Cost-benefit analysis is enjoying a resurgence. Despite its well documented failures in the past to cope with the environmental damage caused by major transport projects, and despite lack of progress in resolving the causes of these failures, Britain's Department of the Environment now proposes to apply it not just to projects, but to the formulation of policy.
