News media persist in discussing the achievement of peace as though itwere the responsibility of a small subgroup in society—leaders of states, of nations, of insurgent groups or factions. So-and-so meets in a secluded location with what's-his-name, and they sign a paper. Peace ensues. As for the bulk of the affected populations, they may mill about in the streets, they may wave placards or raise their fists in the air, but this is all backdrop for the real action [Book Review]
