Abstract

Elite in the social life play an important function. Political elite which holds the major decision-making power, their political attitudes, political behavior, political decision-making on the political direction and prospects of a significant impact, and will determine the nature of political activity. In the national society, to the nation's leaders and politicians as the representative of the political elite understands the spirit of national culture, to a large extent controls the operation of the national political system, directly or indirectly affect the entire nation's survival and development. By exploring the meaning of national elites and the formation of national political elites, characteristics, type and function, can clearly understand and grasp the basic law of national political life. The elites take key roles in the social life, such as political elites take significant decision-making powers so their political attitudes, behaviors and decisions can influence political development and progress of the country. In a national society, political elites just as national leaders and statesmen know national culture and spirit deeply, to a great extent, control the nationality political institution's operation and influence the national survival and development directly or indirectly. We can understand and grasp basic rules of political life in national society clearly by studying the generations, characters , types and the functions of political elites of nationality
