şebeke işletmelerinin piyasaya entegre edilmesi gerekliliği yönündeki öneri ve bu önerinin desteklenmesine yönelik basit matematiksel model çalışmanın son kısmını oluşturmaktadır. Telegraphy, the distant ancestor of Internet and GSM (Global System for Mobile Communications), was invented by Samuel Morse in 1838. One year later, William Grove invented the fuel cell. Although numerous highly successful innovations stemming from telegraphy may be observed, the development of fuel cells has been insignificant, slow, and erratic and has not yet resulted in notable positive socioeconomic effects. By comparing the modern development of fuel cells and hydrogen technology, that is, a potential radical innovation in energy generation, (...) with some aspects related to the evolution of two highly successful radical innovations, Internet and GSM, the author focuses on the role of innovation regimes and policy in a sectorial system of innovations perspective. In the slow pace in fuel cells and hydrogen technology development, two factors seem to interact negatively: weak and fragmented innovation regimes in the energy sector and the current hegemony of market-oriented R&D policies. There are two theoretical approaches in statistical mechanics, one associated with Boltzmann and the other with Gibbs. The theoretical apparatus of the two approaches offer distinct descriptions of the same physical system with no obvious way to translate the concepts of one formalism into those of the other. This raises the question of the status of one approach vis-à-vis the other. We answer this question by arguing that the Boltzmannian approach is a fundamental theory while Gibbsian statistical mechanics is an (...) effective theory, and we describe circumstances under which Gibbsian calculations coincide with the Boltzmannian results. We then point out that regarding GSM as an effective theory has important repercussions for a number of projects, in particular attempts to turn GSM into a nonequilibrium theory. (shrink)

Smart parsimonious and economical ways of irrigation have build up to fulfill the sweet water requirements for the habitants of this world. In other words, water consumption should be frugal enough to save restricted sweet water resources. The major portion of water was wasted due to incompetent ways of irrigation. We utilized a smart approach professionally capable of using ontology to make 50% of the decision, and the other 50% of the decision relies on the sensor data values. The decision (...) from the ontology and the sensor values collectively become the source of the final decision which is the result of a machine learning algorithm. Moreover, an edge server is introduced between the main IoT server and the GSM module. This method will not only avoid the overburden of the IoT server for data processing but also reduce the latency rate. This approach connects Internet of Things with a network of sensors to resourcefully trace all the data, analyze the data at the edge server, transfer only some particular data to the main IoT server to predict the watering requirements for a field of crops, and display the result by using an android application edge. We present a module based criterion, i.e. a sufficient condition based on the absolute value of the matrix coefficients, for the convergence of Gauss–Seidel method (GSM) for a square system of linear algebraic equations, the Generalized Line Criterion (GLC). We prove GLC to be the “most general” module based criterion and derive, as GLC corollaries, some previously know and also some new criteria for GSM convergence. Although far more general than the previously known results, the proof of GLC is simpler. (...) In the article the possibility of using a smartphone with an integrated set of necessary technical means for implementing the technology of video recording of vehicle speed is investigated and established. The main algorithmic and software components of a smartphone are proposed, which allow to identify and to accompany a vehicle, as well as to determine its speed. Installation and initial setup of the device is simple. It is only necessary to measure and enter in the device height of its (...) arrangement. In the article the possibility of using a smartphone with an integrated set of necessary technical means for implementing the technology of video recording of vehicle speed is investigated and established. The smartphone has a low cost and power consumption, the ability to operate in the required temperature range, as well as a set of physically built-in necessary technical means: several video cameras, accelerometers, gyroscope, magnetometer, GPS sensor, GSM and Wi-Fi wireless communication. Due to its low power consumption, it can also run on solar panels during the day when no other power source is available. The cost of a smartphone with very good characteristics does not exceed 10,000 UAH. The paper proposes the main components of the algorithmic support of the device. The use of the Lucas-Kanade method for the implementation of tracking and the calculation in the interpixel space of the coordinates of the points of the vehicle's trajectory will improve the accuracy of measurements of the traveled distance and the vehicle's speed on short sections of the trajectory. The proposed algorithm for calculating the vehicle speed requires entering only one parameter - the height of the device. Therefore, installation and initial setup of the device is simple. It is enough to measure and enter this parameter into the device. Large-scale introduction of a device for measuring vehicle speed, built on the basis of a smartphone, is possible due to relatively small investments in the development of its mechanical part, algorithmic and software. The COVID-19 pandemic triggered the first global “Infodemic” in the era of social media. Understanding how governments deal with the negative impacts of the infodemic has become a priority. This paper uses the theoretical framework of the Elaboration Likelihood Model to explore mechanisms for alleviating panic associated with the infodemic. It considers, in particular, the quality of information circulated on Government Social Media as the central route and local government trust as the peripheral route. An empirical study was conducted using (...) data from a focus group interview and a questionnaire survey collected within the first three weeks following the citywide lockdown of Wuhan, China. The results show that as: Quality of GSM information does not significantly reduce public panic, but local government trust significantly increases people’s pandemic prevention knowledge; Pandemic prevention knowledge is a critical mediator between information quality of GSM and public panic, as well as local government trust and public panic; and Information quality of GSM significantly increases people’s trust in local governments. This paper contributes to the literature on infodemic and government social media and provides implications for practice. (shrink)
