Há duzentos anos (1823) triunfou a contrarrevolução da _Vila-Francada_, pondo fim à primeira experiência constitucional moderna em Portugal. De imediato, D. João VI determinou a revogação da Constituição de 1822, assim como das reformas adotadas para apagar a memória do regime constitucional anterior. Em simultâneo, a partir de uma iniciativa espontânea da Câmara da vila de Sernancelhe, formou-se um movimento municipal para anulação das próprias eleições às Cortes vintistas e revogação das procurações outorgadas aos deputados. Este artigo versa sobre ambas (...) as iniciativas, régia e municipal, considerando sobretudo que a anulação municipal das eleições vintistas é muito pouco conhecida e está praticamente por estudar na historiografia sobre a contrarrevolução. This essay attempts to offer some reflections on what it is that Jacques Derrida found uncomfortable in Martin Heidegger’s thought at the level of fundamental gestures. The region of disagreement is located in Derrida’s self-identification in a marrano register at an autographic level. This paper studies the notions of propriation and expropriation in Heidegger’s late texts and compares them to Derrida’s ‘uncanny propriation’ as a marrano notion. I offer four propositions regarding Derrida’s marranismo, which I align with Derrida’s proposal for (...) desecularization, tentatively described as a ‘messianic engagement with the khora’. I conclude with a proposal for the development of ontic models of marrano action that would antecede the theory/practice divide. (shrink)

This article is intended to examine the lines 1006a34-b9 of Metaphysics Γ 4, where Aristotle conjectures and discusses an objection to the very first step of his proof of the principle of the most universal science. As we shall see in detail, this objection consists in claiming that the meaning of a word is multiple, so that it is not possible for a word to have one single meaning, contrarily to what it seems to be required for one to say (...) something. As we shall also see, some crucial aspects of aristotelian notion of meaning emerge in this context, among which those related to the unity proper to it. (shrink)

Podese seguramente identificar como algumas das principais características da filosofia da educação, praticada por este autor, o rigor na apresentação das idéias e construção dos argumentos, além do amplo espectro de temas que aborda. Seu último livro, Doutrinas (...) pedagógicas: máquinas produtoras de litígio, é um testemunho da originalidade inerente ao seu pensamento, que focaliza, dessa feita, o exame de algumas doutrinas pedagógicas, as quais, a partir do século XVII, operam direta ou indiretamente nos discursos a respeito da educação escolar. The origin of the eukaryotic cell nucleus and the selective forces that drove its evolution remain unknown and are a matter of controversy. Autogenous models state that both the nucleus and endoplasmic reticulum (ER) derived from the invagination of the plasma membrane, but most of them do not advance clear selective forces for this process. Alternative models proposing an endosymbiotic origin of the nucleus fail to provide a pathway fully compatible with our knowledge of cell biology. We propose here an (...) evolutionary scenario that reconciles both an ancestral endosymbiotic origin of the eukaryotic nucleus (endosymbiosis of a methanogenic archaeon within a fermentative myxobacterium) with an autogenous generation of the contemporary nuclear membrane and ER from the bacterial membrane. We specifically state two selective forces that operated sequentially during its evolution: (1) metabolic compartmentation to avoid deleterious co‐existence of anabolic (autotrophic synthesis by the methanogen) and catabolic (fermentation by the myxobacterium) pathways in the cell, and (2) avoidance of aberrant protein synthesis due to intron spreading in the ancient archaeal genome following mitochondrial acquisition and loss of methanogenesis. Solving poverty is a laudable public policy goal. While there are many approaches, one that has gained popularity is the conditional cash transfer that requires recipients to satisfy conditions imposed on them such as requiring regular medical checkups. Another approach, which is gaining interest is unconditional cash transfers that do not impose conditions. The question we ask in this paper is: what do these past and current attempts tell us about the implications for gender? To answer this question, we explore (...) two programs using a gendered framework: Brazil's Bolsa Familia,which is a conditional cash transfer, and Manitoba's Mincome experiment, which was an unconditional cash transfer in Canada. We then consider how this information might be used by states, particularly as it relates to ending social marginalization. Broadly, this research contributes to academic discussions of public policy, income, gender and social vulnerability. (shrink)

In this article, we argue that contemporary biomedicine is shaped by two, seemingly incommensurable, organizational logics, the ‘regime of truth’ and the ‘regime of hope’. We articulate their features by drawing on debates sparked by the recent clinical trial of a new approach to the treatment of Parkinson’s Disease. We also argue that the ‘self’ is configured in the very same process whereby these two organizational logics interlock and become mutually dependent, so that the ‘self’ might be said to be (...) the effect of a ‘parasitic’ relationship between the regimes of ‘truth’ and ‘hope’. We then bring these two arguments to bear on the contrasting views of the relationship between embodiment and political subjectivity articulated by Michel Foucault and Giorgio Agamben, on the one hand, and Paul Rabinow and Nikolas Rose, on the other hand. In this article, I investigate the process of coordination between three ‘bodies’ of surgery: the patient-ensemble(s) constructed in pre-operative activities; the surgeon-body constructed with these ensembles in the operating room; and the body-world inhabited by the surgeon. This investigation is done through an ethnography of a neurosurgical clinic, with an analytical focus on the relationship between the spatial configuration of the body of the surgeon and the embodied practices of operating that this configuration demands. My argument is that coordination between (...) those three bodies is organized in the layered space into which the multiple ensembles of surgery are assembled. This relationship, I suggest, lies at the core of the power and technical expertise held by surgeons, and constitutes a challenge for explorations of other forms of articulation between subject body-worlds and the embodiment of power in subject-bodies. This article discusses how to deal with the relations between different cultural perspectives in classrooms, based on a proposal for considering understanding and knowledge as goals of science education, inspired by Dewey’s naturalistic humanism. It thus combines educational and philosophical interests. In educational terms, our concerns relate to how science teachers position themselves in multicultural classrooms. In philosophical terms, we are interested in discussing the relations between belief, understanding, and knowledge under the light of Dewey’s philosophy. We present a synthesis (...) of Dewey’s theory of inquiry through his naturalistic humanism and discuss its implications for the concepts of belief, understanding, and knowledge, as well as for the goals of science teaching. In particular, we highlight problems arising in the context of possible conflicts between scientific and religious claims in the school environment that result from totalitarian positions. We characterize an individual’s position as totalitarian if he or she takes some way of thinking as the only one capable of expressing the truth about all that exists in the world, lacks open-mindedness to understand different interpretative perspectives, and attempts to impose her or his interpretation about the facts to others by violent means or not. From this stance, any other perspective is taken to be false a priori and, accordingly, as a putative target to be suppressed or adapted to the privileged way of thinking. We argue, instead, for a more fallibilist evaluation of our own beliefs and a more respectful appraisal of the diversity of students’ beliefs by both students and teachers. (shrink)

In this paper we put forward the thesis that qualia are tropes (or qualitons), and not (universal) properties. Further, we maintain that Wittgenstein hints in this direction. We also find in Wittgenstein elements of an account of language acquisition that takes the presence of qualia as an enabling condition. We conclude by pointing out some difficulties of this view.

This paper is focused on dismissive metaontological views about ontology. The paper's first section deals with radical dismissivism: a view which I interpret as Carnap's. The second section approaches moderate dismissivism: a view which I interpret as Hirsch's. My first claim is stated in section three: that there are significant differences between the mentioned authors. However, current literature on metaontology, not only does not emphasize such differences, but also insinuates that they do not exist. The authors I have in mind (...) here are Eklund and Bennett. In the fourth section, I compare Carnap's radical dismissivism with Hirsch's moderate dismissivism. My second claim is stated in section five: that Carnap's radical dismissivism is more persuasive than Hirsch's moderate one. (shrink)

This article examined the personal profiles of the Heads of Government of countries in South/North America and how they communicated with their audiences on institutional measures to contain COVID-19. Analyses were carried out on data collected from Twitter from November-2019 to November-2020. This study includes: i)quantitative analysis, measuring categories and emphases in the communication of tweets, retweets, likes, and comments on matters relevant to the pandemic; ii)qualitative analysis that allowed evaluating speeches to identify political interference and the effectiveness of communication (...) at critical moments of the pandemic. It was possible to infer that each president has his singularities and understanding about Social Media’s use as a more direct communication tool with his audience. It was also found that successful communication is not directly proportional to the volume of messages on Twitter, but to socio-political aspects and institutional leadership that can make a difference in Social Media in combating COVID-19. The COVID-19 pandemic has led to the widespread use of online hearings in arbitral proceedings, raising questions about the impact of such proceedings on the determination of facts underlying a dispute. This article explores the extent to which online hearings may hinder arbitrators’ ability to assess witness credibility by drawing upon the cognitive psychology literature on truthfulness determination and lie detection. A survey of the literature suggests that the ability to differentiate truthful from dishonest statements through verbal and nonverbal cues (...) is limited, leading to the notion that observing behaviors like fidgeting, gaze aversion, vocal pitch, or body posture is not particularly relevant in assessing the credibility of a witness. Instead, focusing on the content of what is reported appears to be the most relevant strategy to determine credibility. Therefore, research does not support the idea that face-to-face contact with witnesses is essential to determine the facts of a dispute. Still, the use of in-person hearings may, in practice, continue to be preferred due to underlying cultural assumptions regarding the nature of hearings, the facilitation of communication between parties, counsel, and the tribunal, and a general sense of _Zoom fatigue_. Os conceitos que tratam do processo de globalização, originários da economia a partir da década de 1980, se aplicam para a comparação e análise de alguns paradoxos ainda hoje presentes no campo da comunicação internacional. Assim como uma ‘nova ordem econômica’ versou sobre a mundialização dos negócios, na área da comunicação o desequilíbrio na circulação de informação entre países industrializados e em desenvolvimento deu origem a intensos debates internacionais que resultaram no documento oficial que tratava de uma ‘nova ordem da (...) informação e da comunicação’. Assuntos como internacionalização e transnacionalização, analisados inicialmente no domínio dos estudos econômicos e das relações internacionais, migraram para o núcleo das pesquisas comunicacionais na mesma década de 1980. Alguns autores identificam quatro linhas básicas para a interpretação do fenômeno da globalização: “(a) globalização como uma época histórica; b) globalização como um fenômeno sociológico de compressão do espaço e tempo; c) globalização como hegemonia dos valores liberais; d) globalização como fenômeno socioeconômico” (Prado, s/d). É também nos estudos econômicos que está a origem de outro conceito usado para explicar a forma como se estabeleceram as relações entre ‘centro e periferia’, com a divisão do mundo distribuída entre centros econômicos desenvolvidos (como Estados Unidos e países da Europa ocidental) e países periféricos (produtores de economia primária). No setor da comunicação, os primeiros assumiram o papel de geradores de informação e os últimos se transformaram em consumidores da produção midiática dos países industrializados. O impacto da globalização no campo da comunicação é expressivo no âmbito da indústria de mídia, em especial no que diz respeito à propriedade dos meios de massa. Conglomerados midiáticos se expandem em escala global e a audiência cresce de maneira proporcional à padronização gerada pela fusão de empresas que passaram a produzir simultaneamente notícia, entretenimento e conteúdo para a web. O fluxo da informação entre países e culturas se mantém como elemento de pesquisas desenvolvidas pela comunidade internacional de pesquisadores de comunicação. Nesse aspecto se destacam investigadores da Europa e dos Estados Unidos. São poucas as contribuições da América Latina e ainda mais reduzida a participação de pesquisadores do Brasil nessa discussão que é de interesse de todos – produtores, especialistas e público dos meios de comunicação. Os artigos que integram esta edição dedicada ao tema Globalização e Comunicação Internacional expressam o status dos estudos contemporâneos sobre o assunto. Não é por coincidência que os cinco textos, as duas resenhas e os depoimentos dos correspondentes internacionais no Rio de Janeiro, selecionados para este número tragam em comum um mesmo fio condutor: a questão do equilíbrio no fluxo da informação e de produtos midiáticos. A política de comunicação global é o foco do artigo de abertura assinado pelo Dr. Cees Hamelink, da Universidade de Amsterdã, autor com extensa produção teórica, que há vários anos coordena pesquisas e é responsável pela disciplina Comunicação Internacional na sua instituição. A participação da comunidade latino-americana na elaboração do Relatório MacBride no final da década de 1970, representada pelo colombiano Gabriel Garcia Márquez e pelo chileno Juan Somavia, é recuperada no artigo de José Marques de Melo, da Universidade de São Paulo e diretor da Cátedra Unesco no Brasil. A jornalista Sonia Ambrósio de Nelson avalia a influência de poderes políticos, econômicos e culturais na cobertura midiática do terrorismo em três países asiáticos. O artigo do professor Joseph Straubhaar, em co-autoria com estudantes de doutorado na Universidade do Texas em Austin, é uma contribuição importante para os estudos comparados entre o Brasil e os Estados Unidos, ao abordar a questão da inserção digital da população nos dois países. O artigo de Eula Dantas Taveira Cabral, resultados de pesquisa realizada para o doutorado, analisa algumas das estratégias de internacionalização de meios de comunicação brasileiros. A oportunidade de reunir em um único volume a produção científica com autores de origens distintas é uma forma sistematizar uma área de conhecimento que continua dispersa, à espera da contribuição dos investigadores de comunicação no Brasil. A PIRATARIA COMO CONDUTA SOCIALMENTE ACEITA: UM ESTUDO DO CASO MEGAFILMES HD.

Esta mesa-redonda foi organizada a partir do encontro de seus autores em um simpósio sobre historiografia no 55º Congresso Internacional de Americanistas, que ocorreu em julho de 2015, em San Salvador. O simpósio em questão foi o de número 69, Historia de la historiografía latinoamericana: nuevas miradas y debates contemporáneos. Os trabalhos aqui apresentados pelo guatemalteco Jose Edgardo Cal Montoya, “La historia como profesión”: el aporte de Ernesto Chinchilla Aguilar a la historiografía guatemalteca y centroamericana e o paraguaio Herib Caballero (...) Campos, Entre Clío y Astra: La Biblioteca Paraguaya del Centro de Estudiantes de Derecho, envolveram estudos historiográficos de temáticas nacionais específicas, respectivamente sobre a figura de um intelectual, e de uma instituição responsável pela divulgação de uma produção do conhecimento. Já os artigos de Coralia Gutiérrez Álvarez, Una introducción a la epistemología desde el sur: por una reflexión situada e Felix Raúl Martínez Cleves, La historiografía en movimiento. Una aproximación a las historias de ciudades en Colombia buscaram um outro viés na discussão historiográfica. Algo que diz respeito não somente a uma análise crítica, denominador comum a todos os quatro artigos, senão um diálogo com a teoria que implicou deslocar de uma zona de conforto a própria historiografia colombiana, para o caso dos estudos da história das cidades feito por Felix Martínez, e mais amplamente o conjunto das denominadas Ciências Sociais, como a discussão proposta por Coralia Gutiérrez. A mim coube analisar os quatro artigos, bem como buscar apontar possíveis diálogos entre os mesmos. Uma menor propensão de minha parte a debates teóricos, e uma maior facilidade a estudos com base mais histórica, como nos trabalhos de Jose Cal e Herib Caballero, se refletiram na maior extensão que dei no trato destes últimos; nada mais do que isso. E de antemão quero agradecer a Felix Martínez, cujos esclarecimentos possibilitaram divisar melhor uma ponte entre todos os trabalhos. (shrink)

O presente trabalho pretende abordar a teoria da unidade do valor, enquanto teoria geral da interpretação. Ao superar a suposta divisão entre direito e moral, considerando a atividade interpretativa o elemento central de uma teoria normativa de todo o empreendimento humano, Dworkin evidencia as limitações do positivismo jurídico concebido por Hart em fornecer soluções adequadas aos “casos difíceis” e amplia o espectro para se encontrar uma “resposta correta” aos casos concretos em uma teoria normativa atrelada à moralidade política, manifestada pela (...) atividade interpretativa, cujo sentido será o valor atribuído pelo intérprete a um determinado fato ou objeto. O trabalho de Kurt Goldstein ainda é pouco conhecido no Brasil. Sendo um dos fatores quedificultam o acesso aos seus escritos a ausência de traduções das suas obras para a línguaportuguesa. No entanto, sua influência está presente em diversas áreas do conhecimento, aexemplo da Neurologia, Neuropsicologia, Psicologia e Filosofia. Desse modo, com o intuitode resgatar os fundamentos de conhecimentos e práticas realizadas nos camposinfluenciados por ele, esse artigo apresenta uma introdução à sua obra. Foram utilizadoscomo base os escritos The Organism: (...) A holistic approach to biology derived frompathological data in man e Human Nature in the light of psychopathology. A partir daanálise dessas obras foram selecionados três grandes temas a serem explorados: a questãodo método para o autor, a teoria do organismo apresentada por ele e a noção de naturezahumana presente em seus trabalhos. Por meio dessa retomada da obra do autor, pretendeseapontar para sua “fenomenologia”, além de abrir caminho para novas discussões sobresua influência. (shrink)

Information is a central notion for cognitive sciences and neurosciences, but there is no agreement on what it means for a cognitive system to acquire information about its surroundings. In this paper, we approximate three influential views on information: the one at play in ecological psychology, which is sometimes called information for action; the notion of information as covariance as developed by some enactivists, and the idea of information as minimization of uncertainty as presented by Shannon. Our main thesis is (...) that information for action can be construed as covariant information, and that learning to perceive covariant information is a matter of minimizing uncertainty through skilled performance. We argue that the agent’s cognitive system conveys information for acting in an environment by minimizing uncertainty about how to achieve her intended goals in that environment. We conclude by reviewing empirical findings that support our view and by showing how direct learning, seen as instance of ecological rationality at work, is how mere possibilities for action are turned into embodied know-how. Finally, we indicate the affinity between direct learning and sense-making activity. (shrink)

This essay presupposes that Friedrich Nietzsche and Rudolf Carnap champion contrasting reactions to the fact that, throughout history, persons have been engaged in metaphysical disputes. Nietzsche embraces a libertarian reaction that is in agreement with his anti-democratic aristocratic political views, whereas Carnap endorses an egalitarian reaction aligned with his democratic and socialist political views. After characterizing these reactions, the essay argues for two claims. The first claim is that the stated contrasting reactions are to be considered, not only by the (...) few scholars who are interested both in Nietzsche’s and Carnap’s writings, but by a far larger group that includes those who have addressed the continental-analytic gap; those who are concerned with the development of contemporary philosophy; and/or those who are interested in the writings of Michel Foucault, Jacques Derrida, David Lewis and/or Peter van Inwagen. The second claim is that we have to entertain a synthesis of Nietzsche’s libertarian and Carnap’s egalitarian reaction in order to overcome the continental-analytic gap. (shrink)

O objetivo deste trabalho é desenvolver uma reflexão a respeito da leitura feita por Carl Schmitt dos intelectuais católicos como filósofos de Estado da contrarrevolução. Pontualmente, o trabalho concentra-se na relação estabelecida por Carl Schmitt entre Teologia Política e Constituição, a partir da análise das reflexões De Maistre e De Bonald, em especial no que diz respeito a leitura teológico-política de categorias centrais da teoria da constituição, como, por exemplo, a questão do poder constituinte e da constituição da ordem, uma (...) reflexão crítica de tais categorias não para restaurar a monarquia, mas, sim, apontando para a defesa da ditadura. Assim, partindo de um método hermenêutico, foram analisados os textos de bibliografia primária e, doravante, obras outras de interlocutores, bem como outros autores que se dedicaram ao problema em análise. Brazil has one of the highest levels of economic disparity in the world. The educational system plays a large role in this reality, acting as a mechanism of social exclusion. Neoliberalism has resulted in the commodification of education, empowering private schools while undermining the public system. This has created a vicious cycle, whereby educational inequality reflects and reinforces social inequality. Such a system violates the rights of children not lucky enough to be born into wealth – the right to equal (...) education; to equal opportunity; and equal treatment. From within this context, we propose a model, dubbed The Eagle’s Flight, for psychological intervention in public schools. This will form an extension of our research group’s Psychosocial Assessment and Intervention – Prevention, Community and Liberation, which has been an on-going project for the past fourteen years. The intervention model advocates monitoring child development from a critical, social and historical perspective, focusing on how school and community affect everyday life. The analysis will be carried out via the daily immersion of psychologists in the public school setting, who pay attention to key aspects which include various expressions of violence, financial difficulties related to unemployment, informal employment or drug dealing, poor access to health services, and the developmental impact of factors such as poverty. Based on Paulo Freire's Emancipatory Education Proposal and Ignacio Martín-Baró’s Liberation Psychology, intervention in school and community must be an interdisciplinary procedure, employing professionals from a range of disciplines involved in the study of child development. The various subjects’ perspectives seek to provide support for everyday problems and solutions, whilst breaking down the hegemonic model of psychological practice that considers the child and family as responsible for their problems. A concrete example of this critical psychosocial intervention model is presented. (shrink)

This research aims to identify the ethical issues perceived by intensive care nurses in their everyday practice. It also aims to understand why these situations were considered an ethical issue and what interventions/strategies have been or are expected to be developed so as to minimize them. Data were collected using a semi-structured interview with 15 nurses working at polyvalent intensive care units in 4 Portuguese hospitals, who were selected by the homogenization of multiple samples. The qualitative content analysis identified end-of-life (...) decisions, privacy, interaction, team work, and health-care access as emerging ethical issues. Personal, team, and institutional aspects emerge as reasons behind the experience of these issues. Personal and team resources are used in and for solving these issues. Moral development and training are the most significant strategies. (shrink)
