We tend to suppose that the ancient Greeks had primitive ideas of the self, of responsibility, freedom, and shame, and that now humanity has advanced from these to a more refined moral consciousness. Bernard Williams's original and radical book questions this picture of Western history. While we are in many ways different from the Greeks, Williams claims that the differences are not to be traced to a shift in these basic conceptions of ethical life. We are more like the (...) ancients than we are prepared to acknowledge, and only when this is understood can we properly grasp our most important differences from them, such as our rejection of slavery. Malgré la prégnance de la référence à l’État développeur dans les politiques économiques sud-africaines, personne ne considère à ce jour sérieusement le pays comme tel. Pire, la corruption qui gangrène les hautes sphères de l’Etat semble au contraire suggérer l’émergence d’un État prédateur. Cet article analyse l’Afrique du Sud post-apartheid au prisme du paradigme de l’État développeur. Les contraintes qui mettent en échec les politiques industrielles sud-africaines sont analysées à partir du cas d’un programme d’acquisition stratégique lié à d’importants investissements (...) en infrastructure. Les impératifs néolibéraux, la restructuration de l’économie et la faible mobilisation gouvernementale en faveur de l’industrialisation obèrent l’émergence d’un État développeur en Afrique du Sud. Il tente de définir l’esprit d’une économie politique lucide appliquée aux pays d’Afrique, avant de présenter brièvement les articles du dossier.

La responsabilité du fait d’autrui a fait l’objet de mutations successives tout au long du xx e siècle, soit que les régimes légaux aient été adaptés et façonnés afin de garantir une réparation automatique de leurs dommages aux victimes, soit que le juge ait fait usage de son pouvoir créateur pour inventer de nouveaux régimes de responsabilité pour répondre aux évolutions sociales et aux nouveaux enjeux indemnitaires. Si la tendance est globalement à l’objectivation de la responsabilité du fait d’autrui, des (...) incohérences sont apparues qui s’expliquent par le mode de création du droit jurisprudentiel, par petites touches, au gré des besoins exprimés dans les prétoires. À l’heure de réécrire le code civil, les promoteurs de la réforme promettent de nouvelles métamorphoses. Ils ne se sont pas bornés à importer la jurisprudence mais se sont assignés la mission plus ambitieuse de restituer à la responsabilité du fait d’autrui sa cohérence perdue, tout en garantissant un équilibre entre la responsabilité encourue par le civilement responsable et l’importance de l’autorité exercée sur autrui. Pour servir cet objectif, les projet et proposition de réforme précisent la nature de la responsabilité du fait d’autrui et se prononcent en faveur d’un régime dual de responsabilité du fait d’autrui. Cette étude envisage les conséquences théoriques et pratiques de la réforme à venir et propose des pistes de réflexion pour remédier aux inconvénients qu’elle pourrait induire. (shrink)

Bernard Williams is remembered as one of the most brilliant and original philosophers of the past fifty years. Widely respected as a moral philosopher, Williams began to write about politics in a sustained way in the early 1980s. There followed a stream of articles, lectures, and other major contributions to issues of public concern--all complemented by his many works on ethics, which have important implications for political theory. This new collection of essays, most of them previously unpublished, addresses many (...) of the core subjects of political philosophy: justice, liberty, and equality; the nature and meaning of liberalism; toleration; power and the fear of power; democracy; and the nature of political philosophy itself. A central theme throughout is that political philosophers need to engage more directly with the realities of political life, not simply with the theories of other philosophers. Williams makes this argument in part through a searching examination of where political thinking should originate, to whom it might be addressed, and what it should deliver. Williams had intended to weave these essays into a connected narrative on political philosophy with reflections on his own experience of postwar politics. Sadly he did not live to complete it, but this book brings together many of its components. Geoffrey Hawthorn has arranged the material to resemble as closely as possible Williams's original design and vision. Les dynamiques de classe du changement agraire en Afrique ont fait l’objet de débats importants. Dans son ouvrage de référence, Femmes, greniers et capitaux, Meillassoux prédisait en 1975 la cannibalisation de la paysannerie, avec la domination croissante des relations capitalistes dans les campagnes. Pourtant, près d’un demi-siècle plus tard, la paysannerie reste une construction sociale, économique et politique pertinente. En s’appuyant sur le cas du Mozambique, cet article explore les significations contradictoires de la paysannerie dans le capitalisme contemporain. La première (...) section retrace la création du paysan-prolétaire en Afrique australe, en s’appuyant sur les travaux de Meillassoux sur la « communauté domestique ». La deuxième partie explore les différentes manières dont les camponeses improvisent leur subsistance à travers trois cas. L’article conclut que la paysannerie incarne un ensemble contradictoire de significations qui reflètent les processus de production de marchandises plutôt qu’un passé précapitaliste. (shrink)

Une classe capitaliste nationale peut-elle émerger dans les pays africains nouvellement indépendants? Débattue il y a quarante ans à propos du Kenya, la question se pose également pour l’Éthiopie des trois dernières décennies. Bien que ce pays n’ait jamais été colonisé, son passage il y a trente ans d’un régime militaire à un État démocratique et développeur a marqué un tournant comparable à celui des pays africains anciennement colonisés. Cette transition politique promettait d’accorder un rôle économique plus important au secteur (...) privé national, jusqu’alors très limité. Cette transition s’est toutefois accompagnée d’importantes contradictions en matière de propriété du capital, compte tenu de la centralisation de la politique industrielle par l’État éthiopien. Cet article analyse les tentatives de l’État éthiopien de stimuler la formation d’une classe capitaliste productive et autochtone, dans le secteur des métaux et de l’ingénierie, au cours de la dernière décennie. Nationalism is one of modern history’s great surprises. How is it that the nation, a relatively old form of community, has risen to such prominence in an era so strongly identified with the individual? In Ethics and the Autonomy of Philosophy, Bernard Walker sets out with two objectives. First, Walker argues that ethics is autonomous as a discipline. Oftentimes ethics books, from a Christian perspective, lean toward grounding ethics in theology or in biblical proof texting. Walker departs from this tradition. Ethics grounded in theology entails a limited scope for those doing ethics in that the Christian God must be assumed for both Christian and non-Christian when at the table of ethical dialogue. For (...) the non-Christian, this loads the dice and shuts down ethical consensus and dialogue, if not ethical truth. With that said, this book does not depart from Christian ethical views on such issues as the sanctity of life, antiracism, the death penalty, the objectivity of ethics, and the importance of integrating faith into ethics; however, Walker does so from a common denominator of philosophy rather than theology. Second, Walker ventures into the streets and engages the man/woman on the streets approach to ethics and ethical decision-making. He points out the shortcomings of the ubiquitous views of the man/woman on the streets, viz., cultural relativism, skepticism, and the attitude that ethics is merely a matter of personal choice. Despite its importance in various fields, analogical reasoning has not yet received a unified formal representation. Our contribution proposes a general scheme of inference that is compatible with different types of logic (deductive, probabilistic, non-monotonic). Firstly, analogical assessment precisely defines the similarity of two objects according to their properties, in a relative rather than absolute way. Secondly, analogical inference transfers a new property from one object to a similar one, thanks to an over-hypothesis linking two sets of properties. The belief (...) strength in the conclusion is then directly related to the belief strength in this meta-hypothesis. (shrink)
