There are problems. In an age when even the Pentagon is suffering from cutbacks, so are we. The copy must be prepared by one typesetter who also acts as the Project secretary. That one person is handling a load that had previously been handled by three. Our university, like most others, is slashing budgets so that it has been forced to reduce its contributions to our funding. While we remain relatively fortunate in our level of university support, we in the Project have had to tighten our already taut belts even more. McMaster's budget cuts could mean that we cannot hire summer students for our research. This loss would be difficult but bearable. Next year some of the grants will run out. Then we will be even more dependent on a university, like others in Ontario, which is retrenching through a hiring 96 Russell summer 1990 freeze and other mortifications. Fortunately our May 1989 grants from the Social Sciences and Humanities Research Council of Canada remain unchanged. But the Russell Project has demonstrated that it is a hardy survivor. In the past we have endured cuts from S.S.H.R.C.C. and cutbacks from the university. But we have persevered and certainly accelerated our output significantly as our understanding of this massive enterprise has continued to develop. She was educated at Bryn Mawr College (AB, 1922) and St. Hilda's College, Oxford (HON BA, 1925; (...) MA, 1926). Returning to Bryn Mawr, she was employed from time to time as an instructor of English literature, but she never became a permanent member of the faculty. A frequent traveller to Europe during these years of teaching and writing, Edith published biographies of Wilfred Scawen Blunt in 1938 and Carey Thomas, a President of Bryn Mawr, in 1947. She sometimes lectured at various schools and clubs off campus on biography in general and Blunt in particular. Edith and Lucy Martin Donnelly, a friend of both Russell and his first wife AIys, became close; together they built a home, New Place, in nearby Rosemont, Pennsylvania, where they lived after Lucy's retirement in 1936 as head of the English Department. An agreement by McMaster Universiry Library to purchase her papers from the Bertrand Russell Peace Foundation was made on 24 June 1985. The papers themselves did not arrive at the Russell Archives until nearly a year later, on II June 1986. Upon arrival, it was noted that many photographs that were listed with the agreement were missing, as well as some printed materials and books belonging to Lucy Donnelly, a typescript by Logan Pearsall Smith and sdme general correspondence. The Foundation has not been able to locate these missing items. More importantly, Russell's original letters to Edith (copies of which were included in Archives II) were not even listed as part of the agreement, and their location remains unknown as well. Originally published in 1910, Principia Mathematica led to the development of mathematical logic and computers and thus to information sciences. It became a model for modern analytic philosophy and remains an important work. In the late 1960s the Bertrand Russell Archives at McMaster University in Canada obtained Russell's papers, letters and library. These archives contained the manuscripts for the new Introduction and three Appendices that Russell added to the second edition in 1925. Also (...) included was another manuscript, 'The Hierarchy of Propositions and Functions', which was divided up and re-used to create the final changes for the second edition. These documents provide fascinating insight, including Russell's attempts to work out the theorems in the flawed Appendix B, 'On Induction'. An extensive introduction describes the stages of the manuscript material on the way to print and analyzes the proposed changes in the context of the development of symbolic logic after 1910. Among the papers left by Bertrand Russell (1872?1970) and now held at the Russell Archives at McMaster University, is a large quantity of material on mathematical logic and the foundations of mathematics. This paper is a provisional survey of their extent and content. Some indications are given of their historical significance, and a discussion is added to the possible modes of their publication in the edition of Russell's Collected papers, currently in progress.

The author describes two outstanding moments in his work with Russell’s archives, over a period of 52 years, from readying them for sale in London to curating them at McMaster University. The highlights were being hired for the Russell Archives at McMaster and adoption of the correspondence catalogue by the University Library from its maintenance and development as a post-retirement project.

Bertrand Russell's literary legacy encompasses an enormous quantity of correspondence and manuscripts. He first disposed of his papers to McMaster University in 1968, but withheld confidential files. The First Russell Archives as it is known at McMaster, was the subject of A detailed catalogue of the Archives of Bertrand Russell prior to the sale and was edited by Barry Feinberg. At the same time Russell and the staff at the (...) class='Hi'>Russell Peace Foundation continued to create new documents which arrived at McMaster some years after Lord Russell's death in 1970. Naturally the author, who would have inherited these properties, laments not only these losses but the fire-sale prices—Alderley sold for£, and is now estimated to be worth £ million; Penrhos was sold for a mere £, but then its owner, the author’s cousin, was a homosexual and upon leaving the Navy decided it would be unwise to live at Penrhos because homosexuality was then a crime in Britain (p. ). Lord Stanley’s path to inheriting his title was much more tortuous and full of tragedy than Bertrand Russell’s inheritance of his earldom. Thomas’s two older brothers, John and Martin, died at the same time in Penrhos just before it was sold when the cliff collapsed, weakened by old tunnels that they had dug chasing rabbits in their childhood. After that, two cousins, Edward and Lyulph, had to die without heirs before the title became Thomas’s in . The author blames them for losing, and losing easily, in the span of  years wealth that had taken nine centuries to accumulate. Lord Stanley also had some difficulty in taking his seat in the House of Lords (as did Bertrand), since proof was needed that no offspring with a better claim might appear (p. ). The author exhibits some of the same wit that makes Russell’s writing sparkle. Lord Stanley sat in the House of Lords, although on different sides (Conservative vs. Liberal Democrat), with his cousin Conrad, Russell’s youngest son. The two of them had rather different professions, Thomas a farmer and Conrad a university professor. He notes: “When on one occasion I said that he looked tired, he, as any academic would, said that he found getting his mind down to the level of his undergraduates very exhausting. I replied that trying to understand the minds of my sheep surely must be more exhausting” (p. ). Another example of wit (which is frequent, particularly in the first part of the book) concerns his strict upbringing and the learning of rules. The rules were discarded until he joined the House of Lords when he found them “useful, if only to remember to put the milk in the cup first if sitting next to a life peer and last if next to an hereditary one” (pp. –). Milk first or last has always been a mystery to me, and I’m afraid this remark does not help much! Born in , the author was brought up to believe “that it was a privilege to be a Stanley” although any arrogance because of superior lineage was not allowed by his father (p. ). The author’s mother was Lady Kathleen Thynne, the daughter of the th Marquess of Bath. The passages concerning Christmas visits to the family’s very grand estate, Longleat, make fascinating reading (pp. –). The book contains chapters on Lord Stanley’s childhood (he was raised at Llanfawr near Penrhos), his career in the military followed by farming, his family, his hobbies and the House of Lords. It includes a family tree, a chronology from  to , and family photographs (the author bears more than a passing resemblance to his cousin Conrad). The first volume came out in  and contains  letters, the second  letters. The Bertrand Russell Archives at McMaster University hold between thirty and forty thousand of Russell’s letters. Griffin does not claim to have looked through all of them, but apart from our editor he has probably read more of them than any other person. This provided him a unique perspective on Russell of which he has made the best. The letters have been intertwined with extensive commentaries and supplied with informative footnotes amounting to approximately  pages in the first volume and  pages in the second. Together with the prefaces and the introductions, they supply us with an epistolary biography of Russell that covers most aspects of his life. There are some differences between the first and the second volume due to the availability of letters. In the first volume there are many letters to Russell’s first wife, Alys, and his lover, Lady Ottoline Morrell. Griffin writes in the preface to the second volume that these touched on almost everything that was important to Russell, which made it unnecessary to look for letters elsewhere. The letters to Ottoline continued their pace until , but he kept on writing to her until she died in . Griffin relies heavily on these letters up to her premature death. When Colette O’Niel came into the picture in , she took over Ottoline’s role, but Russell’s letters to her are not quite as revealing as those to Ottoline. Another complicating factor has been the variety of Russell’s interests after . Before the First World War Russell had mainly devoted his energy to logic and the foundations of mathematics. When the war broke out, he channelled his energy into anti-war work. After the war his interests grew in many directions, as did the number of correspondents. Towards the end of his life he returned to political activism; still, his correspondence in the s covers a wider range of topics than at any other time. Given the variety of Russell’s interests, Griffin had to decide which interests should be included. This must have been a difficult task, but Griffin argues convincingly for why he has excluded letters directly related to Russell’s involvement in world government organizations, letters concerning the Indo-Pakistani border dispute and technical letters about philosophy. He has also excluded— although not totally—letters concerning religion, people he had known earlier, events he had been involved in and opinions he had held. Some topics had to be excluded due to the lack of suitable letters. In spite of all these restrictions, Griffin has been able to produce a most interesting, if not complete, epistolary biography. Nicholas Griffin has done an admirable job of selecting and explaining the letters in this first volume. It is amazingly to his credit that he 'manages to be so well acquainted with (...) and to understand so well a world so remote from his own. In the whole volume, I found only two small points on which to augment his knowledge. If he had looked up Shakespeare's poem about greasy Joan, which we all know in part, he would have solved for himself the mystery of Marian's nose, referred to on page 93. It was red and raw from the cold, as Russell's always was from sunburn in the summer-and usually peeling besides. And on page 217, perhaps a more esoteric mystery: Milligan is a game of patience played with two packs of cards, which I have seen him playing with a special small set capable of being spread out on a small table. My only other quibble is that I think perhaps Griffin is a trifle too hard on Grandmother Russell, who may have been less calculating and more sentimental than he supposes. That she was not above emotional blackmail is clear from Russell's letter to Alys of 17 August 1894: I went to· my Grandmother, and found her on the sofa in her sitting-room. We embraced in silence for some time and then I looked at her sadly with tears in my eyes and she said "Well I'm worse than you thought I was": not with an air of triumph, but of mild reproof for my heartlessness in having felt so little anxiery. She besought me to consent to an absence; she says everybody who comes thinks it strange I should not be here when she is so ill, and that both thee and I are suffering in reputation in consequence. She gave repeated assurances (which I didn't need) of her absolute unselfishness in urging my home-duties; she really does care only about my moral welfare, which she feels to be imperilled by such neglect. (P. 98) Awful stuff, yet I think she may have rather been seizing any weapon that came to hand than laying deeply cunning schemes; but this is only opinion and I would bow to Griffin's greater knowledge of the facts. Some other fine items must be singled out for special mention. First, the generous tribute to Russell's integrity over Frege on page 245. Russell had spent five years working in almost complete isolation on the Principles only to find, when it had gone to press, that much of what was best and most original in it had been anticipated by Frege. Yet, even in his private correspondence, he never gave so much as a hint of any concern about his loss of priority, but only his delight at having found a thinker with similar ideas. It required an integrity beyond the call of duty to add to the Principles an appendix drawing attention to Frege's work and generally to do what he could to make it better known. Griffin's editorial work is for the most part adlJIirably dispassionate, always informative, sometimes speculative, occasionally critical; but when the occasion warrants (usually over professional matters), he is unstinting in his praise. Russell's comments about The Principles ofMathematics in his letters seem absurdly modest. The book was undoubtedly a wotk of genius; in some ways, the greatest thing he ever wrote.... McMaster University acquired the Russell collection in 1968. Since that time hundreds of researchers have come from every corner of the world and have collectively revealed a treasure of the intellectual and political life of the twentieth century. Russell’s name is not on everyone’s lips today, but the archive still contains material vital to our own concerns: to our concern about what has gone wrong in the twentieth century, to the status of science as a paradigm of (...) knowledge, to the rise and fall of communism, and to the prospects of world order. This monograph is a detailed comparison of the two published forms of Wittgenstein’s "Notes on Logic": the so-called Russell and Costello Versions. It also includes complete transcriptions of the two related typescripts and one manuscript in the collection of The Bertrand Russell Archives at McMaster University, and a transcription of a photocopy of a related typescript in the collection of The Wittgenstein Archives at the University of Bergen, hitherto unpublished in their original form. From (...) these comparisons, the majority of McGuinness’ description of the sequence of the production of the typescripts is confirmed. However, additional source material in the sequence is inferred. On the basis of the proposed identification of the Bergen typescript as the copy made by D. Schwayder, it is concluded that McGuinness was mistaken in asserting that the Costello Version was a rearrangement from this copy. Finally, it is proposed that the von Wright catalogue of Wittgenstein’s Nachlaß is misleading inasmuch as it gives a single reference to a pair of scripts generated at different times. In response, three Nachlaß items are differentiated within the classification for the Russell Version (catalogue item 201a). In support of the argument the monograph is supplemented by a phrase by phrase comparison of the Russell and Costello Versions, a list of phrases which are not common to both, and a detailed comparison of the various published issues including comments on the diagrams. If this determination had been made earlier, the text would have featured in Papers 21. In acknowledging receipt of “Causes of War” on 14 December 1936, (...) Huxley, the volume’s editor, also wondered whether Russell would like to examine his subject “at greater length—say in 1,000 words” (internet print, ra3 1,850). The original editorial plan, to which Russell must have adhered, allocated a single page to each topic, which ranged alphabetically from “Armaments, Private Manufacture of”, to “Women in Modern War, Position of”. But as Huxley explained, such compression was “impossible” for some subjects. Russell evidently declined the offer (no reply is extant), for his published contribution amounted to 300 words only. It nevertheless lucidly distils a complex and contested issue. In the spirit of the publishing enterprise Russell had joined, “Causes of War” is also somewhat didactic. Yet there is little hint of either the psychological predispositions towards war he also regarded as crucial, or the absolute pacifist doctrines he had recently embraced and elaborated in Which Way to Peace? (1936). The latter ground, however, was well covered elsewhere, in entries on “Force” and “Non-Violence”, most explicitly, but also in those disparaging armed revolution, for example, or the use of sanctions to enforce international law.The two cross references at the end of Russell’s entry are probably not authorial. The text presented below is the only known version, from the cheap softcover edition of the Encyclopaedia (priced 6d ) published by Chatto & Windus under the auspices of the Peace Pledge Union—the British pacifist group of which both Huxley and Russell were sponsors, along with, in all likelihood, other of the work’s anonymous contributors. Usually all three are combined in varying proportions, as, for example in the Book of Joshua. The economic motive has various forms:a. Occupation of fruitful territory—e.g. Whites and Indians in United States.b. Plunder—e.g. Romans in Asia Minor; Cortez and Pisarro.c. Trade—e.g. English and Dutch in seventeenth century.d. Markets and fields for investment—most modern imperialist wars.e. Bertrand Russell was never to forget the course he gave in Barcelona in the spring of 1920. In the bitter title-page of An Inquiry into Meaning and Truth (1940), after the legal ruling which had suspended him from teaching at City College, New York, he expressly mentions his lectures in Barcelona, along with those he had given at the Universities of Uppsala and Copenhagen and at the Sorbonne. He also alludes briefly to them in his Autobiography (Russell (...) 1990, II, 143), but their circumstances and import have received no attention to date. The aim of this paper is to bring to light the available information on this subject in the Russell Archives (McMaster University, Canada) and the papers left by Joan Crexells (1896-1926) and Eugenio d'Ors (1881-1954), the two Catalan philosophers behind Russell's visit, and to put forward an assessment of Russell's influence on Spanish philosophy. His third wife, Patricia Russell (née Marjorie Spence, then Patricia Helen Spence, and, after divorcing Russell, Mrs. P.yH. Spence) was no exception. Having studied history at Oxford, she did a great deal of research for Russell and some actual writing. She did some public speaking during the ccny case in 1940, and in 1946 she organized a major meeting in Cambridge for the Save Europe Now organization. Later in the 1940s she began employment in town planning, and brief mentions of that topic show up in Authority and the Individualz (1949). The Bodleian Library, Oxford, has a box of her papers, placed, at her instructions, under a very lengthy embargo. On one occasion while they were in America there was an employment opportunity for her. It involved her writing skills, and her husband drafted the following testimonial. With its strikeouts, it is unWnished in the form in which it survives, and we cannot be sure it was sent. It is dated December 6, 1941. My wife, Patricia Helen Russell, has, throughout the last ten years acted both as my collaborator and as my secretary. In the latter capacity she has drafted and written, on my behalf, letters on a great variety of subjects, and has shown great skill in doing so, both as regards literary style and grasp of the matter concerned. As regards collaboration: In “Freedom and Organization, 1814–1914”, she did a very large part of the research and a considerable part of the actual writing. In “The Amberley Papers”, which was published under our joint names, she did considerably more than half the work, not only as regards detail, but also as regards the general plan. In addition to this work on books, she has written magazine articles on my behalf, sometimes in part, sometimes wholly. Her purely secretarial work has been very extensive and always admirable. Here we have many of the hallmarks of naturalized epistemology: (I) fallibilism, (2) the "best theory" account (...) of science, (3) the view that "knowing" is a natural phenomenon not confined to humans, and (4) the embedding of epistemology in behavioural psychology. The title is: A History ofwestern Philosophy, in German, Geschichte der Abendlaendischen Philosophie. The book can well be called unique. In any case, it is the first of (...) its kind. There are many histories of philosophy, multi-volumed and single-volumed, good and bad. But up to now there has not been one written by a really great and original thinker. Most were written by well-trained scholars, but there is a great difference between a scholarly professor of philosophy who writes the history of philosophy, and a man like Russell who is himself a maker of the history of philosophy. Perhaps this explains in part the uniqueness of this book. It is a book that is written with clarity and at the same time with a cheerful ease; a book that ventures, and that can venture, to handle the history of philosophy with humour and with grace. What is special and great in Russell's book? The table of contents is not essentially different from other histories of philosophy. For nowadays this method can hardly be claimed to be original any more. It is true that Russell is the first to extend this socio-historical method to the entire history of philosophy; and that this allows him to throw new light on many problems-in particular, on problems and forms of philosophy of the early middle ages, for example Augustine and Boethius. But despite the attraction of these problems, I do not believe that the greatness of Russell's book lies in its socio-historical method. What makes the book great is the man who has written it. The book is the man. By that I do not want to say that the book is less objective than other histories of philosophy. On the contrary, other books seek earnestly to be objective, but they never achieve it. What they achieve is only that they seem to be objective, and with that to give a &Ise impression to the reader. Russell does not attempt to be objective. He permits himself to state his opinion simply and openly, and he makes it quite clear that this is his personal opinion-his wellconsidered opinion-but not more; certainly not the judgment ofhistory. In my eyes, Bertrand Russell is without doubt the only man in our time of whom one can say that he is a great philosopher-a philosopher who can be named in the one breath with men like Descartes, John Locke, David Hume, or Immanuel Kant. He is the man whom we thank that philosophy has not entirely lapsed into one of the intolerable fashions of our time, and into charlatanry and wind-baggery. The expressions "charlatanry" and "windbaggery" were deployed by Schopenhauer, who saw these things and fought against them, as did Kant. P.), p. 173· B ertrand Russell arrived in China with Dora Black in October 1920. World War I had deepened his disillusionment with both the capitalist system and Western civilization in general. Seeking a socialist solution, he had visited Soviet Union just a few months before. But he had found that the Communist state there presented an unappealing alternative to the capitalist West in that it treated its citizens as slaves. The sad mood in which he "set out for China to seek a new hope"2 was described in his The Problem of China, published in 1922 after his nine-month visit: "It was on the Volga, in the. summer of 1920, that I first realized how profound is the disease in our Western mentality, which the Bolsheviks are attempting to force upon an essentially Asiatic population, just as Japan and the West are doing in China" (p. 18). The 1920S were a time when China, both as a nation and as a civilization, was in deep trouble. Her young people were eagerly looking outside their country to find a way of saving her. Since the 1840 Opium War, the Western Powers had poured into China, which had been a closed society, at least in Karl Popper's sense,3 for more than 3,000 years. With the collapse of the Qing dynasty in 19I1, China had been thrown into a state of anarchy by feuding warlords. The Great World Powers had both politically and economically dominated China through successive wars with her;4 through demanding indemnities, the cession of territory, fixed tariffs, etc.; and through controlling the corrupt and inept central government and warlords. Meanwhile, China was plagued by famine, piracy, brigandage, incipient rebellion,5 and the failures of various attempts at reform and revolution.6 China was well on the way toward disintegration, divided into "spheres of influence" by Britain, Germany, France, Russia and, especially, Japan. In the 1920S, China was also in the period of the May Fourth Movement-named after a popular student protest on 4 May 1919against foreign imperialism and an impotent Chinese government. It was agitated by the Treaty of Versailles which transferred, at the request ofJapan, the properties and privileges of the German sphere of influence in the Shandong Peninsula to Japan. This movement advocated learning science and adopting democratic principles in order to save China. It is important in Chinese history as a symbol of Chinese awareness of the need for the most profound changes in her tradition. All of these factors constituted the background to Russell's visit to China and thus affected the formation of his distinct view of the problem of China.? The invitation to him was a part of Chinese efforts in seeking methods from the West to save their country. Russell had already been known in China as a great philosopher, not only for his philosophy of logic and science, but also for his views on social problems. rticles HOW TO PROMOTE INITIATIVE B R [The first series of Reith Lectures, delivered weekly on the  by Bertrand Russell in the winter of –, were a resounding success. They were soon published in book form as Authority and the Individual. However, Russell started late in the year to write them, and manuscripts for the lectures show (...) that he encountered difficulty. Surviving in his archives is a false start on the concluding lecture, “How to Promote Initiative” (filed at  .). Lecture  had been called “Control and Initiative: Their Respective Spheres”. Lecture  was finally titled “Individual and Social Ethics”, but an early outline had it as “Principles of Reform”. In the false start Russell described how devolution of authority and individual initiative could be embodied in practice. He provided recipes on how to accomplish this in specific spheres of society: local government, industry, newspapers, books, and education. In replacing the nine leaves of manuscript, he had not come to disagree with them. Instead, as readers of what follows and the final lecture of the book will allow, he now engaged the topic at a higher level. Russell at this time was a friendly critic of the British Labour Party, and his devolutionary reformism is to be seen in that light. Yet his final text transcended politics and engaged his audience at an ethical level, treating of the freedom and duty of conscience, the justifiability of revolution, and life lived as an end. The centralized framework is necessary, but has now, in the main, been created except as regards a world government. The danger now is lest this framework should be thought to be all that is needed. State Socialism exists in Russia, and the prestige of Russia has led many to think that State Socialism is synonymous with Utopia. I believe this to be a profound mistake. Before the Russian Revolution there were syndicalists and guild socialists, whose aims, in my opinion, should be revived. It is true that many of those who formerly, though socialists, feared the omnipotence of the State, forgot their fears in admiration of what seemed to them the successful efficiency of the Soviet régime. But for my part I think it important to remember aims that were prominent before , if nominal reforms are not to produce even worse evils than those that they are intended to cure. The first and most obvious region in which decentralization is desirable is local government. For reasons of which I do not dispute the validity, an increasing part of the finance of local government has come to be paid out of taxes, with the result that the central government, and especially the Treasury, is able more and more to control local authorities, and to forbid any bold scheme which may possibly involve expenditure for which there is not adequate precedent. Owing 〈to〉 the method of assessment, rates are more unpopular than taxes. County Councillors and Town Councillors are still unpaid, as Members of Parliament were formerly. These are among the reasons for the very general apathy on questions of local government. There are of course other reasons, quite as important. Whenever there is war or the fear of war, it is natural that political interest should be concentrated on the central government, which has to decide this supremely important issue. In an effort to make sense of it, commentators were often driven to attribute to Russell quite obvious and simple fallacies. A different approach was taken (...) by Peter Geach, who suggested that Russell's argument could be given a consistent reading if it were construed as arguing, not against Frege's theory, but against Russell's own earlier theory, which he put forward in The Principles of Mathematics. It is not an implausible hypothesis, considering how prone Russell was to misrepresent' other philosophers' views and read his own powerful ideas into their writings. In order to justifY Geach's hypothesis properly, one would have to show the crucial difference between Russell's and Frege's theories that made only one of them susceptible to the attack in "On Denoting ". Russell explicitly considered the two theories to be "very nearly the same"; this self-interpretation would have to be questioned. Geach's hypothesis would be further strengthened by providing an actual exegesis of the "On Denoting" argument as directed against The Principles ofMathematics theory. In this paper 1 will try to accomplish both of these tasks. Russell is often accused of confusing use and mention. The accusation is not fair, however. It is true that he does not insist on this distinction; he does not employ it extensively. But he is certainly Russell's Argument against Frege's Distinction 53 aware of it; he simply does not think that it is an important logical distinction. Today this view may seem almost incomprehensible, but that only shows the strength of Frege's influence on our ideas. There are two striking symptoms of Russell's lack of concern for the use-mention distinction: firstly, he does not observe the convention which says that putting an expression in quotation marks produces a name of that expression; secondly, he does not feel any need to employ the pair of terms "sentence" and "proposition", but contents himself with the latter only. The claim about Russell's use of inverted commas needs to be proved; I will come to that later. Russell's assertions are often ambiguous between use and mention of expressions. For example, he asserts that "propositions do not contain words" (PaM, p. 47). However, a few pages later, he speaks of propositions that contain the phrase "any number" (p. 53). If this is not to be self-contradictory, then either the term "proposition" must sometimes signifY a linguistic expression, or the term "phrase" must sometimes be understood without implying that a phrase consists of words. This ambiguity is openly admitted in a later article, where he writes: [we shall be concerned with] the distinction between verbs and substantives, or, more correctly, between the objects denoted by verbs and the objects denoted by substantives. Since this more correct expression is long and cumbrous, I shall generally use the shorter expression to mean the same thing. Thus, when I speak of verbs, I mean the object denoted by verbs, and similarly for substantives.2. Russell's attitude towards the distinction between use and mention is not unjustified. It has its reason in his view oflanguage and the subject -matter of logic. In Russell's view, the subject-matter of logic has nothing to do with language. Words, both spoken and written, are entirely outside its realm. Logic, just as other sciences (except linguistics ), is concerned with the entities indicated by words, and not with words themselves. Coming in middle age to academic concerns, she was the most receptive person in Britain to the semiotics of C. S. Peirce (–), giving his (...) work some publicity especially in her books What Is Meaning? () and Significs and Language (). After her death much of her library went to the University of London Library; her heavily annotated copies of journals such as Mind and The Monist are worth consulting. Her papers remained with her family until they were purchased from Sir Oliver Welby in  by York University, Toronto. The large collection is stored in  large boxes, with the general reference number -; the archival staff has prepared an excellent catalogue. I sampled the collection in a short recent visit. It divides into two nearly equal halves. One half includes her own manuscripts and essays, sometimes including comments made by friends. Some manuscripts by others, or transcripts thereof (for example, H. G. Wells) were also stored. I looked at the manuscripts related to logic and language, and found that several were composed of transcriptions of her notes typed out on strips and then set in a chosen order by fixing to large sheets with pins. Logic as such did not feature strongly; more prominent were aspects of linguistics or speech practice. Lady Welby strove to popularize the work of fellow enthusiasts for linguistics. In particular, box  comprises her commissioned English translations of several articles published during the s by the logician and philosopher Giovanni Vailati (–), also the earliest follower of Russell’s hero Giuseppe Peano. Presumably Vailati’s and Welby’s deaths prevented the publication of the planned book. The other half of the collection comprises Lady Welby’s extensive correspondence, including copies or drafts of some of her own letters. Attached to many russell: the Journal of Bertrand Russell Studies n.s.  (summer ): – The Bertrand Russell Research Centre, McMaster U.  -  . - letters are partial typewritten transcriptions, presumably prepared by or for her daughter Nina Cust (–) for a two-volume edition. As these transcriptions suggest, the originals were not only selected but also mauled quite a bit; the edition provides only extracts both locally within a letter and also globally across a file. They are organized chronologically in chapters each covering a short run of years, so that any extensive exchange is spread across several chapters. Further, the precise date of each letter is never given. This is a pity, for the full collection reveals an impressive range of serious contacts in the philosophical and other communities, and also with some figures related to her social status (from the aristocratic Stuart-Wortley family, Very Important in those days). Some letters relate to a discussion group which met at her home; first at Denton Manor, Grantham, Lincolnshire, and then during her widowhood in Harrow, London. To Lady Welby herself, one of the most important exchanges was that with C. S. Peirce (–), some of which appeared in the daughter’s edition and since has been published in full. For my interests two other files stood out. One is an intense exchange, especially in , with Mary Boole (–), in which her working relationship with her late husband and their religious stance were discussed. The other exchange was with Philip Jourdain (–); they used to lend each other books and recent issues of journals. When Lady Welby planned a visit in September , Jourdain assured her that a “tyred fly” would be hired to bring her to his home from the railway station, and that it had a large room which should be satisfactory to “you and your maid”. These two also exchanged opinions on recent philosophical literature, including that by Russell, whose work is mentioned in other files. Hall and Café Royal, as well as in the House of Commons, English coin designer and painter Christopher Ironside (1913–1992) was commissioned to produce this bronze medallion. Only twelve copies were cast, including this one, originally in Russell's possession at Plas Penrhyn and now held by the Bertrand Russell Peace Foundation. (Another copy is in the Russell Archives.) Inscribed on the obverse of the medallion (diameter: 128 mm.) are the titles of fourteen Russell books. How heartening to reunite with fellow admirers of Eudora Welty on the grounds of her family home as our flagship events made their post-pandemic returns. Even so, among staff, 2022 brought challenges that, while unexpected, served to deepen our commitment to our mission and each other. Moreover, for every (...) achievement to follow in this report, there is a friendship to thank—whether with the Eudora Welty Foundation, our colleagues at the Mississippi Department of Archives & History (MDAH), individual volunteers, or community partners too numerous to list—each one a treasured marvel. For, in Eudora Welty's words, "as is true of all friendships, it might not have happened—and it did."Although we were saddened to say goodbye to our dear friend and former director Lauren Rhoades, to our delight she has returned time and again, as a volunteer, a guest, and even a guest speaker. Most impactful, Rhoades now supports sites like ours in an official capacity as the new director of grants at the Mississippi Arts Commission, where she connects arts-based organizations with potential funding opportunities. In this role, Rhoades informed the Eudora Welty Foundation about the Building Fund for the Arts Grant, to which they successfully applied. Because of this very grant, we can make perhaps our biggest announcement of 2022, which is that the Eudora Welty Foundation will break ground on the much-needed community arts building behind our Visitor Center. The report in this volume by the Foundation, which is supervising construction, contains more details on this exciting development.After Rhoades's departure, I had the great honor of transitioning to director. By December, we welcomed Lauren Claret to fill my former role as Garden Projects Specialist, ending a lengthy staff shortage. We even grew our team, adding Mary Atchley as a part-time Visitor Center Associate to handle our gift shop and ticket sales. All the while, my seasoned colleagues, Special Projects Coordinator Rachel Lott, and Education Specialist Jennifer [End Page 189] Rose, continued to shine in their respective roles: Lott coordinates volunteers and plans exhibits, events, and social media. Rose leads educational programs for students of all ages, in groups large and small, onsite and away.With such a small team, our museum depends heavily on volunteers to lead house tours and maintain the Welty garden, and recruiting new volunteers is our greatest need as we look ahead to 2023. We saw a precipitous drop in volunteers at the onset of the pandemic. Although visitation has started a noticeable rise, volunteer numbers have not yet picked up. Having studied history at Oxford, she did a great deal of research for Russell and some actual writing. She did some public speaking during the ccny case in 1940, and in 1946 she organized a major meeting in Cambridge for the Save Europe Now organization. Later in the 1940s she began employment in town planning, and brief mentions of that topic show up in Authority and the Individualz (1949). The Bodleian Library, Oxford, has a box of her papers, placed, at her instructions, under a very lengthy embargo. On one occasion while they were in America there was an employment opportunity for her. It involved her writing skills, and her husband drafted the following testimonial. With its strikeouts, it is unWnished in the form in which it survives, and we cannot be sure it was sent. It is dated December 6, 1941. My wife, Patricia Helen Russell, has, throughout the last ten years acted both as my collaborator and as my secretary. In the latter capacity she has drafted and written, on my behalf, letters on a great variety of subjects, and has shown great skill in doing so, both as regards literary style and grasp of the matter concerned. As regards collaboration: In “Freedom and Organization, 1814–1914”, she did a very large part of the research and a considerable part of the actual writing. In “The Amberley Papers”, which was published under our joint names, she did considerably more than half the work, not only as regards detail, but also as regards the general plan. Paperbound. his (...) is a selected anthology of Russell’s writings and interviews on war, Tpeace and pacifism edited by the Norwegian Øystein Hide, who was born in 1975 and has the equivalent of a ma in philosophy from a Norwegian university. He did graduate work at the University of Southampton in 2001–04. He has worked at the Wittgenstein Archives in Bergen and at the University of Bergen. He has done research at the Bertrand Russell Archives1 and is a member of the Mind Association. He has translated Wittgenstein’s Zettel and Über Gewissheit into Norwegian and has done other philosophically relevant work in both Norwegian and English. Øystein Hide has supplied his anthology with an introduction that contains a number of minor factual mistakes that are a bit disturbing, but they do not overshadow his main message that Russell’s writings on war, peace and pacifism are still worth reading. He starts out by distinguishing between “the two Bertrand Russells”: the philosopher and what he calls “the political humanist”. Although Hide does not spend much energy on explaining exactly what he means by it, I find this a thought-provoking expression that to me suggests a secular humanist who is prepared to act on his convictions. He compares Russell to the Norwegian philosopher Arne Næss, who also was a political activist and acted according to his deepest beliefs. Wgure in British academia, in British theatre, on the British and American lecture circuits and even in British politics. He was admired by the community of scholars as Regius Professor of Greek at Oxford, the most prestigious position in classical scholarship in the English-speaking world. He was also esteemed by a wider reading public as the champion of a magisterial liberalism rooted in classical Greek culture. Finally he was respected by the world at large as a liberal activist who, during World War 1, wrote well-argued pamphlets in support of the war and who later became co-chairman of the League of Nations Union, an organization that in the ’20s and ’30s attracted 400,000 members. Among his companions were George Bernard Shaw and Bertrand Russell, both of whom remained his friends for life. As chief editor of the Home University Library he commissioned Russell’s The Problems of Philosophyz, which is still unsurpassed as an introduction to this subject. Today he is forgotten. Younger classical scholars would endorse the statement by Fowler (quoted in this volume): “in spite of his great fame when he was alive, he might never have written, so far as most scholars are concerned today” (p. 58). His role as the public intellectual who connected modern liberalism with Hellenism has been taken over by the followers of Leo Strauss who view this connection rather diTerently than Murray did. As for his liberal activism, when he died in 1957 Murray was regarded aTectionately as a noble ghost of Victorian liberalism past, whose passionate advocacy of the League of Nations was seen as well meaning and futile as the organization he had championed. In the ’60s and ’70s his words and deeds were swept away in the tides of anti-liberal fervour that inspired the newly emerging leftist revolutionaries and neo-conservatives. At Wrst perusal Gilbert Murray Reassessed zhas the format of festschrifts and other scholarly reviews of the accomplishments of a particular writer. There are articles on every aspect of Murray’s activities: his translations of Greek drama, his critical editions of Euripides, his views of Hellenism, his post-World War 1 September 27, 2008 (1:09 pm) G:\WPData\TYPE2801\russell 28,1 048RED.wpd Reviews 77 internationalism and even his lectures on the bbc, all by specialists in these topics. But this volume is more than a summing up of Murray’s contributions to scholarship. The aim of the volume is to revive Murray the public intellectual, a voice of liberalism that deserves a new hearing. The book could have been entitled Gilbert Murray Retrieved for Our Timesz: a contribution to the struggle to Wnd a liberalism that addresses the anti-liberal, anti-intellectual forces that threaten us today. In this spirit the volume is dedicated to those who died in the London terrorist attack of July 2005. The volume opens with two sets of memoirs, one by Murray’s grandchildren Ann Pauladan and Alexander Murray, the other Francis West’s account of Murray ’s reXections on an Australian childhood. The memoirs of his grandchildren, aTectionate and charming, seem less interested in refashioning Gilbert Murray for our time. They still portray Murray as one who inhabited a world that is no more, the proponent of a liberalism that was naively optimistic and top heavy with reason at the expense of the emotions. Murray’s optimism is evident in their anecdote about an encounter between Murray and Sir Edward Grey, during a summer walk in 1914. Murray opened the conversation by scoUng at rumours of impending war in Europe, for him impossible between civilized powers. His third wife, Patricia Russell (née Marjorie Spence, then Patricia Helen Spence, and, after divorcing Russell, Mrs. P.yH. Spence) was no exception. Having studied history at Oxford, she did a great deal of research for Russell and some actual writing. She did some public speaking during the ccny case in 1940, and in 1946 she organized a major meeting in Cambridge for the Save Europe Now organization. Later in the 1940s she began employment in town planning, and brief mentions of that topic show up in Authority and the Individualz (1949). The Bodleian Library, Oxford, has a box of her papers, placed, at her instructions, under a very lengthy embargo. On one occasion while they were in America there was an employment opportunity for her. It involved her writing skills, and her husband drafted the following testimonial. With its strikeouts, it is unWnished in the form in which it survives, and we cannot be sure it was sent. It is dated December 6, 1941. My wife, Patricia Helen Russell, has, throughout the last ten years acted both as my collaborator and as my secretary. In the latter capacity she has drafted and written, on my behalf, letters on a great variety of subjects, and has shown great skill in doing so, both as regards literary style and grasp of the matter concerned. As regards collaboration: In “Freedom and Organization, 1814–1914”, she did a very large part of the research and a considerable part of the actual writing. In “The Amberley Papers”, which was published under our joint names, she did considerably more than half the work, not only as regards detail, but also as regards the general plan. In addition to this work on books, she has written magazine articles on my behalf, sometimes in part, sometimes wholly. Her purely secretarial work has been very extensive and always admirable. Pp. . .; pb .. ccording to an ancient legend, four Rabbis ventured into the garden of Aphilosophy. One, it is said, went insane, another became a heretic, a third died and only (...) the fourth emerged unscathed. A modern variation of this story might go like this. Four or perhaps  philosophers entered the jungle of nationalism and for the most part went insane. There were those who embraced nationalism and consequently abandoned the universality of philosophy for the promotion of xenophobia, racism and even Nazism. Others remained internationalist and hence became futile—philosophical Canutes—commanding the raging beasts of nationality to be still. No one struggled harder with nationalism than Bertrand Russell. In , writing as an internationalist, he announced the demise of the principle of nationality only to see nationalisms explode in every region of the world (see his “National Independence and Internationalism”, Papers ). He opposed it relentlessly and without compromise until near the end of his life when he found himself endorsing wars of national liberation. Nationalism is often depicted as a howling beast. It would be better to think of it as an anaconda that wraps itself around everyone who ventures into its domain. Joan Cocks’ Passion and Paradox is an important book on nationalism and the intelligentsia. She traces the intellectual encounter with nationalism of a number of figures—Karl Marx, Rosa Luxemburg, Isaiah Berlin and the Scottish nationalist Tom Nairn, among others. All are exiles, most are Jews, and all try to hack their way through a jungle of conundrums of nationalist thought. Her accounts of these thinkers sometimes read like complex legal briefs, but are always illuminating. Though an internationalist, she sees the power of nationalist imperatives. Her approach to the contradictory strains of nationalism and hostility to nationalism echoes that of Hegel. She presents critical but sympathetic accounts of each side of the nationalist problematic and shows how their difficulties might be resolved in a higher synthesis. Alas! her resolution suffers from the unworldliness that she finds in other versions of internationalism. Her argument begins with a personal experience. In the early ’s she joined a group of Arabs and Jews against the Gulf War. In the course of their associ- Reviews  ation she learned that the Jews were all internationalists, while the Arabs were outspoken nationalists. This experience presumably demonstrated that a happy collusion of nationalism and internationalism was possible. But, of course, there was another side: those prosecuting the war she opposed were also nationalists. Her central thesis addresses the tragedy of opposition. It states that nationalism is “dilemmatic”, that is, that “all paths of thought obscured equally telling contrary thoughts; all courses of action were strewn with causes for regret and remorse” (p. ). The horns of the dilemma are the valid claims of the internationalist who sees the underlying self-destructive deep structures of nationalism on one side, and the claims of the national particularistic who is engaged in the compelling theatre of national liberation and the protection of local customs and roots on the other. Her book is an account of how her thinkers are framed by this dilemma, locked in by the imperatives of either side. In the period between the Gulf War and the composition of this book in  Cocks was able to observe what she identifies as the destructive logic of nationalism. The ’s were a period of postmodernist celebration of the local, a sensibility that helped to legitimate nationalism. The explosion of nationalism that followed the breakup of the Communist imperium was a time of liberation of the imprisoned nations—a springtime when it was good to be alive. But as the decade wore on the concealed pit bulls came out—in Yugoslavia, in Rwanda and elsewhere. In Cocks’ view nationalism showed an inner logic, of a sort that Russell called attention to in the early ’s—a logic that led from euphoria to self-destruction (see his Prospects). He then worked as a graduate research engineer at the University of Manchester, where he designed a variable volume combustion chamber and received a patent for an innovative propeller design in 1911. I argue that the methodology of contemporary aeronautical engineering research, involving the systematic use of experiments and scale models, affected the Bild theory of language in (...) the Tractatus Logico-Philosophicus. The principle of similitude, underlying the mathematical resolution of scale effect problems associated with wind tunnel research on models, is reflected in the law of projection in the Tractatus. In lieu of an abstract, here is a brief excerpt of the content:RUSSEL:rS ANTI-COMMUNIST RHETORIC BEFORE AND AFTER STALIN'S DEATH STEPHEN HAYHURST History / Copenhagen International School Copenhagen, Denmark 1100 A communist regimes collapse in Eastern Europe, and the rhetoric of the Cold War is at last abandoned, it seems an appropriate time to examine an aspect of Bertrand Russell's political life and thought which has not been as well documented as, for example, his activities in the First (...) World War or the 1960s. In the decade following the end of the Second World War Russell could, with some justification, be accused of contributing to Cold War mistrust, and even of playing the role of a "Cold War Warrior". Between 1945 and 1953 not only was Russell, as he himself later admitted, well entrenched as part of the "Establishment", but he was also actively involved in denouncing Communism, Stalin, the Soviet Union, and at times even the Russian people. Russell's Cold War invective intruded into his private letters, newspaper and magazine articles, public lectures and some of his books during this period. For example, What is Freedom? and What is Democracy?, whilst not the best remembered of Russell's books, are illustrative of his vehement hatred of Stalin's regime, and are of especial interest because they underwent small but significant revisions after Stalin's death. This brief survey of Russell's anti-Stalinism is, by necessity, highly selective, and has intentionally focussed on some of Russell's more extreme statements. A much more comprehensive study would be necessary to analyze the overall significance of Russell's anti-Stalinism. Russell's political thought in the years immediately after the end of the Second World War is dominated by what has been called his "preventative war phase". II (summer 1991): 67-81 ISSN 0031>-01631 68 STEPHEN HAYHURST pressured into signing the Baruch Plan for the international control of nuclear weapons, was made on at least twelve separate occasions between 1945 and 1949 and was, he later confessed, "the worst thing" he ever said.I This episode, characterized by controversy, proposals, denials and counter-denials, and reasonably well discussed by both critics and commentators, has direct relevance to Russell's anti-communist rhetoric.2 His prescient awareness of the staggering implications of nuclear weapons led him to demand, within two weeks of the destruction of Hiroshima, the urgent implementation of some procedure of international control.3 Since the First World War Russell had always maintained a vigorous belief in the long-term necessity of world government. Although this internationalism had been a central component of Russell's political thought, it had remained at least until 1945, at the level of a political ideal rather than a concrete proposal. In his more pessimistic moods, Russell had maintained that it would only arise through American hegemony, and at all times he had argued that a world government would only be effective if it possessed a monopoly ofweapons.4 Suddenly with the development of the atomic bomb, conditions had changed. Until 1949 the United States had a monopoly of this new monstrous weapon. Despite his very mixed views about both American political ideology and practice, Russell now clearly looked to the United States for international leadership. From the outset he accepted that international control of the bomb may not arise voluntarily. Dr. Tait was a founder of the Bertrand Russell Society, attended several of its annual meetings, and was always strongly supportive of, and involved (...) in, research and inquiry into the life, times and writings of her father. She attended McMaster’s Russell Centenary Celebrations in 1972. Her scholarly interests and commitments extended to the McMaster edition of Russell’s Collected Papers, of whose Advisory Editorial Board she was a longstanding member. Kate herself wrote an important and poignant memoir, My Father Bertrand Russell; she was an always charming and friendly visitor to McMaster on those occasions she undertook work in the Russell Archives, which included an annotated, as yet unpublished edition of her correspondence with her father. Simili, ed., L'Epistemologia di Cambridge I85O-I950 (1987), and here he is the leading figure in two books by an Italian scholar, who has just been appointed to the University of Palermo. The first book is a small-format volume in a series ofintroductory texts on philosophers; so Russell's social, educational and political writings are not treated, although a short biographical summary is furnished. While the centre of attention falls upon epistemological concerns, other aspects of Russell's philosophy are noted. A chronological line is followed, beginning with the idealist phase and proceeding to logicism and the early philosophy of language. Then comes logical atomism and the later doctrines through works such as The Analysis ofMindand The Analysis ofMatter to Human Knowledge (rather briefly handled). A very good survey and selection of Russell writings (including Papers) is given, followed by a fine classified bibliography of secondary literature; ~ut unfortunately no indexes then follow. As its title indicates, it is primarily concerned with the philosophical aspects of Russell's thought from his neo-Hegelian phase before 1910. After a quire lengthy thematic introduction, the chapters concentrate, in turn, upon Bradley and Frege; the MooreRussell reform; the ontology of propositions in The Principles; "significato", denotation and paradoxes there; the background to "On Denoting"; Meinong (with a welcome appendix on K. Twardowski, a figure normally known only to students of Polish thought); the theory ofdescriptions in "On Denoting "; and finally a general survey of the problem of meaning in analytic philosophy. As in the other book, no indexes are furnished, but the bibliography of secondary literature is very rich, and is well cited in the text (which is admirably parsimonious in the use of footnotes). However, there are some gaps in. the primary literature outside Russell. In particular, it is'a surprise that this Italian scholar says very little about Giuseppe Peano and his followers, and cites none of their works; for a major component of Russell's background is thereby not properly illuminated, and several important examples of the place of mathematical issues in Russell's developing philosophical programme are left unregistered (for example, why definite descriptions are preferred to indefinite ones in the first place). Among other quality books of this genre, one thinks most readily of J. Vuillemin, La premiere philosophie de Russell (1968), N. Griffin, Russell's Idealist Apprenticeship (1991), and F. A. Rodrfguez-Consuegra, The Mathematical Philosophy ofBertrand Russell (1991). All three recent authors have the advantage over. their distinguished French predecessor of the availability of the Russell Archives, and all have made effective use of the manuscripts. (However, nobody seems yet to have fully exploited the potential of Russell's correspondence.) The other two new volumes gain a certain edge over this one for their somewhat more extensive use of manuscripts, and the greater attention paid to mathematico-Iogical issues; but nevertheless,.the Italian public are basically well served by their compatriot with this book and its introductory predecessor.... We report here on the set of complete proofs of Volumes I and II of Whitehead and Russell’s Principia Mathematica newly acquired by the Bertrand Russell Archives. These proof sheets, marked with a number of corrections, were likely bound for Russell by Cambridge University Press, though not exactly the same as the first edition. We assess the information to be gained from the texts and the corrections, most significantly around *110 in Vol. II and the (...) lost dot of the empty relation in Vol. I. All are in Russell’s hand and described in an appendix. We also note several revisions in the first edition that were made after these proofs. We discuss the provenance of the volumes, and Russell’s correspondence about proofs of PM with M. H. Dziewicki, but we find that there is insufficient evidence to determine the chain of possession from Russell to their discovery for sale in Australia in recent years. (shrink)
