Abstract
State social guarantees are given to realize the strategic goal of modern civilized state - to ensure high standards of living and equal access of citizens to public goods and services. Despite some progress in providing social services to people who are in difficult circumstances, in the area of social protection, there is still a lot of problems. The individual’s right for social protection through the budget has been called «social welfare state». The aim is to create a social welfare state conditions to overcome difficult life circumstances of the person and enable equal participation of all citizens in the community. Each family or individual has the right for social assistance in the cases provided for by the law, as well as information about the opportunities, types, forms, terms and conditions of social assistance. State governments developed and implemented a number of measures for the implementation of social policy. With the constant increase in the absolute size of social spending, none of the social functions of the state has not yet implemented in the quantitative and qualitative parameters as provided by law, but because of significant practical improvements in the area of social protection has been achieved. Financing of social services organized efficiently enough. The lack of clear strategic priorities of social policy leads to spreading costs and underfunding of social institutions. The development of modern social welfare system in Ukraine has its own characteristics associated with protracted reforms prolonged lack of economic recovery in the economy, while rising impoverishment of the majority of the population and social polarization in society at failure of public finances, which significantly limits the social events. At the present stage of development of Ukrainian society a priority acts to restore social justice and addressing inconsistencies between constitutional provisions and Ukrainian realities of life caused by the difference in incomes. This requires clarity and transparency in the calculation of the size of the different types of social assistance and pensions, to assure timely payment of salaries, pensions, stipends and social care in due time and in full. Ukrainian government is still not using new forms of governance, characterized by a democratic society, such as public hearings, social dialogue, consultations, tripartite talks with social partners. However, the performance practice of social guarantees in developed Western countries gives rise to a comprehensive study of foreign experience.
