Reinhart Koselleck is among the most original German theorists of history and historiography. His international reputation is due in part to his contributions as theorist and editor of the remarkable lexicon Geschichtliche Grundbegriffe (GG). The GG is an exceptional reference work that goes far towards realizing Koselleck's program and distinctive version of Begriffsgeschichte (the history of concepts, conceptual history). How does the human brain link relational concepts to perceptual experience? For example, a speaker may say “the cup to the left of the computer” to direct the listener's attention to one of two cups on a desk. We provide a neural dynamic account for both perceptual grounding, in which relational concepts enable the attentional selection of objects in the visual array, and for the generation of descriptions of the visual array using relational concepts. In the model, activation in neural (...) populations evolves dynamically under the influence of both inputs and strong interaction as formalized in dynamic field theory. Relational concepts are modeled as patterns of connectivity to perceptual representations. These generalize across the visual array through active coordinate transforms that center the representation of target objects in potential reference objects. How the model perceptually grounds or generates relational descriptions is probed in 104 simulations that systematically vary the spatial and movement relations employed, the number of feature dimensions used, and the number of matching and nonmatching objects. We explain how sequences of decisions emerge from the time‐ and state‐continuous neural dynamics, how relational hypotheses are generated and either accepted or rejected, followed by the selection of new objects or the generation of new relational hypotheses. Its neural realism distinguishes the model from information processing accounts, its capacity to autonomously generate sequences of processing steps distinguishes it from deep neural network accounts. The model points toward a neural dynamic theory of higher cognition. (shrink)

The program of the Geschichtliche Grundbegriffe, formulated primarily by Otto Brunner, Werner Conze, and Reinhart Koselleck, calls for relating conceptual change to structural transformations of government, society, and economy in German-speaking Europe. J. G. A. Pocock, of Cambridge, identified the range of alternative and competing political discourses available to early modern writers, while Quentin Skinner, also of Cambridge, treated political theories in terms of those historical contexts and linguistic conventions which both facilitate and circumscribe legitimations of political arrangements, and he (...) described such theories as intentional speech acts. Despite the differences in the German and Anglophone modes of treating political language, however, there are no major obstacles in bringing them together. The GG could profit from Pocock's technique of analysis and comparison in identifying early modern political languages, and the issues raised by Skinner about political thought and theorizing as forms of linguistic action, as well as the effect of general linguistic conventions upon available modes of legitimating political arrangements. The Anglophone mode might profit from considering the GG's non-reductive use of social history in conjunction with that of concepts, and from the GG's systematic use of contemporary sources of language and linguistic definitions. Few thinkers exerted a greater influence upon British thought and public policy between 1880 and 1914 than T. H. Green. In his appraisal Richter applies to Green, usually studied as a philosopher, the techniques of analysis taken from sociology and the history of ideas. The result is important both as a study of a man who considerably affected the thought of his time and also as a contribution to the social and intellectual history of Victorian England. The last few years have seen dramatic progress in the development of HIV pre-exposure prophylaxis (PrEP). These developments have been met by ethical concerns. HIV interventions are often thought to be ethically difficult. In a context which includes disagreements over human rights, controversies over testing policies, and questions about sexual morality and individual responsibility, PrEP has been seen as an ethically complex intervention. We argue that this is mistaken, and that in fact, PrEP does not raise new ethical concerns. Some (...) of the questions posed by PrEP are not specific to HIV prophylaxis, but simply standard public health considerations about resource allocation and striking a balance between individual benefit and public good. We consider sexual disinhibition in the context of private prescriptions, and conclude that only unjustified AIDS-exceptionalism or inappropriate moralism about sex supports thinking that PrEP raises new ethical problems. This negative conclusion is significant in a context where supposed ethical concerns about PrEP have been raised, and in the context of HIV exceptionalism. (shrink)

A layoff is a threatening yet common event which employees might face at some point in their working lives. In two scenario-based experiments, we investigated which actions of a layoff agent during a dismissal notification meeting may contribute to laid-off employees’ fairness judgments and negative attitudes toward the employer. In general, the extent to which layoff victims were treated with respect was consistently found to increase perceptions of interpersonal and procedural fairness and to mitigate negative attitudes toward the employer. Further (...) results showed that layoff victims preferred to be given an adequate explanation of the reasons for the layoff and to receive notice from the direct supervisor. Relationships between the layoff agent’s actions and layoff victims’ negative attitudes toward the employer were mediated by perceptions of procedural fairness. In addition, delegating the layoff agent’s task to an external consultant increased perceived psychological contract breach. Our findings have important implications for organizational justice research and for the managerial practice of implementing fair layoffs. In particular, small actions, such as treating employees with respect, might be of benefit both to humans and organizations. (shrink)

Describing actions entails that relations between objects are discovered. A pervasively neural account of this process requires that fundamental problems are solved: the neural pointer problem, the binding problem, and the problem of generating discrete processing steps from time-continuous neural processes. We present a prototypical solution to these problems in a neural dynamic model that comprises dynamic neural fields holding representations close to sensorimotor surfaces as well as dynamic neural nodes holding discrete, language-like representations. Making the connection between these two (...) types of representations enables the model to describe actions as well as to perceptually ground movement phrases—all based on real visual input. We demonstrate how the dynamic neural processes autonomously generate the processing steps required to describe or ground object-oriented actions. By solving the fundamental problems of neural pointing, binding, and emergent discrete processing, the model may be a first but critical step toward a systematic neural processing account of higher cognition. The engineering-based approach of synthetic biology is characterized by an assumption that ‘engineering by design’ enables the construction of ‘living machines’. These ‘machines’, as biological machines, are expected to display certain properties of life, such as adapting to changing environments and acting in a situated way. This paper proposes that a tension exists between the expectations placed on biological artefacts and the notion of producing such systems by means of engineering; this tension makes it seem implausible that biological systems, especially (...) those with properties characteristic of living beings, can in fact be produced using the specific methods of engineering. We do not claim that engineering techniques have nothing to contribute to the biotechnological construction of biological artefacts. However, drawing on Descartes’s and Kant’s thinking on the relationship between the organism and the machine, we show that it is considerably more plausible to assume that distinctively biological artefacts emerge within a paradigm different from the paradigm of the Cartesian machine that underlies the engineering approach. We close by calling for increased attention to be paid to approaches within molecular biology and chemistry that rest on conceptions different from those of synthetic biology’s engineering paradigm. Multiple arousal theory suggests that there is more than one arousal system and that the activity of the multiple arousal systems can be observed using electrodermal measures at various body sites. The ideas expressed by multiple arousal theory are interesting but they do not constitute a theory. The absence of a specific definition of arousal and the lack of testable predictions prevent multiple arousal theory from constituting a useful theoretical framework for focussed empirical research.

It has been argued recently that tyranny is a persisting phenomenon very much alive today, a greater danger than newer forms of misrule such as totalitarianism. One argument is based on human nature being such that the temptation to abuse political power in the form of tyranny remains a possibility in all societies. Another defines tyranny as a spiritual disorder of the soul and polity. Both date the 19th century as the time when tyranny dropped out of the western political (...) vocabulary. In this view, modern political thought, like political science generally, has been impoverished by ignorance of, or indifference to, the nature of tyranny. By contrast, I treat tyranny not as possessing an essential, unchanging nature, but as a contested political concept used for a variety of purposes by different regimes and groups. Nor do I agree that, because ‘tyranny’ was used infrequently during the 19th century, systematic abuses of political power went unnoticed and unclassified. I treat a number of cases by postulating a family of controversial and contested regime types: tyranny, despotism, absolute monarchy, Bonapartism, Caesarism, and dictatorship. From them I conclude that, after tyranny was conflated with despotism at the end of the 18th century, both concepts were redescribed in terms of newer classifications belonging to the same conceptual family. Because ‘tyranny’ was then extended to many non-political arenas, it became so trivialized as to leave no prospect of our retrieving its once potent political meanings. If ‘tyranny’ is equally applicable to teachers, husbands, fashions, or public opinion, the concept has lost its political cutting edge. It now lacks any distinctive meaning that might frame a situation and define it as calling for urgent and decisive action, especially in foreign policy. (shrink)

Did Tocqueville treat democracy as a type of society, as a political regime, or in terms of their interactions? This paper argues against the assumption that Tocqueville's concept of this relationship remained constant over his three decades as a theorist. Beginning with his literal acceptance of Guizot's doctrinaire definition of democracy as an état social, Tocqueville then developed an eclectic political sociology. Without rejecting the significance of social organization for politics, he often reverted to Montesquieu's theory of the complex interaction (...) between the social and political. Finally, after the Second Republic's violent end by the coup he had as a statesman sought to prevent, Tocqueville was disgusted by the pseudo-democratic Bonapartist arguments used by the Second Empire's apologists to legitimate it. His final position was that any adequate definition of democracy had to include, not only social equality, but also political liberty and the participation of citizens in a government incorporating a genuine political life. This workshop on stochastic theory and adaptive control assembled many of the leading researchers on stochastic control and stochastic adaptive control to increase scientific exchange and cooperative research between these two subfields of stochastic analysis. The papers included in the proceedings include survey and research. They describe both theoretical results and applications of adaptive control. The first step in planning a lexicon of European political and legal concepts is to decide upon how it is to be organised. Among the principal alternatives are the formats of three German reference works on the history of concepts (Begriffsgeschichte) and the methods associated with John Pocock and Quentin Skinner. Although these German and Anglophone styles are often regarded as incompatible, on closer inspection, they turn out to be in many respects complementary, as Skinner has recently acknowledged. What would (...) such a format look like? Is it possible to overcome the difficulties inherent in attempting a lexicon combining continental and Anglophone political and legal concepts? (shrink)

Functional relationships between romantic jealousy and traits, such as neuroticism or adult attachment styles, are well-known. For the first time, we conducted a joint analysis of the Big Five traits and attachment dimensions as predictors of jealousy, which considered gender differences as well as differences in infidelity experiences and relationship status. In 847 participants, path modeling showed that higher neuroticism, lower agreeableness, and lower openness predicted higher romantic jealousy. The attachment dimensions “anxiety” and “depend” partly mediated the effect of neuroticism (...) and fully mediated the effect of agreeableness on romantic jealousy. The direct and indirect relationships did not differ as a function of gender, relationship status, and infidelity experiences. These findings contribute to a better understanding of individual differences in romantic jealousy from a personality perspective. (shrink)

This paper studies a decision maker who tackles a choice problem by selecting a subset of (at most) two alternatives which he will consider further in the second stage of his deliberation. We focus on the first stage where he chooses the delebration set. We axiomatize three types of procedures: (i) The top two: the decision maker has in mind an ordering and chooses the two maximal alternatives. One of the most important social cognitive skills in humans is the ability to “put oneself in someone else’s shoes,” that is, to take another person’s perspective. In socially situated communication, perspective taking enables the listener to arrive at a meaningful interpretation of what is said and what is meant by the speaker. To successfully decode the speaker’s meaning, the listener has to take into account which information he/she and the speaker share in their common ground. We here further investigated (...) competing accounts about when and how CG information affects language comprehension by means of reaction time measures, accuracy data, event-related potentials, and eye-tracking. Early integration accounts would predict that CG information is considered immediately and would hence not expect to find costs of CG integration. Late integration accounts would predict a rather late and effortful integration of CG information during the parsing process that might be reflected in integration or updating costs. Other accounts predict the simultaneous integration of privileged ground and CG perspectives. We used a computerized version of the referential communication game with object triplets of different sizes presented visually in CG or PG. In critical trials, CG information had to be integrated while privileged information had to be suppressed. Listeners mastered the integration of CG. Yet, slower RTs, and enhanced late positivities in the ERPs showed that CG integration had its costs. Moreover, eye-tracking data indicated an early anticipation of referents in CG but an inability to suppress looks to the privileged competitor, resulting in later and longer looks to targets in those trials, in which CG information had to be considered. Our data therefore support accounts that foresee an early anticipation of referents to be in CG but a rather late and effortful integration if conflicting information has to be processed. We show that both perspectives, PG and CG, contribute to socially situated language processing and discuss the data with reference to theoretical accounts and recent findings on the use of CG information for reference resolution.
