Hong Kong is undergoing a public debate on the need to reform and future directions of reforming its health care system. This paper highlights the debates and considerations brought up by the Hospital Authority, the largest provider of public health care in Hong Kong, on the ethical principles and societal values underlying the upcoming reform. It is recognized that the exact meanings behind each ethical principle and value must be debated and clarified during the reform process. In a modern day (...) society like Hong Kong, societal values are likely to be diversified. A health care system also has to fulfil different and often conflicting objectives of equity, efficiency, quality and choice. It would be difficult for a health care system to satisfy these different values and objectives based on a single value parameter. The Hong Kong experience shows that a society may prefer a combination of strategies in addressing different societal values. The re-structuring of the health care system in Hong Kong should therefore be based on a balanced and optimum combination of various financing and delivery strategies. (shrink)

Ever since David Hume, empiricists have barred powers and capacities from nature. In this book Cartwright argues that capacities are essential in our scientific world, and, contrary to empiricist orthodoxy, that they can meet sufficiently strict demands for testability. Econometrics is one discipline where probabilities are used to measure causal capacities, and the technology of modern physics provides several examples of testing capacities (such as lasers). Cartwright concludes by applying the lessons of the book about capacities and probabilities to the (...) explanation of the role of causality in quantum mechanics. (shrink)

One of the strongest strands in Nancy's philosophy is an attempt to rethink community and the very idea of the social in a way that does not ground these ideas in some individual subject or subjectivity. The fundamental argument of this book is that being is always 'being with', that 'I' is not prior to 'we', that existence is essentially co-existence. He thinks this being together, not as a comfortable enclosure in a pre-existing group, but as a mutual abandonment (...) and exposure to each other, one that would preserve the 'I' and its freedom in a mode of imagining community as neither a 'society of spectacle' nor via some form of 'authenticity'. Most traditional accounts of Aristotle's theory of ethical education neglect its cognitive aspects. This book asserts that, in Aristotle's view, excellence of character comprises both the sentiments and practical reason. Sherman focuses particularly on four aspects of practical reason as they relate to character: moral perception, choicemaking, collaboration, and the development of those capacities in moral education. Throughout the book, she is sensitive to contemporary moral debates, and indicates the extent to which Aristotle's account of practical reason provides an alternative (...) to theories of impartial reason. This work examines the concept of trust in the light of virtue theory, and takes our responsibility to be trustworthy as central. Rather than thinking of trust as risk-taking, Potter views it as equally a matter of responsibility-taking. Her work illustrates that relations of trust are never independent from considerations of power, and that asking ourselves what we can do to be trustworthy allows us to move beyond adversarial trust relationships and toward a more democratic, just, and peaceful society.

What does it mean to think critically about politics at a time when inequality is increasing worldwide, when struggles for the recognition of difference are eclipsing struggles for social equality, and when we lack any credible vision of an alternative to the present order? Philosopher Nancy Fraser claims that the key is to overcome the false oppositions of "postsocialist" commonsense. How can philosophy of science be of more practical use? One thing we can do is provide practicable advice about how to determine when one empirical claim is relevant to the truth of another; i.e., about evidential relevance. This matters especially for evidence-based policy, where advice is thin—and misleading—about how to tell what counts as evidence for policy effectiveness. This paper argues that good efficacy results (as in randomized controlled trials), which are all the rage now, are only a very (...) small part of the story. The last and most poignant of these essays is The Intruder, Nancys philosophical meditation on his heart transplant.

Until recently, struggles for justice proceeded against the background of a taken-for-granted frame: the bounded territorial state. With that "Westphalian" picture of political space assumed by default, the scope of justice was rarely subject to open dispute. Today, however, human-rights activists and international feminists join critics of structural adjustment and the World Trade Organization in challenging the view that justice can only be a domestic relation among fellow citizens. Targeting injustices that cut across borders, they are making the scale of (...) justice an object of explicit struggle. Inspired by these efforts, Nancy Fraser asks: What is the proper frame for theorizing justice? Faced with a plurality of competing scales, how do we know which one is truly just? In exploring these questions, Fraser revises her widely discussed theory of redistribution and recognition. She introduces a third, "political" dimension of justice—representation—and elaborates a new, reflexive type of critical theory that foregrounds injustices of "misframing." Engaging with thinkers such as Jürgen Habermas, John Rawls, Michel Foucault, and Hannah Arendt, she envisions a "postwestphalian" mapping of political space that accommodates transnational solidarity, transborder publicity, and democratic frame-setting, as well as emancipatory projects that cross borders. The claims of RCTs to be the gold standard rest on the fact that the ideal RCT is a deductive method: if the assumptions of the test are met, a positive result implies the appropriate causal conclusion. This is a feature that RCTs share with a variety of other methods, which thus have equal claim to being a gold standard. This paper describes some of these other deductive methods and also some useful non-deductive methods, including the hypothetico-deductive method. It argues (...) that with all deductive methods, the benefit that the conclusions follow deductively in the ideal case comes with a great cost: narrowness of scope. This is an instance of the familiar trade-off between internal and external validity. RCTs have high internal validity but the formal methodology puts severe constraints on the assumptions a target population must meet to justify exporting a conclusion from the test population to the target. The paper reviews one such set of assumptions to show the kind of knowledge required. The overall conclusion is that to draw causal inferences about a target population, which method is best depends case-by-case on what background knowledge we have or can come to obtain. For evidence-based practice and policy, randomised controlled trials (RCTs) are the current gold standard. But exactly why? We know that RCTs do not, without a series of strong assumptions, warrant predictions about what happens in practice. But just what are these assumptions? I maintain that, from a philosophical stance, answers to both questions are obscured because we don't attend to what causal claims say. Causal claims entering evidence-based medicine at different points say different things and, I would suggest, failure to (...) attend to these differences makes much current guidance about evidence for medical and social policy misleading. Die Grundlage der gesammten Wissenschaftslehre 1794/95 (GWL) ist die erste und einzige von Fichte selbst veröffentlichte Fassung der Wissenschaftslehre und übte großen Einfluss auf ihre philosophiegeschichtliche Rezeption aus. Der Text ist schwer verständlich, denn er war nicht als ein für sich stehendes Werk, sondern als Handschrift für die Zuhörer an der Universität in Jena vorgesehen. Fichte hat ihn neben anderen Texten in einem Semester so schnell redigiert, dass man diese Fassung kaum als eine deutliche Gestaltung der Kerngedanken der Wissenschaftslehre und (...) noch viel weniger als ein vollständiges System derselben betrachten kann. Die neuere Fichte-Forschung hat in den letzten Jahrzehnten größere Aufmerksamkeit auf die neue Darstellung der Wissenschaftslehre (die sogenannte Wissenschaftslehre nova methodo), die Sittenlehre, die Rechtslehre sowie ihre jeweiligen späteren Fassungen gerichtet, weil die Zeitgenossen Fichtes die weitgehende Tragweite der Wissenschaftslehre nicht genügend hätten wahrnehmen können. Es mag also beim gegenwärtigen Forschungsstand als altmodisch erscheinen, noch auf die Fassung von 1794/95 zurückzugehen. Die vorliegende Untersuchung tut jedoch eben dies und mit gutem Grund. Denn trotz der vielfältigen wissenschaftlichen Abhandlungen über die GWL bleibt es immer noch dunkel, wie man z. B. den unverhältnismäßig langen und verwirrenden „Abschnitt E“ im zweiten Teil der GWL über die Grundlage des theoretischen Wissens interpretieren und verstehen soll. In der Sekundärliteratur findet man verschiedene Einstellungen, von treuer Wiedergabe über interpretatorische Abschwächung bis hin zur Ermahnung, aber keine hat sich meiner Meinung nach auf den Abschnitt E einen passenden Reim gemacht. The aim of this paper is to show that the binary notions of reality and negation play an important role in the philosophical agenda of Kant, Maimon and Fichte. The paper has three sections. The first section illustrates the metaphysical significance of Kant’s introduction of the quantitative opposition between reality and negation, which informs the phenomena-noumena distinction and the attribution of intensive magnitude. The second section argues that Maimon’s speculative appropriation of differentials took up Kant’s conception of real opposition between (...) reality and negation but fundamentally revised the theory of space and time to dissolve the problem of applicability in Kant, leading to the consequence of obliterating the pure categories. The third section shows how Fichte inherited the Kantian-Maimonian quantitative opposition of reality and negation in his characterization of the interdetermination between the I and the Not-I and how he developed an immanent account of the relational categories such as causality and substantiality on that basis. It is often supposed that the spectacular successes of our modern mathematical sciences support a lofty vision of a world completely ordered by one single elegant theory. The focus of this review is on positive emotional granularity. Emotional granularity is the level of specificity that characterizes verbal representations of an affective experience. Although there has been research on negative emotional granularity, relatively less attention has been given to the study of positive emotional granularity. Positive emotions are theorized to motivate an individual to “broaden and build” one’s scope of cognition, attention, and behavior. Distinct positive emotion concepts may provide individuals with more informational value than that provided by (...) global mood. Indeed, individuals who are higher in positive emotional granularity report being better at coping with stressful experiences. In this review, we discuss growing research on positive emotional granularity and well-being. Issues of measurement, interventions, and considerations for future lines of research are discussed. Attempts to evaluate the extent and nature of their relation have reached varying conclusions, depending in part on the historical period under consideration. This essay examines some characteristics of European medicine from the fifteenth to the early seventeenth century and considers their relevance for the history of science. Of the four complete Āgama collections, the Ekottarika Āgama (EĀ) has generated the most controversy about whether it can be attributed to any early Buddhist school and, if so, which school it could belong to. This paper examines the various hypotheses about the sectarian affiliation(s) of the EĀ. It shows that a considerable part of this corpus is likely to be of Mahāsāṃghika derivation, and that the EĀ contains numerous salient features of Mahāsāṃghika doctrine, particularly the transcendence of Buddhas and (...) Bodhisattvas. This study also argues that the seeming affinity between several legends in the EĀ and those in the Mūlasarvāstivāda Vinaya is likely to have resulted from Mahāsāṃghika influence on the Mūlasarvāstivādins. The Mahāsāṃghika hypothesis for the school affiliation of the EĀ is substantially strengthened in this inquiry while the others are shown to be probably untenable. (shrink)

This collection, by one of the most challenging of contemporary thinkers, asks the question: why are there several arts and not just one? This question focuses on the point of maximal tension between the philosophical tradition and contemporary thinking about the arts: the relation between the plurality of the human senses and sense or meaning in general. Throughout the five essays, Nancy's argument hinges on the culminating formulation of this relation in Hegel's Aesthetics and The Phenomenology of Spirit - (...) art as the sensible presentation of the Idea. Many people profess to believe that acting morally, or as we ought to act, involves the self-conscious acceptance of some (quite specific) constraints or rules that place limits both on the pursuit of our own interests and on our pursuit of the general good. Though these people do not regard the furtherance of our own interests or the pursuit of the general good as ignoble ends, or ones that we are morally required to eschew, they believe that neither can be (...) regarded as providing us with morally sufficient reason to take action. Those who hold such a view believe that there are certain sorts of acts that are wrong in themselves, and thus morally unacceptable means to the pursuit of any ends, even ends that are morally admirable, or morally obligatory. (How strong the prohibition is against performing such acts is a matter that will be taken up later.) Philosophers call such ethical views ‘deontological’ (from the Greek deon , ‘duty’), and contrast them to views that are ‘teleological’ in structure (from telos , Greek for ‘goal’). Those who hold teleological views reject the view that there are special kinds of acts that are right or wrong in themselves. This paper critically analyses the concept of evidence in evidence-based-policy arguing that there is key problem: that there is no existing practicable theory of evidence, one which is philosophically grounded and yet applicable for evidencebased policy. The paper critically considers both philosophical accounts of evidence and practical treatments of evidence in evidence-based-policy. It argues that both fail in different ways to provide a theory of evidence that is adequate for evidence-basedpolicy. Feminist philosophy has had a powerful impact not just on philosophy but on other disciplines as well. This imaginatively edited anthology enables readers to sample this literature widely and to trace the breadth and the depth of its influence.

Causation is in trouble—at least as it is pictured in current theories in philosophy and in economics as well, where causation is also once again in fashion. In both disciplines the accounts of causality on offer are either modelled too closely on one or another favoured method for hunting causes or on assumptions about the uses to which causal knowledge can be put—generally for predicting the results of our efforts to change the world. The first kind of account supplies no (...) reason to think that causal knowledge, as it is pictured, is of any use; the second supplies no reason to think our best methods will be reliable for establishing causal knowledge. So, if these accounts are all there is to be had, how do we get from method to use? Of what use is knowledge of causal laws that we work so hard to obtain? (shrink)

This chapter sets out several views of empathy that draw not only on psychology's literature but on philosophical and psychiatric writings. Empathy is a set of complex concepts involving perception, emotion, attitudinal orientation, and other cognitive processes as well as an activity that expresses character traits and, hence, one of the virtues. In other words, an examination of the philosophical and clinical literature reveals empathy to be not one unified concept but instead a set of related characteristics and qualities needed (...) to be an ethical and therapeutically effective clinician. To this end, the chapter offers reasons as to why empathy is important to clinical work: empathy is both epistemically and ethically necessary to good social relations and, in particular, clinical relations. It then distinguishes empathy from a related concept called "world"-traveling and situates its relevance to therapeutic relations. Finally it brings these ideas together by highlighting Iris Murdoch's ideas of "just vision" and "loving attention.". (shrink)

Research investigating the underlying mechanisms and boundary conditions under which leader humility influences employee voice remains underdeveloped. Drawing from approach–inhibition theory of power and leader humility literature, we developed a moderated-mediation model in which personal sense of power (i.e., employees’ ability to influence other individuals such as their leader) was theorized as a unique mechanism underlining why employees feel motivated to speak up under the supervision of humble leaders. Additionally, the cultural value of power distance was proposed to be a (...) relevant boundary condition to influence such relationship. We tested the model using time-lagged supervisor–subordinate matched data. Results of mixed models analyses provided support for our hypotheses confirming that employees’ personal sense of power mediates the relationship between leader humility and employee voice, and such relationship was found to be stronger when employees’ power distance was lower rather than higher. Hunting Causes and Using Them argues that causation is not one thing, as commonly assumed, but many. There is a huge variety of causal relations, each with different characterizing features, different methods for discovery and different uses to which it can be put. In this collection of new and previously published essays, Nancy Cartwright provides a critical survey of philosophical and economic literature on causality, with a special focus on the currently fashionable Bayes-nets and invariance methods - and it (...) exposes a huge gap in that literature. Almost every account treats either exclusively how to hunt causes or how to use them. But where is the bridge between? It's no good knowing how to warrant a causal claim if we don't know what we can do with that claim once we have it. This book will interest philosophers, economists and social scientists. (shrink)

Many, if not most, of our highly prized ‘laws’ of physics cannot be adequately rendered as statements of regular association among the values of ‘categorical’ quantities, I have argued.63 This is true even if we do not balk at the concept of natural necessity and are willing to add that the associations hold ‘by law’. They are rather ascriptions of capacities. They tell us what capacities a system will have by virtue of having a given property. The law of gravity (...) is one example. A system of mass M has the capacity of strength GMm/r2 to move another object of mass m a distance r away towards itself. I call this the gravitational capacity. My second thesis is a commonly shared one. Ascriptions of capacities do not reduce to conditionals involving only categorical properties. I shall here discuss two questions about these theses: 1) Why think of capacities as akin to dispositions or powers; and 2) Why allow them in science? Before tackling the first question, I shall first try to figure out what features we expect to be characteristic of dispositions and powers themselves. (shrink)

This paper argues that even when simple analogue models picture parallel worlds, they generally still serve as isolating tools. But there are serious obstacles that often stop them isolating in just the right way. These are obstacles that face any model that functions as a thought-experiment but they are especially pressing for economic models because of the paucity of economic principles. Because of the paucity of basic principles, economic models are rich in structural assumptions. Without these no interesting conclusions can (...) be drawn. This, however, makes trouble when it comes to exporting conclusions from the model to the world. One uncontroversial constraint on induction from special cases is to beware of extending conclusions to situations that we know are different in relevant respects. In the case of economic models it is clear by inspection that the unrealistic structural assumptions of the model are intensely relevant to the conclusion. Any inductive leap to a real situation seems a bad bet. (shrink)

The volume brings together for the first time original essays by leading philosophers working on powers in relation to metaphysics, philosophy of natural and social science, philosophy of mind and action, epistemology, ethics and social and political philosophy. In each area, the concern is to show how a commitment to real causal powers affects discussion at the level in question. In metaphysics, for example, realism about powers is now recognized as providing an alternative to orthodox accounts of causation, modality, properties (...) and laws. Dispositional realist philosophers of science, meanwhile, argue that a powers ontology allows for a proper account of the nature of scientific explanation. In the philosophy of mind there is the suggestion that agency is best understood in terms of the distinctive powers of human beings. Those who take virtue theoretic approaches in epistemology and ethics have long been interested in the powers that allow for knowledge and/or moral excellence. In social and political philosophy, finally, powers theorists are interested in the powers of sociological phenomena such as collectivities, institutions, roles and/or social relations, but also in the conditions of possibility for the cultivation of the powers of individuals. This book does several things, and it does them all well. Yolton firmly contextualizes the debates about perception within the seventeenth and eighteenth centuries, while showing how these debates are often repeated in contemporary philosophy of mind. Along the way, he provides novel interpretations of Descartes, Locke, Berkeley, Hume, and Kant that are clearly and convincingly presented. Perhaps the most important feature of his treatment is that it so vividly shows the Moderns grappling with issues about perception that continue to (...) plague us. The uniting theme of the work is Yolton’s insistence that direct realism and representationalism are compatible. Yolton’s defense of direct realism is largely motivated by the thesis that many philosophers incorrectly take a representational theory of mind to necessitate indirect realism. This mistake arises, according to Yolton, because they suppose that the representations themselves become the objects of perception and therefore stand between the perceiver and the world of objects. Yolton’s argument that the philosophers of the seventeenth and eighteenth centuries were struggling to establish two interactive relations between perceivers and the physical world underlies his compatibility thesis: There is a physical and causal relationship and, more importantly, there is what Yolton calls a “cognitive” or “semantic” relationship. The latter relationship holds the key to the compatibility of representationalism with direct realism. (shrink)
